ICRA has retained the Issuer Rating of IrBBB+ (pronounced I R triple B plus) assigned to the Coimbatore

City Municipal Corporation (CCMC). †

While retaining the Issuer Rating, ICRA has taken the State Government of Tamil Nadu’s (GoTN’s)

economic and financial position into consideration and also factored in CCMC’s own performance with

respect to its dependence on the State’s finances, extent of cost recovery, progress made in implementing

key reforms and basic service delivery standards. Besides the adequate credit profile of GoTN, the issuer

rating of CCMC factors in the city’s status as one of the important industrial hubs in Tamil Nadu; its

growing tax revenues leading to a comfortable level of revenue surplus being generated consistently in the

last five years; and the satisfactory progress in implementing JnNURM reforms at both the State and

Corporation levels. The Corporation has been able to increase its tax collections by way of an increase in

property tax rates effected in the year 2008-09, improvement in coverage of properties as well as new

initiatives including the creation of a digital database of property tax and opening more collection centres

through the banking channel. The rating incorporates CCMC’s past track record in timely repayment of

loans from the market/banking system, although the debt taken from the State Government has not been

serviced in a timely manner in the past. The rating is however constrained by CCMC’s unsatisfactory

service standards at present in water supply, sanitation and solid waste management, although ICRA notes

that the Corporation has embarked upon a number of projects for improving its services, inability to

increase the user charges for various services and provision of basic amenities despite increasing

expenditure levels, old liabilities towards other State entities and inconsistencies in accounting/information

system further constrain the rating. Moreover, CCMC’s considerable capital expenditure plans (including

JnNURM projects) are expected to lead to an increase in the corporation’s debt burden over the medium to

long term. The debt service capability of the Corporation therefore would be critically dependent upon its

ability to generate adequate revenue from the assets created under JnNURM.

CCMC covers an area of 105.6 square km and had a population of 9.3 lakh as per the 2001 census. CCMC

was incorporated under The Coimbatore City Municipal Corporation Act, 1981 to provide basic services

within the city. The entire city has been divided into 4 zones consisting of 18 wards each, thereby totalling

72 wards. As per the Municipal Act, the tenure of the Corporation is five years. The main decision-making

body is the Council, comprising elected representatives, while the administrative wing headed by the

Commissioner looks after the day-to-day operations. CCMC is responsible for providing various urban

services including water supply, sewerage, solid waste disposal, maintenance of roads/bridges, parks and

playgrounds, storm water drains, education and healthcare in the city of Coimbatore

As per the revised estimates of 2009-10, CCMC generated a revenue surplus of Rs. 119.67 crore1 on the

back of a revenue income of Rs. 263.88 crore.

Coimbatore Municipal

Engineering

The Engineering Department is primarily responsible for the proper management and execution of works besides planning, preparation and implementation of all developmental works of the Corporation. This department is headed by the City Engineer to assist the Commissioner. There are two Executive Engineers, E.E (west) for west and south zones and E.E (east) for east and north zones. There is one Assistant Executive Engineer for each of the four zones and a junior / Assistant Engineer for every two divisions. In addition to its own functions, since 1996, the department is also responsible for the town planning and solid waste management aspects. In addition to the above one AEE of main office and one AE are fully entrusted with the main office maintenance work and maintenance of vehicles of the corporation.

The department is also responsible for ensuring the quality of the works and their execution in a time bound manner.

 Functions - Engineering Department

Undertaking development works Maintenance of roads, water supply, under ground drainage system, street lights, annual maintenance of the

buildings of the Corporation and solid waste management

Preparation of estimates and ensuring quality control

Roads and Pavements:

Tar roads and cement concrete roads to length of 1150 Km are maintained by the Coimbatore city municipal corporation in connection with the folding of world classical Tamil conference, elegant foot paths are provided on the cites arterial roads.

Street lights:

Street lights have been provided in the city and they are effectively maintained through a private agency by Salzer Company.

Parks:

Parks have been provided in the city for recreation of the public, which is found to be very beneficial to them . All amenities have been provided in these parks.

Public Toilet:

Public toilets are provided by the corporation for use by the public.Ozonators are provided at these toilet and they are well maintained through private agencies.

Strom water drains:

Strom water drains have been provided in most of the areas of the city for draining of rain water.

