Semi-Annual Progress ReportJanuary - June 2019

Newport News Nuclear BWXT – Los Alamos (N3B) has committed to providing five percent of its earned fee over the life of the Los Alamos Legacy Cleanup Contract (LLCC) to community commitment. We will use the funds to benefit community organizations and education initiatives in Northern New Mexico, specifically through funding of the Apprentice Program, other Community Workforce Training Initiatives and the Community Commitment Program.

N3B finalized the initial Community Commitment Program in the spring of 2019, and rolled out community awareness of the program in the spring and summer of 2019. However, N3B has been investing in the Apprentice Program and in Northern New Mexico nonprofit organizations since before award of the LLCC in late 2017.

Financial support is provided to nonprofit organizations that have a 501(c) or 170 (c) tax-exempt status and are evaluated on criteria based in the Community Commitment Program. The amount of money provided by N3B’s Community Commitment Program may vary from year to year.

In 2019, the community contribution portion of the program budget is about $267,000. N3B’s Apprenticeship Program additionally has budgeted $133,000, bringing the full Community Commitment Program funding amount to $400,000 for 2019.

In 2018 and prior to the official roll out of the Community Commitment Program, N3B had already been giving back to local communities. N3B participated in many events and supported multiple sponsorships.

To date, N3B contributions to the local community have been diverse in regard to various causes and organizations. Groups from all over the Northern New Mexico region have benefited from the program. Community Commitment dollars have also helped N3B increase awareness and transparency of the operations for the contract by participating in local events in communities in which N3B employees work and live. Plan accomplishments in 2019

• N3B initiated roll out of the Community Commitment Program on June 12 with a community meeting at Fuller Lodge in Los Alamos, followed by a community meeting at Misión Museum in Española on June 20.

• Apprentice Program and RCT Boot Camp kicked off July 30 at Northern New Mexico College in Española.

• After our Community Commitment Program roll out, received over a dozen new requests from across Northern New Mexico; the requests are in the process of being reviewed.

Since the beginning of N3B’s work on the contract, senior management has expressed a desire to implement

an apprenticeship program in Northern New Mexico modeled on the highly successful Apprentice School at

Huntington Ingalls Industries, one of the parent companies of N3B. As part of the Community Commitment

Program, N3B has partnered with Northern New Mexico College and the University of New Mexico – Los

Alamos to create comprehensive programs to enhance workforce training in Northern New Mexico. Annually,

new participants are selected through an application process. Participants in these programs attend courses

at Northern New Mexico College or UNM-LA while working as paid employees for N3B. Upon successful

completion of the program, participants earn a certificate and are offered a full time position with N3B.
