Dr. Geralyn Johnson Acting Chief of Staff, Federal Occupational Health Dr. Geralyn Johnson serves as the Acting Chief of Staff of Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services (HHS). She assists the Director in decision making related to administration, operations, strategic planning, innovation, and business development. Prior to becoming Chief of Staff, she served as a senior advisor to the Director.

Before retiring as a Captain with the Commissioned Corps in 2007, Dr. Johnson was involved in numerous domestic and international clinical assignments as a National Health Service Corps Scholar. During that time, she practiced dentistry in underserved urban and rural communities. She also created organizational development in the Office of Public Health Emergency Medical Countermeasures (now the Office of Biomedical Advance Research and Development Authority) and served special populations in the correctional health care system.

Dr. Johnson’s public health experience includes designing and implementing outreach programs, which enlisted community health specialists to serve migrant workers in Texas. The program provided emergency room dental services at three public hospitals and clinical and administrative support for school dental programs in domestic and international settings. She also researched and studied dental sealants, which contributed to the establishment of a major federal tele-health program for infectious disease screening. Additionally, Dr. Johnson served in various roles in the Office of Public Health and Emergency Preparedness within HHS.

In addition to her public health leadership roles and 23 years of experience as a commissioned officer in the United States Public Health Service, Dr. Johnson is an instructor for the master’s level Global Health Program Planning and Evaluation course at George Washington University in Washington D.C. She is a graduate of Creighton University Dental School and Johns Hopkins School of Public Health and Hygiene in Baltimore, MD.

Michelle Smith-Jefferies, MD, MPHMedical Director, Federal Occupational HealthMichelle Smith-Jefferies, MD, MPH, serves as the Medical Director at Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services. She has over 25 years of extensive internal and occupational medicine experience and a history of establishing comprehensive health and safety programs.

For 13 years, Dr. Smith-Jefferies served as the Medical Director at the Police and Fire Clinic (PFC), an occupational medical clinic in Washington, D.C. There, she oversaw a wide variety of occupational medicine services that were provided to the Metropolitan Police Department, D.C. Fire and Emergency Medical Services, United States Park Police, and the uniformed division of the United States Secret Service.

In addition to treating patients during her tenure at PFC, Dr. Smith-Jefferies developed and directed a comprehensive occupational medicine program for public safety members, implemented a wellness program, managed medical staff by providing urgent and primary care for work-related illnesses and injuries, made duty status determinations for non-work related illness and injuries, performed pre-employment and medical surveillance evaluations, and managed behavioral health, laboratory, and radiology services.

Prior to that, Dr. Smith-Jefferies served as the Medical Director for the District of Columbia Water and Sewer Authority, where she was responsible for the occupational medicine needs of the workers who process the District’s water and sewage. She established pre-employment and Occupational Safety and Health Administration mandated surveillance examinations, including post-asbestos exposure, hearing conservation, respirator use, and hazardous material exposure surveillance exams.

Dr. Smith-Jefferies earned her bachelor’s degree in biochemistry from Harvard University, a doctorate in medicine from Yale, and a master’s degree in public health from Johns Hopkins University. She performed her internship in internal medicine at the Medical College of Virginia, received her residency training at Tufts University, and completed a fellowship in occupational medicine at Johns Hopkins University.

She is licensed to practice medicine in the District of Columbia, Maryland, and Virginia and is board certified in internal medicine and occupational medicine. She has been a certified medical review officer since 1995 and is a fellow of the American College of Occupational and Environmental Medicine.

Carol MaloneyDirector, Clinical Health Services (CHS) Carol Maloney, JD, MBA, serves as the Director of Clinical Health Services at Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services (HHS). She is responsible for managing diverse occupational health programs for over 300 federal agencies, including FedStrive integrated wellness services, worksite health clinics, workers compensation management, medical surveillance, and medical employability program services.

Maloney started her career as a litigation attorney for a medical malpractice firm in New York City and as an assistant district attorney with the Brooklyn District Attorney’s office. She then transitioned and started her career with the federal government in 2002 as a Freedom of Information Act (FOIA) and Privacy Act specialist within HHS Office of the Secretary and as a regulatory counsel within the Food and Drug Administration, specializing in disclosure-related litigation. In addition, she oversaw FOIA as the Public Health Service FOIA Appeals Officer and most recently, lead the Accounting Services team within PSC.

Maloney earned her bachelor’s degree at the University of Maryland, a master’s degree in business administration at Marymount University, and a law degree from Widener Law School.

