    1 Introduction

    1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of Zero Incidents, Zero Harm, Zero

    Compromise for the Thames Tideway Tunnel project (the project).

    1.1.2 The Code of Construction Practice(CoCP) comprises two parts:

    a. Part A: General requirements. These measures are applicable projectwide.

    b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated in Part A.

    1.1.3 This document forms the CoCPPart B for the project works at the BarnElms site and sets out detailed site-specific measures including workinghours, site set-up and servicing arrangements, taking into account

    environmental matters and consultations with the London Borough ofRichmond upon Thames and other stakeholders.

    1.1.4 For ease of reference,this document sets out site-specific issues anddeviations from Part A; therefore where no site-specific measures arespecified, reference should be made to PartA.

    1.1.5 A plan of the location of the site is shown in Figure 1.1 overleaf.

    2 General requirements

    2.1.1 As per the CoCPPart A.

    4 Site operation

    Working hours The following working hours shall apply to this site:

    a. standard

    b. continuous during construction of the WestPutney connection tunnel.

    Table 4.1) are required, these shall be subject toconsent from the local authority under Section 61 ofthe Control of Pollution Act 1974.

    Site layout There shall be an 8m clearance between the bank ofBeverley Brook and operational plant andequipment, unless otherwise agreed with the localauthority.

    The reconfiguration of the sports pitches at the BarnElms Schools Sports Centre shall be agreed with thelandowner (the London Borough of Wandsworth)and implemented prior to commencing constructionof the access route at Barn Elms.

    Site security/hoarding

    requirements

    The hoarding shall be planted on public-facing

    sections, as defined in CoCPPart A para. 4.3.4c.The hoarding height shall be 3.6m at this site.

    The main site compound shall be fully hoarded. Aburied fencing/steel mesh netting shall extend atleast 500mm below the hoarding to prevent badgersfrom accessing the worksite (see Section 11).

    The access route shall be surrounded by green-painted,steel,open mesh fencing (2.4m) suitablysupported for weather conditions (or similar) anddesigned to allow badgers to cross the route at night.

    The hoarding shall be planted on public-facingsections, as defined in CoCPPart A para. 4.3.4c.

    The hoarding height shall be 3.6m at this site.

    The contractor shall safely segregate the sportsfacilities from the access route throughoutconstruction,in consultation with the local authorityand the Barn Elms Schools Sports Centremanagement. This shall include designing theconstruction access fencing and/or site hoarding towithstand potential impacts from users of the sports

    pitches.River works As per the CoCPPart N/A.

    Other items Netting of sufficient height shall be erected above thehoarding to prevent balls from the playing fieldsentering the construction site.

    Site cabins and welfare facilities shall be dark greenin colour to tie in with the planted hoardings.

    The size and duration of construction areas withinthe Barn Elms Schools Sports Centre shall beminimised for each construction phase. Thisincludes reducing the constructionThesite area usedfollowingshall be landscaped and othercompletion

    of the main civil engineering works, including CSOdrop shaft construction, but prior to carrying outmechanical and electrical works, commissioning andlandscapingworks undertaken as soon aspracticable. For the commissioning activities theminimum area required to undertake the work shallbe used.

    5 Public access, highway and river transport

    Site access and gates The site entry/exit shall be from Upper RichmondRoad (A205), travelling along Rocks Lane (A306)

    and turning right into Queen Elizabeth Walk.Vehicles shall access the site via the Barn ElmsSchools Sports Centre car park.A new access roadshall route along the northern boundary of the sportscentre towards the River Thames and then along theeastern boundary parallel to the river.It shall besingle track that incorporates passing places. Thedesign of the access route shall minimise impacts onexisting ecology,where practical.

    Access and construction activities shall be

    minimised during times of heavy recreational use ofthe playing fields.

    Access to the existing car park and sports facilitiesshall be maintained throughout the works.

    The contractor shall provide vehicular access to theAshlone Wharf tidal barrier for the EnvironmentAgency and its contractors throughout theconstruction period along the access route.

    The entrance to the access route shall be keptsecure at all times, while ensuring that the

    Environment Agency can access its asset wheneverrequired (unrestricted 24 hours a day to ensure thatthe agency can fulfil its flood defence obligations).

