Dear friends!

Signi cant results and changes have been achieved by the Russian lm industry recently. 2010 has become an important and meaningful point for the Russian lm industry. For the rst time in the last ten years, box of ce receipts in Russia have exceeded $ 1 billion.

With the appearance of the Federal Fund for Social and Economic Support to National Cinematography, essential changes have occurred in the system of state support to na-tional lms, and new opportunities and tools for nancing national cinematography have appeared.

At the beginning of 2011, the International Department of the Russian Cinema Fund started its activity. One of the International Department�s main directions is the develop-ment of international cooperation in the sphere of cinematography, and co-production between Russia and foreign countries. We are con dent that a number of initiatives in the sphere of international cooperation with the participation of Russia, such as Russia�s entry into Eurimages, the agreement on lm co-production between the Russian Cinema Fund and Cinecitta Luce, and the creation of Russian-German and Russian-French Film Acad-emies, will promote not only the implementation of co-production projects, but also the successful integration of Russian cinematography into the international lm industry.

We hope that with the help of this catalogue you will be able to learn something more about the Russian lm industry and Russia�s state support system for cinema, and also about Russian producers and co-production projects, opening the door for new ways and possibilities of cooperation with Russia.

With a long and rich history, the 33rd Annual MOSCOW INTERNATIONAL FILM FESTIVAL (MIFF) is poised to again welcome over 2,000 journalists, more than 200,000 audience members, and hundreds of esteemed lmmakers, celebrities, and industry guests. In addition to presenting a high-caliber program of modern and retrospective lms, MIFF additionally hosts the Moscow Business Square, a collection of top-level players coming together to hold roundtable discussions, make project presentations, and meet one-on-one with the goal of industry advancement and collaboration. Legendary lmmakers have presented at MIFF throughout the years, including Francis Ford Coppola, Federico Fellini, Sergei M. Eisenstein, Soa Loren, Elisabeth Taylor, Anna Magnani, Gloria Swanson, Luchino Visconti, Vittorio de Sica,

Fred Zinnemann, Akira Kurosawa, Andrzej Wajda, and Miklós Jancsó. Other notable careers launched at MIFF include those of Atom Egoyan, Guillermo Del Toro, and Kaneto Shindo. Recent high-prole guests include Takeshi Kitano, Michael Mann, Will Smith, Charlize Theron, Claude Lelouch, Quentin Tarantino, Sean Penn, Joseph Fiennes, and Adrien Brody. Beyond the important networking connections to be made, MIFF offers a number of recognition opportunities. The Grand Jury will award statuettes of St. George for the Best Film, Special Jury Prize, Best Director, Best Actor, and Best Actress. Category awards and other prestigious honors will be bestowed by the organizing committee. Outstanding Career Achievement in Acting honors have recently been presented to the likes of Jack Nicholson, Meryl Streep, Jeanne Moreau, Oleg Yankovsky and Gérard Depardieu, as well as other cinema luminaries. A FIAPF-recognized Festival, Moscow International Film Festival aims to promote cultural exchanges and mutual understandings among nations and to develop further cooperation among lmmakers of the world. This year's event will include the Moscow Industry Showcase, an exposition with the participation of lm studios, lm service companies, administrations of Russian lm commissions providing services for Russian and international lm projects, and other important lm industry representatives from the region and throughout the world. Taking place in Moscow, near the historic Red Square and Kremlin, there are many sites of interest for attending lmmakers and guests to enjoy.

Public support for Russian Film is regulated by the Federal Law #126 dated August 22, 1996 On State Support of Cinematography in the Russian Federation, which stipulates two main nancing mechanisms: In accordance with the procedure of placing orders for supplies of goods, performance of work and rendering of services for public and munici-pal needs. Financing is carried out within the framework of the special program Culture of Russia (2006�2011)1 and under the article of expenditure State Support in the Domain of Culture, Cinematogra-phy and Mass Media.Distribution of nancing is carried out by means of open tenders. The tenders are held several times a year for several lots on a predetermined subject. For each lot, the starting price is set (maximum

price), which cannot be exceeded. This is the amount of maximum nancial support from the state. The main tender criteria are contract price and time of performance. A company that seeks state nancial support for its lm project can reduce the price and term of the contract at its own discretion. In accordance with the rules for provision of federal budget subsidies for the support of cinematography.The rules and the amount of public nancing of Russian Film as subsidies are annually approved by the Government of the Russian Federation. In 2011, the federal budget subsidies for Russian Film were allocated to the Ministry of Culture of the Russian Federation and the Federal Fund for Social and Economic Support to National Cinema-tography (the Russian Cinema Fund).

