OVERVIEW
bull The purpose of this report is to present Council with information related to attracting an Art of Jazz Festival in Downtown Brampton
bull Following an introductory meeting in December 2009 coordinated by Councillor Grant Gibson staff received a formal letter of request in January 2010 from the President of the Art of Jazz a Toronto based non-profit organization seeking support to explore with the City of Brampton ideas and interest for creating an Art of Jazz Festival in the Downtown for the summer of 2011
bull Staff recommends in this report that Council approves City of Brampton participation in this exploratory phase of the event and further that staff prepare a subsequent report with details on the feasibility and cost of City participation in this tourism related special event opportunity
RECOMMENDATIONS
Based on the information in this report staff recommends the following
1 That the report prepared by the Commissioner of Economic Development and Communications titled Authorization to Explore the Feasibility of Attracting and Hosting an Art of Jazz Festival in Downtown Brampton 2011 be received and further

2 That Council receives and approves the request from the Art of Jazz a non-profit arts and culture organization to explore ideas with the City of Brampton regarding hosting the Artof Jazz Global Jazz Village in Downtown Brampton and further
3 That Council authorizes the City of Brampton project team (as presented in this report) to meet with the staff and volunteers of the Art of Jazz to explore the feasibility and cost of City participation in this tourism related special event opportunity and further
4 That Council directs City staff to prepare a report which outlines the findings and recommendations associated with the feasibility cost and other matters related to City involvement in an Art of Jazz Global Jazz Village special event in Downtown Brampton proposed for the summer of 2011
BACKGROUND
In December 2009 Councillor Gibson coordinated a meeting involving staff of the City of Brampton Economic Development Office Presidentof the City of Brampton Concert Band and a board member of the BDDC President of the Art of Jazz and several volunteers of the Art of Jazz organization network
The purpose of the meeting was an introduction to the Art of Jazz organization and to the Art of Jazz idea of a Global Jazz Village festival in Downtown Brampton
In January 2010 the City of Brampton Economic Development and Communications Department received a letter of requestfrom the President of the Art of Jazz (please see Appendix 1)
In February 2010 City staff prepared this report for the consideration and approval of City Council
CURRENT SITUATION
This section of the report is structured to include information about the Art of Jazz organization and the concept of an Artof Jazz Global Jazz Village in Downtown Brampton
About the Art of Jazz Organization
During the introductory meeting in November 2009 the President of the Art of Jazz provided an overview of their organization
Art of Jazz is a not-for-profit organization dedicated to jazz education and performance

1 To provide jazz education and mentorship programs to audiences of all ages
2 To present innovative year-round programs including the Art of Jazz Celebration an annual 5 day event which pays tjribute to Canadian and international jazz masters
3 To build a home for jazz in Toronto Canada
Art of Jazz programs include an annual Art ofJazz Celebration held in Toronto and created to showcase the very best of Canadian and International jazz artists With a series of year-round concerts and events we are committed to
invigorating the jazz scene supporting artistic development and nurturing diversity and artistic expression among jazz artists Our dynamic and innovative artistic and educational programs in the classroom and community offer jazz education that is aimed at both nurturing upcoming generations of jazz students and raising public awareness
We believe that we have a responsibility to contribute tdgt the development of jazz as an important cultural art form in Canada nurturing artistic excellence and ensuring the continued evolution and perpetuation of thle art of jazz

We believe that the Art of Jazz Global Jazz Village can be a positive force in raising awareness of arts and culture in the City of Brampton and contributing to the Citys quality of life and its economy The festival will bring the best to the region stimulating local talent helping the City face increasing competition and making Brampton a major magnet for creative industries With programming that combines music dance literature street and visual arts that is produced with international and Canadian artists and performers the Art of Jazz Global Jazz village will benefit the economy arts and culture audiences and the profile of the City of Brampton

City Rationale for Exploring the Art of Jazz Idea
The Art of Jazz Global Jazz Village Festival concept aligns with the following Cityof Brampton goals
1 Economic development of the creative sector through heritage arts culture and entertainment initiatives
2 Tourism promotion Attracting visitors to Brampton from within and beyond the Citys boundaries

3 Audience attraction and retention for the Rose Theatre and open space venues in Downtown Brampton
4 Enrich Bramptons image and identity
5 Community partnership engagement of local organizations
Budget Implications
Approval of the recommendations in this report will generate cost in the form of staff time required to explore the project and to prepare a staff report for consideration At this stage program expenditures shall not be required to address the next steps in this report
Based on discussions with the Art of Jazz staff and volunteers any budget implications related to City involvement with the special event shall be included in a subsequent staff report to Council
Policy Implications
The proposed event relates to the purpose and scope of Councils Community Wide Events Policy and associated budget The proposed special event shall be considered and evaluated in the context of this Policy
Legal Implications
Given the exploratory nature of the direction created by the recommendations in this report an Agreement is not warranted at this stage However should Council decide to participate with the Art of Jazz in hosting the special event then a formal Agreement will be required to guide this relationship The principles obligations and other terms and conditions of such an Agreement would be presented in the next report (subject to the nature of the discussions between the City and the Art of Jazz)

The following staff team will be created to explore this special event concept

This is an open letter to discuss the opportunity to work in partnership with the City of Brampton to bring the Art of Jazz Global Jazz Village to the City in the summer of 2011 Art ofJazz delivers unique programming of significant national and international artists and maintains close tics with its local community bringing the City together with an array of opportunities for participation and involvement Its success has been built upon the variety and range of events created through a strong artistic vision and emphasis on quality The Festival is hugely popular with the Citys residents but also attracts significant numbers of Ontario and international visitors into the City for its free and ticketed events

The Art of Jazz Global Jazz Village Festival concept aligns with the following Cityof Brampton goals
1 Economic development of the creative sector through heritage arts culture and entertainment initiatives
2 Tourism promotion Attracting visitors to Brampton from within and beyond the Citys boundaries

Budget Implications
Approval of the recommendations in this report will generate cost in the form of staff time required to explore the project and to prepare a staff report for consideration At this stage program expenditures shall not be required to address the next steps in this report
Based on discussions with the Art of Jazz staff and volunteers any budget implications related to City involvement with the special event shall be included in a subsequent staff report to Council
Policy Implications
The proposed event relates to the purpose and scope of Councils Community Wide Events Policy and associated budget The proposed special event shall be considered and evaluated in the context of this Policy
Legal Implications
Given the exploratory nature of the direction created by the recommendations in this report an Agreement is not warranted at this stage However should Council decide to participate with the Art of Jazz in hosting the special event then a formal Agreement will be required to guide this relationship The principles obligations and other terms and conditions of such an Agreement would be presented in the next report (subject to the nature of the discussions between the City and the Art of Jazz)
