1. This document has been prepared to support the formal Works Approval Application for submission to the Department of Water and Environment Regulation (DWER).

3. PROPOSAL 3.1. Key Proposal Characteristics

The Odour Neutralising Trial is proposed to be conducted in three (3) stages with Stage 1 Commissioning of injection unit and Stage 2 Dosage Optimisation to be completed upon receipt of Works Approval. The third and final Stage 3 is proposed to be conducted during Spring/Summer months to coincide with the optimum meteorological conditions for the generation of odour plumes with the potential to impact at ground level.

The proposal involves one physical element and four operational elements, as described in Table 2 and the location of the proposal is shown in Figure 1.

INSTRUCTIONS: You must provide a description and the scope, size and scale of all prescribed activities of Schedule 1 to the EP

Regulations including the maximum production or design capacity of each prescribed activity. If applying for a Works Approval or Licence amendment involving the construction of new infrastructure, you must

3.1 Description/overview:

It is proposed to trial the injection of neutralising agent Aireactor OWD into the exhaust stacks of quicklime kilns 5 and 6, to determine if there is a reduction in olphactometric measurement and if so, to determine the optimum addition rate.

Aireactor OWD is required to be mixed with water and introduced to the stack gasses through a spray system, ensuring the neutraliser solution is well distributed and mixed with the stack gasses.

Trial Protocol

CCL seek three distinct trial periods to evaluate the effectiveness of the Aireactor OWD.

1. Stage 1: This initial trial period would be up to 96 hours, from the start to the end of trial. Running day shift only (maximum 48 hours operation). The aim being to commission the injection system and trial the different addition rates as detailed in tables 1 and 2. When each addition rate is stabilised, samples would be taken of the stack gasses and odour concentration determined by olphactometric testing and compared to baseline conditions. This would then determine the optimum addition rate for each kiln.

2. Stage 2: This secondary trial period would run over a 48-hour period, again day shift only (maximum 24 hours of operation). The aim of this trial being to run at the optimum addition rate determined in stage 1 of the trial, then conduct stack emission testing, as per operating licence (L4533/1967/15), condition 37, bi-annual requirements. Results from stack emission testing would be compared to past results and a report prepared for discussion with DWER, before progressing to trial 3.

3. Stage 3: This stage of the trial would be an extended continuous use of Aireactor OWD at the optimum addition rates. Methods to evaluate the effectiveness of the odour neutraliser by prior agreement with DWER before commencement of the continuous use trial. It is proposed it would be in accordance with DWER’s Draft Odour Guideline for Prescribed Premises concentrating on field odour surveys and the German standard, VDI 3940 “Measurement of odour impact by field inspection – Measurement of the impact frequency of recognisable odours Parts 1 and 2” (2006), with methodology prepared by field expert consultants.

3.2 Estimated operating period of Premises (for example, based on estimated infrastructure life):

The overall period for this trial is estimated at 6 months, split as approximately 150 hours for stages 1 and 2 of trial and the stage 3 of continuous use of neutraliser agent to extend over Spring / Summer 2018/2019 where the weather conditions would enable field monitoring of the trial effectiveness. Periodically throughout stage 3 of the trial, assessment of its effectiveness will be evaluated in consultation with DWER to determine integration into existing EP Licence.

3.3 Proposed date/s for commencement of works (if applicable): Stages 1 and 2 of trial would commence as soon as approval is granted.

3.4 Proposed date/s for commissioning of works (if applicable): It is proposed to commission the injection system and injection rate optimisation as soon as approval is granted.

3.5 Proposed date/s for commencement of operations (if applicable): Stage 3 of continuous use is proposed to commence in late Spring 2018 to enable collection of background data with continuous injection to commence in the Summer months December 2018 through to February 2019.

In 2015, the NSW EPA investigated Morgan Cement International Pty Ltd (MCI), a related body corporate of Cockburn Cement Limited, concerning the unexpected overflow of ground granulated blast furnace slag from a storage silo at MCI’s premises at Port Kembla, NSW, on Saturday 14 March 2015. The NSW EPA determined to commence prosecution proceedings in the Land and Environment Court of New South Wales regarding the incident. It alleged that MCI committed an offence against section 64(1) of the Protection of the Environment Operations Act 1997 (NSW) in that MCI breached a condition of its environmental protection licence by failing to maintain a certain item of plant in a proper and efficient condition. MCI pleaded guilty to the alleged offence.

On 2 November 2016, the Court delivered judgement convicting MCI of the offence as charged, fining MCI $50,250 and ordering MCI to pay the NSW EPA’s agreed legal and investigation costs of $55,492.50. MCI was also ordered to publish a notice regarding its conviction in specified newspapers and an industry publication.

In March 2016 – the EPA SA investigated an emission from the ship loading boom at Cockburn Cement Ltd’s related body corporate Adelaide Brighton Cement Ltd’s (ABC) Birkenhead plant in South Australia. ABC co-operated with the EPA SA’s investigation. Upon receiving an invitation from the SA EPA to do so, ABC agreed on a Civil Penalty of $34,870.50 under the applicable process, which does not result in any conviction or finding of guilt.