Recipient organisations: lm organizations that pro-duce and distribute National children�s and youth lms; debutes; author and experimental lms; almanacs; documentary, popular science and animation lms. Recipients organisations are chosen by expert councils. Selection of applications for the subsi-dies announces several times per year.In 2010, the projects of the following Russian directors were supported by subsidies from the Russian Ministry of Culture: Aleksandr Mindadze, Kirill Serebrennikov, Aleksey German Jr., Nikolai Khomeriki, Aleksey Fedorchenko and others.

In addition, state support was allocated to 4 co-production projects: Innocent Saturday ( . Mind-adze), 4 Days in May (A. Guskov, Achim von Borries), Gulfstream under the Iceberg (E. Pashkevich) and Under Electric Clouds (A. German Jr.).

Federal Fund for Social and Economic Support to National Cinematography (The Russian Cinema Fund)Amount of subsidies: 2,860,927,300 RUR.

Aim of activity: support in accordance with the procedures and terms set by the Russian Cinema Fund for production, distribution, exhibition and promotion of National full-length feature and animation lms of leading national lm produc-ers, socially important lms, and participation of National lms in lm festivals and lm markets.The supreme authority of the Russian Cinema Fund is the Board of Guardians. Its members are approved by the Russian Government. Pres-ently, the Chairman of the Board of Guardians is the Deputy Chairman of the Government of the Russian Federation Aleksander Zhukov. Current activities are managed by the Russian Cinema

Fund�s Executive Director appointed by the Board of Guardians. The Russian Cinema Fund�s structure also includes the Expert Board, permanent con-sultative body consisting of 11 persons. It ensures comprehensive professional evaluation of lm projects about topical issues, artistic talents, value content, distribution potential and correspondence to audience expectations. Besides, there is the Consultative Council at the Russian Cinema Fund whose primary goals are working out the priority directions of the development of national cinema-tography, assistance to promote Russian cinema abroad, development of international relations in cinematography abroad and etc.

The leading companies of the national lm production industry were selected by the Russian Cinema Fund�s Board of Guardians. At the beginning of 2011, there were 8 leaders:

�CTB (producer: Sergei Selyanov).

�Direktsia Kino (producer: Anatoly Maksimov).

�Studio Trite (producers: Nikita Mikhalkov and Leonid Vereshagin).

�Central Partnership (producer: Sergey Dan-ielyan).

�Pro t (producer: Igor Tolstunov).

�Art Pictures (producers: Fedor Bondarchuk and Dmitry Rudovsky).

�Bazelevs (producer: Timur Bekmambetov).

�Rekun (producer: Ilya Neretin).

CO-PRODUCTIONSYSTEMPublic support for co-production is carried out by the Ministry of Culture of the Russian Federation and the Cinema Fund. To obtain public support, Russian producer of the lm project should obtain the status of �National lm�. This status allows use of the privilege of exemption from VAT. The status of National lm can be granted to co-production lm projects with those countries which the Russian Federa-tion has signed international co-production agreements (Canada, Italy, Bulgaria and France) and the participating countries of the European Convention for Co-Production. The status of National lm can be granted as well to projects from other countries if they correspond to the following criteria:

For submission of documents for state support, the projects should not have the status of a National lm, but must meet the requirements for this status. The status can be granted after the decision has been made for project support. The status of National lm must be obtained before the project nancing starts.

� the lm�s producer is a Russian Federation citizen or a legal person duly registered in the Russian Federation;

�the majority of the lm authors are citizens of the Russian Federation;

�the lm crew (production directors, photography directors, cameramen, soundmen, artistic directors, costume designers, lm editors and leader actors) includes no more than 30 percent of people that do not have Russian Federation citizenship;

�the lm is shot in Russian or other languages of the people of the Russian Federation, exclud-ing cases when usage of a foreign language is an integral part of the artistic concept;

�not less than 50 percent of the total volume of work on lm production at estimated prices for lm production, distribution and exhibition is performed by cinematography organizations duly registered in the Russian Federation;

�foreign investment in lm production does not exceed 50 percent of the estimated cost of the lm.

