26/11 has come to be a landmark for issues
related to Homeland Security. The event
brought into focus a significant need for
strengthening India’s defences against
these new and deadly forms of asymmetr
warfare. This commentary tries to addre
the 5 key opportunity areas created fro
the new focus on the segment.

The incidents of 26/11-2009 have resulted in a new focus from the Indian
government on homeland security, the result being a sharp increase in
capital procurement and a promise of quicker clearance of projects.

“ A secure and safe environment is of utmost
importance in ensuring the development of any
society. From time to time, terrorist elements
have tried to disrupt peace in various parts of
our country through incidents of violence. Such
incidents have led to loss of innocent lives and
destruction of public and private property.
Recognising the paramount need for a safe and
secure internal security environment, the
Government has been taking measures to check
disruptive activities of the terrorist elements. In
November last year, the nation was jolted by the
dastardly terrorist attacks in Mumbai, the
financial capital of the country. The attacks not
only created heightened awareness among
people against terrorism, but also underlined
the urgent need for further strengthening of the
security apparatus in a r esult-ori ented manner.”

Focus Segment 1 – Coastal Patrol
India has a coastline of 7,516.6 km. run
along 9 States and 4 Union territories.

focused attention to secure the coagainst illegal cross border activities
criminals and anti-national elements.
Under the scheme the follow
infrastructure has been a pproved:-
o 73 coastal police stations,
o 97 check posts,
o 58 out posts
o 30 barracks

suitable for patrolling of the close coastal
waters and for setting up 3 Coast Guard
Stations (2 in Maharashtra and 1 in Gujarat).
The expenditure planned for these 15 boats
is Rs. 281.23 Cr.
Other programmes underway
o Vessel tracking and monitoring
systems for all major ports
o Issue of identity cards to fishermen,
o Registration of all the boats,
o Issuance of Identity (smart) cards to
the residents of coastal villages and
o Intensified patrolling on the seas
Focus Segment 2 – Strengthening Central Police
Forces
Schemes for modernization of all the Central
Police Forces namely – CRPF, BSF, ITBP,
Sashastra Seema Bal, CISF, Assam Rifles and
Rashtriya Rifles are under implementation
The Central Para Military Forces have been
expanded by creation of 40 additional
battalions (20 each in SSB and ITBP) with a
view to strengthen border security
arrangements.
Additionally, in 2008-09 the creation of 29
additional Battalions of the BSF has alsobeen approved
Approval has been provided for raising 10
Commando Battalions for Resolute Action
(CoBRA), a specialized force to counter
extremism and militancy. The force will
conduct commando/guerilla type of short
and quick operations on pin pointed
intelligence
Creation of NSG hubs approved
o Four Regional hubs of NSG with a total
strength of 1086 personnel have been
set up by the Government at Chennai,
Hyderabad, Kolkata and Mumbai.
o A Quick Reaction Team of NSG has also
been set up at the IGI Airport, Delhi for
quick deployment in case of an
emergent si tuation.
o The Hubs have been established at
Marol in Mumbai, Nedunkundram in
Chennai, Trimulghery in Hyderabad
Badu in Kolkata.
o Two Regional Centres of NSG
Hyderabad and Kolkata on the line
the existing NSG force at Mane
Haryana.
o An amount of Rs.409.40 crore has b
provided in the budget for NSG du
the financial year 2009 -10.

Hubs.

Focus Segment 3 – Border Patrol
The Government has undertaken erection
projects comprising
o Fencing with patrol roads,
o Floodlighting and construction of Border
Out Posts (BOPs) along the Indo-Pak andIndo-Bangladesh borders
Additional 509 Border Out Posts have been
sanctioned on Indo-Pak (126 Nos) and Indo-
Bangladesh borders (383 Nos), which are
expected to be started in this year. The
outlay for the programme stands at Rs. 1832
Cr.
The Government has approved the
construction of 13 Integrated Check
Posts(ICPs) at identified entry points on
India's border with Nepal, Bangladesh,
Pakistan and Myanmar at an estimated cost
of Rs.635.00 crore.
The Government has approved construction
of 27 Link roads of operational significance
to ITBP, totaling 804 km. The outlay for the
programme stands at Rs. 1937 Cr.
Various types of hi-tech electronic
surveillance equipment like Night Vision
Devices, Hand Held Thermal Imagers, Battle
Field Surveillance Radars, Direction Finders,
Unattended Ground Sensors, High Powered
Telescope etc are being procured to act as
force multipliers on the International
Borders of India.
The current procurement stands at
o 398 Hand Held Thermal Imagers,
o 45 Battle Field Surveillance Radars,
o 12 Long Range Reconnaissance and
Observation System (LORROS),
o 9 Spotter Scopes
o 94 Passive Night Vision Bi noculars
to be deployed on Indo-Pakistan, Indo-
Bangladesh, Indo-China and Indo-Myanmar
borders.
It is estimated that there would be
additionally Rs. 1650 Cr. Of procurement of
thermal imagers, surveillance radars, night
vision devices and mobile communication
posts for the year 2009-10.
Focus Segment 4 – Modernization of Po
Forces
The Ministry of Home Affairs has b

“Modernisation of Police Forces” since 19
70 towards capacity building of the SPolice Forces, especially for meeting
emerging challenges to internal securit

Special initiatives
Crime and Criminal Tracking Networking
System : The Mini stry of Home Affai rs has
initiated a plan to install a comprehensive
integrated system for enhancing the
effici ency and effectiveness of policing at the
Police Station level through adoption of
principles of e-Governance, and creation of a
nationwide networked infrastructure for
evolution of IT-enabled state-of-the-art real
time tracking system around “investigationof crime and detection of criminals”. An
outlay of Rs.2000 crores has been included in
the 11th Plan and the programme is being
launched in the current year (2008-09).
Large Event Protection – Commonwealth
Games: With a view towards creating a safe
environment for hosting the Commonwealth
games at Delhi in 2010, the government has
sanctioned an outlay exceeding Rs. 1800 Cr.
Bulk of this outlay will go towards creatinginformation networks comprising
communication grids, CCTVs, Large event
monitoring and Traffic Management systems
at Delhi. Various components under this
scheme are being requisitioned by the state
and central government.
