POST GRADUATE PROGRAMMES 2012-2013

1 GENERAL INFORMATION College of Engineering Pune, an Autonomous Institute of Government of Maharashtra, (henceforth abbreviated as COEP), was established in the year 1854 and is one of the oldest and premier engineering colleges in the country. It was started as the 'Poona Engineering Class and Mechanical School' to train subordinate officers for carrying out public works like buildings, dams, canals, bridges etc. Later on, the school became Poona Civil Engineering College and subsequently the name was changed to `Government College of Engineering, Pune'. From the academic year 2003-2004, the Institute has got Autonomous status and since then it progressed in leaps and bounds towards its vision of becoming one of the leading institutes in the country. It offers twenty two postgraduate programmes leading to M.Tech. in following disciplines (Table 1). It has applied for 2 new post graduate programmes to All India Council for Technical Education (AICTE). All Master‟s Programmes are full time courses of 2 years duration. All UG programmes and 17 PG programmes offered by the institute are accredited by the NBA.

1.1 These rules shall apply for admission to full time M.Tech. Postgraduate programmes in College of Engineering, Pune.

1.2 Structure, syllabus, examination scheme and duration of these programmes

shall be as prescribed by this Institute. 1.3 Valid GATE Score means it must satisfy two conditions: One is valid

time period and qualifying marks. Both of these conditions should be satisfied to apply for admission to M.E. / M.Tech. The Qualifying Score is the minimum mark that needs to be secured to become eligible for availing assistantships provided by AICTE/MHRD/GOI from time to time.

1.4 Intake to each of the programme is indicated in Table 1.1.

* Institute has approval from the AICTE for these programmes [M.Tech. (Civil) Project Management and M.Tech. (Production) Project Management] (12 and 13 in Table 1.1) from 2012-13. These are self financed programmes and will be run by COEP in collaboration with University of Calgary, CANADA and the degree will be awarded by University of Calgary. # Automotive Technology programme (11 in Table 1.1) is self financed programme. It is run by COEP in collaboration with Automotive Research

Association of India, Pune (ARAI) and University of Alabama at Birmingham, School of Engineering, USA. $ Mechatronics programme (10.a in Table 1.1) is an interdisciplinary programme run by 6 departments of COEP. Students from 6 different disciplines are admitted to this programme making it truly multidisciplinary programme.

1.5 In addition to this intake, there are Two seats per programme for Foreign

Nationals & Persons of Indian Origin (PIO) on supernumerary basis. This is subject to the availability of infrastructure facilities in the departments. These supernumerary seats are exclusively meant for the foreign students, in the postgraduate programmes with a rider that under no circumstances seats remaining unfilled shall be allocated to any one other than a Foreign National/PIO. Foreign National /PIO admitted through Indian Council for Cultural Relations or as Govt. of India nominee will be part of these extra seats. Foreign national students need to submit the copies of the transcript along with the application form. Such students should have completed 4 years of undergraduate program. Respective department will check the suitability of the candidate for particular PG course, based on the courses studied by the candidate at undergraduate level. Further, such candidates will have to appear for the technical interview on 4 July 2012 in the respective department.

1.6 The candidates are required to pay the total fee at the time of admission.

The fee shall be strictly paid in the form of Demand Draft in favor of “The Director, College of Engineering Pune” payable at Pune. In case the candidate gets a grant from respective state government, tuition fee will be refunded.

1.7 Candidate should submit SEPARATE application forms, duly filled, for each

distinct degree [Institute offers 10 PG degrees and 22 PG programmes]. The form applied for admission to one degree will not be considered for admission to any other degree. Thus, if a candidate wishes to apply for M.Tech. Electronics as well as M.Tech. Electronics and Telecommunication, two separate forms need to be submitted. In such case, candidate has to submit multiple forms on line, and attach separate Demand Drafts of required amount with hard copies of application forms.

However, candidate applying for two or more specializations under

one discipline needs to fill only one form with one Demand Draft. For example, the candidate applying for M.Tech. Electrical [Power Systems] and M.Tech. Electrical [Control Systems] needs to fill only one application form. However, candidate should indicate the choice or preference of specialization.

1.8 A candidate has to submit at the time of admission following documents:

i. Original GATE Scorecard, ii. B.E./ B.Tech. final year Mark sheet, & iii. Original College leaving certificate.

