Lessons From the Murdoch Scandal

D aily headlines involving the media em-pire of Ruppert Murdoch are fascinating

to the country and the world. It is far too ear-ly to know exactly where the story will end. However, it is not too early to apply certain basic truths. Leadership Starts at the Top The leadership of any organization sets the tone and standards of the organization. Exec-utives and workers understand what is ex-pected of them without reference to Codes of Ethics posted on the walls and in company handbooks. They see who is getting promoted and why, and who is being let go and for what reason. After a time, it is not difficult to learn the real operational values of the organization. Occasional aberrant behavior can sometimes be blamed on a ‘rogue employee.’ But when a widespread pattern emerges, it is not difficult to conclude that the pattern has been explicitly or implicitly authorized from the top. Importance of a Free Press Freedom of the press is enshrined in our Con-stitution as a core value. It is essential to the proper functioning of a democracy. It is an

essential check on government and govern-mental abuse. However, when the press ob-tains undue influence over the political pro-cess, that check and balance ceases to operate properly. As media conglomerates continue to grow in their reach and power, we need to rethink the importance of placing limits on their size so that no one entity is able to dominate the polit-ical landscape. Importance of Ethics Living personally and professionally by an acceptable code of ethics is important to long-term happiness and ultimate success. Break-ing the rules can work for a while but it nor-mally ends badly. Look to Enron, Arthur An-derson, Global Crossing and Countrywide Mortgage. You catch the drift. Moments like this are useful to recommit our-selves to the long-term maintenance of values over the short-term gains of cutting corners. -- Art Levine, Publisher

Dan Jacobs, Director Masters in Sustainability Management Program, American University Former Department of Justice Trial At-

torney Dan Jacobs with extensive ex-perience in litigating environmental cases for the United States government joins us to discuss the BP Deepwater Horizon Oil Spill. Jacobs views the incident as being one of the worst offshore oil discharges and environmental disasters of our lifetime. He discusses in detail the findings of the National Commission on the Oil Spill, a bipartisan entity set up by the Pres-ident to examine the root causes of the spill and present op-tions for going forward. The Commission Report highlighted six failures. Among them, the inadequately designed and test-ed cement job that was used to seal the well, the disregard of

the negative pressure test used to evaluate the flawed cement job, and the failure to detect signs of an impending blowout. In short, lots of human errors. When asked if the public should have confidence that this

type of tragedy won’t happen again, Jacobs said he did not have that confi-dence and believes there needs to be substantial changes on industry’s part, along with much more rigorous over-sight on the part of the federal govern-ment. He said that although the BP Oil Spill might have been a “worst case scenar-io,” history teaches us that these types of scenarios are cyclical so it may be just a matter of time until the next one. BP has been informed about this show,

and been invited to have a representative appear on a subsequent taping.

Dan Jacobs will be our guest on the Straight Talk Show airing the weeks of July 23 & July 30.

One day by chance We rode on the ranch

We saw two old mares down by the stream

They were older than most And as we rode in close

It was clear that one horse could not see

The smaller, her friend By her side til the end

Had a small bell that hung round her neck

The old blind mare Knew her friend was still there

And would frequently listen to check

Their owner it seems Thought their life by the stream

Was much better than putting them down

Just as God looks at us When we’re in a fuss

Will bring friends to gather around

Though we may not see Helping hands that will be Always there from a friend

So please hear my bell And help me as well

Knowing you will be loved til the end.

Long Beach Water The Long Beach Board of Water Commissioners has voted unanimously to maintain citywide water rates at their cur-rent levels for a second straight year. The Long Beach Water Department’s Fiscal Year 2012 budget and rates will now go to the Long Beach City Council for final approval before go-ing into effect on October 1, 2011. “We are pleased to adopt a new budget that for the second year in a row imposes no increase on the water rates that our customers pay,” said Dr. Suzanne Dallman, President of the Long Beach Board of Water Commissioners. “While the costs of providing water continue to rise each year, one of our primary objectives is to minimize the impact of these cost increases to our customers and we feel that we have achieved that with this year’s adopted budget,” added Dr. Dallman. With water rates remaining flat for a second year in a row, Long Beach residents will continue to enjoy monthly bills that are among the lowest in California when compared to similar sized cities. Long Beach Water is an urban Southern California retail water supply agency, and the standard in wa-ter conservation and environmental stewardship.

