ELECTION 2020
On April 7, 2020, the Town of Foxfield held a
drive-through/walk-up polling place election.

The Town held an election on April 7th to elect the Mayor and 3 Trustees at Large.
Mayor Lisa Jones, Trustee Debby Farreau and Trustee Pam Thompson will be
returning to the Board and we welcome new Trustee Josie Cockrell. We would
like to thank outgoing Trustee Dave Goddard for his years of service and commit-
ment to the Town.
The April 7th election this year was challenging. The fire station, where we normally
hold our elections, was not available due to COVID-19. Randi worked tirelessly to
make sure absentee ballots were delivered on a timely basis and to find a suitable
place to hold the election. Thanks to the Mikulka family for allowing the Town to use their driveway as our
polling place. Randi and election judges, Judee Mikulka, Kay Heimbuck and Linda Eaton were extremely
creative in creating a safe environment in which to vote. It was so creative that Channel 4 interviewed Randi
and did a story on our election. Despite the virus, we had a 32% voter turnout which is very strong for an April
election. Thank you to everyone who worked hard to make this election a success in this very difficult time.
The gate project that was scheduled to begin this spring is temporarily on hold. Karen Proctor, our Town
Administrator, has provided information on the financial impact of COVID-19. Because of the uncertainty of
how long there will be limitations on the Foxfield Village Center businesses and the resulting impact on our
sales tax revenue, the Board decided to place the project on hold. We will monitor and re-evaluate our finan-
cial position on a monthly basis and when we deem it financially prudent, we will move forward with the gate
project.
The roads were chip sealed in 2013 and 2014. SEH, the Town’s engineers, have evaluated the condition of the
roadways and provided us with their assessment and proposal for maintenance and resurfacing. For 2020, crack
sealing, crack patching and chip sealing where necessary will be performed. We were able to piggy back on the
City of Parker who will be doing their roads project in May resulting in a significant cost savings.
The COVID-19 pandemic and the resulting “stay at home” order have been difficult for everyone both emotion-
ally and financially. The State of Colorado “Stay at Home” order expired on April 26th and is being replaced
with a “Safer at Home” plan. Counties have the ability to execute stricter orders. Denver, Jefferson and
Boulder Counties have already extended the Stay at Home order to May 8th. Tri-County Health has extended
the “Stay at Home” order for Arapahoe and Adams County until May 8th. Foxfield’s website (https://
www.colorado.gov/townoffoxfield) contains links on the Home Page to State of Colorado, Arapahoe County
and Tri-County Health websites which provide the most up-to-date information.
We reached out to the Town asking for volunteers who would be available to help residents in need during the
pandemic. So many residents graciously volunteered to help. Fortunately, very few residents were in need of
help. Thank you to all the wonderful people who volunteered and if anyone needs help, please do not hesitate
to reach out. Please contact Debby Farreau, Josie Cockrell or myself.
Weed season is upon us and just a reminder that residents are responsible for keeping the weeds on their
properties under control. State law requires that noxious weeds be controlled. If the weeds are allowed to go
to seed they will spread to the surrounding properties. So please, at a minimum, mow. The list of noxious
weeds that must be controlled is available on our website.
As you might imagine, businesses are struggling and many will not survive this pandemic. If at all possible, please
support the businesses in the Foxfield Village Center. Sales tax is our main source of revenue.

Memo from the Mayor
A Stage 1 Burn Ban is in effect in Foxfield until further notice:
No open burning of any kind without a permit from South Metro Fire
No use of fireworks
Exemptions: • Fires contained within liquid fueled or gas stoves, fireplaces
and wood burning stoves/fireplaces within habitable buildings. • Propane/LP/Natural Gas fueled barbecue grills used for cook-
ing or warming food, which do not produce or emit sparks or embers when used.
• Charcoal fueled grills and pits used for cooking or warming
food, which do not produce or emit sparks or embers when used.
• Fire set by any federal, state, or local officer, or member of a
fire protection district in the performance of an official duty.
• Residential use of charcoal grills, Tiki torches, chimineas or
other portable fireplaces or patio fire pits where allowed by code. Fires must be supervised by a responsible person of at least 18 years of age.
• Small recreational fires at developed picnic or campground
sites contained in fixed permanent metal/steel fire pits (rock fire rings are considered temporary and not permanent) with flame lengths not in excess of four feet.