Proposed Activities

Introduction Cockburn Cement Limited (CCL) is located at the northern end of the Kwinana Industrial Area with the nearest residential property approximately 700m from the plant operations. As the residential development has increased in the surrounding area of the CCL premises, odour complaints have been recorded, some substantiated as a result of the Munster Operations and others unsubstantiated with a potential source other than the CCL Munster Operations.

CCL has invested considerable time and effort into trying to determine the point source emission profile and compounds responsible for the odour that may be emitted from the lime kilns. To date there has been no conclusive determination of what causes the potential odour sometimes attributed to the lime kilns, and consequently how to control this emission.

CCL propose to trial a non-hazardous neutralising product, Aireactor OWD ™1 from CoolMist Systems Australia Pty Ltd, which is injected into the stack exhaust gasses to reduce the potential odour impact at ground level.

This summary paper details past experience and relevant information for the proposed trial use of Aireactor OWD.

Past Experience The proposed trial is based on low injection rates of Aireactor OWD which is classified as non-hazardous, with no changes to the risk profile of the emissions.

Cockburn Cement has undertaken independent laboratory analysis by NATA accredited Australian Chemical Laboratories which confirmed the manufacturer’s claims of the Aireactor OWD being non hazardous, non toxic to human health and the environment.

Aireactor OWD has been used throughout Europe in similar applications as CCL with good results. Colacem Spa is a leading Italian cement company that have used Aireactor OWD to achieve a 50% reduction in odour concentration expressed as odour units per cubic metre from the clinker kiln stacks (refer to Figure 1 below).

Cockburn Cement proposes to use the Aireactor OWD in accordance with manufacturer’s recommendations and experiences. The Aireactor OWD is to be diluted with potable water only and not mixed with any other chemical prior to injection. The Aireactor OWD will be contained in a purpose built bunded area, ensuring safe handling and containment to prevent release to the environment resulting from an incident.

Aireactor OWD is classified as non-hazardous, and is considered to be a neutraliser as opposed to a deodorant, or masking agent which replaces one odour with another odour which is perceived as less offensive.

The Aireactor OWD is introduced to the kiln stacks, post pollution control equipment, via a 1000L storage IBC, isolation valve, flow control valve, pump and spray nozzle bar (for example refer Photo 1 and Photo 2). This system has been tested at Colacem Spa in Italy.

Details of proposal It is proposed to trial the injection of Aireactor OWD into the exhaust stacks of quicklime Kilns 5 and 6, to determine if there is a reduction in olphactometric measurement and if so, to determine the optimum addition rate.

Aireactor OWD is supplied undiluted as this is the most economical way to transport it. Aireactor OWD is required to be mixed with water and introduced to the stack gasses through a spray system, ensuring the neutraliser solution is well distributed and mixed with the stack gasses.

Table 1 and Table 2 below detail the proposed addition rates of Aireactor OWD to be trialled in the stacks of quicklime Kilns 5 and 6. It is proposed to maintain a consistent injection rate of 10L/minute whilst varying the concentration of Aireactor OWD.

Aireactor OWD will be introduced to stack gases within Kilns 5 and 6 as a diluted solution, as such the conditions leading thermal decomposition of the product will not be triggered due to the extremely high dilution ratio as shown below.

Olphactometric sampling and analysis in Stage 1 will be used. Changes to the odour profile will be analysed before proceeding to Stage 2.

Figure 2 below shows the basic process flow diagram of the equipment to be used for the proposal. The system would be integrated into the control system for each Kiln and would be enabled when the process parameters are greater than 80% of the design flow, ensuring no over addition of neutraliser.

Mechanism of Aireactor OWD The following information has been supplied by CoolMist Systems Australia Pty Ltd, from Labiotest, the European distribution agent for Aireactor OWD:

▪ The mechanism by which Aireactor OWD operates is referred to as osmogenic barrier technology. As detailed below, Aireactor OWD is not a deodorant, replacing one odour with another, but a neutraliser, encapsulating and blocking malodorous compounds so they are not able to be detected.

▪ An osmogenic barrier is made by injecting in the stack gasses mists made of microscopic water drops, each one of which contains billions of micelles. During mixing in the stack gasses, the micro-drops and micelles inside them intercept the malodorous molecules, firmly blocking them, thus neutralizing the functionalities that make them osmogenically active. This action removes malodourous molecules quickly and inoffensively from the natural environment and stack gasses.

▪ The desired characteristics for using anti-odorous products in osmogenic barriers are: harmlessness and the total absence of toxicity for man, animals and plants, as well as rapid biodegradability. The maximum neutralising action will occur under conditions in which micronisation generates the maximum possible number of micelles. This can be ensured by using an adequate spraying system operating a high pressure, creating small size mist.

Trial Protocol CCL seek three distinct trial periods to evaluate the effectiveness of the Aireactor OWD. The trial stages, proposed duration and sought outcomes of each stage are presented in tabular form below.

Results from stack emission testing would be compared to past results and a report prepared for discussion with DWER, before progressing to trial 3.