Bus Stands:

Five bus stands in the city are well maintained by the corporation. A new bus stand with modern amenities has been constructed at Mettupalayam road.

Maintenance works through private agencies:

All the parks, public toilets and street lights in the city are well maintained through private agencies.

UNDERGROUND DRAINAGE :

Engineering : Water Supply | Under Ground Drainage | Solid Waste Management

The corporation maintains a length of 603.50 kms of storm water drains. A length of 40 kms of new storm water drains

is being constructed and added every year. It is proposed to extend underground drainage system to the added areas at a

cost of Rs.250 Crores, which is awaiting the council's approval for the methodology funding the project.

The following services are rendered by the CCMC under the Drainage system,

TOWN PLANNING :

Town Planning Section in Coimbatore Corporation is functioning under the head of Executive Engineer (Planning) with 4 in charge Asst.Town Planning Officers, 5 Junior Assistants and the Auto DCR Cell in Main Office assisting the Commissioner, Town Planning Committee and Council in town planning matters.

As ordered by the Government in GO.Ms.No.237 in 1997 the Town Planning Section in all the Corporations including Coimbatore Corporation has merged with Engineering section, the erstwhile Town Planning Inspectors were redesignated as Asst/Junior Engineers, Assistant Town Planning Officers (ATPO) as Assistant Executive Engineer (AEE (Planning) and Town Planning Officer as Executive Engineer (Planning). The Town Planning Officer and the Special grade Assistant Town Planning Officers are allowed to continue in the Town Planning Section till their retirement and after the retirement of Town Planning Officer and the Assistant Town Planning Officer, the section will function under the control of Engineering section.

Accordingly, all the Town Planning Inspectors in Coimbatore Corporation were all redesignated as Assistant/Junior Engineer and merged with Engineering service in 1997, by leaving the Executive Engineer (Planning) and 2 Junior Engineer(Planning) in the Section. Out of these 2 Junior Engineers (Planning) retired in 2010 and the other JE (ATPO i/c) retire on 31.3.2011 and the Executive Engineer (Planning) alone will be left out in the Section as Town Planning personnel. On administrative grounds the Town Planning Section is restructured as mentioned above.

As ordered by the Government in GO.Ms.No.237 most of the town planning functions like plan approval, control of unauthorised constructions, layouts, prosecution, encroachment removal, land management, implementation of Master Plan and all other functions mentioned hereunder are delegated to the Asst.Commissioners of Zone Offices since 1997. All the Town Planning functions and powers referred in Town and Country Planning Act, 1971 are vests with the Department of Town and Country Planning and CCMC can exercise the limited powers under the delegated power from the Directorate of Town and Country Planning. Thus it is the responsibility of the Planning Authority to enforce Planning Parameters, while the CCMC is responsible for enforcement of building parameters.

DO’s:

1. Buy the plots only in the CCMC approved layouts; otherwise obtaining the plan approval from CCMC is not possible.  2. Ensure proper public approach road is available to the plot, away from the minimum distance of 90m from burial ground,

30m from railway track, 50m from water body/channels, etc before buying the house plot.

3. Except the exceptional cases, the plot size should not be less than 30'x50', even if it is regularised under the egularisation scheme. 

4. Also verify the land acquisition proceedings from Tamilnadu Housing Board, Land Acquisition Officer in Taluk office, Land Cieling issues from Land Reforms Office in Collectorate, Town Planning Scheme issues from LPA.

5. Ensure the levy & payment of vacant land tax for 6 years excluding the current half year. Construct buildings after proper approval and as per the approved plan to avoid unwanted action by the authorities. (Ensure that sufficient set back (The distance between the road margin and the building at plinth level is 10' for 30-40' wide road; 15' for60' road; 20' for 80' road or one fourth the height of the building whichever is higher). 6. Engage authorised Civil Engineers/Architects, preferably the Licensed Building Surveyors/Architects authorised by  CCMC for plan preparation and construction. (Check the list in the link in LBS page in CCMC webite)