For some reasons, if a candidate does not submit these documents at the time of admission; he/she will have to give an undertaking stating that he/she will submit the documents within FOUR days, failing which admission stands cancelled automatically and seat allotted to waitlisted candidates.

1.9 “M.Tech. Automotive Technology” programme is conducted by Department of Mechanical Engineering, College of Engineering Pune on self financing basis. The programme is offered in collaboration with Automotive Research Association of India, Pune (ARAI) and University of Alabama at Birmingham, School of Engineering, USA. This two year programme is designed to provide students state of the art knowledge in Automotive Technology. It is proposed to admit candidates on the basis of „Total Performance‟ in GATE Score, COEP Written Test and Interview (with 35%, 35% and 30% weightage respectively) on approval from competitive authority. The ARAI is a well known name in automotive industry which provides technical expertise in R&D, testing, certification, and framing of vehicle regulations. University of Alabama, USA, (UAB) is a public institution of higher learning in the state of Alabama, USA. The course work at Pune will be conducted by COEP and ARAI. All the admitted students would undergo two-semester course work at COEP and ARAI Pune. After successful completion of first two semesters, interested students, maximum of 18, can go to University of Alabama at Birmingham, USA for completing remaining two semesters. Fee for these students will be as prescribed by University of Alabama at Birmingham, USA. The remaining students will complete the last two semesters in COEP, Pune.

1.10 “M.Tech. Project Management” programme will be started by two

departments -Department of Civil Engineering and Department of Production Engineering, College of Engineering Pune on self financing basis. The programmes will be offered in collaboration with University of Calgary, Canada. The degree will be awarded by University of Calgary. After admission to the programme, students will appear for 10 courses, of which 8 courses will be conducted in College of Engineering, Pune. These 8 courses will be taught by the faculty from University of Calgary and College of Engineering, Pune. Remaining 2 courses will be taught in 2 months stay in University of Calgary, Canada with mutual convenience. The expenditure of travel and 2 months stay in University of Calgary, Canada will be borne by the student. Candidate must have CGPA 7.5 and above at the B.E./B.Tech level and must have passed TOEFL examination with good score. This course does not require GATE score. Scrutiny of applications and admission process will be conducted jointly by University of Calgary and College of Engineering, Pune. Fee for these programmes will be approximately Rs.8 lacs excluding the expenditure of travel and 2 months stay in University of Calgary, Canada.

1.11 “M.Tech Mechatronics” programme is started by Department of Production

Engineering, COEP in collaboration with other five departments. It is truly an interdisciplinary program.

3 ADMISSIONS OF „SPONSORED CATEGORY‟ CANDIDATES

3.1 Seats Available: 05 seats in each specialization of Technology (irrespective of sanctioned intake as per AICTE). 3.2 Eligibility for Admission: Candidate should be an Indian National and who possess Bachelors degree or equivalent in the relevant field of Engineering/Technology, specified by the concerned University for admission to a particular Post graduate course from an AICTE approved institutions, with at least 50% marks (at least 45% marks in case of candidates of Backward class categories belonging to Maharashtra State only)

and

The candidates must have minimum of 2 years of full time work experience in a sponsoring registered firm/company/industry/educational and/ or research institute/ any Government Department or Government Autonomous Organization in the relevant field in which admission is being sought. NOTE:

Only those candidates who at the time of admission are employed in a registered firm/ company/ industry/ educational and/ or research institute/any Government Department or Government Autonomous Organization in the relevant field will be eligible for claiming seats against sponsored category.

A letter from the employer must be furnished stating that the candidate is being sponsored for two years to seek admission to the post graduate degree program. The employer should also indicate that the candidate will not be withdrawn midway till the completion of the course. The candidate will be fully under the administrative control of the Institute for the entire period of the course.

Format for the sponsorship certificate is given in application form which is mandatory for the candidate claiming the seat under sponsored category. Change in the format may lead to disqualification.

