Structure of CAMSS

• CAMSS is a process method containing the following six steps used assess formal specifications in European public administrations:

Proposal Consideration Authorisation AdoptionRecommendationAssessment

Different business scenarios lead to the proposal of formal specifications or standardisation organisations to be assessed. Public administrations or external stakeholders initiate this proposal for adoption.

For the specific assessment scenario, an assessment panel is set up to evaluate and select the relevant formal specifications, for example according to business needs and requirements or a proposed standardisation organisation.

The analysis of the formal specification(s) or standardisation organisation is performed based on a set of assessment criteria. This could include possible consultations with relevant external stakeholders

Based on the assessment results, the assessment panel discusses, evaluates and provides an advice for the selection and adoption of the formal specification(s) or the acceptance of the standardisation organisation.

Based on the recommendation and assessment results, a decision-making body discusses and takes a decision on the adoption of the formal specification(s). A possible classification could be provided (e.g. depending on lifecycle).

The formal specification(s) is possibly adopted within public administrations according to the authorisation decision and classification.After a certain period, the adopted formal specification(s) could be reviewed and re-assessed.

Current status of the work

• CAMSS method and library available in Joinup– CAMSS community in Joinup

• CAMSS library contains 12 assessments from the Netherlands, 1 from Malta. 11 more assessments will be added soon

• Discussions and promotion to EU Member States:– to map their own assessment methods in CAMSS and

publish existing assessment results in the CAMSS library– to use CAMSS as their own assessment methodology

• The CAMSS method is used by the UK Cabinet Office initiative “Open Standards Hub” http://standards.data.gov.uk/
