In the event of a large fire, additional resources have an extended response time due to location. Based on availability, USFS resources are also available in close proximity. The early designation and use of incident facilities such as Staging Areas, and Safe Refuge Areas is critical due to the narrow and poorly maintained road structure. The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates Safe Refuge Areas are designated for use by civilians, law enforcement, firefighters or emergency workers in need of a temporary area of safety should their evacuation route be temporarily cut off. They should not be used in lieu of evacuation away from the fire, but in times of urgent need. Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same primary roadways. Both of the areas have only one main way in and out, with potential non- maintained roads depending on fire conditions and potential. In addition, there are a large number of dead end roads. As a result, safe areas for emergency responders and civilians are limited. SPECIFIC COMMAND CONSIDERATIONS Demographics The Suey Creek area and the Los Berros area both have a relatively low population density - Both areas have a relatively small and contained amount of livestock (primarily cattle) - Structures Community has wildland interface and intermix conditions. - Relatively low housing density results in substantial brush on most lots - Most houses are built in topographical features such as chimneys and ridges that can potentially - increased fire behavior Some homes utilize pole construction - Wood siding and wood shake shingles are present in older buildings - There is a high concentration of tree canopies adjacent and intermixed between homes - There are many mobile homes without addresses throughout the area - There are a variety of agricultural properties throughout both areas, which result in the presence of - large barns, outbuildings and agricultural equipment (abandoned and functioning) Access Streets are generally narrow and many are substandard - Some streets have steep slope gradients that can delay fire resources or evacuation - The majority of the of the roads are not paved in either area - Many streets do not interconnect and have poor signage - Heavy accumulations of fuels along roads (This could make evacuations dangerous) - A large number of power lines cross roads (This could inhibit access, particularly the residential areas) - and are often routed in unusual fashion due to the topography Residents in both areas (in the Suey Creek Area particularly) frequently mis-label their addresses or - are unsure of their actual address (especially the street name – ie often a home will be labeled “1234 Danford” when in reality it is “1234 Suey Creek”) Fuels High levels of non-native plants create an increased fire hazard - The area is primarily oak woodland but includes a variety of agriculture and landscaped areas - Topography The topography of East Arroyo Grande is varied, from steep mountains to rolling hills - Elevation ranges from sea level to about 1600’ feet on the ridge tops - Steep narrow drainages and significant valleys are numerous in the area - SITUATION Fire name, location, map orientation, other incidents in the area Terrain influences Fuel type and conditions Fire weather (previous, current, and expected) Fire behavior (previous, current, and expected) MISSION/EXECUTION Command (Incident Commander/immediate supervisor) Commander’s intent Specific tactical assignments STRUCTURE PROTECTION Structure accessibility should be scouted by strike team leader prior to engine deployment due to limited road » accessibility Consider defensive tactics. Fire is making sustained runs and you have inadequate defensible space based on the length of the observed flames Your water supply will not outlast the fire threat More spot fires than you can suppress Fire intensity dictates leaving the area immediately Roof is 25-50% involved Interior fire is established beyond capability of a 1 ½” line or available water supply You can no longer ensure compliance with LCES Weather Directly tied to the Pacific Ocean and dominant - onshore wind Upper Los Berros and Suey Creek usually have - morning fog but by mid-morning it is usually clear Weather is generally warm and dry during the day - with good humididty recovery at night, helped by the coastal onshore flow Summer temperatures vary greatly from 70-95 - degrees with humidities ranging from 15-40% The dominant wind pattern is N/NW, usually 5-15 - mph by afternoon and diminishing by dark. Usual winds are upslope and up canyon during the - day, turning to downslope and down canyon in the evening Choppy, erradic, and edding winds occur througout - the Upper Los Berros and Suey Creek valley due to afternoon downslope gusts in combination with the wind from the Highway 166 corridor Water Resources If the incident should require the use of large - amounts of water, early resources orders are essential. Use residential water tanks and notify supervisor of additional water needs. Evacuation Considerations/Road Closures If evacuations are necessary, make the order - early. Safe Refuge Areas should be considered if evacuation routes are compromised by the incident The Incident Commander may exercise the option - to shelter residents in place or evacuate as the incident dictates Establish Law Enforcement Group and/or Evacuation - Group with CHP and County Sherriff Should the Incident Commander(s) decide to order - an “evacuation” or to “shelter in place” a portion of the community, the following items should be considered: The Incident Commander(s) should evaluate the options of sheltering