It is proposed it would include a combination of evaluation of community complaints and field odour surveys used in determining the effectiveness of reducing odour impact at ground level.

Trial Verification Method As part of this Trial, an Invitation to Tender will be extended to a shortlisted number of technical experts in the odour and air quality assessment fields with the aim to have a scientifically robust methodology developed for the verification of odour neutralisation efficiency.

DWER Odour Guideline for Prescribed Premises (Draft)

The verification method will be developed in accordance with the DWER recently released for consultation – Odour Guideline for Prescribed Premises (Draft) which focuses on important dimensions of odour nuisance as being characterised by the FIDOL acronym:

1. Frequency of odour impacts

2. Intensity (or strength) of the odour

3. Duration of the exposure events

4. Offensiveness of the odour

5. Location of the impacts (the sensitivity of the receiving environment)

1. Screen Analysis Based on the DWER’s Odour Guideline for Prescribed Premises (Draft) – Appendix 1 – Screen Analysis, as a comparison of the sensitive receptor distance (700m from the Stack Exhausts to the nearest residential dwelling) with the screening distance nominated for Category 43 Cement or lime manufacturing (2,000m) a detailed analysis of the odour emissions is required.

2. Detailed Analysis It is DWER’s expectation that multiple tools from the

Table 4 below as extracted from Odour Guideline (Draft) will be included as part of a detailed analysis, including the use of site-specific data where possible.

The Odour Guideline identifies the followings steps as necessary for a detail analysis:

1. Undertake a mandatory Operational Odour Analysis (OOA) and location review as detailed in Appendix 3 of Odour Guideline (Draft).

2. Undertake further analysis using selected tools from Table 1 of Odour Guideline (Draft) as required.

3. Compile additional information required to support the detailed analysis.

3. Reporting Requirements In accordance with DWER’s Odour Guidelines the reporting requirements for the verification of the trial, based on a detailed analysis are as follows:

1. A detailed analysis summary report table (template provided in Appendix 4 of Odour Guideline).

The purpose of the above meetings was to discuss recent odour complaints from the local residents and CCL’s Odour Management Plan. Details of the proposed trial were discussed, CCL sought feedback from the council, including details of any council specific requirements.

Department of Water and Environmental Regulation (DWER) A pre-submission meeting was held with DWER on 11th of January 2018 at DWER’s Booragoon Office.

The purpose of this meeting was to discuss the Appeals Convenor’s advice to remove the Odour Neutralising Trial from a pending Licence Appeal, present details of the proposed trial and determine the way forward.

DWER advised CCL a Works Approval would be required for the commissioning of the equipment. If approved, DWER may initiate the Licence Amendment process if trial was deemed successful.

DWER advised they may consult with the Department of Health if deemed necessary.

Verification and validation methods to assess the effectiveness of the odour neutraliser in reducing odour emissions were discussed. DWER advised a Draft Odour guideline for prescribed premises was under review and due for release in the near future.

A second engagement meeting was held on 9th May, 2018 at DWER’s Perth City Office.

The purpose of this second meeting was to outline CCL’s engagement strategy for the Odour Neutralising Trial and provide an updated timeframe of submission to the department. The community engagement forum plan was informally introduced, and an invitation extended to participate. It was noted that the forum would be utilised to communicate Works Approval application.

Community Consultation In accordance with EP Licence L4533/1967/15 Condition 5, CCL maintains a Complaints Register concerning the impact of emissions from the premises and responds to the complainant within a 72-hour period.

Odour complaints received during the November 2017 to May 2018 were recorded and investigated as per CCL protocol and discussions held with various members of the community regarding the proposed trial. Feedback was sought from these community members on their opinions and thoughts on the trial, and their willingness to participate in a community odour survey recorded.

On the 28th May, 2018 CCL hosted a community forum event at the Jackovich Centre, Munster. Attendees ranged from a variety of stakeholder groups including residents, community groups, industry groups and local council. The group was positively received, with a total of 19 participants (including CCL personnel). The full list of invitees is below:

Mechanism of Aireactor OWD

The following information has been supplied by CoolMist Systems Australia Pty Ltd, from Labiotest, the European distribution agent for Aireactor OWD:

▪ The mechanism by which Aireactor OWD operates is referred to as osmogenic barrier technology. As detailed below, Aireactor OWD is not a deodorant, replacing one odour with another, but a neutraliser, encapsulating and blocking malodorous compounds so they are not able to be detected.

▪ An osmogenic barrier is made by injecting in the stack gasses mists made of microscopic water drops, each one of which contains billions of micelles. During mixing in the stack gasses, the micro-drops and micelles inside them intercept the malodorous molecules, firmly blocking them, thus neutralizing the functionalities that make them osmogenically active. This action removes malodourous molecules quickly and inoffensively from the natural environment and stack gasses.

▪ The desired characteristics for using anti-odorous products in osmogenic barriers are: harmlessness and the total absence of toxicity for man, animals and plants, as well as rapid biodegradability. The maximum neutralising action will occur under conditions in which micronisation generates the maximum possible number of micelles. This can be ensured by using an adequate spraying system operating a high pressure, creating small size mist.