7. Ensure natural disaster design in the construction, since Coimbatore falls under Seismic Zone- III.

8. Follow the Rules/Regulations/Bylaws, etc in the construction. (Link to DCR page in CCMC website).

9. Get the free technical guidance of CCMC Officials at office, if required.   

10. Anyone can report the unauthorised, unsafe constructions and violations without disclosing their name. 

11. Report the encroachments & obstructions on Government lands, OSR, including unauthorised religious structures.

12. Report unsafe buildings.

13. Always use the earmarked parking space to park the vehicles.

DONT’s 

1. Do not buy unapproved plots/lands.

2. Do not buy plots with no approach road.

3. Do not deviate the approved plan and violate the rules in the construction. 

4. Do not convert the parking space in commercial complexes, apartments, etc.

5. Do not encroach on government & public property.  

6. Do not engage unqualified persons in the name of Construction Engineer in the construction work.

7. Do not take advices of middlemen brokers in the building construction activity, since they do not know anything   about the technical aspects of building construction except to deal with brokerage.

8. Do not dump the debris in public places.   

9. Do not allow the unauthorised hoardings to dispaly in tour premises.

ACCOUNTS:

The City Corporation maintains two separate accounts, one for the Revenue and Capital Fund and the other for the Water Supply and Drainage Fund.

General Fund Accounts: This department monitors and supervises the work relating to finance, budget and accounts of the Corporation relating to all the areas except water supply and drainage, and is headed by the Assistant Commissioner (Accounts). Monitoring income and expenditure for Revenue and capital fund Accounts and Elementary education fund Accounts as per budgetary provisions also come within the control of this department. Other responsibilities include:

Scrutinizing of pay bills and disbursing salaries to employees, Payment for all works and supply bills, and

Payment of all terminal benefits to the retired Corporation employees.

Finalization of Annual accounts relating to Revenue and capital fund, Elementary education fund.

Functions - General Fund Accounts

Preparation and submission of Budget and Accounts except water supply and drainage Payment of all bills including pensioners benefits.

Monitoring of income and expenditure.

Water Supply and Drainage Accounts: This section monitors and supervises the work relating to finance, budget and accounts of the water supply and drainage works of the Corporation. In addition, monitoring of income and expenditure as per budgetary provisions comes within its purview.

The section is headed by the Accounts Officer (water supply) who also prepares and submits the Budget and Accounts of water supply and drainage.

Preparation and submission of Budget and Accounts with regards to water supply and drainage Monitoring of income and expenditure of the corporation

Finalization of Annual accounts relating to Water supply and Drainage accounts.

New Accounting System

The Accounts in Coimbatore Corporation was maintained on cash basis upto 1999-2000. Tamilnadu State Government decided to revamp and modernize the accounting system in Urban Local Bodies and introduced the Accrual Based Accounts Accounting system with the object of better financial management.

The Accrual Based Accounting System is implemented successfully w.e.f.1.4.2000 by preparing Trial Balance, Income and Expenditure statement and Balance Sheet which is useful to create better discipline in the financial management, facilitating the Corporation Administration to take correct and remedial measures to improve the financial strength of the Corporation. Computerization of accounts is also going to be introduced in this Corporation and it is needless to point out that the financial accounts can be finalized quickly and accurately

The Director of Local Fund Audit and his subordinates are the Statutory Auditors of the Accounts who have to certify the Balance sheet

EDUCATION :

The Coimbatore Corporation is managing 82 Schools.

Higher Secondary Schools - 16High Schools - 10Middle Schools - 15Elementary Schools - 40Special school for differently abled - 1

12581 Boys 16264 Girls are studying in this Corporation schools. 865 teachers and 104 Non-teaching staffs are

working in these schools.

A Special school for differently abled (Deaf and Dumb) children is also being managed by this Corporation with the students strength of 57 Boys and 5 Girls studying from standards I to X . 6 teachers are working in this school. A Hostel for the Boys is also functioning in this school under the Corporation funds.

77 Noon meal centres are functioning in these schools.9927 students are benefited under PT MGR Noon meal programme.65 Noon meal organisers, 77 Cooks and 35 Noon meal helpers are working in these centres.

From 1.4.1990 the teachers and non-teaching staff of this Corporation schools are declared as Government servants and they are drawing their salary through District Treasury. Their Pension is also paid through District Treasury after due approval by Accountant General,Chennai.

ISO Certification for 8 Selected Higher Secondary Schools.

