    1 Introduction

    1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of Zero Incidents, Zero Harm, Zero

    Compromise for the Thames Tideway Tunnel project(the project).

    1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

    a. Part A: General requirements. These measures are applicable projectwide.

    b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated in Part A.

    1.1.3 This document forms the CoCPPart B for the project works at the DeptfordChurch Street site and sets out detailed site-specific measures includingworking hours, site set-up and servicing arrangements, taking into account

    environmental matters and consultations with the London Borough ofLewisham and other stakeholders.

    1.1.4 For ease of reference,this document sets out site-specific issues anddeviations from Part A; therefore where no site-specific measures arespecified, reference should be made to PartA.

    1.1.5 A plan showing the location of the site is shown in Figure 1.1 overleaf.

    2 General requirements

    2.1.1 As per the CoCPPart A.

    3 Communications and community/stakeholderliaison

    3.1.1 The contractor shall liaise with St Pauls Church to coordinate trafficmovements to and from the site including:

    a. limiting vehicle movements during funeral arrivals and departures

    b. facilitating horse delivery lorries for horse-drawn hearses

    c. completing Saturday works and traffic movements before 13:00.

    3.1.2 The contractor shall provide a full-time community liaison person dedicatedto the Deptford Church Street site. The liaison person shall provide amonthly report to the employer on all liaison activities.

    3.1.3 In addition, there shall be a dedicated Project Officer specifically to maintain

    and enhance the ongoing and future spiritual and commercial use of theGrade I listed St. Pauls Church. The role will commence approximately

    three months in advance of construction works beginning at this site,continuing throughout the construction works and for six months postcompletion.

    4 Site operation

    Topic Site-specific requirement

    Working hours The following working hours shall apply to this site:

    a. standard

    b. extended.

    When other types of working hours (CoCPPart A,Table 4.1) are required, these shall be subject toconsent from the local authority under Section 61 ofthe Control of Pollution Act 1974.

    Site layout The site layout shall be arranged to provide a one-waysystem with vehicles entering from Crossfield Streetand exiting to Coffey Street.

    The site layout shall consider any external noisereceptors and locate equipment and operations awayfrom sensitive boundaries.

    The site area shall returned the public use as soon aspracticable including potential phasing allowing partialuse by reducing the required working area. For the

    commissioning activities the minimum area required toundertake the work shall be used.

    Site security/hoardingrequirements

    The hoarding shall be planted on public-facingsections, as defined in CoCPPart A para. 4.3.4c,except for the sections on the carriageway of DeptfordChurch Street,which shall incorporate suitable artwork, as defined in CoCPPart A para.4.3.4a.

    The hoarding height shall be 3.6m at this site.

    The design of the hoardings shall be appropriate to thecharacter and amenity of the locality. The hoardingscloser to St Josephs Roman Catholic Primary Schooland St PaulsChurch shall include murals/art work.

    River works N/A

    Other items Site cabins and welfare facilities shall be dark green incolour to tie in with the planted hoardings.

    All concrete used should be delivered pre-mixed andno concrete batching shall take place onsite.

    5 Public access, highway and river transport

    Site access and gates The site gate access shall be from Deptford ChurchStreet (A2209) and Crossfield Street,right turn onlyfrom Crossfield Street.

    The site exit shall be onto Coffey Street,right turn onlyfrom the site and then left turn onto Deptford ChurchStreet.

    No other access route shall be permitted.

    Traffic management See Section 3 relating to liaison with St Pauls Churchon traffic movements.

    The contractor shall seek to minimise the duration ofthe connection works within the site.

    One traffic lane (minimum width 3.25m) in eachdirection shall be maintained at all times.

    The bus lanes shall be suspended during connectionworks. Advanced notice is required for suspension ofbus lanes and relocation of bus stops. The bus stoprelocation shall be agreed with Transport for Londonand the London Borough of Lewisham.

    Access/egress into Coffey Street shall be maintainedat all times unless otherwise agreed.

    On-street parking spaces along Coffey Street shall besuspended and the unmarked kerbside parkingcapacity along Crossfield Street prohibited. On-street

    parking bays shall be introduced along CrossfieldStreet to the west of the site entrance to as far asCoffey Street. Parking restrictions shall be discussedand agreed with the London Borough of Lewisham aspart of the construction traffic management plan.

    During term time, no lorry movements to or from thesite shall be scheduled to take place during schoolarrival and departure times from 08:30 to 09:15 and15:00 to 15:45.

    Relocation of the existing pedestrian crossing at the

    corner of Deptford Church Street and Coffey Streetshall be agreed with Transport for London and theLondon Borough of Lewisham.

    Pedestrian and vehicular access to St JosephsRoman Catholic Primary School via Crossfield Streetshall be maintained at all times during the constructionworks. A segregated pedestrian route to the schoolalong Crossfield Street shall also be provided.

    6 Noise and vibration

    The noise and vibrationcontrol measures shall bedetailed (and may bemodified or added to) inSection 61 consentapplications to the localauthority.

    The contractors site layout and operations shall takeaccount of the proximity of both St Pauls Church andSt JosephsRoman Catholic Primary School.Site-specific noise mitigation measures may berequired including enhanced noise barriers(additional, higher and/or double skinned barriers),

    specially designed exit gate on Coffey Street, gateclosure during sensitive periods, consideration ofminimising high noise-generating activities duringchurch services and school examination periods andavoiding extended working hours (where practical)during special events in the church.
