• “The State shall encourage non-governmental, community-based, or sector organizations that promote welfare of thenation.” (Article II, Section 23)

• “The State shall respect the role of independent people’sorganizations to enable the people to pursue and protect,within the democratic framework, their legitimate andcollective interests and aspirations through peaceful andlawful means. [...]” (Article XIII, Section 15)

• “The right of the people and their organizations to effectiveand reasonable participation at all levels of social, politicaland economic decision-making shall not be abridged. TheState shall, by law, facilitate the establishment of adequateconsultation mechanisms.” (Article XIII, Section 16)

In doing this, the government rationalizes theparticipation of all stakeholders so that the policies of goodgovernance, transparency, and accountability benefit theFilipino people. “

• “Strengthening civilian control and oversight of the securitysector, to include reforms in the defense and law enforcementagencies, enhancing the oversight function of the legislativebranch, and capacitating the civilians in Government and civilsociety organizations to oversee the security sector.”

• Devolves authority, assets, and personnel of various nationalgovernment agencies to LGUs to provide primaryresponsibility for basic services and facilities

CBDRRM Pilot Testing in the Province of Bataan

Successful DRRM System does not rest withthe NDRRMC and the Government alone. Itcalls for the proactive cooperation of theentire nation, to include the continuousparticipation of the civil society organizations,private sector… we need to act as one. Weneed to continue our commitment for reformsand increase the awareness of the public onDRR to ensure positive outcomes