Out of 16 Higher Secondary Schools 8 Corporation Higher Secondary Schools have been selected for quality up gradation at an estimated cost of Rs. 6.00 Crores. Necessary infrastructural facilities, Libraries, Science and Computer Labs, Sports articles will be provided, and sufficient number of teachers will also be appointed as per students strength of the school as per Government rules in order to obtain I.S.O. Certification for these Schools

Infra Structural Facilities

Water Purifiers were installed in all Corporation Schools at one machine per 250 students to supply safe and pure drinking water to students.

Multimedia Computers have been supplied to 29 Schools. The Multimedia machines are supported with 1KVA UPS.

190 Computers and required Number of UPS were purchased and supplied to 16 Higher Secondary Schools and 9 High Schools.

Napkin Vending machines and incinerators were purchased and installed in 20 Corporation High and Higher Secondary Schools.

760 No's of 4 seater duel desk and benches, 449 No's Of table , 170 No's of 3 in 1 chairs have been supplied toschools.

553 Round tables and 6539 baby chairs for the students of classes I to V have been supplied to all the Elementary and Middle Schools at an estimated cost of Rs. 16.00 lakhs.

Lab Articles to all the High & Higher Secondary Schools havebeen supplied at an estimated cost of Rs. 40.00 lakhs.

3600No's of Carpets have been supplied to all Corporation Schools for Yoga training to students.

Students Awareness Programmes

Adolescent Students Health Alternative programme was Conducted to selected teachers of Corporation Higher Secondary Schools.52 teachers participated in the training programme. This programme has been introduced in Corporation Schools in order to facilitate them to train the students to adopt a healthy life style right from they are maturing into adults and to empower adolescent with basic knowledge about body and mind to handle variety of choices ,challenges and stressors.

Yoga Programmes for students

During this academic year (2010-11) " Art of Living" Yoga classes were conducted to students studying in standards 9th and 11th in all High & Higher Secondary Schools. 5515 students have attended yoga programmes.

Soft Skill Development training programme

Soft Skill development training was given to the students studying in standards 8 to 12 in all Corporation High & Higher Secondary Schools. 14614 students have benefited by this programme.

Training programme for Head Masters and teachers

"Stress Free Teaching" programme conducted for all the teachers of Corporation High and Higher Secondary Schools between 8.1.2010 and 19.01.2010 by "Art of living".

A two day Management training Programme was conducted to the Headmasters of Corporation Higher Secondary and High Schools during the month of May 2010.

A training Programme to80 Science teachers handling 6th standard ofthis Corporation Schools was conducted bySAE India Chennai in two batches to train the teachers to teach their science subjects more interestingly and make students to understand the science concepts clearly .

Other welfare activities

A pair of canvas shoes and two pairs of socks have been given to 9,628 students of standard I to V Studying in Corporation Elementary and Middle Schools.

To inculcate the habit of reading, "The Hindu" news paper have been issued to all the 26 Corporation High and Higher Secondary Schools for students use under the students subscription scheme. Each school will be supplied with 25 copies on school working days from November' 2009.

During this academic year 2010-2011, 3396 students of this Corporation Higher Secondary and High Schools are writing S.S.L.C.Public Examinations in the month of March / April 2011 and 2404 Students ofthis Corporation Higher Secondary Schools are writing their Higher Secondary Public Examinations in the month of March - 2011. In order to provide them a peaceful atmosphere for their studies and to coach them for their exams evening classes are conducted in all High and Higher Secondary schools. The students who are poor in their studies are attending theabove evening coaching classes. Since most of the students are coming from economically backward families evening Tiffin is provided to them with the help of sponsors..

To promote reading habitof Corporation School students 2440 books were purchased and distributed to the libraries of 16 Higher Secondary Schools and 10 High Schools.

Students Identity cards have been given to all the students studying in this Corporation Schools .

Noon Meal Centres in Corporation Schools

9838 numbers each of stainless steel Plates and Tumblers, 199 Water Drums,160 Basins, 199 Stainless Steel Buckets, 84 Stainless Steel Water Jugs, 160 Stainless Steel serving Spoons were purchased and supplied to all the Noon meal centers of Corporation Schools. 9838 students of corporation schools benefited in this scheme.

