CONSTRUCTION AND DEMOLITION DEBRIS MANAGEMENT

• San Diego landfill is on DoN Property– Free tipping until landfill closes, projected 2012– $6M increase in landfill disposal costs for metro area when landfill

closes at current C&D diversion rate

• C&D by far the largest waste stream generated in metro area

• Must aggressively divert to preserve landfill space– 77% of C&D tonnage is diverted through the ISWMP– Requires SOURCE SEPARATION at point of generation

• CNRSWINST 11350 – Requires all C&D projects to submit solid waste assessment

management plan or waste assessment form

• ISWMP C&D Diversion Manager works closely with construction personnel to present diversion opportunities/alternatives

• ISWMP Office administers landfill coupon program

CONCLUSION

• CNRSW Integrated Solid Waste Management Program promotes diversion

• More cost effective to divert than landfill waste

• Verifies economic feasibility goes hand-in-hand with environmental sustainability
