On May 14, 1981, the Board issued a Memorandum and

Order giving notice of its intent to take official notice of

a calculation. performed by Dr. Jordan. The proposed calculation

has been bound into the record (following Tr. 21,304) and served

on the parties, and the Board requested comments on the calculation

by May 26, 1981.

Licensee has reviewed the calculation, believes it

makes proper use of an accepted calculational technique, and

requests the Board to take official notice of the calculation.

Licensee notes that the literature contains a range of values

for the average energy of I-131 per disinte:; ration. ICRP (1959)b/

indicates a value of .23 MeV/ dis. Cember (1969) 2/ calculates a value

of .187 MeV/ dis, while HEW - (1970) 3_,' lists a value of .180

MeV/ dis. Using these latter figures, the calculated dose to

the thyroid would be between 1650 and 1716 rads. Regardless

of whether the dose is around 2100 rads or 1700 rads, Licensee

'aelieves the calculation shows Dr. Molholt's value of 2 rads

to be in error by about three orders of magnitude.