John KingDirector, Wellness and Health Promotion Services (WHPS) John King serves as the Director of Wellness and Health Promotion Services at Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services. In this position, he oversees wellness and health promotion services provided to the federal government.

Prior to joining PSC, King held leadership roles in public media, non-profit, and government organizations. Most recently, he served as the President and Chief Executive Officer (CEO) of Koda Associates, a consulting practice serving non-profit, government, and public media clients. King also served as the President and CEO of Vermont Public Television, in addition to President and CEO of the Public Television Association of Quebec, which was based in Montreal, Canada.

With nearly three decades of experience in public broadcasting leadership, he has chaired the National Educational Telecommunications Association, the Organization of State Broadcasting Executives, and the Public Broadcasting Management Association. He also holds advisory positions for the Corporation for Public Broadcasting. As a member of the Public Broadcast Service (PBS) Board of Directors, King brought his decades of experience to a number of committees on finance and corporate support, dues review, and was a national leader in station services, efficiencies, shared services, and policy review. In 2011, King was inducted into the Vermont Association of Broadcasters Hall of Fame.

A native of Vermont, King is active in community and business initiatives throughout New England. He is a member of the Dartmouth-Hitchcock Medical Center Assembly of Overseers and serves on the Board of the McGill University International Executive Management Institute.

King holds an associate’s degree in business administration from Champlain College, a bachelor’s degree in business administration from Johnson State College, and a master’s degree in public administration from Harvard University.

Bradley ChristDirector, Behavioral Health Services (BHS) Bradley Christ serves as the Director of Behavioral Health Services at Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services. In this capacity, Brad is responsible for managing and providing the PSC team with the resources necessary to support customer agencies with a variety of occupational health services.

These services include the Employee Assistance Program (EAP); organizational development and leadership — which includes organizational development, leadership coaching, individual and team coaching, executive development, career coaching, and more; psychological testing and evaluation program; and WorkLife programs. The services are provided for federal employees and agencies throughout the United States and abroad.

Prior to joining PSC in 1999, Brad worked as a commercial diver and a diver-medic on the oil platforms in the Gulf of Mexico. He then worked for several environmental and safety consulting companies in and around the Washington, D.C., area. He enjoys the challenges that PSC faces in working on a fee-for-service basis and competing against commercial consultants. He is proud to support the PSC mission and strives to provide quality services to federal agencies.

Brad is a member of the American Society of Safety Engineers. He holds an associate’s degree in underwater technology from Florida Institute of Technology and a bachelor’s degree in industrial technology from the University of Maryland.

Commander Robert GibbsActing Director, Environmental Health and Safety Services (EHSS) Commander (CDR) Robert Gibbs serves as the Acting Director of Environmental Health and Safety Services at Federal Occupational Health, a component of the Program Support Center (PSC) within the U.S. Department of Health and Human Services. In this role, he oversees the development and implementation of health and safety services to ensure that federal agencies comply with regulations set by the Occupational Health and Safety Administration. CDR Gibbs also leads environmental health and safety service response efforts for safety, health, or environmental incidents that require expert consultation and support. With his experience at PSC and as a registered environmental health specialist, CDR Gibbs is able to provide exemplary environmental health and safety services to PSC’s federal customers.

CDR Gibbs is a Commissioned Corps officer in the U.S. Public Health Service and has been serving PSC as the National Capital Region Programmatic Lead and subject matter expert for Environmental Health and Safety Services. Prior to joining PSC, CDR Gibbs was a technical researcher for Booz Allen Hamilton. He holds a bachelor’s degree in environmental health from Salisbury University and a master’s degree in environmental science from American University.

Cindee R. McBrideActing Director, Administration Resource ManagementCindee R. McBride, MS, BSN, RN, serves as the Acting Deputy Director of Administration Resource Management Federal Occupational Health (FOH). She is responsible for overseeing budget development and execution for FOH, which had a FY15 budget of $166M with more than 360 federal agencies and serving 2 million federal employees around the world. Cindee directs this program that combines clinical services, financial management experience, administrative skills, occupational nursing/healthcare knowledge, and people development skills resulting in the advancement of the understanding and application of FOH as an organization. She has over 26 years of experience and currently leads a team of 8 to resolve funds management and billing customer satisfaction issues on a daily basis.

Cindee received her Bachelor of Science in Nursing at St. Olaf College in Northfield, MN and has a Master of Science (PHN) focus Occupational Health Nursing at UIC. Additionally, she is a Registered Nurse in the state of Illinois. With over 26 years of experience in the Occupational Health field, she continuously assesses and re-prioritizes workloads at FOH to accomplish yearend goals without issue.
