    New Business A Parks and Recreation Commission 2016 Officer Nominating Committee was selected. Zoe Vitter and Brenda Gardziel will prepare the officer nominations for the Commission meeting on February 17, 2016. Presentation Items Park Rangers Update – Chief Dawson provided an overview of the Ranger Department’s 2015 staff and operations. (PowerPoint presentation available from Parks and Recreation Commission Secretary).

    Director Time Ms. Andrew shared information on the upcoming seasonal position job fairs: an update on the status of the Silver Lake Dam compliance work, Locust Shade Dam certification and the Long Park Water Line project. Ms. Andrew shared information with the Commissioners regarding the Board of County Supervisors agreement with Oak Valley HOA, related to the proffered soccer fields. Ms. Andrew invited new Commissioners, Brodie Freer and Jeff Bergman, to attend an orientation on February 17, 2016 at 6 pm prior, to the regularly scheduled Commission meeting. Commissioners Time Due to the deteriorating weather conditions the Commissioners elected to forego Commissioner Time and end the meeting with a simple thank you to staff for the presentations and welcome to the two newly appointed Parks and Recreation Commissioners.

    Presentation Items Billy Casper Golf – Billy Casper Golf provided an annual update on the Golf Course operations at Lake Ridge, Generals Ridge, Prince William and Forest Greens Golf Course (PowerPoint presentation available from Parks and Recreation Commission Secretary). New Business Election of 2016 Parks and Recreation Commission Officers – a nominating committee was convened to solicit nominations for 2016 Officers. The nominating committee received one nomination for Chairman (Jane Beyer) and one nomination for Vice Chair (George Delimba). An additional nomination was made from the floor for the Vice Chair position (Brenda Gardziel). Secret ballots were cast to determine the choice for Vice Chair. Res. No. 16-04 Elect Jane Beyer as Chairman of the Parks and Recreation Commission.

Public comment was solicited through electronic media and time was provided on the agenda this evening for the public to comment. 13 responses in support of naming a field after Mr. Emmons were received; 0 responses against were received. Res. No. 16-07 Recommend the name “Ron “Big E” Emmons Field” for ballfield

    #2 at Fuller Heights Park in Triangle, Virginia, to the Prince William Board of County Board of Supervisors. APPROVED (BG: GD; Unanimous, Absent from meeting; ZV)

    Ms. Andrew shared information regarding the FY17 Budget. On Feb 23, the Board of County Supervisors will decide what tax rate to advertise. In the proposed budget two major park projects are included, the Locust Shade Waterline Replacement and Locust Shade Maintenance Shop expansion. Also included are operating and start-up costs for a number of new athletic fields coming online in FY17. The Budget will be adopted on April 19. Ms. Andrew shared additional information with the commissioners regarding the Dominion Transmission Line project at Rollins Ford Park and golf course improvement projects that will be funded with funds from the Golf Reserve Account (money that is set aside from the savings on the debt service from refunding of the golf revenue bonds); Ms. Andrew also shared that she will be out of the County from Feb 27 through March 9 and returning to work on March 14, Tracy Hannigan will be acting in her absence.

    Commissioners Time Mr. Freer Thanked the Rangers for the ride along tour of County park sites, he

    gained very valuable insight into our park system. Ms. Gardziel Thanked fellow commissioners for their support of the resolution to

    recommend naming Fuller Height ballfield number two in honor of Mr. Ron Emmons.

    Ms. Beyer Reiterated earlier comments by fellow commissioners regarding the

    length and content of the Billy Casper presentation.