Support from Russian regionsProjects are supported within the framework of the project on creation of regional lm commissions in Russia and stipulates that shooting must be performed in the regions. Conditions and procedure of participation of the Russian Cinema Fund in lm co-production projects with foreign partnersThe Fund shall provide nancial support for production of full-length feature and animation national lms targeted at international theatrical release. Applications for funding are accepted from production companies registered in the territory of the Rus-sian Federation

1. Screenplay (in Russian and English) 2. Estimated budget of the lm.3. Preliminary plan of the lm nancing.4. Expert estimates of the project undertaken by

a sales company.5. Con rmation of participation in the project

from a European (international) party / parties in the format of a �Letter of intent� or �Deal memo�.

6. Availability of agreements with the company providing local distribution.

7. Availability of agreements regarding the inter-national distribution of the lm (desirable).

8. Compliance of the project with the criteria of a national lm.

9. Con rmation of preliminary agreements on casting.

10. Con rmation of the intention (if any) of European (international) funds to nance the project.

Procedure for submitting an applicationThe procedure for submitting applications is established in the Order of the Russian Cinema Fund No. 6 dated April 14, 2011.The following documents shall be mandatory for an application to be considered:

�The funds of the Cinema Fund shall be trans-ferred in three installments at the following stages of the lm production (pre- production, production, post�production) to the applicant�s address in accordance with the plan of funding and cash ow.

�The last installment shall be effected on the basis of the Auditor�s Opinion con rming the targeted nature and completeness of spending of the funds transferred by the Fund.

�A Russian producer shall invest in the project at least 30% of the Russian party�s participation in the project.

�The funds of the Fund shall be provided after all others.

�The project shall be completed within 12 months from the date of provision of the second tranche of the payment.

Supposed procedure for fundingIf a positive decision is taken in respect of a project funding, the Cinema Fund shall enter into an agree-ment on the lm production funding. In this case, the availability of a National Film Certi cate issued by the Ministry of Culture of the Russian Federation shall be a mandatory condition for entering into the agreement. The terms of the agreement shall determine the following procedure of funding:

�Artistic value of the project.

�The commercial potential of the project in terms of forecasts of international sales and distribution.

�Understanding of the target audience by the producers.

�The creative team of the project (producer, director, operator, composer) shall be considered in terms of the work experience: previous success, work experience in relevant projects and achieve-ments (awards at festivals, successful release, etc.).

Project selection criteriaThe decision on the selection of projects shall be taken by the Expert Council consisting of Russian and international producers, a distributor and a marketing specialist. The following criteria shall be taken into consideration in selection of a project:

«Moscow Business Square» is the international business platform of Moscow International Film Festival. «Moscow Business Square» will be aimed at developing the cooperation in the eld of lm production and distribution and will be providing the following activities: Moscow Co-production Forum, Moscow Business Square Screenings and

Moscow Industry Showcase. Moscow Co-produc-tion Forum will combine up to 18 projects from all over the world. The main focus of «Moscow Co-production Forum» in 2011 will be the lm industry of post-Soviet states - countries of the trans-Caucasian region, Central Asia, the Baltic, as well as Russia, Belarus, Ukraine and Moldova.

Project For Tomorrow is the rst lm forum in Russia to showcase works-in-progress from Russia and Eastern Europe. Together with CentEast Film Market which is part of the Warsaw International Film Festival we select lms from Belarus, Bul-garia, Czech Republic, Hungary, Poland, Romania, Russia, Slovakia, Ukraine, and Croatia. Selected trailers are presented in Warsaw and in Moscow

just a few days apart. Project For Tomorrow invites to Moscow prominent European distributors, sales agents, lm funds representatives and festival pro-grammers. PROJECT FOR TOMORROW is a unique opportunity for them to view recently completed lms and those still in production prior to their festival premieres or theatrical release.
