The International Organization for Migration (IOM) and APSCA are pleased to welcome you to the 4th Conference on Technical Cooperation & Capacity Building for Border Management. This international event is the largest gathering of national government agencies with responsibilities in the area of border management throughout Asia, Africa, Europe, the Americas and other regions.

Aim of the ConferenceThe conference aims to share state-of-the-art solutions for improving existing and next-generation border management information systems with (but not limited to) Asia Pacific governments, immigration, border management agencies and other participants.

Our ObjectiveA major objective of the conference is to improve border management in the Asia Pacific region through closer consultation and cooperation among national authorities responsible for border control and key international partner organisations.

Addressing the Migration CrisisThe 4th Border Management Conference will focus on an issue that currently has the attention of governments around the world. Many people are leaving their country of origin, either voluntarily to look for new opportunities or because they are forced to escape from armed conflicts, political upheaval, natural disasters or simply abject poverty.

Today migration is a global challenge and authorities responsible for border and identity management must adapt to this pressing situation with sophisticated and well thought out processes, procedures and systems. This year, the conference will explore the opportunity to integrate registration systems at borders with national and regional identity management to ensure that all authorities have a single view of migrants and travelers: “One Person - One Identity”, and are better able to manage the growing migration challenge. With these and other issues in mind, the theme for the 4th Border Management Conference is:

Integrating Registration Systems at Borders with National/Regional Identity Management

Developing approaches to link registered identities at the border withnational/regional processes to ensure “One Person - One Identity”

With the aim of achieving these objectives, the conference will explore:

• How Border Management Systems (BMS) can be extended beyond travelers to support national / regional Identity Management Systems requiring additional information from travelers who intend to stay longer in a country. • Options for integrating Smart Registration Systems (SRS) with BMS or developing new BMS which will contain smart registration capability. • Ways to ensure IT-infrastructures can support the integration of SRS for fast connectivity between different points of entry/exit while granting access to authorities in a country or region who have a professional task to use this information. • How equipment to support a SRS should be able, besides capturing data from e(MRP’s), to capture non-compliant ICAO documents such as birth-certificates, family books, non-machine readable identity cards etc. • One-time registration of identities of travelers at the border, by professional border officials, to facilitate other processes in a country or region so as to achieve a “One Person-One Identity” identity management system. • Ways to achieve accurate identity registrations that are easily verifiable by the competent authorities to avoid mistakes, misuse or identity theft. • How to ensure that smart (BMS) registration systems contain high- level security measures that can share information securely online with other stakeholders.

• Biometric capturing systems should not only be focused on current biometric identifiers but also on biometric features which might be adopted in the future. • Building proper registration systems that can greatly contribute to the effective protection of vulnerable travelers, including migrants, asylum seekers, vulnerable women, girls and boys. • In what ways should legal requirements, particularly related to data protection and privacy, be updated to facilitate newly introduced smart (BMS) registration systems?

Conference OverviewThe Conference will have 4 different platforms for sharing of information, experiences and new developments. These are: • Conference official opening and plenary session • Four workshops following the plenary session • 3-Day exhibition of smart border management systems, equipment & document security solutions • A Forum for networking and information exchange

Workshop TopicsFunctionalities of a Smart Registration SystemWho needs what information in which phase of the registration process? What attributes are needed to verify a person’s identity? How do we check if a traveler/migrant is eligible to enter/reside in a country? This workshop focuses on systems and functionalities to be incorporated in a Smart Registration System (SRS).

Ensuring "One Person - One Identity" Begins at the BorderWhat procedures should be in place to ensure proper one-time registration of identities at the border and how can this be used to facilitate other processes in a country or region? Border and Identity Management officials will discuss possible approaches on how to achieve a “One Person-One Identity” result throughout an entire registration process.

Linking Border Management and National/Regional Identity Management How do governments link BMS and Smart Registration Systems to the national and/or regional identity management backbone? What options are available in a country to facilitate this process? A bird's-eye view of an effective chain-approach and workable solutions is the desired outcome of this workshop from which all stakeholders should benefit.

Challenges and Benefits of Biometric Registration at the BorderWhat enhancements to enrolment procedures will be required to guarantee the capture of high quality biometrics for SRS and BMS that integrates with a national identity management system? This topic will be discussed with experts on biometrics along with practitioners who work on the enrollment of persons in different operational environments.

Who You Will MeetBeing the largest regional meeting focusing on national border management, participants can expect to meet representatives from various national government agencies, including Immigration, Border Management and Control, Foreign Affairs, National Security, Justice, Public Health and Labour. Technology ExpositionAn expo of latest solutions for smart border management systems represented by over 25 of the world’s leading experts on technologies and solutions for border management, will be held concurrently with the conference. Participants will have an opportunity to view and/or discuss solutions for smart border management and registration systems, solutions for capturing non-ICAO compliant documents, IT infrastructures for integrated registration systems, identity management and traveler facilitation, identity detection equipment, document identification technology, biometric verification and identification solutions plus other related products and services.

