SUBJECT: Community College Completion Grant

This memo and the enclosed materials provide guidance on implementation of the new Community College Completion Grant (CCCG). The CCCG is a $1,500 annual grant for those attending at least 15 units per term, and who are on pace to complete their program within the timeframe determined in their comprehensive Student Educational Plan (SEP) for the entire length of their program. Purpose of the Grant: The purpose of the grant award is to provide the student with additional financial aid to help offset his or her total cost of community college attendance, 88912 (b). Comprehensive SEP and timely interventions: All campus student service and support programs, especially Student Success and Support Program (SSSP) and Student Equity (SE), should be alerted to the counseling and intervention requirements of this new program. The definition for a comprehensive SEP in the SSSP guidelines defines such plan as “at least two terms in length.” The CCCG legislative language clearly defines it as a plan identifying all sequence of courses and requirements to complete a specific program of study.

CCCG comprehensive plan defined in the Education Budget trailer bill language (SB85), the California Education Code is updated in section in 88912(b)(2):

(2) The student is enrolled in a program of study and has completed an education plan identifying courses, sequence of courses, key progress milestones, and other requirements the student must complete to earn an associate degree, career technical education certificate, or other community college certificates, or meet university transfer requirements.

Comprehensive plan as defined in SSSP guidelines (title 5, section 55524):

Comprehensive SEP: an education plan that is at least two terms in length and reflects the number of terms required to achieve the student’s declared course of study (title 5, section 55524); a student who has a clearly defined educational goal and course of study at the time he or she applies and enrolls in courses at a college may not need an Abbreviated SEP and may immediately develop a Comprehensive SEP.

With the CCCG, the Chancellor’s Office has tried to maintain a streamlined eligibility and delivery system while reinforcing the need for a comprehensive education plan and adherence to the Education plan. This support would be provided through critical and timely support funded in SSSP, Student Equity and other student service and support programs. This integration of services and interventions will require coordination to ensure that CCCG students receive a timely comprehensive SEP, and necessary timely services and interventions to result in success. Mid-term and end-of term counseling interventions will prove to be essential to helping students maintain pace towards program completion to continue to receive grant payments.

It is the intent of the Legislature to have colleges use SSSP funds, and other resources to produce a SEP for these students and provide intervention services for those who fall behind. The $3,000 this program can provide over two years combined with other financial aid will increase completion rates to the benefit of our students and our campuses. Informational webinars scheduled for counselors, staff and administrators: The Chancellor’s Office will be holding webinars to describe the Community College Completion Grant. The webinar will discuss the stackable grant concept and describe the counseling requirements required for eligible students. The Chancellor’s Office suggests this one-hour webinar for counseling, financial aid staff and administrators. It will be held on various dates to enable you to choose the best date for your schedules. Please see attachment #8.

Implementation Guidance: Community College Completion Grant

I. Description: Senate Bill 85, the 2017 Budget Act education trailer bill, was signed by the Governor on June 27, 2017, and includes language initiating a new grant program for Community College students. The program provides $25 million in funding to the California Community College Chancellor’s Office (CCCCO) to provide for a capstone grant for the 2017-18 year (anticipated ongoing funding) to community college FTSSG recipients who have already received a Full Time Student Success Grant (FTSSG) and thus a Cal Grant B or C award payment. All 114 California Community Colleges are expected to participate. There is an inherent connection to FTSSG and thus the Cal Grant B and C awards administered by the California Student Aid Commission (CSAC). In order to avoid any student or college staff confusion regarding this program, the trailer bill has titled the new grant program the “Community College Completion Grant” (CCCG) program.

II. Budget Act Control Language: SB 97 Annual Budget Act 2017 [Approved by Governor ~ June 27, 2017. Filed with Secretary of State ~ June 27, 2017.]

Provisions: 1. The funds appropriated in Schedule 1 of this item shall be used to support Community College

Completion Grants pursuant to Section 88912 of the Education Code.

III. Education Code Control Language: SB 85 Education Trailer Bill to the Budget Act 2017 See Attachment #6

IV. Intent: The desire to increase grant aid to community college students and to strengthen the value of the Cal Grant B Access award and the Cal Grant C award for the most disadvantaged of our students continues to be of paramount concern. The intent of the Community College Completion Grant program (CCCG) funding expressed a desire to support student persistence, retention and success by providing students additional assistance who are attending at a 15 unit per term pace or 30 unit per year pace and/or complete their programs in scheduled FT timeframes. To that end, an additional $25 million was provided to leverage the existing FTSSG and the Cal Grant B and C programs with targeted supplemental grant funding. This capstone funding for students who are attending at a 15 unit per term pace or 30 unit per year pace in addition to and enhanced FTSSG Award (up to $1,000 annually) as well as the underlying full time Cal Grant Award. The Completion Grant in considered stackable grant funding and cannot supplant any other grant funding the student is receiving. It should be awarded before any self-help aid such as work-study or loans.

As we roll out this new capstone grant program, we anticipate colleges focusing on paying Cal grant B and C awards sooner in order to get the FTSSG and CCCG delivered to students at the same time as the Cal Grant B payment, or very shortly thereafter. Great effort was focused in planning and operationalizing the FTSSG program over the last few years to simplify the administration within the confines of community college financial aid operations to ensure maximum benefit to students with minimal administrative bureaucracy. It is also our intention to maintain this focus in the CCCG program. With the CCCG we have tried to maintain a streamlined eligibility and delivery system while reinforcing the need for a comprehensive education plan and adherence to the Education plan. This will be provided through critical and timely support funded in SSSP, Equity and other student service and support programs. These additional counseling responsibilities are funded in the SSSP, Equity and other student support programs and services. This integration will require close coordination with SSSP and Equity programs as well as other student service support programs and resources to ensure these students receive the necessary services and timely interventions and academic supports to result in success.