    Presentation Items Arts Council – Caroline Shaaber, Arts Recreation Specialist, presented an overview of the Arts Council roles, responsibilities, grant program and upcoming events for the year. [PowerPoint presentation available from the Parks and Recreation Commission Secretary]. Aquatics Update – Jamie Orrison, Aquatics Manager, presented an annual review of the Aquatics program. Capital Projects – Gary Rzepecki, Parks, Grounds, Facilities and Support Services Director, provided a quarterly update to the Commission on Parks and Recreation Projects.     Director Time

    Ms. Andrew shared information regarding the advertised tax rate of a 3.88 percent increase. That is a percentage increase in the average tax bill not of the tax rate itself. The budget will be adopted April 19, 2016. The Board of County Supervisors approved the Fuller Heights Field naming requested submitted by Parks and Recreation. Baseball Field 2 at Fuller Heights will be named Ron “Big E” Emmons Field. Dumfries District Little League will plan a naming ceremony this spring. Upcoming items to be taken to the Board of Supervisors include granting a construction easement at Broad Run Linear Park and a Grant Application for Science in the Park.     look very good and the park was filled to capacity. Mr. Bergman Stated that he is very interested in helping to facilitate solutions for

    citizens/leagues and the Supervisors office (Candland) and foster relationships.

    Old Business None New Business None Presentation Items FY17 Budget Recap – Ms. Andrew provided a recap of the new items funded for Parks and Recreation in the FY17 Budget. There is still some additional one-time money available that the Board of County Supervisors will commit to additional purposes/ projects at a future date. Two Parks projects are under consideration for one time funding, these are the Locust Shade Park Waterline relocation and a new expanded Locust Shade Maintenance Shop. FY18 Capital Improvement Program(CIP) – Ms. Andrew provided an overview of the timeline and process for developing the FY18 CIP. The Commissioners were asked to help develop the priorities for the FY18 CIP by initiating discussions with their appointing Supervisor and constituents in their districts. A worksession to gather this input will be added to the June 15, 2016 Parks and Recreation Commission agenda.

    Ms. Andrew provided a brief overview of upcoming Park events and shared information with the Commissioners regarding Capital Maintenance and Cyclical Maintenance Projects; Ms. Andrew also shared that the next meeting on the Budget will be on May 6th for Mark-up. Commissioners Time Ms. Vitter Reminded everyone that Friday May 20, 2016 is Bike to Work Day.

    Parks and Recreation has a participating stop at the Chinn Center again this year.

    Mr. York Very pleased with the appearance of the grounds at Cloverdale Park. Mr. Bergman Stated that he is still working on setting a meeting with Mr. Michael

    Bachman of the Gainesville Hurricanes to follow up on his comments at the April 20, 2016 Park Commission meeting.

    Ms. Beyer Shared information with the Commission on the ongoing dialogue with a

    Brentsville district resident who has requested permission to launch a fireworks show at Prince William Golf Course.

    New Business Res. No. 16-15 Recommend the Fiscal Year 2017 Arts Grants Disbursement, as Calculated

    by the Arts Grants Panel, to the Prince William Board of County Supervisors. APPROVED (BG: DY; Unanimous, Absent from Meeting: GD, BF)

    Fiscal Yr. 2018 CIP A discussion of the future needs of the Parks system was held. The

    Commissioners shared information received from citizens and their appointing supervisors regarding the types of recreational amenities most desired in each magisterial district and in the County overall. Debbie Andrew will combine this list with the list staff has prepared, and present it to the Commission in July for their review. The CIP process for the 2018 CIP will begin with the submission of Parks requests in September.

    Ms. Andrew provided a brief overview of upcoming Park events and shared information with the Commissioners regarding Capital Maintenance and Cyclical Maintenance Projects; Ms. Andrew shared that the Coles District Little League will be hosting the 9 and 10 year old State Little League Championships in July at Hellwig Park. Commissioners Time Mr. Bergman - Continuing his conversations with leagues in his district and is working

    on scheduling a meeting with Michael Backmon of the Gainesville Hurricane Basketball league.

    Ms. Beyer - Ms. Beyer thanked Ms. Andrew and staff for planning and holding the

    dedication ceremony on June 11 for Brian Letendre Field at Howison Park.

