Dear Thad:
Thanks for inviting me to the retreat for Republican Senators on the weekend of June 19.
Getting away to Williamsburg with my old colleagues sounds marvelous, and I only wish I could make it. Regrettably, though, I must decline the invitation as I have a longstanding commitment for that date. In any case, I hope the retreat is productive, but even more I hope it's a relaxing break from the confines of the Beltway.

Dear Mr. Ishikawa:
' Thank you for your letter to Senator Baker and for enclosing information concerning your fund-raising efforts in honor of the late Otis Redding. Mr. Baker appreciates the interest which prompted you to write.
Unfortunately, the material you requested is not available from the White House. In addition, the Chief of Staff is. unable to comply with your other requests because of standard White House policy in connection with fund-raising efforts. I hope you understand that this in no way reflects on the merits of your organization's endeavors, but is a policy required by the large number of incomi~g requests of this kir.d.
With best wishes,
Mr. Jesse s. Ishikawa

Dear Mrs. Gilligan:
Thank you for your letter requesting information for your current project.
The Chief of Staff's first res~onsibility is to help the President per=orm his manifold duties as effHctively as possible. There is very little routine in Senator Eaker's schedule and no "typical day." Mr. Baker oversees the White House staff, including Presidential scheduling and advance, policy development, co~~unication3 and speechwriting, and public liaison. He is rcspon~iblc =or th~ organization and selection of the President'~ staff, h~lps develop the President's schedule and guirles the timet~~le for handling the great number of i~sues which demand th~ Presinent's attention. The Chief o~ Strtff advis~~ th~ President on eomestic and foreign policy is~u~s and mak~s sure that Presidential decision3, once ~ad~, ~re carrierl out.
Each Chief of Staff has exhibited a different stvic as this job has evolved in the modorn Presidency. Ther~ is a growing body of literntura conce rninq the development of thi::; position . .n.. research librurian shou l d be heli?ful in obt~ining a more detailed listing 0f the res?on s ibilitiPs held by fo~er Chiefs of Gtaff. Yo u might try thP. library at the University of VerDont or at the State Capitol in ~ontpelier or write to any of the Prcsidcnti~l libraries for assistance with your project. ! hope ynu find this information helpful.

Dear Governor Cuomo:
Thank you for your recent letter calling for a National Economic Co~ission to address the Federal deficit, trade imbalance, and Third World debt. These are matters of great concern to the Administration.
I appreciate having your proposals for a blue-ribbon National Economic Commission. As you note, there are many precedents and considerable advantages to such an approach. The risk is, however, that the Cornmiosion might evolve into an arena for political posturing, especially since the final report would be issued just prior to the 1988 Presidential election. Nonetheless, the issues are most important, and we will give further consideration to the plan you espouse.
"lhether or not we eventually pursue the Commission approach, I welcome your further thought~ concerning appropriate lo~g-term solutions and how to build oupport for such policies.
