$rticle 7% thereof#aving regard to Council &egulation (EEC) 'o %4/69 of % *arch 1969 on the harmoni+ation of

certain social legislation relating to road transport (1)# as last amended b" &egulation (EEC) 'o

%1%/7 ()# and in particular $rticle (%) (1) (b)# second indent# and () (c) thereof#

aving regard to the proposal from the Commission#

aving regard to the opinion of the European ,arliament ()#

aving regard to the opinion of the Economic and -ocial Committee (4)#

.hereas under $rticle % (1) (b)# second indent# of &egulation (EEC) 'o %4/69# the driver of a

vehicle intended for the transport of goods having an authori+ed maimum 0eight of over 7%

metric tons and to 0hich this &egulation applies# if he has not reached the age of 1 "ears# musthold a certificate of professional competence recogni+ed b" one of the *ember -tates confirming

that he has completed a training course for drivers of vehicles intended for the carriage of goods b"

.hereas under $rticle % () of &egulation (EEC) 'o %4/69# the driver of a vehicle intended for the

carriage of passengers and to 0hich the &egulation applies must be at least 1 "ears old and must

meet one of the conditions laid do0n b" that paragraph2

.hereas one of these conditions stipulates that the driver must hold a certificate of professional

competence recogni+ed b" one of the *ember -tates confirming that he has completed a training

course for drivers of vehicles intended for the carriage of passengers b" road2

.hereas# to determine the minimum level of such training account should be ta3en# in particular# of

the differences in the conditions for carr"ing out the transport of goods and the transport of

passengers b" road#

1 $n" person 0ho possesses the appropriate national driving licence and 0ho has completed

a course of vocational training covering at least the sub8ects listed in the $nne to this

Directive shall be recogni+ed as having the minimum level of training for drivers of vehicles

intended for the carriage of goods b" road# referred to in the second indent of $rticle % (1)

(b) of &egulation (EEC) 'o %4/69 or for drivers of vehicles intended for the carriage ofpassengers b" road# referred to in paragraph (c) of the said $rticle

!he programme and organi+ation of the course of vocational training referred to in

paragraph 1 shall be laid do0n b" the *ember -tate ,roof that this training has been

completed shall be furnished b" means of an eamination or a chec3 carried out b" the -tate

!raining leading to the a0ard of a certificate of professional competence shall include at least

the follo0ing sub8ects# to the etent that the" are not alread" covered b" training for a driving

licence

1 @no0ledge of the construction and main component parts of a vehicle

1.1. Knowledge of the construction and functioning of:

internal combustion engines#

lubrication and cooling s"stems#

the fuel s"stem#

the electrical s"stem#

the ignition s"stem#

the transmission s"stem (clutch# gearbo# etc)

1.2. General knowledge of lubrication and antifreeze protection

1.3. Knowledge of the precautions to be taken during the removal and replacement of

wheels

1.4. Knowledge of the construction fitting correct use and care of t!res

1.". Knowledge of the t!pes operation main parts connection use and da!#to#da!

maintenance of brake fittings and knowledge of coupling s!stems

1.$. Knowledge of methods of locating causes of breakdowns

1.%. Knowledge of how to repair minor breakdowns with the aid of the correct e&uipment

1.'. General knowledge of preventive maintenance of vehicles and necessar! running

repairs.

2. General knowledge of transport and administrative procedures 2.1. General abilit! and

sufficient geographical knowledge to use road maps and their inde(es

2.2. )conomical use of vehicles

2.3. Knowledge of the steps to be taken after an accident or similar occurrence *e.g. fire+ in

connection with vehicle insurance

2.4. Knowledge of the national legislation applicable to the t!pe of transport concerned #

goods or passenger
