The President called the May 20, 2015 Regular Meeting to order at 6:30 P.M. in the Conference Room of the Administration Center. The following Board Members were present: Mr. Brassell, Ms. Buchanan, Mr. Coleman, Mrs. Nemeth and Mr. Moore. The Treasurer and Local Superintendent were also present.

The Pledge of Allegiance was recited.

No. 61-2015 APPROVE MINUTES Motion made by Ms. Buchanan, seconded by Mr. Coleman to approve the minutes from the April 22, 2015 Regular Meeting/State of the Schools. Roll Call: Buchanan, Coleman, Brassell, Nemeth and Moore voted “Aye.” Motion Carried. No. 62-2015 APPROVE TREASURER’S REPORT AND RECOMMENDATIONS Motion made by Ms. Buchanan, Seconded by Mr. Coleman to approve the following: *Report/Presentation - Approve the receipts, expenditures and balances for the month ending April 30, 2015 as presented by the Treasurer. Notwithstanding the foregoing, the Board does reserve the right to raise the student-athlete eligibility standards as the Board deems appropriate for the school and students under its jurisdiction; and BE IT FURTHER RESOLVED that the schools under this Board’s jurisdiction agree to conduct their athletic programs in accordance with the Constitution, Bylaws, Regulations, Interpretations and decisions of the OHSAA and to cooperate fully and timely with the Commissioner’s Office of the OHSAA in all matters related to the interscholastic athletic programs of the schools. Furthermore, the schools under this Board’s jurisdiction shall be the primary enforcers of the OHSAA constitution, Bylaws and Sports Regulations and the interpretations and rulings rendered by the Commissioner’s Office. The administrative heads of these schools understand that failure to discharge the duty of primary enforcement may result in fines, removal from tournaments, suspension from membership and/or other such penalties as prescribed in Bylaw 11. *County Service Agreement - Approve the 2015/16 County Service Agreement from the Educational Service Center of Lorain County as presented. *Contract Services – Suburban School Transportation - Contract with Suburban School Transportation to provide supplemental transportation services, as needed, during the 2015/16 school year. Motion Carried No. 71-2015 DECLARE TRANSPORTATION IMPRACTICAL Motion made by Ms. Buchanan, seconded by Mr. Brassell to adopt the following resolution declaring transportation impractical for the 2015/16 school year, and authorize the Treasurer to offer to provide the parents/guardians with payment in lieu of transportation: WHEREAS, the students identified below have been determined to be residents of this school district and eligible for transportation services; and WHEREAS, after a careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students to their selected schools; and WHEREAS, the following factors as identified in Ohio Revised Code §3327.02 have been considered:

1. The time and distance required to provide the transportation; 2. The number of pupils to be transported; 3. The cost of providing transportation in terms of equipment, maintenance, personnel,

and administration; 4. Whether similar or equivalent service is provided to other pupils eligible for

transportation; 5. Whether and to what extent the additional service unavoidable disrupts current

transportation schedules; 6. Whether other reimbursable types of transportation are available, and

WHEREAS, the option of offering payment-in-lieu of transportation is provided in Ohio Revised Code. NOW, THEREFORE, BE IT RESOLVED that the Columbia Local School District Board of Education hereby approves the declaration that it is impractical to transport the students identified herein and offers the parents/guardians of students named.
