    Important Notice

    The Regulations or Compressed Natural Gas (CNG) apply to the design, and installation o CNG engine uel system on vehicles o all

    types; CNG systems used or compression, storage, sale, transportation, delivery, or distribution o CNG or any purpose; and all CNG

    mobile uel systems. The regulations do not apply to 1) the production, transportation, storage, sale, or distribution o natural gas that

    is subject to the saety regulations promulgated under Subtitle A or B, Title 3, Texas Utilities Code; 2) pipelines, xtures, equipment, oracilities to the extend that they are subject to the saety regulations promulgated and enorced by the Railroad Commission o Texas

    (Commission) pursuant to Natural Resources Code, Chapter 117, or Subchapter E, Chapter 121, Texas Utilities Code; or 3) the design and

    installation o any CNG system in ships, barges, sailboats, or other types o watercrat. Such installation is subject to the American Board

    and Yacht Council (ABYC) and any other applicable standards.

    The Regulations or Liqueed Natural Gas (LNG) apply to the design, installation, and operation o LNG dispensing systems, the design

    and installation o LNG engine uel systems on vehicles o all types and their associated ueling acilities, and the construction and

    operation o equipment or the storage, handling, and transportation o LNG. The regulations do not apply to locomotives, railcar tenders,

    marine terminals, or to the transportation, loading, or unloading o LNG on ships, barges, or other types o watercrat, or to any uel cell

    approved by the Federal Aviation Administration and intended to be used solely as a uel cell or aircrat, including hot air balloons, or to

    an installation or connection that is part o a distribution or pipeline system that is covered by Title 49, Code o Federal Regulations, Part192. From the point at which LNG in a system has been vaporized and converted to compressed natural gas (CNG), the equipment and

    components must comply with the Commissions Regulations or Compressed Natural Gas.

    The rules in this publication are not consecutively numbered to allow or uture expansion, so there may be a break in the numbering.

    Revisions to the CNG and LNG regulations will occur ater the date o this publication. It is your responsibility to comply with the CNG or

    LNG regulations in eect at the time the CNG or LNG activities are conducted or perormed. The Railroad Commissions current CNG and

    SUBCHAPTER A SCOPE AND DEfiNiTiONS

    13.1 Scope

    (a) This chapter applies to the design and installation o compressed natural gas (CNG) engine uel systems on vehicleso all types; CNG systems used or compression, storage, sale, transportation, delivery, or distribution o CNG or any

    purpose; and all CNG mobile uel systems.

    (b) This chapter shall not apply to:

    (1) the production, transportation, storage, sale, or distribution o natural gas that is subject to Commission

    jurisdiction under Subtitle A or B, Title 3, Texas Utilities Code;

    (2) pipelines, xtures, equipment, or acilities to the extent that they are subject to the saety regulations

    promulgated and enorced by the Railroad Commission o Texas pursuant to Natural Resources Code, Chapter 117,

    or Subchapter E, Chapter 121, Texas Utilities Code; or

    (3) the design and installation o any CNG system in ships, barges, sailboats, or other types o watercrat. Such

    installation is subject to the American Board and Yacht Council (ABYC) and any other applicable standards.

    (c) Subchapters A, B, C, D, E, and F o this chapter shall not apply to vehicles and uel supply containers that:

    (1) are manuactured or installed by original equipment manuacturers;

    (2) comply with Title 49, Code o Federal Regulations, the Federal Motor Vehicle Saety Standards; and

    (3) comply with the National Fire Protection Association (NFPA) Code 52, Compressed Natural Gas (CNG)

    Vehicular Systems Code .

    (d) Vehicles and uel supply containers excluded rom the requirements o subchapters A through F o this chapter

    pursuant to subsection (c) o this section shall comply with the requirements o 13.24 o this title, relating to Filings

    Required or School Bus, Mass Transit, and Special Transit Installations.

    13.2 Retroactivity

    Unless otherwise stated, the regulations in this chapter are not retroactive. Any installation o a CNG system shall meet

    the requirements o this chapter at the time o installation.

    13.3 Defnitions

    The ollowing words and terms, when used in this chapter, shall have the ollowing meanings, unless the context clearly

    indicates otherwise.

    (1) AFRED--Alternative Fuels Research and Education Division.

    (2) ANSI--American National Standards Institute.

    (3) Approved--Authorized by a Division or the Commission.

    (4) ASME--American Society o Mechanical Engineers.

    (5) ASME Code--ASME Boiler and Pressure Vessel Code.

    (6) ASTM--American Standard Testing Material.

    (7) Automatic dispenser--A CNG dispenser which is operated by a member o the general public and which requires

    transaction authorization.

    (8) Building--A structure with walls and a roo resulting in the structure being totally enclosed.

    (9) Cascade storage system--Storage in multiple cylinders.

    (10) CNG--See Compressed natural gas in this section.

