Municipal Grant Applications• Complete applications must be submitted in a 2-inch 3 ring binder by noon on Friday November 14, 2008• Urban County communities may apply in either

or both tiers. No more than 2 applications• ALL Eligible projects must meet a HUD

National Objective

1. Benefit Low to Moderate Income Persons• Limited Clientele• Permanent Jobs• Geographic Area

2. Aid in the Prevention or Elimination of Slums or Blight

Tier 1• Maximum of $325,000 in CDBG funding

• Recipients are ineligible to apply for Tier 1 funding for 3 years (eligible in 2013)

• Applications scored on a 100 point scale• Most competitive applications will be those that serve both

a low to moderate income group AND address an issue of an improvement target area (ITA)

Tier 2• Maximum of $100,000 in CDBG funding

• Applications scored on an 80 point scale

• Eligible projects must meet ONE National Objective

• Applicant may choose either Low Moderate Income Benefit OR Improvement Target Area benefit• Residential improvements are not eligible• Programming is not eligible