V. Information and Communications:

a) All guidance and information regarding CCCG and FTSSG policy, process, reporting and cash management will be distributed through the CFAO-ALL List. You may want to add additional pointers to the list to include staff who will be working with the FTSSG and CCCG program. b) In order to track and respond to inquiries regarding the new CCCG and the expanded FTSS programs please address any questions or comments to Student Financial Assistance program staff.

c) By centralizing and chronicling the inquiries, we will be able to categorize and aggregate the inquiries and responses and update a statewide Q&A document to provide the most comprehensive source of information on the grant program.

VI. Definitions:

FTSSG: • Full-time = 12 or more units in a term

CCCG:

• Full time = 15 units per term • Full time = 30 units per semester year or quarter equivalence (45) • Full time = At least 12 units/term but less than 15 units/term or 30 units/semester year, or

quarter equivalence, if the student’s pace allows them to complete within the “scheduled timeframe“

CCCG Comprehensive Education Plan must: • Cover the duration of the published time frame of the program the program of study (i.e ADT =

two years), and • Identifies courses, sequence of courses, key progress milestones, and other requirements the

student must complete to earn an associate degree, career technical education certificate, or other community college certificates, or meet university transfer requirements.

VII. Eligibility requirements:

For FTSSG and by extension required for CCCG: a) Must be enrolled full-time and linked to either the initial or final Cal Grant B or C term award

payment with a reported payment code of either of the following: 1) FT, for full-time attendance and full-time term award payment, or 2) OF for full-time attendance but less than a full-time term award payment

b) All Cal Grant B and C award and payment eligibility standards are applicable, including: 1) Be a U.S. citizen or an eligible noncitizen 2) Be a California resident or California Dream Act eligible (AB540) 3) Attend a Cal Grant participating California college or university 4) Demonstrate financial need at his or her college

5) Have family income and assets below the annual ceilings 6) Have met U.S. Selective Service requirements 7) Be in a program leading to an undergraduate degree, certificate or first professional degree 8) Not have a bachelor’s or professional degree before receiving a Cal Grant (except for

extended Cal Grant A or B awards, teaching credential programs or Cal Grant T) 9) Have a valid Social Security number 10) Maintain satisfactory academic progress 11) Not owe a refund on any state or federal educational grant 12) Not be in default on any student loan 13) Not be incarcerated

For CCCG: a) Must be receiving an FTSSG in the primary term (or Primary term + adjacent module session,

intersession, or summer) in which they qualify and receive the CCCG b) The student maintains a cumulative GPA of 2.0 at all times by statute. c) The student has established eligibility as provided in 88912 (b) d) The student is maintaining pace as specified in the qualifying comprehensive education plan

in accordance with 88912 (b)

VIII. Eligibility determination/Payment and Pace: Three Step Process

1. Establish Timeframe – Review the student education objective and the associated comprehensive education plan to determine eligibility in accordance with 88912 (b). A determination of remaining units in program and scheduled time to completion would be based at the point in time (term) when they would be entering the CCCG program.

2. Payment: Colleges should pay on enrolled units in program at or after census determined in their comprehensive education plan for the term or term(s) (or Primary term + adjacent module session, intersession, or summer) in compliance with 88912(b).

3. Measure pace for all participants at the same time on successfully completed units subsequent to each term in program from comprehensive education plan to determine continued eligibility and participation

IX. Disqualification – GPA or other A student failure to meet one or more eligibility standard would result in disqualification form participation from participation. A student who fails to meet or maintain any of the standards identified in VII would not be eligible for the CCCG. For example, cumulative GPA falls below 2.0 is disqualified from participation.

X. Disqualification - Loss of eligibility due to PACE Disqualification from participating in the CCCG program occurs when a student can no longer complete their stated objective in the originally scheduled timeframe. Re-establishing eligibility would require a student to demonstrate that they have or will be able to complete with in originally scheduled time frames.

XI. Appeals There are no appeals provided in education code for disqualification or loss of eligibility. Appeals granted for state and other Federal Aid do not extend to eligibility for CCCG.

XII. Disbursements to Students (see eligibility flow charts):

FTSSG for 2017-18 enhancement: a) As soon as a student receives their Cal Grant B payment at full-time status in the term, they are

then eligible for a FTSSG award payment for the term. The term payment is not to be split, but is to be paid in full each term.

1) Semester payments are $500 per primary term not to exceed $1,000 annually 2) Quarter payments are $333/334 per primary term not to exceed $1,000 annually

b) Full-time (at least 12 units) attendance is ascertained at the date at which a school determines enrollment status for Cal Grant B access award payment. If this is a freeze date, then use the same date. If another date is used, use the same date and enrollment level as used for the Cal Grant B payment.