    Ms. Andrew provided a brief overview of recent Park events including a very successful State Little League Championship event at Hellwig Park. She also shared information with the Commissioners regarding recent Board of County Supervisor (BOCS) actions and upcoming items for BOCS consideration in September including the Waterworks waterpark bid award, Ali Krieger Sports Field lighting bid award; Hellwig restroom and concessions building bid award. Commissioners Time Mr. Bergman - Mr. Bergman provided some details of the western leagues meeting that

    was held July 8th. The leagues provided some valuable feedback for the Parks department to consider and follow up on regarding maintenance, billing, fees, scheduling and exclusive use among other issues.

    Mr. Freer - Thanked Park staff for attending the Lake Ridge Parks and Recreation

    Association Board meeting on July 19th, he reported that the Lake Ridge trail segments known as 3 and 4 were approved by the LRPRA Board.

    Ms. Beyer - Shared that there was an excellent Feature Story in the Gainesville Times

    about Ali Krieger.

    Old Business None New Business None Presentation Items Annual Aquatics Update – Jamie Orrison provided an annual update on the operations of the County Aquatics program [PowerPoint presentation is available from Commission Secretary]. At the conclusion of the presentation the Commissioners inquired about any existing initiatives related to Water Safety education for parents, offering additional “learn to swim” programs to County schools (currently offered at Graham Park MS only), partnerships with the County high schools and use of international lifeguards to assist with lifeguard recruitment efforts.

    Ms. Hannigan, provided the Director’s update on behalf of Debbie Andrew. Ms. Hannigan shared information on the closing of the seasonal swimming pools: status of construction and anticipated programming start date (December 2016) at the former Long Park mini library; a new position for Parks has been approved by the Board of County Supervisors (ADA Coordinator); and Ms. Hannigan shared the anticipated upcoming agenda items for future Board of County Supervisor approval (Hellwig Park Concessions/Restroom construction bid award, Waterworks Kiddie Pool construction bid award.) Commissioners Time Mr. Bergman - Mr. Bergman inquired about the timing of scheduling a second Western

    County Sports League meeting to follow up on issues and requests from the first meeting. Mr. Bergman and Mr. Vargo attended a meeting with Battlefield LAX on Sept 20, 2016. Reps for Battlefield shared a scheduling issue with a School field site that was cancelled at the last minute. Lastly, the Gainesville Hurricanes would like to have their designation as a “travel” league reviewed, and be re-designated as a “recreation” league.

    Mr. Freer - Requested an update on the status of the East End Trail though Lake

    Ridge, he feels that progress has stalled. Mr. Freer stated that the work on the main building at Lake Ridge Park has still not been completed (Ms. Hannigan provided an update that the work had to be postponed but is on the schedule for this fall); Mr. Freer congratulated the Aquatics staff on another great and safe season.

    Mr. Vargo - Inquired if there was a moratorium on construction of new turf fields in

    the County (Ms. Hannigan stated that there is not, that all fields that are currently funded will be built). Mr. Vargo also inquired about any County precedent on partnering with adjacent counties to build out sports

    facilities with in the County and perhaps there is an opportunity there for constructing Rollins Ford park.

    Ms. Cole- Rolon - Ms. Cole-Rolon remarked on her appointment to the Parks and

    Recreation Commission as the new Neabsco District representative. She stated that Prince William County already has fantastic facilities and employees and she is excited to help take the agency to the next level and become an accredited agency with the National Recreation and Parks Association.

    Ms. Beyer - Ms. Beyer attended Arts Alive this past weekend. It was a very enjoyable

    day with over 3000 attendees. All- This evening was Mr. Duane York’s last commission meeting. Mr. York

    was celebrated and thanked for his almost 30 years of service to County Parks. Mr. York gave some brief remarks thanking his current and former colleagues.