3.3 Reserved Seats: No reservation is provided in the sponsored category. 3.4 Admission Procedure : Admission to Sponsored candidates shall be given in following order: 1. Round 1-A: Candidates will be admitted on the basis of Valid GATE score (as per Table 4.1). For Automotive Technology programme, the basis of „Total Performance‟ for

merit will be GATE Score, COEP Written Test and Interview (with 35%, 35% and 30% weightage respectively) The seats remaining vacant at the end of Round 1-A shall be filled in Round 1-B. 2. Round 1-B: The Written Test and Interview/viva-voce shall be conducted by a panel of 03 teachers in the branch. The syllabus for the Written Test shall be on the basis of curriculum of undergraduate programme of University of Pune (at par with GATE examination). Candidates will be admitted on the basis of Total Performance # (Written Test + Interview / Viva-voce) conducted by the Competent Authority. This is applicable for all programmes including Automotive Technology programme. # Candidates should appear for both Written Test and Interview; and secure minimum 40 marks out of 100 in Total Performance calculated as follows: (i) Written Test Maximum 70 marks (ii) Interview / Viva-voce Maximum 30 marks

-------------------------------- Total Performance: 100 Marks

If the total performance of the candidates is comparable, then the preference shall be given for admission to the candidates on the basis of total marks in qualifying degree examination (i.e. B.E./B. Tech.) The date and time of the Written Test and the admission schedule is available on the College of Engineering, Pune website; www.coep.org.in. The seats remaining vacant (if any) in Sponsored category at the end of Round 1-B shall be offered to Non-Sponsored candidates in next Round (i.e. Round-2). 3.5 Stipend/Scholarships: Sponsored candidates will not be eligible for any stipend/scholarship.

4 Admission of GATE qualified Non-sponsored category candidates.

4.1 Seats Available: Sanctioned intake as per AICTE in each specialization of Technology – (minus) Sponsored category seats filled in Round 1-A and Round 1-B. 4.2 Eligibility: Candidate should be an Indian National and who possess Bachelors degree or equivalent in the relevant field of Engineering/Technology, specified by the concerned University for admission to a particular Post graduate course from an AICTE approved institutions, with at least 50% marks (at least 45% marks in case of candidates of Backward class categories belonging to Maharashtra State only)

And Candidate should have a valid GATE score in relevant branch of Engineering / Technology as detailed below (Table 4.1)

@ „Automotive Technology‟ and „Project Management‟ are self financed program. The admission process and fees for these programmes are different than other programmes. 4.3 Reserved Seats:

Reservations shall be followed as given below: 4.3.1 Reservation for Physically handicapped Candidates:

As per the provisions in Clause 39 of Equal Opportunities, Protection of Rights and Full Participation Act, 1995, three (3%) per cent seats of total sanctioned intake capacity of each PG program excluding seats filled by Sponsored candidates shall be reserved for physically handicapped candidates. These seats shall be within the sanctioned intake of the institute and reserved only for Maharashtra State domiciled candidates.

Out of the three percent reservation for physically handicapped candidates:

PH-1 : Visually impaired (blind) candidates (P1)

PH-2 : Speech & hearing impaired (dumb and deaf ) candidates, (P2)

PH-3: Candidates with orthopedic disorders and learning disabilities, Dyslexia, Dyscalculia, Dysgraphica, Spastic (P3). Following additional Certificates are required for physically handicapped Candidates: The candidate shall produce a certificate, in the prescribed Proforma-F, from the Director, All India Institute of Physically Handicapped, Mumbai or Dean/Civil Surgeon of the Government / CIVIL HOSPITALS normally located at the District Headquarters, regarding his or her physical disability, and ability to undergo all parts of syllabus for the normal course. Candidates suffering from Dyslexia, Dysgraphica & Dyscalculia are required to produce certificate (Proforma-F1) issued by the „Learning Disability Clinic, Lokmanya Tilak Municipal General Hospital, Sion, Mumbai-22‟.

4.3.2 Reservation for Backward Class category Candidates: The percentage of seats reserved for candidates of backward class categories belonging to Maharashtra State only is as per the details in table given below. The percentages of reservation are the percentages of the seats available for GATE qualified Non-sponsored category candidates. These are the minimum percentages of reservation exclusive of the backward class candidates securing allotment through General Merit by virtue of merit. Backward class candidates shall claim the category to which they belong to at the time of submission of application form for Admission.

1. Director, College of Engineering, Pune shall be the final authority for seat distribution.

2. The reservation for backward class candidates shall be available in Govt / Govt Aided / University Departments / University Managed Institutes /Unaided institutes.

3. A combined merit list shall be prepared for the candidates belonging to VJ/DT/NT-A, NT-B, NT-C and NT-D. This combined merit list shall be used for admission.