CCCG: a) As soon as a student receives their FTSSG in the term, they are then eligible for a CCCG award

payment for the term provided they are enrolled in: a. 15 units; or b. A combined 15 units between any primary term and intersession, summer session or

module; or c. Enrolled in at least 12 units/term but less than 15units/term or 30uits /year if the

student’s pace allows them to complete within the “scheduled timeframe. “ This should be reflected in the SEP.

b) The term payment is not to be split, but is to be paid in full each term. 1) Semester payments are $750 per primary term (and associated intersession/summer/

module) not to exceed $1,500 annually 2) Quarter payments are $500 per primary term (and associated intersession/summer/

module) not to exceed $1,500 annually c) Enrolled attendance is ascertained at the date at which a school determines enrollment status

for FTSSG award payment. If this is a freeze date, then use the same date. If another date is used, use the same date and enrollment level as used for the FTSSG payment

XIII. Fiscal Reporting through SSARCC

Monthly disbursement reporting is expected through SSARCC. The file transfer protocol with validation at submission will resemble SSARCC_FTSSG with a slightly modified file layout. 1. Student SSN - Student's 9 digit SSN with no dashes (#########) or optionally blank for students

without SSN 2. Student local ID - Student's local ID 3. Award Term - Code specifying term CCCG was awarded (F - fall, W - winter, S – spring, U –

Summer, I - Intersession) 4. Award Year - 4 digit year FTSSG was awarded (2016 or 2017 for fall, 2017 for winter or spring) 5. Award Amount - Dollar amount of CCCG award 6. Units attempted at time of payment

XIV. In the Event of Deficiency or Surplus in Grant Funding: Based upon a mid-year assessment of grant funding and paid awards, if a potential deficiency or surplus is identified, colleges may need to adjust awarding parameters:

a) Premium Supplemental payments for eligible students (surplus); or b) Only additional awards beyond fall prioritizing students with the greatest unmet need.

XV. Over-payments: Each payment is based on the student’s enrollment status when student is eligible and payment is authorized. Changes to enrollment status in prior terms or subsequent to payment will not affect a student’s eligibility for payment. Over-payment resolution is not required provided the overpayment occurred subsequent to a change in enrollment status after the term payment if:

1) The CCCG term payment was made for the full term amount ($750 for semesters and $500 for Quarters); and

2) The student also received a FTSSG payment for 12 or more units at the time of disbursement of the CCCG in the same term, or in the case of a summer/intersession/module, in the associated adjacent primary term.

3) Enrollment drops that result in less than full-time attendance after term payment will not require adjustments/repayments by student or by school.

XVI. Over-awards

Need based over-awards must be prevented: 1) Award payments may not exceed unmet need 2) Colleges may consider adjusting standardized COA budgets to increase eligibility and to

prevent over-awards 3) The authorizing education code states:

88912 (c)(2) The grant award shall be two thousand dollars ($2,000) annually, shall be considered a supplemental grant, and shall not supplant any other grant, fee waiver, or scholarship aid received by the student, including, but not necessarily limited to, federal grants, Cal Grant awards, institutional grants, merit-based scholarships, athletic scholarships, and full-time student success grants.

4) Awards payments for CCCG should be adjusted or eliminated to prevent over-award

XVII. Other Policy Guidance: Students eligible for an award should not receive more than one (1) maximum award in aggregate from any or all colleges in any year. Portability would be equivalent to Cal Grant portability. A student receiving a CCCG award with an enrollment status would be eligible and should be paid their CCCG provided they have not exceeded their annual limit of $1,500 at the same institution.

Students attending multiple colleges in a term should receive a CCCG award based upon their receipt of FTSSG and a Cal Grant B award payment reflecting a cumulative enrollment status of 15 or more units per term at the institution making the payment. Consortium agreements are encouraged.

XVIII. Funding Apportionment System and Fiscal Reporting: In the advance (except in year one, in the October supplemental advance) each school will have an initial allocation of CCCG funds, based in part on 2015-16 reconciled SSARCC and COMIS FTSSG Award and enrollment data. All funds will be initially allocated. As colleges pay out their allocated funds, they will submit payment records (see the “CCCG SSARCC submission file layout”) to the Chancellor’s Office. There will be a release report similar to the BFAP/SFAA form 2 and FTSSG release report as well as a request for additional funds for qualified students. CO-FA will establish a calendar of reporting deadlines for reconciliation reporting and any potential subsequent funding adjustments.

XIX. Allocation Formula: Using 2015-16 FTSSG reconciled Payment transaction and corresponding MIS term enrollment data from 2015-16 we identified:

a. FTSSG recipients who enrolled in 15 units or more at census by term b. FTSSG recipients who enrolled in 12-14.99 units @ census by term c. Based upon (a) we calculated a projected disbursement by term by college d. Based upon b we calculated a projected disbursement by term by college of 30% of student who

might change attendance habits to qualify for the CCCG award. e. Colleges will have an opportunity to de-obligate funding if they determine they do not have

adequate eligible students to utilize there allocation f. Colleges will also have an opportunity to request additional funding to meet any shortfalls from

there initial allocation g. No additional funding is guaranteed.

XX. IT Issues:

These CCCG awards will be accounted for and reported to the Chancellor’s Office, (not to CSAC). Because of this, they will require a new award code in school based software systems, payable for all terms (and possible winter intersession and summer terms).

b) COMIS 1) Reconciliation and corrections 2) Mapping to MIS for new award code SF-21 GH 3) Syntactical and referential reporting and edit requirements including required FTSSG

and Cal Grant award payment

XXI. Business Office Issues: a) New Program and Ledger Accounts: Funds need to be accounted for in a subsidiary ledger,

backed up with detailed payment records per the “CCCG file layout” reporting protocol.

b) There may be a lag in time between identifying eligible students, and receipt of funds from the Chancellor’s Office. It is suggested that Financial Aid Directors speak with their fiscal offices and college foundations to discuss the possibilities on managing cash flow during these times.

c) Cash Flow for payments d) Reconciliation, reporting and liability e) While it is not required, we encourage colleges to maintain funds in an interest-yielding account

or investment sweep accounts. If you maintain the funds in an interest-bearing account, the money earned will stay with the college.