Corporation Night Study Centre at Mettupalayam Road

A Night study centre have been formed with required facilities at Corporation Kenwyn middle school, at Mettupalayam road near Kamaraja puram. The centre will function between 6.00 p.m. and 8.30 p.m. on all days. Students who could not continue their evening studies at home can come and use this study centre.

Corporation Higher study Centre at Anupperpalayam

The Corporation has established a Higher study centre at Anuperpalayam, Coimbatore at an estimated cost of Rs.20.00 Lakhs. Training for Civil services and for Higher studieswill be given in this centre jointly with Government Arts College, Coimbatore.

Sports Camp

To Coach the students in Sports activities "Winter Sports Camp"was conducted to the selected students of Corporation High and Highers Secondary Schools from 24.12.2009 to 12.01.2010. 440 students participated in the camp Jercy and

Shorts were provided to the students. A Summer camp was also organized during the summer vacation holidays (May 2011).

Eye screening for school students

Eye screening to the corporation School Students were conducted under "Manbumigu Tamizhaga Mudalvar Dr. Kalaignar Palli Sirar Kannoli Thittam" jointly with Sankara Eye Centre, Coimbatore . 1036 students were given Spectacles .

"Thisai 10' - Career Guidace Programme

Coimbatore Corporation has conducted a career guidanceprogramme and education Loan mela "Thisai 10" to create awareness among the parents and students about the emerging educational and employment opportunities available to them. The programme was conducted on 09.05.2010 between 9.30 am and 6.30 p.m. at Corporation Kalairangam, R.S.Puram. Around 30 colleges from various stream like Engineering, Arts & Science, Nursing, Paramedical Science, Animation and Computer Educational Institutes participated in the event to guide the parents and students. Various Banks participated in the programme to guide the students about availing educational loans.

""Namma Palli" - a Education Fest

An Educational fest is Conducted by this Corporation on 15.05.2010 between 9.30 am and 4.00 p.m. at Corporation Kalaiarangam to create an opportunity for the Coimbatorians to let know the quality and excellence achieved by the Corporation Schools. The highlight of this mela is showcasing the achievements so far, the benefits and facilities present and future facilities and opportunities to be provided in Corporation Schools.

World Classical Tamil Conference'2010

World Classical Tamil Conference 2010 held in Coimbatore between 23.06.2010 and 27.06.2010.On the last day of the Conference 100 students sang the Thamil Thai Vazhthu and National anthem, Bharathanattiyam dance programme was given by 32 students, The above students were provided Dresses/ Costumes by the Corporation.

Corporation Schools Students Study Tour programme.

During this academic Year (2010-2011) the Corporation has conducted educational tour programme to the places of importance to the students of Corporation schools in order to improve their General Knowledge. So far 550 students have participated and benefittedin this programme .

Question bank for 10th and 12th standard students

In order to coach the 10th and 12th standard students for the coming Public examinations to be held in March / April 2011 Question banks for Maths, Physics, Chemistry and Biology for 12th standard students and Question Banks for all subjects for 10th standard students have been prepared by Corporation School Teachers,printed and issued to all the students.

Extra Curricular activities

N.C.C , Scouts and Guides , N.S.S AND Environmental clubs are also functioning in Corporation Schools.

1. Water Purifiers were installed in all Corporation Schools at one machine per 250 students to supply safe and pure drinking water to students.

2. Multimedia Computers (K-Yan) have been supplied to 29 Schools.The Multimedia machines are supported with 1KVA UPS.

3. 190 Computers and required Number of UPS were purchased and supplied to 16 Higher Secondary Schools and 9 High Schools.

6. During the last academic Year (2009-2010) Career Guidance Classes are conducted in all Corporation Higher Secondary Schools.Senior Civil Service officers ,Professors of reputed Colleges briefed students about future planning,Higher Education of Employment.

7. Soft skill development training was commenced on 24.08.2009 to 601 students of 8th, 9th and 11th Standards of Corporation S.R.P.Ammaniammal Girls Higher Secondary School, in continuation to this 1066 students studying 10th standard of the following Schools were given training on self confidence, how to face exams and future planning during the month of March 2010.