COVID-19 Economic Outlook
As this pandemic continues, we are working to assess the Town of Foxfield’s financial
condition and formulating a plan on how to respond to the financial impacts the Town
may experience. The Town is watching the situation closely and is discussing various
scenarios, but we will not know the real impact until summer.
At this time, we focused mainly on the Town’s two (2) largest sources of revenue, sales tax and property tax (89% of total revenue). All the property tax revenue (4.982 mills) the Town receives goes to pay the Arapahoe County Sheriff. Therefore, the Town’s main source of revenue is sales tax. We compared five (5) different possible scenarios looking at 25-75% decreases in revenue. The 2020 budget anticipated a 2019 General Fund ending balance of $901,980, but the actual ending balance was $929,820. Therefore, the General Fund began 2020 in a better position than anticipated. In addition, the Town of Foxfield has already received $137,029 of sales tax revenue in January through March 2020. This is 43% of budget with only 25% of the year completed. Current property tax revenue the Town has received is in line with receipts of previous years and the budget. Based on the anticipated decrease in revenue, the Board is postponing the gate
project ($150,000) at this time. Also, we are anticipating a $35,000 savings on the
2020 road maintenance expense.
The ending General Fund balance, in each scenario, is projected to be higher than was
budgeted. We will continue to monitor the situation and make sure the Town can
react appropriately as needed. The good news is that the Town of Foxfield is currently
in good shape financially.

Clerk’s Corner It’s weed season again. The Town will be mowing the rights-of-way (ROW) along the roads but each resident is responsible for weed control in their ROW. The Town will not be spraying for weeds this year.
Remember that noxious weeds, whether in the ROW or on your property, must be eradicated or controlled. You can find a list and pictures of these on
the Town website:

The Town has installed three dog waste stations:
• Richfield and Davies • Richfield and Hinsdale • Easter and Yampa
Please pick up after your dog and dispose of the closed bag in the attached trash containers. Please do not leave any dog waste in the right-of-way, on the roads or on private property.

Code Enforcement
Foxfield is governed by a Municipal Code, a document that sets out all the ordinances, the laws that have been enacted by the Town of Foxfield. The Code is posted on the website at this link:

The Town employs a Code Enforcement Officer who patrols the Town on a regular basis to ensure Codes are being followed. The goal of the Code Enforcement program is compliance, not punishment.

residents, in a nonpartisan manner.

Tribute to Gene Rolfson by Kumu and Ganesh Kuppuswamy
Charles Eugene Rolfson, 78, of Foxfield, passed away April 10,
2020, at the Porter Hospice Residential in
Centennial. We met Gene Rolfson eight years ago when we moved into Foxfield and over the last few years, we became good friends. Gene was always warm and welcoming. We felt at home any time we visited them. Gene was well known for his kindness and helpful nature in the Town of Foxfield. Kids had a freedom to help themselves to popsicles from their refrigerator during summer months. He enjoyed feeding and taking care of his horses, birds, squirrels, and his lovable cat who enjoyed lying on his lap. Gene was exceptionally handy and helped us and others around him with fixing a wide variety of things, including mowers, minor car issues, etc.
Gene loved outdoors, most of the time he was working on his outdoor projects and/or helping someone in Foxfield. A couple of years ago, one of the 4
th of July parade cars got stuck. Gene
saw her struggle and right away offered to help and towed her car back to her house. There were many people in the parade and people who were watching, but Gene was the first to offer help. Gene loved his horses, Smoky and Rowdy. I too am a horse lover and fell in love with his horses. Initially, I was a bit nervous to go to their property to pet them. When Gene found out how much I liked them, he gave me all the freedom in the world for me to play with them anytime of the day. I don’t know if I will ever meet a person who possessed such a caring and sharing nature like Gene. Gene had a great sense of humor; he would always be kidding with us. He always teased that I spent more time with his horses than with my husband. Gene’s nurturing nature will be a big loss for Town of Foxfield. He paved a path to show how one should be an example to help others. No one can replace Gene’s amazing personality and he will be dearly missed by our family. Gene moved to Denver from Julesburg, CO over 60 years ago looking for job opportunities. Gene built a career in construction that spanned more than 50 years. Many times, we would go to lunch or dinner somewhere and he would proudly point out the buildings where he was involved in the construction. Gene, Yanch and Karri moved to Foxfield in 1980. Gene and his crew built the house and the barn. Gene was very devoted to friends and family; he would always go to all his grandkids’ swim meets and baseball games. Survivors include wife Yanch Rolfson, daughter Karri Miller, son-in-law Mike Miller, and grand-children Taylor and Charlie.