XXII. Policy and Procedure Issues:

We will update BOGFW manual and Data Element Dictionary to include CCCG award and process. Local P&P should also be updated to reflect local policies.

XXIII. Marketing and Awareness:

In the first year of implementation the ICAN campaign is developing a brochure/collateral piece for distribution to college FA offices communicating the concept of stackable grants, featuring the FTSSG and CCCG opportunities and requirements. We recommend you share this publication with Cal Grant B&C and FTSSG students who may wish to increase unit load to qualify for more assistance. In addition, social media channels for the ICAN campaign will be featuring messages regarding the FTSSG & CCCG opportunities and requirements. Any local district/college efforts to identify and communicate with the CCCG potentially eligible population would positively support the roll out of the program. Finally… As we embark on this new endeavor, we realize that very short notice has been given on these new awards for this fall 2017 term. However, the needs of our low-income students are vast, and additional grant aid is always welcome. It is incumbent upon us to deliver these FTSSG and CCCG funds as quickly as possible, and to make as much of a difference with them as possible, and quickly. Please contact us with any additional questions you may have about the details. Thank you for your efforts and attention to this new grant program!

Implementation Checklist for Community College Completion Grant (CCCG):

Financial Aid Offices:

� Identify a new, distinct award code for the CCCG � Set award up to be paid at 100% when paid � Award requires specific full-time (15 units or alternative) of enrollment at payment � Award requires a FT Cal Grant B payment transaction (FT or OF) and an FTSSG at your institution

for the corresponding term. � Set this up as a need-based grant, requiring “remaining need” for it to be paid � Set up individual term student award limits of $750 ($500-quarter), and annual limits of $1,500 � Set up annual award budgets of the amounts listed on the school-by-school allocation list. Be

prepared to adjust this amount when you file your release request report in the spring). � Map the CCCG to MIS Financial Aid reporting data element SF 21= GH � Develop a process to identify full-time Cal Grant B and C recipients at your school and FTSSG, to

deliver CCCG payments to those students as quickly as possible in their term payment(s).

Fiscal Offices:

� Inform Fiscal Offices of the new CCCG program and how it will work. � Add award code to general ledger, if needed. � Share school-based allocation table with fiscal office, so that timing of grant funds is anticipated.

(October Supplemental advance) � Discuss with fiscal office the process and timing of disbursement of these new grant funds.

Specifically, clarify whether cash must be received or if the District or Foundation can provide cash to cover grant payments until cash is received.

� Have appropriate account, perhaps interest-bearing, set up for the CCCG funds to be held in and disbursed from, or transferred from.

� Discuss record-keeping needs (i.e. file layout requirements for reporting to the CO, general ledger accounting, subsidiary ledger accounting and coding, etc.

� Develop reconciliation procedures between Fiscal Office, Financial Aid Office and IT, based on the file record layout reporting protocol.

Information Technology:

� Inform IT of the new CCCG program and how it will work. � Secure programming for the reporting requirements (file layout) to the CO). � Identify who will generate the reporting file as needed and who will transmit it to the CO. � Secure MIS data mapping to data element SF 21 GH for the CCCG, beginning with fall 2017.

Q & A on the Community College Completion Grant Program SEPTEMBER 14, 2017

1. QUESTION: IS THIS PROGRAM ONLY FOR FIRST-TIME FRESHMEN OR FOR STUDENTS WHO HAVE NOT ATTENDED

BEFORE?

Answer: The Completion Grant can be paid to students entering anywhere in their educational path. The student’s pace towards completion is established based on the student’s program and how far along the student is in their program based on prior completed units and units credited from other sources.

2. QUESTION: SO, IF A STUDENT HAS ATTENDED COLLEGE BEFORE, CAN THEY PARTICIPATE?

Answer: Yes. The student’s comprehensive Student Educational Plan (SEP) will establish the units required to complete their program, the milestones necessary to complete and the timeframe for completion.

3. QUESTION: CAN THE UNITS THAT THE STUDENT STARTS WITH COME FROM ANY SOURCE?

Answer: Yes. A student is allowed to participate in the Completion Grant program if they are on-pace to complete, minus any units credited towards their degree goal. For example, the college units the student has already earned may come from many sources:

1. College units earned while the student was in a dual enrollment program with a high school

2. College units earned at a California Community College or other college 3. College units granted based on the student’s completion of AP or IB coursework while

in high school 4. College units granted as a result of successful credit examination at a community college 5. College units granted based on credit awarded due to military service 6. College units granted from other sources

A college will determine pace based on the number of units already credited. The college uses these units to determine how many are applicable towards the degree goal to set the remaining terms of eligibility. A Comprehensive SEP will be necessary to determine the number of units required to earn a degree and no Completion Grant funds may be disbursed until a Comprehensive SEP is completed.

This is remembering that the student must take 15 units per term or be on track and be taking the necessary steps to complete 30 units in an academic year, including attending summer sessions and any intersessions, if necessary. Students in jeopardy of not meeting pace should receive counseling interventions to provide support and guidance to help the student stay on

pace. It is the intent of the Legislature that resources from Equity and SSSP will be utilized to assist the student.

