The COMCEC Strategy was adopted by the 4th Extraordinary Session of the Islamic Summit Conference held on 14-15 August 2012 in Makkah Al-Mukarramah, Saudi Arabia. The Strategy has three core principles: Enhancing Mobility, Strengthening Solidarity, and Improving Governance. In light of the principles, six cooperation areas are identified namely Trade, Transport and Communications, Tourism, Agriculture, Poverty Alleviation, and Finance. In the Strategy, each cooperation area has a strategic objective, followed by a brief outlook of the sector particularly focusing on the main challenges and the output areas as well as expected outcomes. These principles also address some of the most fundamental and persistent problems of the Islamic world and guide the COMCEC activities in the cooperation areas. The Strategy identifies two important implementation mechanisms namely Working Groups and COMCEC Project Funding.

COMCEC PUBLICATIONS and REPORTS 2013-2014

The analytical study titled “Promoting the Small and Medium Enterprises’ (SME) Exports in the OIC Member States” has been prepared specifically for the 1st Meeting of the Trade Working Group held on June 20th, 2013 in Ankara. The Study examines the role of SMEs in increasing exports, identifies the main challenges in the Member Countries and comes up with some policy options for enhancing SMEs competitiveness in the Member Countries.

TRADE

The analytical study titled “Facilitating the Intra-OIC Trade: Improving Efficiency of the Customs Procedures in the OIC Member States” has been prepared specifically for the 3rd Meeting of the COMCEC Trade Working Group held on February 27th, 2014 in Ankara. The Study examines; Role of Customs Procedures in Facilitating Trade, Performance of the Customs Procedures in the OIC Member States as well as in the world. Based on the findings, the Study proposes policy options in order to improve customs procedures in the OIC Member States.

The analytical study titled “Preferential Trade Agreements and Trade Liberalization Efforts in the OIC Member States with special focus on the TPS-OIC” has been prepared specifically for the 4th Meeting of the COMCEC Trade Working Group held on October 23rd, 2014 in Ankara. The Study includes; Conceptual Framework of the Regional Trade Liberalizations, General Overview of Trade Liberalization Efforts in the OIC Member States and Trade Preferential System Among the Members of the OIC (TPS-OIC). The Study presents practical recommendations for the implementation of the TPS-OIC.

ANALYTICAL STUDIES

The analytical study titled “Increasing Agricultural Productivity in the OIC Member Countries: Improving Irrigation Capacity” has been prepared specifically for the 1st Meeting of the Agriculture Working Group held on June 6th, 2013. The Study analyzes the current water resource capacity in the OIC Member Countries and the impact of irrigation methods on the agricultural productivity, and comes up with policy recommendations in this field.

The Analytical Study entitled “Increasing Agricultural Productivity: Encouraging Foreign Direct Investments in the OIC Member Countries” has been prepared specifically for the 2nd Meeting of the Agriculture Working Group held on December 19th, 2013 in Ankara. The Study focuses on the agriculture sector in the OIC Member Countries and cost as well as benefits of agricultural FDIs. The study also identifies the main challenges in the area of agricultural FDIs in the Member States and provides policy recommendations for enhancing agricultural productivity.

AGRICULTURE

The Analytical Study titled “Improving the Statistical Capacity of the Agriculture Sector in the OIC Member Countries” was commissioned by the COMCEC Coordination Office for enriching the discussions during 3rd Meeting of the COMCEC Agriculture Working Group held on April 3rd, 2014 in Ankara, Turkey. The Study analyzes the general outlook of the agricultural statistics in the Member Countries with respect to organization, coverage, resources, methodology, timeliness and availability, and identifies the main constraints and proposes steps and policies to improve them.

The Analytical Study titled “Facilitating Smallholder Farmers’ Market Access in the OIC Member Countries” commissioned by the COMCEC Coordination Office provides the main input for the discussions during the 4th Meeting of the COMCEC Agriculture Working Group held on September 25th, 2014 in Ankara. The Study focuses on the situation in the Member Countries regarding facilitation of market access of smallholder farmers and highlights main challenges in this regard. The study comes up with policy recommendations for the OIC Member Countries to link smallholders effectively to markets.

The analytical study titled “Community Based Tourism: Finding the Equilibrium in the OIC Context” was prepared specifically for the 1st Meeting of the Tourism Working Group held on April 25th, 2013. The Study consists of the evolution of Community-Based Tourism (CBT), CBT Development Process, CBT Cases in the World as well as the OIC Member States, and Practical recommendations for better CBT activities in the Member States.

The Analytical Study entitled “Tourism Product Development and Marketing Strategies in the Member Countries” was prepared specifically for the 2nd Meeting of the Tourism Working Group held on October 3rd, 2013 in Ankara. The Study analyzes the current situation in terms of tourism product development and marketing strategies in the Member Countries, identifies the main challenges, and provides policy recommendations in this regard.

