SECTION AINSTRUCTIONS TO OFFERORS

1. This is a combined synopsis/solicitation for commercial items prepared in accordancewith the format in Subpart 12.6, as supplemented with additional information included inthis notice. This announcement constitutes the only solicitation; proposals are beingrequested and a written solicitation will not be issued. The solicitation number is PC-11-RG-101 and is issued as a request for proposal (RFP). All responsible sources maysubmit a proposal.

2. The provisions and clauses incorporated into this solicitation document are those in effectat the time of publication. Provisions and clauses incorporated by reference have thesame force and effect as if they were given in full text. The full text of the FederalAcquisition Regulation (FAR) can be accessed on the Internet athttp://www.acquisitioncentral.gov. Oral communications are not acceptable in responseto this notice.

SECTION CCONTRACT TYPE

The contract will be awarded as a firm fixed price contract.

SECTION DPERIOD OF PERFORMANCE

The period of performance will be a one year period beginning in August 2011 with all workcompleted on or before July 30 2012.

SECTION EBASIC STATEMENT OF WORK

1. INTRODUCTION:Peace Corps is an independent civilian executive agency of the Federal Government establishedin 1961 by President John F. Kennedy to promote world peace and friendship through the serviceof American volunteers abroad. Peace Corps volunteers enlist for a two-year term of service ininterested countries in need of trained manpower. The volunteers service fulfills the threeprimary Peace Corps goals established in the founding legislation:

Improve the lives of people through grassroots assistance,

Foster a better understanding of Americans on the part of the people served, and

Foster a better understanding of other people on the part of Americans.

2. BACKGROUND:The Peace Corps is implementing a three-year initiative supported through an interagencyagreement (IAA) between the Peace Corps and the Department of State / Bureau ofWestern Hemisphere Affairs (WHA). This initiative advances the goals of the Energyand Climate Partnership of the Americas (ECPA).

Under this initiative, initially focusing on Costa Rica, Dominican Republic, Guyana,Honduras, Nicaragua, Panama, Peru, and Suriname, with activities also in Guatemala, ElSalvador and Paraguay, Peace Corps Volunteers are working to:

increase municipal, school, and communities awareness to promote behaviorchange related to energy conservation, use of renewable energy, climatemitigation, and climate adaptation;

enhance the availability to small businesses and consumers of micro-financing tosupport communities abilities to implement, access, and maintain renewableenergy technologies; and

mitigation and adaptation projects. Renewable technology projects may includesolar or fuel efficient stoves or ovens, biodigesters, solar water heating,photovoltaics, wind or mini hydroelectric power generation, or use of alternative

fuels. Climate change mitigation and adaptation projects may relate to disasterpreparedness or reforestation.

In each country, the Peace Corps is working with host governments, international,national, and local partners to train community leaders and to facilitate small-scaleprojects to reduce carbon emissions, improve health, improve access to energy in ruralcommunities, and create income-generation opportunities for individuals and smallbusinesses in rural areas.

Eight of the ECPA posts have chosen improved efficiency cookstoves/ ovens as one of the focusVolunteer activity areas that the post will support under this initiative:

Dominican Republic El Salvador

Guatemala

Honduras

Nicaragua

Panama

Paraguay

Peru

The purpose of this contract is primarily to provide technical support and training toPeace Corps staff and Volunteers promoting improved efficiency cookstoves such thatPeace Corps expertise is strengthened, training of Volunteers and of the communities thatVolunteers serve is strengthened, the effectiveness of cookstove program implementationis maximized, and monitoring and evaluation of the impact of our work is optimized.

3. SCOPE OF WORK:After award of services and an agreement, the Contractor shall meet (by phone or inperson) with the contracting offices technical representative (COTR), the technicalspecialists in the Office of Overseas Programming and Training Support responsible forthe ECPA agreement, and other invited Peace Corps staff members to discuss the

contents and tasks of the contract, and clarify deliverables. Peace Corps shall provide theContractor with available Peace Corps information and resources related to the workshop.

The Contractor shall complete the following tasks (deliverables):

1. Initial meeting (in person or via teleconference) to discuss project, tasks, anddeliverables and review of scope of work.

The timeframe for the initial meeting and deliverables is outlined in Section E.

3.a. REQUIREMENTS:

The contract has the following components:

Review of Peace Corps Training Materials

The contractor will review and provide written feedback on:1) A draft new Peace Corps cookstoves training manual (agency-wide); The current

draft of this publication is included as an annex to this scope of work to providebidders with a basis of confirming the suggested level of effort to complete thereview.

2) Other training materials developed by posts, as requested

Online Training of Peace Corps staff, Volunteers and partners

The contractor will conduct three recorded WebEx presentations (1-hour presentationplus 30 minutes of questions) on the following topics:

1) Proven models for financing improved cookstoves in developing countries

2) Cookstove design and adaptation

3) Planning and implementing a sustainable cookstove project

Additional Web-Ex trainings may be requested.