    Traffic management Unless otherwise agreed in writing with the localauthority, no heavy goods vehicles shall enter orleave the construction site during the hours of 08:00to 09:00 and 17:00 to 18:00 Monday to Fridayexcluding Bank Holidays and 08:00 to 13:00onSaturdays to avoid local congestion.

    The contractor shall limit work activities duringstandard hours on Saturdays.

    shall be maintained, unless otherwise agreed withthe local authority.

    Parking changes within the Barn Elms Schools

    Sports Centre car park to facilitate construction ofthe site access road shall include temporaryrelocation/re-provision of car parking spaces for theduration of the works (NB: land for the re-provisionmay be available from the London Borough ofWandsworth).

    Rocks Lane is subject to the London Lorry ControlScheme and heavy goods vehicle movements alongthis road between 21:00 and 07:00 Monday toFriday, 13:00 to midnight on Saturdays and all daySunday shall be agreed with the Lorry Control Unit.

    At points along Queen Elizabeth Walk and at theBarn Elms Schools Sports Centre car park access,traffic marshals shall be provided where thecarriageway is not wide enough for two-way flow ofheavy goods vehicles.

    Event restrictions The contractor shall liaise with the London Boroughof Richmond upon Thames regarding any events.

    River transport N/A

    Other Access to the Beverly Brook footpath shall be

    maintained during construction.Safe pedestrian access between Queen ElizabethWalk and the Barn Elms Schools Sports Centre shallbe maintained at all times. The existing pedestrianaccess gate in the northern perimeter fence betweenBarn Elms Sports Centre and the footpath beyondshall be relocated to facilitate safe access to thefootpath at all times during construction. Therelocated gate shall remain in close proximity to thechanging room facilities.

    6 Noise and vibration

    Control measures

    The noise and vibration controlmeasures shall be detailed(and may be modified or addedto) in Section 61 consentapplications to the local

    authority.

    Outside of standard working hours,the use ofsurface cranes for connection tunnel works shall beminimised. This shall involve stockpiling materials/equipment at the bottom of the CSO drop shaft foruse during the evening and night to be removedduring standard working hours. In addition,the

    contractor shall implement measures to reducenoise,including using electric gantry cranes and

    gas/electric forklifts, particularly when moving andunloading skips.

    Screened onsite batchers or screened static

    concrete re-mixer plant for connection tunnel worksshall be used outside standard hours.

    Concrete breakers shall not be used at night (22:00to 08:00) except in cases of emergency.

    Other Reference should be made to CoCPPart A para. 6.3regarding Section 61 applications to be shared withthe London Borough of Wandsworth as well as theLondon Borough of Richmond upon Thames.

    7 Air quality

    Dust emissions/control Reference should be made to CoCPPart A para.7.5.1 regarding agreeing locations and providingdata to the London Boroughs of Wandsworth andRichmond upon Thames.

    8 Water resources

    Suitable drainage shall be provided for thetemporary access route.

    All temporary hardstanding (as far as reasonablypracticable) on non-foreshore sites shall incorporate

    permeable surfacing (Sustainable DrainageSystems/flood risk alleviation/surface water run-offreduction).

    10 Waste management and resource use

    11 Ecology (aquatic and terrestrial)

    Protection of habitats Bat surveys shall be carried out within the site inadvance of the works. Subject to a Natural Englandlicence, any bat roosts shall be removed andmitigation measures proposed, including theprovision of bat boxes.

    Permeable (non-restricting) open fencing shall beused along the access route to provide badgers

    access through the landscape around the route (forfull details on hoarding requirements see Section 4) .

    Protection of trees Measures shall be implemented to protect trees andscrub along the southern boundary of the site andthe eastern side of the site and access road.

    Other The trees and scrub adjacent to the site provideimportant foraging areas for bats and nesting habitatfor birds.

    Lighting shall be directed away from this habitat andlight spill minimised by use of cowling. In order to

    ensure impacts of the lighting are minimised, whiletaking due regard for safety, the plan shall besubmitted for the approval of the London Borough ofRichmond upon Thames.
