INSTITUTIONAL FRAME ON TOURIMS FIELD
♦ The link of Public Institutions with tourism field ♦ Collaboration of Public Institutions, which
operates on tourism field, between them. ♦ Difficulties and obstacles of this field to be faced
with. In the cities with tourism priority do not exist well established frames, but only an employee at each main local public institution.

COORDINATION PUBLIC SECTOR –PRIVATE SECTOR
♦ Lack of regional strategies, even when they do exist, there is no accordance with the National Strategy and the potential tourist resources of respective region.
♦ Lack of “consortium spirit” among the actors of Private Sector, and between the Public and Private Sector as well.
♦ Lack of a well coordination among the actors of Public Sector, as they still think that things work emphatically in tourism field. Still they do not conceive the linkage of tourism field with environment, economy, industry, education, etc.
♦ Lack of responsibility on managing and protecting the tourist resources from both sectors.
♦ Lack of coordination between the two sectors, because of limitedhuman & financial resources, and lack of awareness of both sectors as well. In this case NGO-s could come between.
♦ The legal obligations of the Private Sector versus the Public one, usually are not fulfilled (lack of faith, not yet mindful,
♦ A moderator, a third actor could create the proper linkage (communication), NGO-s by developing projects on both sectors.

THE ACTUAL SITUATION OF TOURISM?
♦ Where Berati city is situated? ♦ What kind of tourism does Berati offer?
It offers only cultural tourism of one day tour. The Private Sector is concentrated only in hotels and restaurants.
Meanwhile: The tourism season atmosphere is felt only during the summer season (as at the coastal cities)Up to here the Public Sector made some efforts on listing the kinds of tourism Beraticould offer and develop, but still we stay with the cultural tourism of one day tour. And there is an evident lack of promoting and advertising the other potential tourism resources, beside the historical zone.

WHICH ARE THE TOURISM POTENTIALS THAT BERATI COULD
OFFER?♦ The historical zone (heritage
centre)♦ About 117 Culture Monuments
(mainly characteristic houses, religious objects, etc)
♦ About 40 Nature Monuments, mainly in rural zones (a National Park, a wildlife sanctuary, 8 caves)
♦ Archaeology♦ Handicrafts (wood carving,
embroidery, metal work, painting, iconography, etc)
♦ Agro industry♦ Traditional cuisine♦ etc

♦ Lack of associations and organizations operating in tourism filed, or forums of main actors.

♦ Execution of legislation from both sectors.
♦ Collaboration of Private Sector with that Public one (and vice-versa) on giving-taking information, establishing new tours, promoting and advertising the potential tourism products.

(MTKYS&MEFWA&MES&MLSA and the private and public institutions at local level)
♦ Having a good International collaboration (with neighbor countries especially, creating the international tourism corridors)