4. QUESTION: DO THE UNITS THAT ARE PART OF THE 15-UNIT REQUIREMENT HAVE TO BE REQUIRED UNITS FOR THE

STUDENT’S EDUCATIONAL PROGRAM?

Answer: A student is paid based on enrolled coursework that is required to complete within the required time frame. Colleges will evaluate the student’s pace on a term-by-term basis. See the College Completion Grant Chart for examples of term attendance combinations eligible for payment.

5. QUESTION: HOW LONG CAN A STUDENT BE PAID?

Answer: This will depend on the student’s set timeframe at point of entry to receive the grant. For example, if a continuing student only needs 33 units for degree completion, the student is only eligible to receive the grant for one year: primary terms plus adjacent secondary terms totaling 30 annual units. See also Question 6.

• A student can be paid as long as the student maintains 15 units per primary term (see next question) and is meeting the pace for their program

• Pace is earning a sufficient number of credits to be on pace to complete an AA ADT or to transfer to a four-year university in two years; or for three years if required to take Basic Skills; or is in a CTE program or other CCC Certificate within the published time for that program

• Remember that the student must be receiving the FTSSG for all terms that they receive the Completion Grant

6. QUESTION: HOW ARE STUDENTS IN HIGH UNIT MAJORS TREATED? IS THERE A STANDARD LIST OF HIGH UNIT MAJORS OR DOES THE COLLEGE ESTABLISH THAT?

Answer: Majors requiring more than the standard 60 units may be paid Completion Grant funds for the length of their program, assuming continued eligibility and payment in the FTSSG program. For example, a major requiring 72 units could receive one more term of CCCG payment assuming the student was paid FTSSG for that final term. Each college/district will have some high unit majors. Refer to your catalog to determine which majors are high unit majors at your college.

Baccalaureate degree programs are considered high unit majors.

7. QUESTION: SOME STUDENTS MAY ONLY COMPLETE FEWER THAN 15 UNITS IN A TERM AND BE IN JEOPARDY OF

FALLING OFF PACE. CAN THEY MAKE THESE UNITS UP?

Answer: Yes, but no further Completion Grant funds can be disbursed until pace is reestablished. The “catch up” units may be earned in adjacent intersessions or summer to maintain the student’s pace.

8. QUESTION: COULD WE PAY A STUDENT A COMPLETION GRANT WHO TOOK 12 UNITS FOR FALL THEN ENROLLED

IN 3 UNITS FOR THE WINTER INTERSESSION?

Answer: Yes. However, when measuring pace after the Fall term they must show that they are on-pace towards completion. For example, this could be evidenced by enrollment in winter intersession coursework.

Remember that participants must be receiving FTSSG funding for the associated primary term. Colleges should set their Completion Grant policies to allow students to meet the 15-unit requirement by taking units in an adjacent intersession or summer term. There is no restriction on the whether the intersession or summer term is before or after the primary term as long as they are adjacent.

9. QUESTION: HOW DO WE PAY IN THE SCENARIO OF A NEW FALL STUDENT/60 UNIT DEGREE/TIMELINE 2 YEARS WHERE

THE STUDENT TAKES 12 UNITS IN FALL, 12 UNITS IN SPRING AND 6 UNITS IN SUMMER?

Answer: For a new student with no completed units, 12 units per term will not put them on pace to complete with two years. The student could receive FTSSG for the fall term but not CCCG unless the student then enrolls in an intersession adjacent to fall and those units bring the student on pace. The college could then pay fall based on the combined units of fall and the intersession. Likewise, spring could be paid only if the adjacent summer enrollment put them back on pace.

10. QUESTION: HOW DO WE PAY IN THE SCENARIO OF A CONTINUING FALL STUDENT/60 UNIT DEGREE/TIMELINE 2

YEARS WHERE THE STUDENT TAKES 12 UNITS IN FALL, 12 UNITS IN SPRING AND 6 UNITS IN SUMMER?

That depends on where the student is in regards to completing their program per their SEP. If the student is on pace to finish on time within their timeframe, for example they had only 24 units to complete, then the fall CCCG payment could be made. If they had more than 24 units to complete, with no indication (by enrollment) in a winter intersession, the student could not receive the CCCG for fall because they are not making pace. If the student had, for example, only 24 more units to complete, then the 12 fall units would keep them on pace, they could receive the FTSSG so they and they could receive CCCG.

For spring, if only 12 units were remaining, then the spring CCCG payment could be made. If the student is enrolled in 12 units but their SEP indicates they still need more than that to complete by the end of spring, then they could not receive the CCCG. However, if the student was then in attendance for Summer, those units could be tied to the Spring units and the student could receive payment because now the student will complete on time

10. WHEN SHOULD WE PAY THESE STUDENTS?

Answer: Do not pay earlier than at first census used for apportionment and then only if you have paid Cal Grant and FTSSG or are paying those simultaneously with the CCCG.

11. QUESTION: IF A STUDENT DROPS UNITS AFTER RECEIVING PAYMENT FOR A TERM, MUST WE TAKE BACK THE

PAYMENT?

Answer: No. the student may keep that payment. However, going forward, the student may not be on pace to complete their program within the required time and hence becomes ineligible for payment.

Remember that the student must be receiving FTSSG in a primary term to receive a Completion Grant and be on pace towards completing within their timeframe.30 units in an academic year including summer session and any intersessions.