    Ms. Andrew reviewed the Parks Improvement Plan with the Commissioners. This presentation was made to the Board of County Supervisors on October 18, 2016 and reflects capital improvement priorities for the department. Ms. Andrew also shared that the FY18 budget requests have been submitted and the 2016 County Community Survey is now available on the County Website. The overall scores were consistent with the last survey conducted in 2014. Commissioners Time Ms. Cole- Rolon - Ms. Cole-Rolon requested the Commissioners discuss new and existing

    opportunities for community engagement at a future meeting. Mr. Delimba - Remarked on the condition of the netting along the 1st base line of the 90’

    baseball field at Andrew Leitch Park. Mr. Freer - Requested an update on the status of the work on the exterior of the main

    building at Lake Ridge Park. Ms. Hannigan provided an update that a vendor has been selected and work will begin soon.

    Committee Report None Old Business None New Business A Parks and Recreation Commission 2017 Officer Nominating Committee was selected. Brodie Freer and Brenda Gardziel will prepare the officer nominations for the Commission meeting on December 14, 2016. Presentation Items Enterprise Business (Recreation Centers and Waterparks) Annual Update – Sally Wood, Revenue Enterprise Manager, provided a PowerPoint presentation with a comprehensive review of our Recreation and Waterpark Operations for 2016. Capital Projects – Gary Rzepecki, Parks, Grounds, Facilities and Support Services Director, provided a quarterly update to the Commission on Parks and Recreation Projects. [PowerPoint presentation available from Commission Secretary].

    Director Time

    Ms. Andrew reviewed the highlights of the Monthly District Report, including the upcoming Nutcracker Ballet performance, Jump Start program, Gobble, Gobble, Give event and Winter Break camps. Ms. Andrew also shared that the FY18 budget requests have been submitted and budget guidance is no increase in expenditures over 3.5%. Parks has emphasized the need for additional Capital Maintenance Funding in the budget request process. Items coming up for Board of County Supervisor approval in December include the Hellwig restroom/concession building bid award and renewal of a License Agreement with The First Tee. Commissioners Time Ms. Gardziel - Ms. Gardziel wished everyone a very Happy Thanksgiving. Ms. Cole- Rolon - Ms. Cole-Rolon provided the Commissioners information and proposed

    budget for achieving Commission for Accreditation of Park and Recreation Agencies (CAPRA) accreditation for the PWC Parks and Recreation department. She also provided information on attending the 2017 Annual National Recreation and Park Association (NRPA) conference. Ms. Cole- Rolon encouraged the other Commissioners to explore the benefits of agency accreditation.

    Ms. Beyer - Shared her thoughts on the announcement of Parks Director Debbie

    Andrew’s retirement and thanked her for her 31 years of service to Parks and Recreation.

Mr. Wickham offered a potential solution of creating a round-a-bout at the end of the lot to allow for safer turning around for vehicles as there is only a dead end at the end of the parking lot currently.

Marketing and Communication Update – Brent Heavner, Communication Services Division Chief, provided an overview of marketing accomplishments and upcoming initiatives for Prince William County Parks and Recreation (PowerPoint presentation available from Parks and Recreation Commission Secretary).

    Ms. Andrew also shared that Board of County Supervisors transferred FY16 end of year funding to several park projects at the December 13, 2016 meeting. Ms. Andrew also shared that Fairfax County Parks will be conducting a training in the spring on the CAPRA certification process and our department and Park Commission has been invited to participate. Commissioners Time Mr. Freer - Inquired about the plans and type of product for replacement signage. Mr.

    Freer also thanked staff for the work being done on the East End (Lake Ridge) Trail.

    Mr. Bergman - Inquired about the possibility for use of the Online Solutions team to

    create a new software product for use in scheduling fields and gym time for sports leagues.

    Ms. Cole-Rolon - Ms. Cole-Rolon attended the Chinn Gobble, Gobble, Give event in

    November, it was a lot of fun and well-attended. She shared her plans to get the Dale City Civic Association members more involved with County Parks and Recreation and she will invite them to attend future Commission meetings. She also announced that she will be seeking to become a Certified Parks and Recreation Professional (CPRP), through the National Parks and Recreation Association examinations.