4. Candidates belonging to Special Backward Class (SBC) may be offered reservation up to 2% seats of sanctioned intake capacity of each PG specialization excluding seats filled by Sponsored candidates subject to condition that any seats remain vacant in the reserved category after admitting reserved category candidates.

5. Even if the candidate belonging to Backward Class Category secures admission against a seat belonging to the General category by virtue of merit, such candidate has to produce all the necessary documents in support of the category claimed both at the time of admission and while filling up of the admission form.

6. All the candidates will be required to produce a Nationality Certificate. 7. Candidates claiming to belong to backward class will be required to

produce a certificate to that effect from appropriate authority in addition to Nationality Certificate. Candidates belonging to categories SC, ST, OBC, SBC, VJ/DT/NT(A), NT(B), NT(C) and NT(D) will be required to produce a

Caste Certificate, Caste/Tribe Validity Certificate and valid Non-Creamy layer certificate (if applicable).

Nationality Certificate:- The Certificate of Indian Nationality is a part of the Domicile Certificate, which is usually issued by the Tahshildar/Executive Magistrate/Dy. Collector of the concerned District/Taluka. In lieu of this “Certificate of Indian Nationality” following Certificates/Documents will also be acceptable - i. Indian Passport in the name of the Candidate, issued by appropriate

authorities. ii. The School Leaving Certificate indicating the Nationality of the Candidate

as „Indian‟. iii. Birth Certificate of the Candidate indicating the Place of birth of the

Candidate is within India. If the Indian Resident Candidate fails to produce any one of the above mentioned certificate/documents indicating Nationality then such candidates Nationality shall be considered based on the undertaking given in Proforma-I on Rs. 100 Non-Judicial Stamp Paper at the time of submission of Application form for admission.

Caste Validity Certificate:- Candidates belonging to SC, ST, VJ/DT NT (A), NT (B), NT(C), SBC and OBC category are required to produce Caste Validity Certificate at the time of filling of the online application form. However such candidates who are unable to produce the caste validity certificate may produce the same on or before 30th November 2012. If a candidate fails to submit the required Caste Validity Certificate upto 30th November 2012 then such candidate shall not be eligible for taking benefits of respective category, if any. If the Candidates are not able to submit the caste/Tribe Validity Certificate then they are required to submit the Undertaking in Proforma-H at the time of submission of application form for the Admission.

Non-Creamy Layer Certificate:- A candidate belonging to „Creamy Layer‟ amongst the categories SBC, V.J./D.T./N.T.(A), N.T.(B), N.T.(C), N.T.(D) and O.B.C. must note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under the categories SBC, V.J./N.T.(A), N.T.(B), N.T.(C), N.T.(D) and O.B.C. will be required to produce “Non-Creamy Layer Certificate” in the name of the candidate as specified in the Government Resolution No. CBC/10/2008/CR- 697/BCW-5, dated 27th February 2009 or its updated versions from time to time. The certificate must be valid upto 31st March 2013.

4.4 Admission Procedure

Admissions will be effected according to Merit-List prepared on the basis of valid GATE score in the respective branch only. GATE score of one branch will not be valid for admission to another branch.

4.4.1 Rounds of Admission for GATE qualified Non-Sponsored Candidates:

There shall be only one round (i.e. Round-2) of admission for GATE qualified Non-Sponsored Candidates to M.Tech. Programmes.

4.4.2 Logic for admission for Round-2 :

Round - 2-A: (For All the Candidates including all the Backward category and Physically handicapped (PH) candidates) Eligible candidates: All the candidates of all the categories (General/ Backward/ PH) as per merit list will be considered for admission as per their inter se merit. General notes:

•Backward class category candidates shall be admitted in General category by virtue of their merit OR in their respective category of reservation, if General category seats are not available as per their merit.

SBC category candidates shall be admitted in General category by virtue of their merit OR in their original category of reservation, if General category seats are not available as per their merit.

PH category candidates shall be admitted in PH category OR in General category by virtue of their merit as per following order.

