Executive Summary The purpose of this market study is to determine the feasibility of opening a Public Market at one of three locations in Madison, Wisconsin. This market will contain fresh foods from Wisconsin when in season and from other sources when out of season. The product mix contains all perishable departments found in conventional grocery stores plus gift and cookware, wool products and hand made soaps. The field work and LOCUS models used to forecast sales for a second Williamson Street Grocery Cooperative was used as a basis for this forecast. The items that will be offered in the Public Market compromise approximately 50% of the items carried by conventional supermarkets. For this reason the weekly sales for the supermarkets were divided roughly in half and the Public Market tested in this refined LOCUS model. Because of the uniqueness of this market, only 20% of the available food dollars in this marketplace are available to be captured by the Public Market. Site 1000 is located at the intersection of Ingersoll and East Main. The population around the site is very dense and demographics are conducive to supporting a Public Market. Site 2000 is located at the intersection Fish Hatchery and Park. This site has the least desirable demographics. Site 3000 is located at the intersection of Hill and University. This site is surrounded by the most dense population and the demographics are favorable but the surrounding competition cripples the site. There are 28 food stores identified as competition. There are three natural foods cooperatives, two other natural foods stores, and twenty-three conventional supermarkets most of which offer a small to moderate assortment of natural foods. These stores combined have a 19.72% market share in the categories that will be carried in the Pubic Market. The other 80.28% of the grocery store potential for the trade area is considered float or sales that the Public Market cannot capture because of the market’s limited assortment. Four market changes were taken into consideration. A new Copp’s on West Century Avenue recently opened replacing the Copp’s further east on Century Avenue. Trader Joe’s will be opening on Monroe Street. Whole Foods may be building a new facility on University and Segoe replacing their facility on University and Hill and a Pierce Foods will be opening in the Sherman Plaza. First year ending weekly sales are highest for the East Main site. For the 15,000 square foot facility sales are $102,511 or $6.83 per square foot. For the 20,000 square foot facility sales are $130,811 or $6.54 per square foot. Sales for the other two sites are less than half that amount.

Trade Area Delineation The trade area was determined by the existing road network, natural boundaries, shopping patterns, and the sites’ relationship to competition. This trade area is essentially the Madison, Wisconsin Metropolitan Statistical Area. It contains the cities of Madison, Sun Prairie, Waunakee, Middleton, Fitchburg, Verona, Monona, Shorewood Hills, and Cottage Grove. It is assumed that 85% of the sales from a new Public Market will come from inside this trade area. Population/Demographics

The current population in the trade area is 344,969 people and the average P.C.E. is $35.63, ranging from a high of $42.79 in Sector 56 to a low of $8.84 in Sector 53. The total potential is $12,289,972 and the 28 facilities identified are receiving $2,424,184 or a 19.72% market share. Total float, which consists of minor facilities and leakage, is $9,865,789 or 80.28%. The 2005 estimated median income for the trade area is $49,122, with an average family size of 2.26 people. The demographic makeup is 86.9% white, 4.7% black, 3.9% Hispanic and 4.3% Asian. Trade area residents under the age of 18 make up 21.1% of the population and 9.1% are over the age of 65. College students living in student housing makeup 2.7% of the population and there are no military personnel living in group quarters inside this trade area.

Chains Woodman’s 2 Facilities 203,000 square feet 6.51% Market Share The average weekly sales for this chain are $2,050,000 per store or $20.20 per square foot. These warehouse facilities carry large assortments of natural foods. More organic produce items are available than even six months ago but the quality of these produce items is lower than most of the competition. Copp’s 8 Facilities 267,100 square feet 4.36% Market Share The average weekly sales for this chain are $445,625 per store or $13.35 per square foot. The smaller stores on Park Street and Century Avenue have little or no organic foods. The other six facilities have a least a fair assortment. The stores on Aberg and Odana have a fairly large assortment. Organic produce quality in the Copps stores is very good. Cub Foods 3 Facilities 127,400 square feet 2.39% Market Share The average weekly sales for this chain are $450,000 per store or $10.60 per square foot. These warehouse stores offer a small amount of organic produce and little in the way of dry, refrigerated, or frozen organics. Sentry 3 Facilities 73,000 square feet 2.17% Market Share The average weekly sales for this chain are $380,000 per store or $15.62 per square foot. The Sentry stores in Sun Prairie and Madison offer a fair selection of quality organic produce. Other organic foods are sparse and merchandised alongside the conventional food alternatives. The Monona store has no natural foods. Pick 'n Save 3 Facilities 96,600 square feet 1.52% Market Share The average weekly sales for this chain are $358,333 per store or $11.13 per square foot. The store on McKee Road in southwest Madison is the only facility that carries a fair assortment of natural foods. The other two facilities carry a modest assortment.