UN Counter-Terrorism Executive Directorate (UNCTED)The Counter-Terrorism Committee Executive Directorate (CTED) was established under resolution 1535 (2004) by the Security Council to assist the work of the CTC and coordinate the process of monitoring the implementation of the Counter-Terrorism Committee (CTC). The CTC was established by Security Council resolution 1373 (2001), which was adopted unanimously on 28 September 2001 in the wake of the 11 September terrorist attacks in the United States. The Committee, comprising all 15 Security Council members, is responsible for monitoring the implementation of resolution 1373 (2001), 1624 (2015) and 2178 (2014), which required countries to implement a number of measures intended to enhance their legal and institutional ability to counter terrorist activities at home, in their regions and around the world, including taking steps to:

Dr Lesikimacuata Korovavala is the Head of the International Organization for Migration’s (IOM) office in Vanuatu. Prior to joining IOM he was the UNHCR Protection Adviser for the Pacific Region, Pacific Islands Forum Representative to Solomon Islands; Secretary of Fiji’s Ministry of Home Affairs including Defence, Police, National Security Assessment, National Disaster Management and Immigration, and, before that, an officer in the Fijian military with peacekeeping experiences in the Middle East and the Pacific. Dr Korovavala was a former Chair of the Pacific Immigration Directors’ Conference, Chair of Fiji’s Mahogany Corporation, and Director in a number of commercial entities. He has a PhD in politics and MA in Defence and Security Analysis from Lancaster University, England. He had speaking engagements at the Australian National University (ANU), Australian Civil Military Relations Centre of Excellence and other regional events. His research interests include civil-military relations, State building in developing states, conflict resolution and population, migration and development.

Ambassador William Lacy Swing, Director GeneralInternational Organization for Migration

Ambassador William Lacy Swing was re-elected to his second five-year term as Director General of the International Organization for Migration (IOM). He was first elected in June 2008, and assumed the post on 1 October 2008. His diplomatic career has spanned some 40 years including six postings as Ambassador – South Africa, Nigeria, Liberia, the Democratic Republic of the Congo (exZaire), the former People’s Republic of the Congo (Congo Brazzaville); and Haiti. From May 2003 till January 2008, as UN Special Representative of the Secretary- General (SRSG) for the Democratic Republic of the Congo (DRC), Ambassador Swing successfully led all facets of the largest UN peacekeeping operation in history. Before his appointment to the DRC, he was the Special Representative of the Secretary-General for Western Sahara and Chief of Mission, United Nations Mission for the Referendum in Western Sahara (MINURSO). Given his long-term commitment to diplomacy, Ambassador Swing has been the recipient of several awards including the Annenberg Award for Excellence in Diplomacy, the Presidential Certificate of Commendation, the Secretary of State’s Distinguished Service Award, the Department of State Award for Valor, among several others. In June 2013, he was made an honorary fellow of Harris Manchester College, University of Oxford, and in 2014 received the Order of Merit of the Federal Republic of Germany, 1st Class, from the Federal President of Germany.

Saleh Uddin is a Brigadier General of Bangladesh Army with more than 30 years of service. He was commissioned from the Bangladesh Military Academy in the corps of Engineers and with his keen interest in technology, has been instrumental in developing a number of computer network systems and databases for various institutes within the Bangladesh army. He was deeply involved as a pioneer in the preparation of electoral rolls with photographs and facilitating the national identity card (PERP & FINIDC) project in Bangladesh. At present he serves as Director General of the National Identity Registration Wing (NIDW) and Project Director of Identification System for Enhancing Access to Services (IDEA) at the Election Commission of Bangladesh. He is a graduate of Bangladesh University of Engineering and Technology (BUET) in the discipline of Civil Engineering.

Arun Mishra took over as Regional Director of ICAO Asia & Pacific Office in Bangkok on 3rd February, 2014. Prior to this Mr. Mishra was the Director General of Civil Aviation of India. He has also been the Permanent Representative of India on the Council of International Civil Aviation Organization (ICAO) Montreal from July, 2009 to July 2012. A member of the Indian Administrative Service (IAS), Mr. Mishra has served it in various capacities for last 27 years. He has occupied several positions of responsibility, both in Provincial and Central Government. Ronaldo Demillo started his career in the Philippine Bureau of Immigration in July 2003. He was initially assigned with the Bureau’s Fingerprint Section with the Alien Registration Division as an administrative staff. In 2004, he began working with the Alien Certificate of Registration Identification Card (ACR I-Card) Project of Bureau of Immigration. He acted as assistant to the Chief of Certificate Section, who was in charge of the project’s implementation focusing on processing of ACR I-Card applications. During his career, Mr. Demillo was assigned to handle different aspects in the bureau’s operations related to alien registration particularly in alien documentation and registration procedures. In 2005, he was designated as a registration officer becoming part of the bureau’s frontline service officers. He was later included as a supervising registration officer of the Alien Registration Program. This program focused on registration of all aliens admitted into the Philippines but with violations on their allowed stay in the country. In 2015, Mr. Demillo was promoted to Immigration Officer/Alien Registration Officer. He currently heads the Certificate Section, Alien Registration Division of the Bureau. His office sees to the evaluation, assessment and issuance of both ACR I-Card and paper-based ACR visas for foreigners.