1. Seats reserved for PH category 2. The seats in General category.

Round - 2 -B: (For Special Backward Class (SBC) category candidates) Eligible candidates: All candidates belonging to Special Backward class as per their inter se merit. Seats available: On completion of Round - 2-A, if any of the Backward class categories do not get the required number of candidates for the percentages laid down, the seats so remaining vacant shall be filled in from amongst all the candidates of Special Backward Class (SBC) category, as per their inter se merit, limited to the extent of Two percent seats of sanctioned intake of each specialization of Engg / Technology. Round - 2-C: (For respective Group 1, and 2 of Backward class category candidates)

Eligible candidates: All Backward class category candidates as per merit list as per their group inter se merit. Eligible candidates: All Backward category candidates as per the inter

Seats available: The seats remaining vacant in Backward class categories after completion of Round - 2-C, shall be made available to the candidates of all the Backward class categories together on the basis of the inter se merit. Round - 2-E: (All the candidates including Backward class candidates as per General Merit) Eligible candidates: All the candidates (General/ Backward) of all the categories as per their General inter se merit. Seats available: After completion of Round - 2-D, the seats remaining vacant in Reserved categories / General (if any), shall be filled with reference to inter se merit of all the candidates together.

General Note: If a candidate is unable to produce original certificates at the time of his/ her admission on account of admission already secured to some other institution, he/ she shall produce a certificate from the Head of the Institution where he/ she has already taken admission indicating that he/ she has been admitted to a particular course in that institution on a particular date and hence original certificates have been retained in that institution. The candidate shall produce the attested copies of the certificates duly attested by the Head of the concerned institution. Such candidates shall be required to pay the fees immediately at the time of admission and such candidates shall be permitted to submit the

required original certificates within 4 working days at the respective Institute where the Candidate has been admitted after the date of payment of fees.

4.5 Stipend/Scholarships:

A limited number of scholarships are available for each course at some Institutes from AICTE funds. These scholarships will be offered to the GATE qualified candidates only, strictly on the basis of GATE score MERIT and continue to receive the same, provided they fulfill the conditions prescribed by AICTE/Institute, from time to time For receiving Post Graduate scholarship a candidate must have qualified in GATE. However, a GATE qualified candidates does not automatically become eligible to receive a scholarship.

5 Admission of Non-GATE and Non-sponsored category Candidates

5.1 Seats Available: When enough GATE qualified candidates in the respective

branch are not available, the vacant seats shall be offered to the non-GATE candidates, as per merit, on the basis of Total Performance# (Written Test + Interview / Viva-voce) conducted by Competent Authority.

5.2 Eligibility:

Candidate should be an Indian National and who possess Bachelors degree or equivalent in the relevant field of Engineering/Technology, specified by the concerned University for admission to a particular Post graduate course from an AICTE approved institutions, with at least 50% marks (at least 45% marks in case of candidates of Backward class categories belonging to Maharashtra State only)

And Candidate should have minimum 40% marks in Total Performance# (i.e. Written Test +Interview / Viva-voce) conducted by Competent Authority. Candidates with qualifications obtained through examinations conducted by professional societies recognized by UPSC/AICTE for example AMIE by IE(I) or AME by ICE(I) as equivalent to B.E./B.Tech. are also eligible for various programmes.

5.3 Reserved Seats: No reservation is provided in Non-GATE and Non-sponsored category.

5.4 Admission Procedure:

The Written Test and the Interview/viva-voce shall be conducted by a panel of 03 teachers in the branch. The syllabus for the Written Test shall be as prescribed by the COEP/ University of Pune (at par with GATE examination). Candidates will be admitted on the basis of Total Performance# (Written Test + Interview / Viva-voce) conducted by Competent Authority. This is applicable for all programmes including Automotive Technology programme. # Candidates should appear for both Written Test and Interview; and secure minimum 40 marks out of 100 in Total Performance calculated as follows:

(i) Written Test Maximum 70 marks (ii) Interview / Viva-voce Maximum 30 marks

If the total performance of the candidates is comparable, then the preference shall be given for admission to the candidates on the basis of total marks in qualifying degree examination (i.e. B.E./B. Tech.)

The date and time of the Written Test and the admission schedule is available on the College of Engineering, Pune website; www.coep.org.in. For Automotive Technology programme the schedule of written test and interview is different from rest of the programmes. Depending on number of candidates and seats available, the respective department may exercise suitable cut off for candidates to be short listed for interview. Thus, all candidates appearing for entrance test may not be called for the interview.