Training and Assistance for Peace Corps Paraguay

A contractor representative who is a recognized expert in the field of improved

cookstoves will travel to Paraguay and will:1) Review the Paraguay stove design, and conduct a field visit to a completed stove

project and make recommendations for improvements such that it better meets therecommendations of the Design Principles for Wood Burning Cookstoves

2) Conduct a controlled cooking test to compare Paraguay stove to local stoves and athree stone fire, both for fuel efficiency and for particulates and carbon monoxideemissions

RFP: PC-11-RG-1013) Facilitate a 3-day training for staff and Volunteers on cookstoves project design,

implementation and evaluation, including training in the three standard stoveevaluation tests: the water boiling test, the controlled cooking test and the kitchenperformance test.

4) Submit a final report including the outcomes of the standard tests performed, alltraining materials used, and a report of the outcomes of the training

Technical Consultations

The contractor will respond to requests for information, input and feedback on issuesrelated to cookstoves design, project implementation and evaluation. For example,desktop feedback may be sought on the extent to which a current stove design appears tomeet the design principles of wood burning cookstoves, and how the design might bealtered to better do so.

3.b. DELIVERABLES and TIMETABLE

All work on this contract shall be completed no later than July 30, 2012.

3.c. PLACE OF PERFORMANCE

The Contractor shall report to the COTR as outlined above. The Contractor shall receivepayment quarterly, based upon hours billed and a signed invoice to the COTR, includingall information required by the Peace Corps to process payment.

The Contractor shall provide the deliverables within the given timeframe, unlessmodified in advance with the COTR. The deliverables shall be submitted in draft andfinal forms in formats compatible with Windows for PC.

All items to be delivered under this contract are subject to inspection and acceptance bythe COTR. Payment shall be made only after review of drafts and work approved asacceptable. Peace Corps writing guidelines and other format and style guidelinesprovided by the COTR must be followed.

All materials developed under this contract are the property of the Peace Corps. TheContractors name may appear in the acknowledgments.

Peace Corps shall arrange and cover the cost of travel, per diem and lodging to/from anyoverseas consultancies workshops. These costs will be covered by the Peace Corps

separately and are not included within this contract.

3.d. PERIOD OF PERFORMANCEThe anticipated period of performance for this engagement will be a base year with four optionyears.

3.e. Materials and Access Supplied to Contractor for Use in this Project

The Contractor shall work on his/her own, outside of the Peace Corps office, withoutsupervision.

The Peace Corps shall provide existing materials electronically. The final workshop

report and any other deliverables shall be submitted to Peace Corps in Word.

3.f Contractor Qualifications:The Contractor must have recognized expertise in:

Design of improved efficiency wood burning cookstoves suitable for a variety ofclimate and cultural settings of developing countries, including at least threecountries in Latin America

Training others on cookstove design, cookstove operation and maintenance, andcookstove testing using experiential learning methodologies

Professional proficiency in Spanish of the consultant who will be travelling to Paraguay desired.

Section FProposal Requirements and Evaluation Factors

Offerors may be an organization or a team of people. Offerors shall submit two (2)separate documents, one technical and one price (include in the pricing volume acompleted price schedule, found at Part III and entitled Price Schedule).

B. EVALUATION OF THE PROPOSAL

The Peace Corps shall award a contract resulting from this solicitation to the responsible

offeror whose offer conforms to the solicitation will be most advantageous to the PeaceCorps and represents the best value to the Peace Corps, price and other factorsconsidered. The following factors shall be used to evaluate offers in order of importance:

1. Key Technical qualifications

Organization and key consultants global and Latin America recognizedexperience related to the design of improved cookstoves, the implementationof sustainable, market-based improved cookstoves projects and programs inless developed countries, the evaluation of cookstoves performance, and theevaluation of cookstoves projects and programs

Organization and key consultants experience with planning, organizing, and

delivering training workshops in person and online Demonstrated ability to complete projects on time and within the allocated

budget

Knowledge of Peace Corps procedures, post operations, and Volunteer workdesired

Proficiency in Spanish of the consultant who will be travelling to Paraguay

Price Schedule

Contractor shall be compensated quarterly, based upon completion of deliverables during

the prior quarter and based on firm, fixed prices for the first four deliverables, and onauthorized hours spent and a not-to-exceed price on the last, open-ended deliverable.Offerors shall complete the following table by providing firm, fixed prices for the firstfour deliverables, and a not-to-exceed total price for the contract. The Peace Corps shallnot be responsible nor shall the Peace Corps compensate Contractor for amounts otherthan the firm, fixed prices.

RFP: PC-11-RG-101(d) Comptroller General Examination of Record. The Contractor shall comply with the

provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in

excess of the simplified acquisition threshold, and does not contain the clause at52.215-2, Audit

and RecordsNegotiation.

(1) The Comptroller General of the United States, or an authorized representative of theComptroller General, shall have access to and right to examine any of the Contractors directly

pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records,

materials, and other evidence for examination, audit, or reproduction, until 3 years after final

payment under this contract or for any shorter period specified in FARSubpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially

terminated, the records relating to the work terminated shall be made available for 3 years after

any resulting final termination settlement. Records relating to appeals under the disputes clause or

to litigation or the settlement of claims arising under or relating to this contract shall be made

available until such appeals, litigation, or claims are finally resolved.(3) As used in this clause, records include books, documents, accounting procedures and

practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary

course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of

this clause, the Contractor is not required to flow down any FAR clause, other than those in this

paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the

extent of the flow down shall be as required by the clause