12. QUESTION: DO YOU MEASURE A STUDENT’S PROGRESS TOWARD THEIR GOAL EVERY TERM, OR DO YOU

MEASURE ANNUALLY?

Answer: Pace is measured every term, all at the same time, for all Completion Grant participants. For the determination of pace, you can assume attendance for primary terms but not intersessions or summer. Once enrolled for intersessions or summer, you may add those units to determine whether the student is on pace.

13. QUESTION: CAN ESL COURSES BE CONSIDERED “BASIC SKILLS” COURSES FOR THE COMPLETION GRANT

PROGRAM?

Answer: Only for-credit ESL courses can be considered Basic Skills and the student must be receiving FTSSG and be on-pace, considering the additional ESL courses.

14. QUESTION: HOW LONG CAN THE COMPLETION GRANT BE EXTENDED TO ACCOMMODATE A STUDENT NEEDING

ESL COURSES?

Answer: Students requiring Basic Skills, which includes for-credit ESL coursework, may receive up to an addition year of the Completion Grant. Again, the student must be receiving FTSSG for those same terms.

15. QUESTION: A STUDENT MUST HAVE AN SEP TO PARTICIPATE IN THE PROGRAM. DOES THIS MEAN AN

ABBREVIATED SEP OR COMPREHENSIVE SEP?

Answer: Due to the intent to have the student be on pace to obtaining a degree within the two-year or three-year period, the college is required to provide the student a Comprehensive SEP prior to disbursing any Completion Grant funds. A college could package the Completion Grant for students without a Comprehensive SEP but the payment could not be disbursed until the Comprehensive SEP is completed indicating the appropriate number of units to keep on pace to complete.

16. QUESTION: IF A STUDENT IS OVER MAXIMUM UNIT TIME FRAME, COMPLETES AN APPEAL AND IS APPROVED FOR THIS

SEMESTER AND IS NOW ELIGIBLE FOR PELL, CAL GRANT AND FTSSG WITH 15 ENROLLED UNITS, WOULD THE STUDENT BE

ELIGIBLE FOR CCCG FOR THIS SEMESTER?

Answer: There is no appeal authority in the CCCG law. However, if the student is meeting their original pace established when they entered the program, then payment could be made. The student’s original pace, as established when they entered the program, must be maintained.

17. QUESTION: FOR CONTINUING STUDENTS, IS THE ORIGINAL PACE DETERMINED BY UNITS ATTEMPTED OR UNITS EARNED? Answer: Pace is established at the time the student is first paid in the program. The comprehensive SEP issued would take into consideration units earned as of that time. 18. QUESTION: IS THE STUDENT REQUIRED TO BE ENROLLED IN THE EXACT COURSES ON THEIR SEP OR JUST HAVE A COMPREHENSIVE SEP COMPLETED? Answer: A student might be able to take some coursework that is on not on their SEP and yet still be on pace. An example would be a student taking 18 units per semester with 15 units applicable towards their degree. 19. QUESTION: WHAT DOES “THE STUDENT MAINTAINS A GRADE POINT AVERAGE OF AT LEAST 2.0…” MEAN?

Answer: The law requires Completion Grant participants to have a cumulative GPA of at least 2.0.It should not be automatically interpreted as having a 2.0 GPA for all terms. This is because the current satisfactory academic progress requirements for financial aid programs, including the Cal Grant program, are sufficient determination of meeting the academic standard. Since all Completion Grant participants will be receiving FTSSG, which requires simultaneous payment of Cal Grant, if you pay them FTSSG, you are certifying that they meet the academic standard.

20. QUESTION: IF A STUDENT IS AWARDED CAL GRANT AND FTSSG BASED ON A SAP GPA APPEAL APPROVAL BUT THEIR CUMULATIVE GPA IS BELOW 2.0, ARE THEY DISQUALIFIED FROM CCCG? Answer: Even though the SAP GPA appeal was approved, there is no such appeal authority in the CCCG law. Since the student’s cumulative GPA is still below 2.0, they are not eligible.

21. QUESTION: IS THERE AN APPEAL PROCESS IF THEY LOSE ELIGIBILITY?

Answer: There is no formal appeal process. If a student falls off their original pace, they have lost eligibility for the Completion Grant unless their original pace is reestablished. Original pace could be reestablished by taking intersession or summer units. Remember that students meeting the requirements of other financial aid programs may continue to receive benefits in those other programs. For example, the student may still be eligible for FTSSG, Cal Grant, Pell, etc.

22. QUESTION: WHAT IF A STUDENT HAS TO STOP-OUT FOR A TERM, THEN CONTINUES THE FOLLOWING TERM?

ARE THEY STILL ON TRACK?

Answer: Yes. A student previously on-pace for the Completion Grant who does not enroll for a term, or who enrolls for a term and then drops all units before census, will still be considered on-pace for the Completion Grant program if they resume pace with the following term. However, any student who enrolls then drops units after census will be held to their original timeframe for completion.

23. QUESTION: STUDENTS WILL BE STARTING THEIR PROGRAMS WITH A DIFFERENT NUMBER OF UNITS. HOW DO

WE DETERMINE HOW MANY TERMS THEY CAN RECEIVE PAYMENT?

Answer: A college will determine each student’s timeframe towards completion from the student’s Comprehensive SEP and determine whether the student is on-pace towards completing within the timeframe. Since students must be receiving FTSSG, there may be some students who, at the end of their program, will not attend at the required 12 unit full-time status required for FTSSG and hence not be eligible for a Completion Grant for that term.

