I am extremely proud of the partnership that our Montgomery County PoliceDepartment has developed with our community members. Police service continuesto evolve, with advances in technology, improved training and better equipment. The mission of the Affordable Housing Conference ofMontgomery County (AHCMC) is to bring elected officials,housing and community development leaders, businessprofessionals, activists and other community members together toaddress affordable housing issues and seek solutions. TheConference’s annual summit draws more than 400 participants tohear expert panelists and speakers. The Conference alsoorganizes public/private sector Roundtables and other specialevents to highlight the need to create and preserve affordablehousing in Montgomery County, MD.
AHCMC also provides down-payment and closing costassistance through the Conference’s “Break the Barrier to HomeOwnership” Program. Grants up to $7,500 are provided toindividuals/families of moderate income who are first-timehomebuyers in Montgomery County.

TRASHThe Montgomery County Division
of SolidWaste Services provides refusecollection services to a portion of thecounty’s single-family residents, pre-dominantly in the downcounty area.
Residents living in the remainder ofthe county must subscribe for refusecollection services with private col-lectors or obtain service through theirhomeowner associations.
People living in municipalitiesmust contact their local jurisdiction formore information. For questions abouttrash, call the county at 240-777-0311,or visit www.montgomerycountymd.gov/solidwaste.

RECYCLINGThe Montgomery County Divi-
sion of SolidWaste Services providesrecycling collection services to all single-family households in the county, with
the exception of households in munici-palities where their local jurisdiction ora private collector provides recyclingcollection services.
In the blue recycling bin, residentscan recycle glass bottles and jars,aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans thatcontained non-hazardous or non-au-tomotive materials, and plastic bottles,containers, jars, tubs, lids, pails, bucketsand flower pots.
In the blue wheeled recycling cartresidents can recycle cardboard boxes,newspaper, magazines, office andcopier paper, telephone books, paper-back and hardcover books, shreddedpaper, milk and juice cartons and frozenfood boxes.
By using reusable containers orpaper lawn bags, residents may recyclegrass, leaves, garden trimmings andbrush. Or, try backyard compostingof leaves and grass, or grasscycling byleaving grass clippings on the lawn aftermowing.
To recycle scrap metal items such
as appliances, bicycles, metal furniture,lawn mowers, filing cabinets and more,call DSWS the business day before yourrecycling collection day to schedule aspecial scrap metal recycling collection.
Curbside recycling collection is onceper week and recyclables must be setout at the curb by 7 a.m.
The county also recycles other itemssuch as computers, televisions andother consumer electronic items, motoroil, antifreeze, tires, textiles, used cook-ing oil and reusable building supplies.
These items can be dropped off inperson at the Shady Grove ProcessingFacility &Transfer Station/RecyclingCenter located at 16101/16105 Freder-ick Road in Derwood.

ANIMAL CONTROLMontgomery County issues
animal-related licenses and permits,
conducts inspections of animal-relatedbusinesses, and investigates animalcruelty, nuisance and bite cases.Thecounty also manages a rabies preven-tion program, which includes projectsto encourage pet vaccinations, toreduce the number of at-large dogsand cats, and to control rabid wildlife.In addition, the county removes deadanimals from county roads.The Divi-sion of Animal Control and HumaneTreatment is part of the MontgomeryCounty Police Department.
The Montgomery County HumaneSociety and Animal Shelter providesrescue, care, adoption, handles lost andfound reports, returns lost pets to own-ers, and provides humane euthanasiaof stray, unwanted, or wild animals.On-going public education effortsencourage the proper care and han-dling of animals. Montgomery County’s Fire and Rescue Services (www.montgomerycountymd.gov) are provided by volunteers andcareer staff.
The Department of Fire and Rescue Services employs full-time fire and rescue workers who are assigned to the variousfire departments throughout the county.
The components of the Montgomery County Fire and Res-cue Services operate under the policy-making authority of theFire and Rescue Commission.
Richard R. Bowers is the county’s fire chief, head of theMontgomery County Fire and Rescue Service.
As of May 2012, headquarters operations for the county’spolice, fire and emergency management departments beganrelocating to the Montgomery County Public Safety Headquar-ters in Gaithersburg.

DISTRICT ANDCIRCUIT COURT
There are two levels oftrial courts: the state-runDistrict Court, operating inRockville and Silver Spring,and the county-run Cir-cuit Court of MontgomeryCounty (part of Maryland’sSixth Judicial Circuit withFrederick) in Rockville.
Generally speaking,the District Court handlessmall claims cases, as well asmisdemeanors and felonieswith penalties of less thanthree years in jail or as muchas $2,500 in fines. Speeding,red-light running, drunkendriving and landlord-tenant
cases generally are heardthere.
All trials in District Courtare argued before a judge;the court hears no jury trials.
TheCircuitCourthandlesmajorcivil andcriminalcases, family lawcasessuchasdivorceandcustody,andappeals fromtheDistrictCourt. It is theonlycourt inthecounty tohave jury trials.
Juvenile Court is part ofthe Circuit Court, but is tem-porarily housed at DistrictCourt in Rockville until theCircuit Court is expanded.

TheGeneral Assembly, consisting of the state Senate andtheHouse of Delegates, begins its 90-day session on the secondWednesday in January in Annapolis (although some legislativecommitteesmeet at other times during the year).
Members of theU.S. House of Representatives are electedevery two years. The next general election is scheduled forNovember 2014.Members of theU.S. Senate are elected everysix years.

At the turnof the 20th century,more than1,000people lived inRockville. A largepost-WorldWar II housingboombrought thousandsof people toRockville.Two largemixed-use communities, King Farmin the city’s northern reaches, andFallsgrove in thenortheastern sec-tionof the city, have added thousandsmore in thepast decade.
Today it is a diverse communitywith quiet neighborhoods, abustling retail corridor alongRockville Pike, newand continuingcommercial and residential development in its downtowncore, andresidents of all walks of life.Thepopulationof Rockville is 61,209, ac-cording to the 2010 census.
There are 25,199households of all types, fromsingle-familyhouses to apartments and condominiums,within the city of approxi-mately 13 squaremiles, according to theCensusBureau.

NORTH POTOMACNorth Potomac came into being in 1988
when a group of homeowners got together tobring more services to the community, whichdid not have its own library or communitycenter. It also did not receive trash collectionand other maintenance services.
The result was the creation of a new com-munity, North Potomac, carved from thefringes of Darnestown, Gaithersburg, Po-tomac, Rockville and Travilah.
The Upcounty Regional Services Center,an extension of the county government thatprovides services to communities north ofShady Grove Road, generally considers NorthPotomac to be the area west of Md. 28, Dar-nestown Road and north of Shady Grove Roadas far as Jones Lane.
According to the 2010 census, North Po-tomac’s population is 24,410.