The Analytical Study titled “Enabling Tourism Investment Climate: Challenges and Prospects for Tourism Investments in the OIC Member Countries” was prepared specifically for the 3rd Meeting of the COMCEC Tourism Working Group held on March 4th, 2014 in Ankara, Turkey. The Study analyses the general outlook of the tourism investments and common challenges in tourism investments in the Member Countries, highlights some success stories and policy recommendations for creating an enabling environment for tourism investments in the Member Countries.

The Analytical Study titled “Enhancing the Capacity of Tourism Workforce in the OIC Member Countries for Improved Tourism Service Quality” was prepared specifically for the 4th Meeting of the COMCEC Tourism Working Group held on September 4th, 2014 in Ankara. The Study dwells on the importance of human resources for tourism sector, approaches to the development tourism workforce skill in the Member Countries. The Study also comes up with some success stories and policy recommendations.

The analytical study titled “Enhancing Productive Capacity of the Poor in the OIC Member Countries: Improving Human Capital” was prepared specifically for the 1st Meeting of the COMCEC Poverty Alleviation Working Group held on June 27th, 2013 in Ankara. The Study mainly examines the impact of governments’ policies and interventions on eight areas namely economic situation, poverty, education, health, labour market, SME’s and micro-business, social safety nets and equality. The Study also provides some policy recommendations for improving human capital in the Member Countries.

The analytical study titled “Targeting Mechanisms of the Social Safety Net Sys-tems in the Member Countries” was pre-pared specifically for the 2nd Meeting of the COMCEC Poverty Alleviation Working Group held on December 26th, 2013 in Ankara. The Study highlights how social protection policy and social safety nets can play an important role in delivering pro-poor growth in the Member States with special reference to effective target-ing mechanisms. The Study also comes up with policy recommendations in terms of targeting mechanisms in the Member Countries.

POVERTY ALLEVIATIONANALYTICAL STUDIES

The analytical study titled “Monitoring Mechanisms of the Social Safety Net Programmes in the OIC Member Countries” was prepared specifically for the 3rd Meeting of the COMCEC Poverty Alleviation Working Group held on April 10th, 2014 in Ankara. The Study analyses how to establish strong and functioning monitoring systems within social safety nets’ monitoring and evaluation frameworks. The Study also proposes policy recommendations with a view to increase the quality of monitoring mechanisms in the Member Countries.

The analytical study titled “Institutional System of the Social Safety Net Programmes in the OIC Member Countries” was prepared specifically for the 4th Meeting of the COMCEC Poverty Alleviation Working Group held on September 18th, 2014 in Ankara. The Study examines the institutional systems of SSN programmes in the Member Countries in terms of institutional structure and capacity. The Study also provides policy recommendations for increasing effectiveness of the SSN programmes, ensuring coordination in the SSN system and increasing the role and capacity of local authorities in the Member Countries.

The analytical study titled “Bridging the Gaps: Implementation Challenges for Transport PPPs in the OIC Member States” was prepared specifically for the 1st Meeting of the COMCEC Transport and Communications Working Group held on March 28th, 2013 in Ankara. The Study outlines the financing modalities in transport infrastructure investments as well as main implementation challenges for PPPs in transport sector in the OIC Member States. The Study also provides policy recommendations for better PPPs implementations within the legal, regulatory and institutional framework.

The analytical study titled “Global Trends and Policies in Multimodal Freight Transport (MFT)” was prepared specifically for the 2nd Meeting of the COMCEC Transport and Communications Working Group held on October 8th, 2013 in Ankara. The Study highlights the basic concept of MFT and key success factors for MFT services. The Study also analyses the impacts of MFT on external trade, and global trends and policies in MFT services.

The analytical study titled “Developing Multimodal Freight Transport (MFT) among the OIC Member Countries: Status of the Implementations of MFT among the OIC Member Countries” was prepared specifically for the 3rd Meeting of the COMCEC Transport and Communications Working Group held on March 13rd, 2014 in Ankara. The Study provides the state-of-affairs of MFT practices in the OIC Member Countries and provides policy recommendations for the future developments.

The analytical study titled “Developing Air Linkages to Sustain Tourism among the OIC Member States” has been commissioned by the COMCEC Coordination Office specifically for the 4th Meeting of the COMCEC Transport and Communications Working Group held on September 11th, 2014 in Ankara. The Study outlines the state-of-affairs of air linkages in the OIC Member States and provides policy recommendations for enhancing cooperation in the field of aviation sector among the Member States .

The analytical study titled “Barriers and Opportunities for Enhancing Capital Flows in the OIC Member Countries” was prepared specifically for the 1st Meeting of the COMCEC Financial Cooperation Working Group held on December 12th, 2013 in Ankara. The Study outlines the main challenges for attracting the capital flows in the OIC Member Countries and comes up with policy recommendations for increasing capital movement among the Member Countries.

The analytical study titled “Enhancing Financial Inclusion in the OIC Countries” has been prepared specifically for the 2nd Meeting of the COMCEC Financial Cooperation Working Group held on March 27th, 2014 in Ankara. The Study consists of the institutional framework for financial inclusion in the OIC Member Countries, barriers on enhancing financial inclusion and measures for reducing financially excluded population in the OIC Member Countries and policy recommendations for enhancing financial inclusion in the Member Countries.