24. QUESTION: WHAT IF THE STUDENT CHANGES MAJORS? DOES THIS RESTART THE CLOCK?

Answer: A student’s original timeframe towards completion is established when they enter the program.

A student who has already received Completion Grant payments and then changes majors might still be able to keep on pace, or they may not. The student should be encouraged to meet with a counselor to try and map out a plan to complete their degree requirements within their original timeframe, taking into account coursework already completed. However, some students who change majors may not be able to continue to receive benefits.

25. QUESTION: CAN BOTH CAL GRANT B AND C PARTICIPANTS RECEIVE A COMPLETION GRANT?

Answer: Yes, if the student is receiving FTSSG.

26. QUESTION: ARE AB 540 DREAMERS ELIGIBLE?

Answer: Yes, if receiving FTSSG.

27. QUESTION: CAN WE INCLUDE UNITS EARNED AT ANOTHER COLLEGE IF A CONSORTIUM IS IN PLACE TOWARDS

STAYING ON PACE AND MAKING PAYMENT?

Answer: Yes. Units from another college, where a consortium is in place, may be used to count towards the completion pace and for the required minimum 12 units for a term.

28. QUESTION: WHAT ABOUT STUDENTS IN CTE PROGRAMS? WE HAVE A 24-UNIT CERTIFICATE PROGRAM AND

THE STUDENT MIGHT TAKE ONLY 12 UNITS PER TERM? CAN THEY BE PAID?

Answer: Only if they are receiving the FTSSG and the student is on-pace to complete within the published timeframe for the program.

29. QUESTION: IF THEY HAVE USED UP THEIR CAL GRANT ELIGIBILITY, DO THEY LOSE COMPLETION GRANT

ELIGIBILITY?

Answer: Yes, they must be receiving FTSSG which requires a same-term Cal Grant payment.

30. QUESTION: DO WE REDUCE AN UNSUBSIDIZED LOAN SO AS TO NOT OVER AWARD?

Answer: Yes, you must reduce something so the student is not over awarded and a loan should always be awarded last. In a case where the student did not have a loan and would be over awarded if paid the full Completion Grant, it would be allowable to reduce the Completion Grant to less than the full award.

31. QUESTION: WHERE DOES THE COMPLETION GRANT FALL IN THE GRANT HIERARCHY? DOES IT COME AFTER ALL

OTHER GRANTS?

Answer: Yes. The Completion Grant in considered stackable grant funding and cannot supplant any other grant funding the student is receiving. It is awarded before any self-help aid such as work-study or loans. Any self-help aid should be reduced or refunded if the student is over awarded.

Student Fact sheet for Community College Completion Grant (CCCG) 1. QUESTION: WHAT IS THE COMMUNITY COLLEGE COMPLETIONS GRANT? Answer: The Community College Completion Grant (CCCG) is a financial aid award designed to encourage faster completion of the student’s degree or certificate. 2. QUESTION: HOW MUCH IS THE AWARD? Answer: The CCCG is paid to students attending in least 15 units at a rate of $750 per semester, or $500 per quarter if the student is attending a quarter based college. 3. QUESTION: HOW DOES THE STUDENT I QUALIFY FOR THE CCCG AWARD? Answer: The student must be receiving a Full-time Student Success Grant Cal Grant (FTSSG) award for the same term. The student must attend 15 units per term or be taking enough units to receive the FTSSG and complete their education program in the timeframe set up in their Student Educational Plan. A cumulative 2.0 GPA is required 4. QUESTION: MUST THE STUDENT HAVE TO HAVE A COMPREHENSIVE STUDENT EDUCATIONAL PLAN TO RECEIVE THE AWARD? Answer: Yes. No payment is authorized in the program until the student receives a comprehensive Student Educational Plan (SEP) that maps out the path to receiving the student’s degree or certificate. Answer: Eligibility is maintained for as long as the student continues to receive the FTSSG and remains on pace to completing their degree or certificate within the timeframe described in the SEP. Eligibility is lost when the student is no longer FTSSG eligible, receives the degree or certificate mapped out in the SEP or falls off pace to complete on-time 7. QUESTION: WHAT IF THE STUDENT CHANGES MAJORS? Answer: Changing majors may make it impossible for the student to stay on the completion pace established in their initial SEP. Receiving a new SEP does not change the requirement to stay on pace established in the original SEP. Student should talk to their counselor if they are considering changing majors. The new SEP for that major may take into account the coursework you completed under the prior SEP. 9. QUESTION: WHAT HAPPENS IF THE STUDENT’S CAL GRANT ELIGIBILITY RUNS OUT? Answer: Once Cal Grant eligibility runs out, or if the student becomes ineligible for Cal Grant, the student cannot receive the FTSSG and this makes them ineligible for the CCCG.

Excerpt from SB85 Education Trailer Bill SEC. 13. Part 54.8 (commencing with Section 88910) is added to Division 7 of Title 3 of the Education Code, to read:

PART 54.8. The Community College Completion Grant Program 88910. For purposes of this part, the following terms have the following meanings:

(a) “Academic year” means the total of two consecutive semesters or three quarters, commencing with the opening of the fall term. Each semester or quarter is approximately the same length.

(b) “Associate degree for transfer” means an associate degree established according to the criteria established in Section 66746.

(c) “Award year” means one academic year plus one summer term, or the equivalent, of attendance at a qualifying institution.