in place or evacuating an area as the incident dictates. This should be based on current and predicted fire behavior and reflex time for the movement of people Identify and use routes of travel for all vehicles and coordinate with Law Enforcement Assign an Assistant Public Information Officer to any evacuation shelter(s) as soon as possible Consider animal evacuation needs. If needed, activate Horse Emergency Rescue Team through the ECC or directly at (805) 466-7457 Many homes are built of non-fire resistive materials, have little or no vegetation clearance, and are built above chimneys and saddles with inadequate roads and turnarounds. Structure triage should be accomplished by strike team leaders prior to deploying resources – most locations require Type III or Type IV engines for access. Primary evacuation routes will be along Upper Los Berros for the Los Berros Area and along Suey Creek Rd for the Suey Creek Area – these are the only maintained roads leading away from these areas. RESOURCE REQUEST RECOMMENDATIONS Due to limited road access and high density of struc- tures in difficult access areas the IC should consider ordering Type III strike teams in place of Type I/II strike teams Due to limited access and topographical features, the IC should consider utilizing closest available (Type II) dozers Due to limited space, have all dozer transport park in safe locations leaving roads open and clear. Due to the close proximity of the Pacific Ocean as a water source and the travel time to the nearest airbases, the IC should consider utilizing Type I helicopters in addition to air tankers The following is suggested immediate resource orders for each containment area: RESOURCES SUEY CREEK PLAN UPPER LOS BERROS PLAN Engines (Type III) 3 Strike Teams 3 Strike Teams Engines (Type I/II) 0 Strike Teams 0 Strike Teams Handcrews 5 Strike Teams (STLs if available to form at incident) 3 Strike Teams (STLs if available to form at incident) Dozers 5 Dozers 2 Dozers Airtankers 2 Tankers 2 Tankers Helicopters 2 Helicopters 2 Helicopters Watertenders 3 Watertenders 5 Watertenders Overhead 1 SOFR, 3 Div/Goup, 1 IOFR, 1OPSC 1 SOFR, 3 Div/Goup, 1 IOFR, 1OPSC UPPER LOS BERROS PRE-ATTACK PLAN à à à à à à à à à " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " " D D D DD DD DDD DDD D D D D D D D D D D D D D D D D DD D D D DD DD D D D D D D D D DDDD D D D D D DD D D D D DDD D DD D DD DDD DDD DD DDDD D D D DD DDD D D DDD G G G Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø Ñ Ø 3 Engines 3 Engines Rodeo Grounds Staging 3 Engines 3 Engines 120° 28' 48.485" W 35° 5' 58.389" N 120° 29' 0.096" W 35° 6' 16.446" N 120° 26' 56.246" W 35° 4' 52.236" N 120° 27' 35.297" W 35° 5' 53.282" N Points are located on a small golf course Enter through driveway to the northwest (820 Upper Los Berros) "" " " S 20-18 "" "" S 20-15 "" "" S 20-14 "" " " S 20-13 "" " " LO 20-2 "" " " LO 20-14 "" "" S 20-8 "" "" S 20-7 "" "" HS 20-8 "" " " SR 20-4 "" " " S 20-17 "" " " S 20-16 "" " " HS 20-7 "" "" S 20-12 "" " " S 20-11 "" "" IC 20-3 "" " " SR 20-1 "" " " HS 20-3 "" " " LO 20-6 "" " " LO 20-5 "" "" LO 20-4 "" " " HS 20-1 "" " " LO 20-3 "" "" LO 20-1 245 590 545 550 635 630 610 585 575 550 540 555 691 678 675 665 635 610 575 560 580 535 395 526 548 570 596 535 530 470 475 445 415 365 375 355 425 505 509 515 511 514 125 136 135 150 166 685 633 635 625 155 135 238 675 655 653 651 650 640 635 356 630 286 282 317 494 480 445 695 654 658 755 622 955 925 945 825 815 945 945 943 828 750 787 680 640 620 550 550 540 530 1330 1325 1253 1255 1229 1259 1269 1280 1285 1281 1185 1220 1220 1190 1500 1535 1255 1170 1170 1165 1175 1170 1151 1085 1075 1090 1095 1061 1018 1012 1010 1170 1170 1255 1251 # L # L # L â â # L ² ² # # L â â # L â â $ 0 S Ñ Ü Ú ð " ) Ñ Ü " ) Ñ Ü " ) Ñ Ü â â " ) Ñ Ü " ) Ñ Ü " ) Ñ Ü " ) Ñ Ü $ 0 S Ñ Ü â â " ) Ñ Ü 700 500 600 800 900 1000 1100 1200 400 1300 1400 1500 1600 1400 1200 1000 700 1100 900 1400 400 1100 1300 1100 1100 800 800 800 700 1500 900 1400 700 1200 1200 400 800 1200 1000 600 400 900 1200 1300 1100 1000 900 1000 1300 700 700 1000 1100 1200 1000 1300 400 1400 700 1500 700 1200 1300 800 1100 700 500 500 900 1100 600 900 1200 900 1000 1200 1500 1400 400 1100 1500 700 400 1300 1200 1200 1300 500 1300 900 1300 1300 900 1000 1200 800 1000 400 1000 1300 600 800 900 1000 1100 400 900 900 1100 1000 1000 1200 600 400 1300 Suey Creek Area 6229 Acres Upper Los Berros Area 5669 Acres Pool 5000 Gal 5000 Gal 5000 Gal 2500 Gal 2500 Gal 2500 Gal 2500 Gal 2500 Gal Standpipe 1,200 gal 1,200 gal 8,500 gal (for 2 homes) Tefft St Litahni Rd Sheehy Rd Riata Ln Mehlschau Rd Upper Los Berros Rd Grade Mountain Wy Clamshell Mtn Wy Tematatte Ridge Rd Spring Canyon Ln Ramal Ln London Dana Foothill Rd Highland Hills Rd Dana Foothill Rd Upper Los Berros Rd Riata Ln Dana Foothill Rd Sheehy Rd Dana Foothill Rd Riata Ln Upper Los Berros Rd Dana Foothill Rd Dana Foothill Rd 500 400 400 1000 1000 1000 1000 1000 600 800 1100 400 1000 900 500 400 1000 1200 1000 700 900 1200 1000 900 1300 800 1000 1000 1000 4x4 Required A A B B C C D D E E 5 5 4 4 3 3 2 2 1 1 LOCKED GATE CALFIRE has access to this gate in the event of an evacuation via a state key NOT A PUBLIC ACCESS UNDER NORMAL CONDITIONS CalFire/San Luis Obispo County Fire Department does not assume liability for any damages caused by any errors or omissions in the data. GENERAL COmmAND CONSIDERATIONSCAL FIRE/San Luis Obispo County Fire are directly responsible for fire suppression in the Suey Creek area. In the event of a large fire, additional resources have an extended response time due to location. Based on availability, USFS resources are also available in close proximity.