8. " Inner Engineering Programme" Yoga training programme by Isha Yoga Centre was given to all the 448 teachers of Corporation High and Higher Secondary Schools and Headmaster. The programme was conducted for 29 hours in 12 days from 9.11.2009 to 21.11.2009.

9. "Stress Free Teaching" programme conducted for all the teachers of Corporation High and Higher Secondary Schools between 8.1.2010 and 19.01.2010 by "Art of living".

10. 9838 numbers each of stainless steel Plates and Tumblers, 199 Water Drums,160 Basins, 199 Stainless Steel Buckets, 84 Stainless Steel Water Jugs, 160 Stainless Steel serving Spoons were purchased and supplied to all the Noon meal centers of Corporation Schools. 9838 students of corporation schools benefited in this scheme.

11. Napkin Vending machines and incinerators were purchased and installed in 20 Corporation High and Higher Secondary Schools.

12. 3600No's of Carpets have been supplied to all Corporation Schools for Yoga training to students.

13. A pair of canvas shoes and two pairs of socks have been given to 9,628 students of standard I to V Studying inCorporation Elementary and Middle Schools.

14. 760 No's of 4 seater duel desk and benches, 449 No's Of table , 170 No's of 3 in 1 chairs have been supplied to schools.

15. A Night study centre has been formed with required facilities at Corporation Kenwyn middle school, at Mettupalayam road near Kamaraja puram.

16. To inculcate the habit of reading, "The Hindu" news paper have been issued to all the 26 Corporation High and Higher Secondary Schools for students use under the students subscription scheme. Each school will be supplied with 25 copies on school working days from November' 2009.

17. To Coach the students in Sports activities "Winter Sports Camp" was conducted to the selected students of Corporation High and Highers Secondary Schools from 24.12.2009 to 12.01.2010. 440 students participated in the camp Jercy and Shorts were provided to the students.

18. Eye screening to the corporation School Students were conducted under "Manbumigu Tamizhaga Mudalvar Dr. Kalaignar Palli Sirar Kannoli Thittam" jointly with Sankara Eye Centre, Coimbatore . 1036 students were given Spectaclesso far.

19. Out of 16 Higher Secondary Schools 8 Corporation Higher Secondary Schools have been selected for quality up gradation at an estimated cost of Rs. 6.00 Crores. Necessary infrastructural facilities, Libraries, Science and Computer Labs, Sports articles will be provided, and sufficient number of teachers will also be appointed as per students strength of the school as per Government rules in order to obtain I.S.O. Certification for these Schools.

20. A survey has been conducted in Corporation Schools regarding the nutritive requirements of CorporationSchool children by the Avinashilingam University for Women, Coimbatore . Basedon the recommendations ofthe Study and considering the health of Corporation School students, it has beenproposed to provide morningbreakfast to all the students of Corporations Schools asmost of them attend school without taking their morning break fast due to their poor economical background.

21. During this academic year 2010-2011,3396 students of this Corporation Higher Secondary and High Schools are writing S.S.L.C. Public Examinations in the month of March / April 2011 and 2404 Students of this Corporation Higher Secondary Schools are writing their Higher Secondary Public Examinations in the month of March - 2011. In order to provide them a peaceful atmosphere for their studies and to coach them for their exams evening classes are conducted in all High and Higher Secondary schools. The students who are poor in their studies are attending theabove evening coaching classes. Since most of the students are coming from economically backward families evening Tiffin is provided to them with the help of sponsors.

22. To promote reading habitof Corporation School students 2444 books were purchased and distributed to the libraries of 16 Higher Secondary Schools and 10 High Schools.

23. Coimbatore Corporation has conducted a career guidance programme and education Loan mela "Thisai 10" to create awareness among the parents and students about the emerging educational and employment opportunities available to them. The programme was conducted on 09.05.2010between 9.30 am and 6.30 p.m. at Corporation Kalairangam, R.S.Puram. Around 30 colleges from various stream like Engineering, Arts & Science, Nursing, Paramedical Science, Animation and Computer Educational Institutes participated in the event to guide the parents and students. Various Banks participated in the programme to guide the students about availing educational loans.

24. "Namma Palli" - an Educational fest is Conducted by this Corporation on 15.05.2010 between 9.30 am and 4.00 p.m. at Corporation Kalaiarangam to create anopportunity for the Coimbatorians to let know the quality and excellence achieved by the Corporation Schools. The highlight of this mela is showcasing theachievements so far, the benefits and facilities present and future facilities and opportunities to be provided in Corporation Schools.