Independents 4 Facilities 56,100 square feet 1.35% Market Share The average weekly sales for this chain are $216,250 per store or $15.42 per square foot. These stores include Capitol Center Foods, Miller and Sons, Piggly Wiggly and Jenifer Street Market. The first three stores offer little or no natural foods. The Jenifer Street Market, however, has the largest percentage of its assortment in organic foods of any of the conventional grocers. Natural Foods Stores 2 Facilities 21,100 square feet 0.85% Market Share The average weekly sales for this chain are $210,000 per store or $19.91 per square foot. These two stores are Whole Foods and Magic Mill. Whole Foods is a national chain with an assortment of approximately 65% natural foods. Magic Mill is a small independent offering all natural foods. Natural Food Cooperatives 3 Facilities 12,200 square feet 0.59% Market Share The average weekly sales for this chain are $96,733 per store or $23.79 per square foot. Included in this group are two smaller stores, the MifflinStreet Cooperative and the Regent Street Cooperative. They offer all natural foods but the assortment is limited due to the facilities’ small sizes. The Williamson Street Cooperative is a larger facility with an assortment of 80% natural foods and 20% conventional groceries. This Cooperative has the highest sales per sales area square foot of any store in this study.

Site 1000 - Ingersoll Street and Main Street This site is in a densely populated neighborhood that contains small grocers and natural foods cooperatives. The surrounding demographics are well suited for the offerings of the Public Market. The drawbacks to this site are the congested road network, limited parking, and the lack of transient exposure. This site tests the best of all three sites. Site 2000 - Park Street and Fish Hatchery Road This site has the lowest household income of the three sites and has other demographics that are not well suited to the Public Market. The area is somewhat rundown. The positive attributes of the site are the road network, the ease of access to this site from the Beltline Highway, and assumed ample parking. This site tests the worst of all three sites. Site 3000 - Hill Street and University Avenue This is currently the Whole Foods store. This site has excellent transient exposure and access from the University of Wisconsin. The facility is in good shape and the transient exposure is very good. The drawbacks to this site are number of food competitors within a mile of the site, traffic congestion on University Avenue, and the limited parking.

Analysis Assumptions The sales projections presented in this study are based on the following key assumptions: • Population in the trade area will be at or near levels predicted by the city of Madison, the

2000 Census and Synergos Technologies. • The sales projections are expressed in constant 2005 dollars, with no adjustments made for

inflation. • The Public market will be open year round and have comparable hours to smaller grocery

stores in the trade area. • Offerings will contain a minimum of produce, meat, seafood, prepared foods, deli foods,

coffee, tea, honey, jams, bakery items, dairy products, cut flowers, plants and in the spring bedding plants.

• An opening date of August 2006 is assumed.

Methodology The sales forecasts generated in this report are based on the use of a gravity model (LOCUS™). This is done via a market simulation of a site’s primary trade area using important demand and supply information. Once a simulation is created, changes to equilibrium can be introduced for redistributing sales, forming the basis of a sales forecast. Demand information includes determining retail potential by defining where consumers live and what they spend for food-at-home purchases. Population sectors (combinations of census block groups) form the basic grouping of population. Sectors normally range in size between 1,500 and 3,500 people. Sector boundaries fall within the boundaries of census tracts and usually follow geographic features such as major roads, rivers, city limits, and the like. Each population sector is assigned a retail food expenditure level. Major determinants include family sizes and household incomes. Income is assumed to have a positive relationship with retail food spending, and family size is assumed to have an inverse relationship with spending. Student expenditure levels are adjusted downward to account for participation in on-campus meal plans. Combining a sector’s population with its expenditure level yields food potential, typically formulated on a per week basis. The supply components of the gravity model are store sales and an estimate of how much business a particular store generates from inside the trade area. Based on a store’s location, relative to an identified trade area and store size or format, the unit will receive a certain percentage of its business from this defined area. In the case of Public Market, the projected site is estimated to receive 85% of its business from the identified trade area. The gravity model distributes store sales throughout the trade area based on certain parameters assigned to the store. These include store size, volume, draw (business inside the trade area), pulling power, and image. Stores such as specialty stores and natural foods stores have “flatter” market shares over distance than normal mainstream supermarkets. Store image is based on customer acceptance of a unit as exhibited by store performance. This value is fairly objective and relates heavily to the strength of other competitors in the area, their distances to one another, and their distances to the various population sectors. An image of 100 represents an average image. Stores with above average images are attracting more business than average, and those with below average images exhibit a weakness in consumer acceptance. The sales forecasts are reported in first-year end weekly sales. They take into account new population growth from the opening of the store and the maturing of store image. Accompanying growth reports also show second and third-year sales.