The early designation and use of incident facilities such as Staging Areas, and Safe Refuge Areas is critical due to the narrow and poorly maintained road structure. The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates

Safe Refuge Areas are designated for use by civilians, law enforcement, firefighters or emergency workers in need of a temporary area of safety should their evacuation route be temporarily cut off. They should not be used in lieu of evacuation away from the fire, but in times of urgent need.

Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same primary roadways. Both of the areas have only one main way in and out, with potential non-maintained roads depending on fire conditions and potential. In addition, there are a large number of dead end roads.

As a result, safe areas for emergency responders and civilians are limited.

SPECIFIC COmmAND CONSIDERATIONSDemographics

The Suey Creek area and the Los Berros area both have a relatively low population density -

Both areas have a relatively small and contained amount of livestock (primarily cattle) -

StructuresCommunity has wildland interface and intermix conditions. -

Relatively low housing density results in substantial brush on most lots -

Most houses are built in topographical features such as chimneys and ridges that can potentially -increased fire behavior

Some homes utilize pole construction -

Wood siding and wood shake shingles are present in older buildings -

There is a high concentration of tree canopies adjacent and intermixed between homes -

There are many mobile homes without addresses throughout the area -

There are a variety of agricultural properties throughout both areas, which result in the presence of -large barns, outbuildings and agricultural equipment (abandoned and functioning)

AccessStreets are generally narrow and many are substandard -

Some streets have steep slope gradients that can delay fire resources or evacuation -