25. The Corporation has conducted educational tour programme to the places of importance to the students of corporation school in order to improve their General Knowledge. An amount of Rs.10.00 lakhs have been allotted in the Corporation budget for the year 2010-11 for this. So far 550 students have participated and benefitted in this programme .

26. World Classical Tamil Conference 2010 held in Coimbatore between 23.06.2010 and 27.06.2010. On the last day of the Conference 100 students sang the Thamil Thai Vazhthuand National anthem, Bharathanattiyam danceprogramme was given by 32 students, The above students were provided Dresses/ Costumes by the Corporation.

27. A twoday Managementtraining Programmewas conductedto the Headmasters ofCorporation Higher Secondary andHighSchoolsduringthe month of May 2010.

28. Atraining Programme to 80Science teachers handling 6th standard of thisCorporationSchools was conducted bySAE India Chennai in two batches to train the teachers to teach their science subjects more interestingly and make students to understandthe science concepts clearly .

29. Students Identity cards have been given to all the students studying in this Corporation Schools .

30. Council sanctions have been obtained to award Laptops to 24 students who secured top ten ranks in the SSLC and HSC Public Examinations held in March/April 2010 .

31. 553 Round tables and 6539 baby chairs for the students of classes I to V have been supplied to all the Elementary and Middle Schools at an estimated cost of Rs. 16.00 lakhs.

32. Lab Articles to all the High & Higher Secondary Schools have been supplied at an estimated cost of Rs. 40.00 lakhs.

33. The Corporation has established a Higher study centre at Anuperpalayam, Coimbatore at an estimated cost of Rs.20.00 Lakhs. Training for Civil services and for Higher studies will be given in this centre jointly with Government Arts College,Coimbatore.

34. In order to coach the 10th and 12th standard students for the coming Public examinations to be held in March / April 2011 Question banks for Maths, Physics, Chemistry and Biology for 12th standard students and Question Banks for all subjects for 10th standard students have been prepared by Corporation School Teachers,printed and issued to all the students.

REVENUE :

This department is headed by an Assistant Commissoner (Revenue), assisted by five Assistant Revenue Officers and Bill Collectors. Property Tax is one of the main sources of income of the Corporation.

There are 4,11,075 Property Tax assessments as on 28.02.2013. There are 95 annual lease items like Market, parking, Pay and Use Toilet etc., which are leased out to lessees on annual lease basis. Apart from annual lease items there are 3005 monthly rental shop located in Corporation Shopping Complexes leased out to lessees on monthly rental basis. Annual demand for both annual and monthly rental shop per annum is around Rs.16.40 Cr as on 28.02.2013

Another important revenue of Coimbatore Corporation is Profession Tax. All persons who earns more than Rs. 21,000 per year is liable to pay Profession Tax. The Profession Tax tariff is given below:-

LEGAL WING

The civic affairs of the Coimbatore City Municipal Corporation, Coimbatore,include handling of Court cases pertaining to the civic needs of the Citizens of Coimbatore, besides enforcement of the Coimbatore City Municipal Corporation Act 1981, Rules and Bye-Laws etc., in the various Administrative sections of the Corporation.

In the context of the growing awareness about the needs and Rights of the Citizens, the responsibilities of the Corporation, have all the more increased manifold in the sense that it is required to play the part of a Watch Dog for the successful functioning of the Corporation on a par with the Global standard in the best interests of the Tax Payers. To cope up with these duties and responsibilities, a separate Legal Wing has been instituted in the Administrative Section of the Corporation.

Hierarchy

The Legal Wing is headed by a Law Officer with necessary Legal background, and functioning under the Administrative control of the Commissioner, Coimbatore City Municipal Corporation. Under his supervisory control one Suit Clerk in the Main Office and 5 numbers of Suit Clerks in the five Zonal Offices are working. All correspondence pertaining to Legal matters of the Corporation emanating from the Zonal Offices and the Corporation Main Office are dealt with in the Legal Wing.

