Presentation OverviewPresentation Overview
• Background: Common Core Standards Initiative
• Phases of Standards Development
• Details Surrounding Phase One: College & Career Readiness Standards
• Oregon’s Involvement in Phase One
• Next steps in the Common Core Standards development process
Common Core State Standards Common Core State Standards InitiativeInitiative
• Council of Chief State School Officers (CCSSO) and National Governor’s Association (NGA) leading the effort
• Building on work of Achieve
• Goals of initiative:– Fewer, clearer and higher-level standards– Aligned with college and work expectations– Internationally benchmarked
Common Core State Standards Common Core State Standards InitiativeInitiative
• Goals of initiative (continued)– Prepare students with the knowledge and
skills they need to succeed in college and careers regardless of where they live
– Provide equal access to a high-quality education and the workforce
Common Core State Common Core State Standards: Two PhasesStandards: Two Phases
Phase 1: College and career-readiness standards -end of high school expectations
– Definitions of “College readiness” and “career readiness”
– Designed to anchor K-12 standards
Common Core State Common Core State Standards: Two PhasesStandards: Two Phases
Phase 2: K–12 grade level standards- grade by grade articulation of the common core
–Designed to serve as guide & tool for aligning instruction, curriculum, assessment & teacher supports, & systems of accountability

Oregon’s Involvement Oregon’s Involvement • Oregon signed Memorandum of Agreement • Internal review of Draft 1 of C&CRS-response to
CCSSO late July• Outreach to partners to provide feedback on
Draft 2• Internal review of Draft 2-sent Oct. 21st • Meetings & Conversations with Achieve and
CCSSO staff
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
MathematicsOverall Structure:
• A Standard for Mathematical Practice – Six practices (or processes)
• 10 Standards for Math Content– Each containing core concepts and core skills
students need to understand & be able to do
• Web-based collection of Example Tasks
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
MathematicsOur observations and remaining concerns:
– Draft 2 revisions address some recommendations submitted by ODE
– Good inclusion of critical mathematics content & effective teaching and learning practices
– Level of preparation/rigor included not appropriate for all students to master to graduate from high school
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
English/Language Arts
• Three strands– Reading Informational and Literary Texts,
Writing, and Speaking & Listening
• Each strand contains– Standards for Range and Content– Standards for Student Performance
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
English/Language Arts (continued)
• Applications of the Core– For Research– For Media
• Supporting materials– Reading exemplars– Writing exemplars
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
English/Language ArtsOur observations and suggestions:
– Reading standards can leverage significantly higher literacy rates in US over time
– Reading & Writing standards both combine like concepts and/or parts of a process that go together
– Listening & Speaking standards contain vital workforce skills
– “Summarization” only relevant skill not included
Phase 1: College and Career Phase 1: College and Career Readiness StandardsReadiness Standards
English/Language Arts
• Assessing these skills will require a constructed response form of assessment
• Oregon’s current ELA standards do not include 11th and 12th grade level
Next StepsNext StepsPhase 2: Common Grade Phase 2: Common Grade
Level StandardsLevel Standards• First draft of Mathematics and ELA K-12
standards to be released November 2009
• ODE coordinating statewide input process to gather feedback from the field
• ODE will do gap analysis between Oregon standards and the common K-12 standards
Next Steps and Next Steps and ConsiderationsConsiderations
• Participating states asked to adopt 100% of the common core standards. States may then add additional standards if desired, but no more than 15% of total number of standards
• Adoption timeline under further review due to varying state adoption processes
• National conversations around common assessment system aligned to common core, professional development needs and instructional materials beginning soon