5.5 Stipend/Scholarships:

Generally Non-GATE Non-sponsored category candidates will not be eligible for any stipend/scholarship. However, deserving candidates may be awarded Technical Education Quality Improvement Programme (TEQIP) Scholarship based on their overall performance as assessed by the TEQIP Scholarship Committee of the institute. Students will have to apply separately for TEQIP Scholarship after the admission. The amount of scholarship will be similar to the GATE scholars.

General Note:-

Additional round may be conducted if required. However GATE qualified candidates shall be given preference over other candidates. Schedule will be displayed on the website of the Institute.

6.7 All the fees are to be paid at the time of admission only in the form of

Demand Draft drawn in favor of “The Director, College of Engineering, Pune” payable at Pune, to confirm the admission. Candidates are advised to carry the Demand Draft of fee indicated in Table 6.1 while coming for the interview.

6.8 The changes in fee structure during the program, if any, will be applicable

to all the candidates. The revised fee will be implemented as per the decisions of the Government of Maharashtra / Board of Governors, College of Engineering, Pune, from time to time.

6.9 In addition, the college may change other fees applicable as approved by

Pune University/ Board of Governors of College of Engineering, Pune.

7 Cancellation of Admission, Hostel Accommodation & Conduct and Discipline

7.1 No hostel accommodation will be provided to Post Graduate

Students at present. 7.2 If the candidate desires to cancel his or her admission for any reason

whatsoever during the admission process, he or she shall be allowed to do so and it shall be presumed that admission is cancelled at that stage.

7.3 The candidate desirous of canceling admission shall apply for cancellation

in the Proforma-1 attached in this booklet. 7.4 Fee paid shall be refunded to the candidate after deducting cancellation

charges of Rs. 1000/- (Rs. One Thousand only) if the seat is cancelled before commencement of the classes. If a vacant seat is created due to cancellation after commencement of the classes and that seat is filled by other candidate, proportionate fee will be deducted. If a vacant seat created due to cancellation is not filled, no refund shall be made.

7.5 If a non-sponsored GATE candidate leaves the programme halfway

without completing it, he/she will have to return the total scholarship amount he/she has received since the date of admission to the time of leaving the program. Also in such a case, if there is a sponsored candidate admitted in the same programme and has valid GATE score (Refer Table 3.1), he will start receiving scholarship from the subsequent month.

7.6 Leaving Certificate will be returned to candidate at the time of cancellation

of admission. 7.7 Students are expected to follow rules and regulations of the institute and

observe discipline. If students are found indulging in anti-national activities contrary to the provisions of acts and laws enforced by the Government or any activity contrary to rules of discipline, such students are liable to be expelled from the institute without any notice by the Director of the institute.

7.8 Candidates applying for admission against the seats reserved for

backward classes mentioned in these Rules should note that only those candidates who actually belong to the castes and communities will be eligible for concession. There is no concession for the Sponsored category candidates.

7.9 If any of the statements made in the application form or any information

supplied by the candidate in connection with his/her admission is found to be false or incorrect at any stage, his/her admission will be cancelled, fee will be forfeited and he/she may be expelled from the institute by the Director and prosecuted, if deemed necessary. An appeal against the order of expulsion, however, may be referred to the Chairman, Board of Governors whose decision in such cases will be final.

7.10 Students while studying in any Engineering / Technology Institute, if found indulging in anti-national activities contrary to the provisions of acts and laws enforced by Government from time to time, any activity contrary to rules of discipline will be liable to be expelled from the institute without any notice by the Director of the institute.

7.11 Candidates applying for admission against the seats reserved for

backward classes mentioned in these Rules should note that only those candidates who actually belong to the castes and communities will be eligible for concession.

7.12 If any of the statement made in application form or any information

supplied by the candidate in connection with his/her admission is later on, at any time, found to be false or incorrect, his/her admission will be cancelled, fees forfeited and he/she may be expelled from the college by the Director and prosecuted, if deemed necessary. An appeal against the order of expulsion, however, may be referred to the Joint Director of Technical Education of respective region whose decision in such cases will be final and binding on all concerned.