Duties & Responsibilities of the Law Officer and the Suit Clerks

It is the primary duty & responsibility of the Law Officer of the Corporation to ensure that all the Court Cases are dealt with efficiently and promptly by the Suit Clerks under his control so that the Corporation is rendered justice in the true sense as per law. Proper rapport should be maintained with the Standing Counsels of the Corporation while dealing with the Court Cases.

The Heads of Departments of the Corporation will be pulled up by the Corporation as and when delays are noticed in furnishing the details and producing documents pertaining to the Court Cases for the main reason that such delays will prove to be detrimental to the interest of the Corporation in conducting the cases in the Courts of Law.

Appointment of the Corporation Standing Counsels

Two Standing Counsels are appointed to deal with District level Cases and four Standing Counsels are appointed to deal with Appeals and Writ Petitions in the High Court at Madras with the approval of the Corporation Council. Apart from the above, Senior Counsels will be engaged by the Corporation as and when required to defend the cases successfully.

Appearing before the Court and defending the cases on behalf of the Corporation promptly, effectively, efficiently and successfully.

To obtain necessary instructions, particulars and relevant records from the Corporation Main Office and the Zonal Offices then and there. Drafting of Written Statements, Affidavits, Counter Affidavits and Appeal Petitions on the basis of the particulars and documents furnished by the Corporation. Prompt rendering of Legal Opinion and advice as and when sought for by the Corporation. Maintaining cordiality with the Corporation Staff.

Duties & Responsibilities of the Heads of Departments

Prompt dealing and monitoring of the Court Cases. Aiding the Corporation Standing Counsels in the preparation of draft Written Statements, Affidavits, Counter Affidavits and Appeal Petitions. Supplying of relevant documents, records and particulars as and when required by the Corporation Standing Counsels in time. Maintaining a call book to watch the Prompt disposal of the Court Cases. Seeking of Legal advice from the Corporation Standing Counsels while drafting of Tender notices and draft agreements as and when found necessary.

m. Fees includes-Building License fee, debris collection fee, UGD deposit, site approval fee, Labour Welfare Fund, LPA Development Charges and any other charges applicable & payable to the LPA, postal charge, etc.

226,227, 228, 229, 23 233, 233, 234, 235, 265, 430, 431, 432, 433, 434, 435, 436, 43

and their subsequent revisions in the sub-sections thereof and ensure effective solid waste management in

the Coimbato Coimbatore City Municipal Corporation Solid Waste Managem have been framed.

LEVY & COLLECTION OF USER CHARGES FOR SWM SERVI

The Ministry of Urban Development, Government of India while approving of the DP directed the CCMC to

explore the possibility for levying & collecting User Charges fo The CCCMC on its part has decided to

collect necessary User Charges from the G order to meet out the O&M Cost incurred towards Primary

Collection, Secondary Transportation of MSW from the source to the Transfer Stations. The Corpor

Resolution No.84, Dated:24-09-2007 has already resolved to levy & collect the SW based on Property tax as

• The Coimbatore City Municipal Corporation has taken up

providing IEC activities and awareness creation among the gen all the 72 wards under the JNNURM

scheme.

• A budget of Rs.45.00 Lakhs is allocated for this purpose

• This work will be implemented for a period of two (2) years.

• The work has been awarded to M/s Centre for Environme Bangalore a reputed environmental based

Waste Truck Monitoring System using Radio Frequency Id (RFID)

•The Corporation for the first time has introduced the online Waste Truck Monitorin Radio Frequency

Identification (RFID)

•This RFID arrangement has been linked with the Weigh Bridge installed at the Vel and the system has

connectivity with the Corporation’s official website

•All the trucks deployed for Solid Waste Management activities have been fitted wit (RF tags) which are

electronically programmed

• When the waste laden truck fitted with the Transponders passes through the e zone at the Weigh

Bridge, it detects the reader's activation signal. The reader in tu data encoded in the tag's integrated

circuit (silicon chip) and the data is pass computer coupled with the Weigh Bridge for processing

• It has been so programmed that as soon as the truck halts at the Weigh Bridge records the truck

number, the wards from which the waste have been collecte driver, the time of entry of the vehicle, weight

of the waste, etc.,

• By this system the Corporation is in a position to monitor the exact number of trip trucks and the

quantity of the waste dumped at the dumpsite at any time