(d) “Cost of attendance” means the student’s tuition and fees, books and supplies, room, board, transportation expenses, including, but not limited to, purchasing regional transit passes, and other student expenses used to calculate a student’s financial need for federal student financial aid programs under Title IV of the federal Higher Education Act of 1965, as amended (20 U.S.C. Sec. 1070 et seq.).

(e) “Financial need” means a student’s financial need calculated pursuant to the federal financial need methodology, as established by Title IV of the federal Higher Education Act of 1965, as amended (20 U.S.C. Sec. 1070 et seq.).

88912. (a) Commencing with the 2017–18 academic year, each participating community college shall provide a grant award to a student pursuant to subdivision (b). The purpose of the grant award is to provide the student with additional financial aid to help offset his or her total cost of community college attendance.

(b) A student attending a community college may receive a grant award pursuant to this section if the student meets all of the following requirements:

(1) The student has received an award under the Full-Time Success Grant program established pursuant to Schedule (1) of Item 6870-102-0001 of the Budget Act of 2016 for each term in which he or she receives an award under this section.

(2) The student is enrolled in a program of study and has completed an education plan identifying courses, sequence of courses, key progress milestones, and other requirements the student must complete to earn an associate degree, career technical education certificate, or other community college certificates, or meet university transfer requirements.

(3) The student is not incarcerated.

(4) The student is not in default on any student loan and has not failed to repay a federal or state student grant when required to do so.

(5) (A) The student maintains a grade point average of at least 2.0 and complies with any one of the following:

(i) Enrolls in 15 or more credit units per semester, or the equivalent number of units per quarter, to be considered on track to obtain an associate degree for transfer or an associate degree, or to otherwise transfer to a four-year university, within two academic years, or within three academic years if a student is required to take basic skills courses by the community college.

(ii) Enrolls in a sufficient number of units per semester, quarter, or summer term, as determined by the community college, to be considered on track to receive a certificate for a career technical education program or other community college certificates within the published length of time, or within the published length of time plus one additional year if a student is required to take basic skills courses by the community college.

(iii) Enrolls in summer coursework after enrolling in 12 or more credits per the primary semester, or the applicable number of units per quarter, as applicable, to be considered on track to receive an associate degree for transfer or an associate degree, or to otherwise transfer to a four-year university, within two academic years, or within three academic years if a student is required to take basic skills courses by the community college.

(B) For the purposes of subparagraph (A), credits earned while participating in a dual enrollment program shall count towards the requisite number of units required.

(6) The student earns a sufficient number of credits per award year to be considered on track to complete an associate degree for transfer or an associate degree, or to otherwise transfer to a four-year university, within two academic years, or within three academic years if a student is required to take basic skills courses by the community college, or complete a career technical education certificate within the published time for the career technical education program, or complete any other community college certificate within the published length of time for the certificate program.

(7) The student is a California resident or is exempt from paying nonresident tuition under Section 68130.5 or 76140.

(c) (1) To the extent practicable, a grant award shall be awarded at the same time as a recipient’s overall financial aid package.

(2) The grant award shall be two thousand dollars ($2,000) annually, shall be considered a supplemental grant, and shall not supplant any other grant, fee waiver, or scholarship aid received by the student, including, but not necessarily limited to, federal grants, Cal Grant awards, institutional grants, merit-based scholarships, athletic scholarships, and full-time student success grants.

(3) The grant award shall be based upon the financial need of the applicant, and shall not exceed the calculated financial need for any individual applicant. The minimum level of financial need of applicants shall be determined by the commission pursuant to Section 69432.9.

(4) The grant award identified in paragraph (2) shall be proportionally reduced if the amount of funding appropriated in the annual Budget Act for this purpose is insufficient to fully fund the total number of students awarded a grant.

(d) Each participating community college shall administer the grant award pursuant to the requirements of this section.

(e) This section shall not be operative in a fiscal year unless funding has been provided for this section for that fiscal year in the annual Budget Act or another statute.

88912.5. (a) On or before April 1, 2019, the chancellor shall report to the Legislature all of the following for the 2017–18 award year:

(1) The number of grant award recipients who met the requirements of paragraph (5) of subdivision (b) of Section 88912.

(2) The number of grant award recipients who met the requirements of paragraph (6) of subdivision (b) of Section 88912, disaggregated by recipients who are pursuing an associate degree for transfer, an associate degree, or a career technical education certificate or other community college certificate, and further disaggregated by the type of certificate.

(3) The number of grant award recipients who enrolled in and successfully completed a transfer-level mathematics or English course, or an equivalent course to earn a career technical education certificate, that is required for their academic program during their first year of enrollment.

(4) The number of grant award recipients who enrolled in and successfully completed at least nine units in their major during their first year of enrollment.

(5) The average grade point average of grant award recipients.

(b) Student information reported pursuant to subdivision (a) shall be disaggregated by race, ethnicity, gender, and socioeconomic status.

(c) (1) The requirement for submitting a report imposed under subdivision (a) is inoperative on April 1, 2023, pursuant to Section 10231.5 of the Government Code.

(2) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.

88913. The board of governors may adopt regulations to administer the Community College Completion Grant Program.

The Chancellor’s Office will be holding webinars on the following dates to describe the Community College Completion Grant, a new grant for students attending at least 15 units per term. The webinar will discuss the stackable grant concept and describe the counseling requirements required for eligible students. This grant, along with Equity funded counseling and interventions, will considerably shorten times to degree and certificate completion for our students. This one-hour webinar is suggested for counseling and financial aid staff and will be held on various dates to allow you to choose the best date for your schedules: No registration is required.
