• Introduction:

• The CFAO interim version (last updated version June 2012) is a comprehensive document covering all aspects for Alliance operations both in and out-of-area., Art V and Crisis Response Operations. The aim of the document is to re-establish the hierarchy of documents extending from the Strategic Concept, and bring coherence and greater clarity of purpose.

The Concept:

• Review the Bilateral Strategic Command (BiSC) CFAO with a view of providing recommendations that link ongoing and emerging Maritime Domain concepts with CFAO, MC 400/3, Alliance Maritime Strategy (AMS) and NATO Strategic Concept, CFI, SFI.

Way ahead:

• Continuous evaluation, scrutinize gaps in adjacent maritime papers, make proposals for changes / supplements.

Introduction:

• Fall out of the Chicago summit

• Allies shall continue to effectively use capabilities together in view of a decreasing operational tempo. Specifically, aims to ensure that the Alliance retains the valuable gains in interoperability achieved in recent operations.

The Concept:

• Deals with the ability to connect all NATO forces, including those from the NATO Command structure (NCS), NATO Force structure (NFS) and national headquarters, (also from non NATO countries) when required, to maintain and enhance NATO’s combat effectiveness. Interoperability will be a key consideration.

Way ahead (contribute to ongoing ACT work in two areas):

– Review the key NATO documents to assess their relevance to CFI implementation, providing initial feedback from a maritime perspective and making recommendations for further in-depth analysis.

– Remain involved in discussions with the NATO Command Structure (NCS) and NATO Force Structure (NFS) HQs to contribute to the development of a Joint Task Force (JTF) HQ concept for the NFS HQs and their collaboration with Maritime Command (MARCOM) Northwood.

• SFI is to establish the means within ACT / NATO to review and evaluate ongoing futures work in order to gain and maintain a shared perspective of the Future Security and Operations Environment 2030 and beyond that contributes to NATO’s enduring transformational efforts.

• Focuses on post-AFG era

• Main goal is to provide inputs to the NATO Defense Planning Process and to interweave all transformation initiatives

The Concept:

• Define a consistent, coordinated methodology for conducting Strategic Foresight Analysis (SFA) to distill possible futures from examining common themes, trends, drivers, and scenarios (Think Tanks, Academia, International Organizations, etc..)

• Describe and continually update Future Security and Operating Environments using SFA outcomes to enable ACT to identify potential game changers and reduce the risk of encountering “black swans” and “wild cards.

Implementation Concept for

Maritime Security Operations - ICMSO

Introduction:

• MSO Concept (MC 588) was approved in 2011. IMS tasked both strategic commands to develop the Implementation Concept for MSO

• ACO is leading the overall concept development with support of ACT

The Concept:

• CJOS COE along with other supporting COEs and relevant NATO Commands will support ICMSO concept development. ICMSO will clearly define how NATO is to execute MSO tasks effectively in order to achieve required effects, without introducing new costly capabilities

Way ahead:

• CJOS to provide support to ACT and ACO in ICMSO Concept Development - 2013

• CJOS to attend the CD&E Conference 2012 (Lithuania); provide a presentation on MSC and moderate two Syndicates during the ICMSO Workshop

Introduction:

• Further MSC’s to be planned. MSC series will now evolve into a series of workshops and working groups to rationalize the development efforts of the MS Concepts and not having annual international conferences

The Concept:

• Conduct further world class events to promote and generate constructive dialogue to help resolve complex maritime security issues. Target audience remains (senior maritime leaders and decision makers from the military, civilian government, commercial maritime communities, international organizations and academia brought together from all around the world

• CJOS COE and COE CSW, in conjunction with other supporting COEs and relevant NATO Commands, will seek to formulate a strategic campaign development plan which will enable NATO to implement the NATO MSO concept.

The Way ahead:

• MSC will not be organized in 2013; the decision is not to organize annual conferences but workshops focusing on PoW projects.

• A series of workshops will be organized in support of ICMSO/"MSO Support to MSA" concept development; which may lead to MSC 2014

• Increased operational complexity and multiple maritime stakeholders involved, make the existing environments particularly vulnerable to cyber attacks, which could result in severe maritime service disruptions.

The Concept:

• Conduct a literature review of the current state of Maritime Cyber strategies, policies and concepts to determine if Maritime Cyber related issues are being adequately addressed. Identify cyber arena gaps that need to be addressed with new and future concepts, as a common and comprehensive approach, eventually not only from a military prospective, but also from the civilian and industry side .

Way ahead:

• TBD based on the outcome of the review with the proposed deadline on 20th of Nov (CDRE’s Brief) and 14th of Dec (Final Report).

• With the aim to inform current NATO doctrine, COM French MARFOR requested CJOS COE to develop a Riverine concept.

The Concept:

• The concept will address Riverine operations in the Fluvial and Littoral environments It will be developed in coordination with USN CRG-2, CSW COE, Norwegian and Swedish Coastal Rangers, and Colombian Infanteria de Marina.

Way ahead:

• This concept should further support NATO in the development of an operational doctrine for Riverine operations and assist in the revision of ATP-8(B).
