Communication packThis communication pack is for your organisation to share information with your members and wider networks about the launch of Strata Building Bond and Inspections Scheme (SBBIS) on the Strata Hub*.

The NSW Department of Customer Service has digitised SBBIS to streamline and strengthen administration of the scheme in NSW, which protects home buyers when making one of the single biggest investments in their lives.

Moving the SBBIS online makes it easier for everyone involved to know what is happening to identify and fix defective building work on newly constructed strata developments in NSW. The new platform also delivers a range of benefits for building inspectors, developers and others involved in the scheme which covers all new apartment buildings four storeys or higher (i.e. class 2 residential apartments).

*This is the first phase of the new Strata Hub which will be built in phases and will ultimately become a central access point for NSW strata information.

About SBBIS on the Strata HubThe Strata Building Bond and Inspections Scheme (SBBIS) will now be managed online via the Strata Hub. Developers, building inspectors, owners corporations and others will now be guided through the stages of the scheme via the digital SBBIS platform.

Introduced in 2018, the scheme protects consumers making one of the biggest purchases of their life – ensuring the right building bond amount is collected from developers to pay for any early building defects identified in newly constructed strata apartments.

Key benefits of digitising the scheme include:• connecting with the NSW Planning Portal (where the bond is lodged), so

customers can ‘Tell us Once’• email prompts and a tailored online experience to keep everyone on track

with their tasks and informed of progress through the scheme• range of functionality such as arranging building inspector appointments,

online reporting (including a free app for Building inspectors’ on-site reports) and making online claims of strata bond money.

Staying on track and on task with your strata building bond has never been easier thanks to the newly digitised Strata Building Bond and Inspections Scheme.

Applying to newly constructed residential apartments in NSW, the fully digitised scheme will update and guide building inspectors, developers, owners corporations and others through the scheme’s stages. The scheme is now also integrated with the NSW Planning Portal where the building bond is lodged by developers.

Digitising the scheme will complement NSW building industry reforms currently underway to boost confidence in the building sector and protect consumers buying a strata apartment by providing money to cover the cost of fixing early defects identified as part of the mandatory inspections.

(e)News copy for owners corporations Digitised strata building bond - a game changer for owners corporationsIt is now easier than ever before for owners corporations to stay on track and on task thanks to the newly digitised Strata Building Bond and Inspections Scheme. This important innovation strengthens consumers’ protection from early defective building work identified through mandatory inspections in newly constructed apartment buildings (class 2 residential strata developments, four storeys or higher).

Together with developers and building inspectors, owners corporations will now have access to an online platform that will guide them through the scheme’s stages to make it easier to keep on track and on task. Owners corporations will benefit from using the new online platform, which delivers:

• a customised digital workflow to guide owners corporations through the scheme together with email prompts on any tasks due

• ready access to contact details and key information (e.g. visibility of defects found in building inspection reports)

• online efficiencies, including when sharing information with lot owners, approving a building inspector’s appointment, determining defect costs, and claiming from the bond to pay for the cost of fixing building defects.

People who have existing strata building bond cases will be contacted by NSW Fair Trading and supported through the transition once their building bond has been migrated online.

The scheme ensures a building bond (equal to 2 per cent of construction costs) is collected from developers to pay for any early building defects identified in new strata apartments. Delivering the scheme online provides digital workflows to guide building inspectors, developers, owners corporations and others involved through its various stages. The benefits of the new digital platform include:

• removing manual forms and integrating with the NSW Planning Portal (where the building bond is lodged), reflecting the NSW government’s ‘Tell us Once’ commitment to customers.

• digital efficiencies when completing key tasks online, whether you are appointing a building inspector; completing, amending or viewing inspection reports; monitoring a building bond’s progress; or claiming strata building bond money.

• the new ‘SBBIS Inspect’ app that makes the job of building inspectors easier. The ‘SBBIS Inspect’ is a free custom-built app designed to support SBBIS inspectors who are registered on the Strata Hub, with the critical task of identifying early defective building work in new strata developments to better protect home buyers in NSW.

• digital navigation and emails to help all parties stay ‘on track’ and updated on the progress of their strata building bond through the scheme.

Complemented by NSW building industry reforms, the scheme’s digitisation is an important innovation that makes it easier for industry to comply with their requirements while strengthening government oversight to protect home buyers investing in new strata developments. FAQsWhat is the Strata Building Bond and Inspections Scheme (SBBIS) ?A structured, proactive process to identify early building defects in newly constructed residential strata developments. FAQs (continued)What is the size of the Scheme at the moment? There is currently more than $66.5 million of strata building bonds in progress through the scheme. The building bond, which is paid to NSW Fair Trading by the developer, is equal to two percent of the total of all contracts for the building.

How do I register onto SBBIS on the Strata Hub?If you are an authorised representative (such as a developer, owners corporation or building inspector) associated with a particular strata development bond case you will be invited to register for SBBIS on the Strata Hub.