The majority of the of the roads are not paved in either area -

Many streets do not interconnect and have poor signage -

Heavy accumulations of fuels along roads (This could make evacuations dangerous) -

A large number of power lines cross roads (This could inhibit access, particularly the residential areas) -and are often routed in unusual fashion due to the topography

Residents in both areas (in the Suey Creek Area particularly) frequently mis-label their addresses or -are unsure of their actual address (especially the street name – ie often a home will be labeled “1234 Danford” when in reality it is “1234 Suey Creek”)

FuelsHigh levels of non-native plants create an increased fire hazard -

The area is primarily oak woodland but includes a variety of agriculture and landscaped areas -

Topography The topography of East Arroyo Grande is varied, from steep mountains to rolling hills -

Elevation ranges from sea level to about 1600’ feet on the ridge tops -

Steep narrow drainages and significant valleys are numerous in the area -

WeatherDirectly tied to the Pacific Ocean and dominant -onshore wind

Upper Los Berros and Suey Creek usually have -morning fog but by mid-morning it is usually clear

Weather is generally warm and dry during the day -with good humididty recovery at night, helped by the coastal onshore flow

Summer temperatures vary greatly from 70-95 -degrees with humidities ranging from 15-40%

The dominant wind pattern is N/NW, usually 5-15 -mph by afternoon and diminishing by dark.

Usual winds are upslope and up canyon during the -day, turning to downslope and down canyon in the evening

Choppy, erradic, and edding winds occur througout -the Upper Los Berros and Suey Creek valley due to afternoon downslope gusts in combination with the wind from the Highway 166 corridor

Water ResourcesIf the incident should require the use of large -amounts of water, early resources orders are essential. Use residential water tanks and notify supervisor of additional water needs.

Evacuation Considerations/Road ClosuresIf evacuations are necessary, make the order -early. Safe Refuge Areas should be considered if evacuation routes are compromised by the incident

The Incident Commander may exercise the option -to shelter residents in place or evacuate as the incident dictates

Establish Law Enforcement Group and/or Evacuation -Group with CHP and County Sherriff

Should the Incident Commander(s) decide to order -an “evacuation” or to “shelter in place” a portion of the community, the following items should be considered:

The Incident Commander(s) should evaluate the ›options of sheltering in place or evacuating an area as the incident dictates. This should be based on current and predicted fire behavior and reflex time for the movement of people

Identify and use routes of travel for all vehicles and ›coordinate with Law Enforcement

Assign an Assistant Public Information Officer to ›any evacuation shelter(s) as soon as possible

Consider animal evacuation needs. If needed, ›activate Horse Emergency Rescue Team through the ECC or directly at (805) 466-7457

Many homes are built of non-fire resistive ›materials, have little or no vegetation clearance, and are built above chimneys and saddles with inadequate roads and turnarounds.

Structure triage should be accomplished by strike ›team leaders prior to deploying resources – most locations require Type III or Type IV engines for access.

Primary evacuation routes will be along Upper Los ›Berros for the Los Berros Area and along Suey Creek Rd for the Suey Creek Area – these are the only maintained roads leading away from these areas.

RESOURCE REQUEST RECOmmENDATIONS

Due to limited road access and high density of struc-•tures in difficult access areas the IC should consider ordering Type III strike teams in place of Type I/II strike teams

Due to limited access and topographical features, the •IC should consider utilizing closest available (Type II) dozers

Due to limited space, have all dozer transport park in •safe locations leaving roads open and clear.

Due to the close proximity of the Pacific Ocean as •a water source and the travel time to the nearest airbases, the IC should consider utilizing Type I helicopters in addition to air tankers

The following is suggested immediate resource orders for each containment area:

CONTINGENCIESPerimeter Control Tactics

Direct attack should be used whenever possible -Fuel loading and access to many areas is difficult which may force fire suppression tactics to be indirect in -many areasUse of aircraft will be critical in establishing perimeter control as well as assisting ground resources in -locating locate viable control line areasUtilize bulldozers along pre-determined proposed dozer line (see maps for proposed and existing dozer line) -Depending on the fire location, existing roads can be used and improved with dozers. Handline will be -necessary in areas that dozers are unable to access

Structure Protection TacticsBoth plans include area where access may be difficult in some areas for Type I engines, but is generally fine -for Type III/IV