7.13 Action against ragging: Maharashtra Prohibition of Ragging Act 1999 and Prevention and Prohibition of Ragging (Appendix 12 published in AICTE Approval Process Handbook 2011-12) and their amendments which may be published from time to time. The Maharashtra Prohibition of Ragging Act 1999 is in effect from 15th May, 1999 has the following provisions for Action against Ragging.

a) Ragging within or outside of any educational institution is prohibited, b) Whosoever directly or indirectly commits, participates in, abets, or propagates ragging within or outside any educational institution shall, on conviction, be punished with imprisonment for a term up to 2 years and / or penalty, which may extend to ten thousand rupees. c) Any student convicted of an offence of ragging shall be dismissed from the educational institution and such student shall not be admitted in any other educational institution for a period of five years from the date of order of such dismissal. d) Whenever any student or, as the case may be, the parent or guardian or a teacher of an educational institution complaints, in writing, of ragging to the head of the educational institution, the head of the educational institution shall, without prejudice to the foregoing provisions, within seven days of the receipt of the complaint, enquire into the matter mentioned in the complaint and if, prima facie, it is found true, suspend the student who is accused of the offence, and shall, immediately forward the complaint to the police station having jurisdiction over the area in which the educational institution is situated, for further action. Where, on enquiry by the head of the educational institution, it is found that there is no substance, prima facie, in the complaint received, he / she shall intimate the fact, in writing, to the complainant. The decision of the head of the educational institution shall be final.

e) If the Head of the educational institution fails or neglects to act in the manner specified in section “d” above when a complaint of ragging is made, such person shall be deemed to have abetted the offence and shall, on conviction, be punished as provided for in section “b” above.

Any Acts or its amendments which may be published from time to time by AICTE, Government or Judgments by Hon. Supreme Court of India, Hon. High Court of Bombay etc will be applicable to Candidates and Institutions covered under these rules of admission.

8 UNDERTAKINGS AND OTHER FORMATS

If the admission is offered to the M Tech programme the candidate will have to give following undertakings.

8.1 Following undertaking is to be given by all candidates as mandatory

requirement for admission to post graduate programmes in Technology. (a) I have read all the Rules of Admission for the current year and

after understanding these rules, I have filled-in this form of application for admission for the current year.

(b) The information given by me in my application is true to the best of my knowledge and belief.

(c) I have not been debarred from appearing at any examination held by any Government constituted or statutory examination authority in India.

(d) I fully understand that the offer of a programme or branch of engineering will be made to me depending on inter-se merit and availability of a seat at the time of scrutiny of my application, when I report to the admission authority according to the schedule of admission.

(e) I understand that no other document, other than those attached to the application form before the last date of admission will be entertained for the purpose of claims/concessions etc. in connection with my admission.

(f) I understand that no refund of fee shall be made if I cancel the admission after commencement of the classes and if the seat due to cancellation is not filled.

(g) I hereby agree to confirm to any rules, acts and laws enforced by Government and I hereby undertake that so long as I am a student of the Institute, I will do nothing either inside or outside the Institute, which may result in disciplinary action against me under the rules, acts and laws.

(h) I fully understand that the Director of the Institute where I would be admitted, will have right to expel/rusticate me from the Institute for any infringement of the rules of conduct and discipline prescribed by the Institute/University and undertaking given above.

10 Guidelines for Foreign National Students

Foreign national students should apply to the Chairman, PG admissions, along with copies of all transcripts and syllabi of the undergraduate programme he/she has studied any time during the year. He/She should also apply on line whenever institute commences its admission process for PG programmes. The chairman will recommend the case to the respective department.

The department will check the suitability of the student for the course run by the department and give its recommendations.

Based on these recommendations, the Chairman will issue official letter of eligibility of the candidate for the PG course. This is merely suitability of the candidate for the programme and does not indicate admission to the programme in any way.

When institute initiates the process of PG admission, [1st to 14th June 2012], the student is required to fill the application with application fee of Rs.2000/-. He has to attend the interview [4 July 2012] to judge the merit of the candidate. The department may take examination as well. The examination and interview will be based on the basic courses in the respective disciplines of engineering, normally studied in undergraduate programmes. Based on the merit, department will recommend maximum 2 candidates for each programme.

The selected students will pay the necessary fee [US $ 3000 plus fee as applicable in Indian Rs.] and will be provisionally admitted to the course.

After the admission is confirmed, student is required to submit copies of VISA, Passport and police registration in the student section alongwith original transcripts.

The student section will prepare the lists of all admitted candidates and submit it to the “International Students Center” of Pune University. A copy of the list will also be submitted to police station for information.

Institute shall not be responsible for cancellation of admission, in case if either the university or police verification recommends the same.