July 13, 2011 Herbert L. Carter, Chair Board of Trustees California State University Dear Mr. Carter: I am struck by disbelief with the action the CSU Board of Trustees took yesterday when you voted to increase the San Diego State University President’s salary to $400,000, a 25-percent increase. At a time of devastat-ing state budget deficits, significant tuition increases that have doubled since 2007, and a global economic meltdown from which California has not yet recovered, it is inconceivable to me that you would lead the Board to approve such a massive salary increase for the SDSU President’s office. It is even more incredulous that you simultaneously voted to increase tuition fees for students while raising salaries for your administrators. I am re-questing the CSU Board to reverse its decision. I am also requesting that the CSU Board stop any fur-ther future increases to its administrators’ salaries during this difficult economic climate. As you know, it is the mission of the California State University system to pro-vide affordable and quality education for Californians. CSU is not a private corporation. Its mission is to serve the public – not give windfalls to its administrators. You cannot behave like Wall Street and give unsustainable salaries to your executives. I flat out reject the argument that there was no one else in the world good enough at a $300,000 salary such that you had to give a $100,000 raise.

Governor Jerry Brown sent a strongly worded letter to you before your votes. Governor Brown is right, and the Board is wrong and not acting in the best interests of the public. More fundamentally, your rejection of Gov-ernor Brown’s letter shows to me that you are complete-ly out of touch with the economic and political realities facing California. I am one of the few Senators with a CSU located entire-ly within my district. I have always been a champion of the CSU because I deeply believe in CSU’s mission. It pains me greatly that your actions have caused signifi-cant damage to the credibility of the CSU before the Legislature and the people of California. You, your Chancellor, and your administrators will no longer be able, with a straight face, talk to the Legisla-ture about CSU budget cuts when you just gave a mas-sive raise for one of your administrative positions. Your actions have also damaged the reputation and judgment of your Chancellor, who supported the salary increase, and the majority of Trustees who voted for it. The Board’s actions send the clear signal that it cares more about lavish salaries than educating students. The stu-dents, faculty and people of California deserve better. I urge you to restore the integrity of the CSU and of your Board. The decision needs to be reversed. Sincerely, Ted W. Lieu State Senator

Senator Lieu may soon introduce a bill that would take salary setting powers for administrators away from CSU.

E very 10 years, a federal census is conducted to evaluate how the demographics of the United States

have changed. The survey is designed to capture the changes in various aspects of society so that the govern-ment can adjust its roles to serve the people as effective-ly as possible. Redistricting is a process that stems from data gathered reflecting these population changes. The populations of cities adjust frequently, and thus the lines that divide our districts must change so that people are represented fairly. Now that we have data from the 2010 census, you are probably hearing about redistrict-ing at the federal and state level and it’s happening here in LA County too. Each state goes about redistricting in a somewhat differ-ent way. At the local level in California, each county must establish a system to determine the new districts. The LA County Charter designates that there be a Los Angeles County Boundary Review Committee (BRC), composed of individuals nominated by each of the five County Supervisors. The BRC has met frequently throughout this redistrict-ing period to study proposed changes to the supervisori-al districts, hear plans proposed by members of the pub-lic, and ultimately prepare a report for the Board of Su-pervisors with recommended boundary changes.

When looking at the different proposed plans, members of the BRC consider a number of factors, including compactness, preservation of county lines, maintaining communities of interest, and maintaining the cores of existing districts. You can view all of these proposals on the county’s redistricting website at www.redistricting.lacounty.gov. As you can see from these maps, significant changes have been proposed that could dramatically alter the Fourth District. Many of these plans would split neigh-borhoods and communities that have shared the same interests, services, and representation for over 20 years. With a mandate to include about 40,000 more citizens into the Fourth District, adjustments are inevitable, but it could result in changes to the district residents live in and which Supervisor represents them. High on my priority list is keeping our communities and neighborhoods intact – and we need your help to do that. Please attend a Board of Supervisors meeting or if you cannot attend a meeting, please send a note saying that you prefer to stay in the Fourth District. You can do that at www.knabe.com/redistricting. Thanks for your support – and all my best wishes for a relaxing and enjoyable summer!