    (11) CNG cargo tank--A container which complies with ASME or DOT specications used to transport CNG or delivery.

    (12) CNG cylinder--A cylinder or other container designed or use or used as part o a CNG system.

    (13) CNG system--A system o saety devices, cylinders, piping, ttings, valves, compressors, regulators, gauges, relie

    devices, vents, installation xtures, and other CNG equipment intended or use or used in any building or commercial

    installation, or used in conjunction with a motor vehicle or mobile uel system ueled by CNG, or any system or acilities

    designed to be used or used in the compression, sale, storage, transportation or delivery, or distribution o CNG in

    portable CNG cylinders, not including natural gas acilities, equipment, or pipelines located upstream o the inlet o a

    compressor devoted entirely to CNG.

    (14) Commercial installation--Any CNG installation located on premises other than a single amily dwelling used as a

    residence, including but not limited to a retail business establishment, school, convalescent home, hospital, retail CNG

    cylinder lling/exchange operation, service station, orklit reueling acility, or private motor/mobile uel cylinder lling

    operation.

    (15) Commission--The Railroad Commission o Texas or an operating division o the Commission or a divisions

    employees.

    (16) Company representative--An owner or employee o a licensee designated by that licensee to take any required

    examinations and to actively supervise CNG operations o the licensee.

    (17) Compressed natural gas--Natural gas which is a mixture o hydrocarbon gases and vapors consisting principally

    o methane (CH4

    ) in gaseous orm that is compressed and used, stored, sold, transported, or distributed or use by or

    through a CNG system.

    (18) Container--A pressure vessel cylinder or cylinders permanently maniolded together used to store CNG.

    (19) Cylinder service valve--A hand-wheel operated valve connected directly to a CNG cylinder.

    (20) Dispensing area or dispensing installation--A CNG installation that dispenses CNG rom any source by any meansinto uel supply cylinders installed on vehicles or into portable cylinders.

    (21) DOT--United States Department o Transportation.

    (22) Flexible metal hose--Metal hose made rom continuous tubing that is corrugated or fexibility and, i used or

    pressurized applications, has an external wire braid.

    (23) Fuel supply cylinder--A cylinder mounted upon a vehicle or storage o CNG as uel supply to an internal

    combustion engine.

    (24) Interim approval order--The authority issued by the Railroad Commission o Texas ollowing a public hearingallowing construction o a CNG installation.

    (25) Location--A site operated by a CNG licensee at which the licensee carries on an essential element o its CNG

    activities, but where the activities o the site alone do not qualiy the site as an outlet.

    (26) Maniold--The assembly o piping and ttings used to connect cylinders.

    (27) Mass transit vehicle--Any vehicle which is owned or operated by a political subdivision o a state, city, or county and

    primarily used in the conveyance o the general public.

    (28) Metallic hose--Hose in which the strength o the hose depends primarily on the strength o metallic parts, including

    liners or covers.

    (29) Mobile uel container--A CNG container mounted on a vehicle to store CNG as the uel supply or uses other than

    motor uel.

    (30) Mobile uel system--A CNG system which supplies natural gas uel to an auxiliary engine other than the engine

    used to propel the vehicle or or other uses on the vehicle.

    (31) Motor uel container--A CNG container mounted on a vehicle to store CNG as the uel supply to an engine used to

    propel the vehicle.

    (32) Motor uel system--A CNG system excluding the container which supplies CNG to an engine used to propel the

    vehicle.

    (33) Motor vehicle--A sel-propelled vehicle licensed or highway use or used on a public highway.

    (34) Outlet--A site operated by a CNG licensee at which the business conducted materially duplicates the operations or

    which the licensee is initially granted a license.

    (35) Person--An individual, sole proprietor, partnership, rm, joint venture, association, corporation, or any other

    business entity, a state agency or institution, county, municipality, school district, or other governmental subdivision, or

    licensee.

    (36) Point o transer--The point where the ueling connection is made.

    (37) Pressure-lled--A method o transerring CNG into cylinders by using pressure dierential.

    (38) Pressure relie valve--A device designed to prevent rupture o a normally charged cylinder.

    (39) Public transportation vehicle--A vehicle or hire to transport persons, including but not limited to taxis, buses

    (excluding school buses, mass transit, or special transit vehicles), or airport courtesy cars.

    (40) Pullaway--The accidental separation o a hose rom a cylinder, container, transer equipment, or dispensing

    equipment, which could occur on a cylinder, container, transer equipment, or dispensing equipment whether or not

    they are protected by a pullaway device.

    (41) Railroad Commission o Texas--The members o the Railroad Commission o Texas.

    (42) Representative--The individual designated by an applicant or licensee as the principal individual in authority who

    is responsible or actively supervising the licensees CNG activities.

    (43) Residential ueling acility--An assembly and its associated equipment and piping at a residence used or the

    compression and delivery o natural gas into vehicles.

    (44) School--A public or private institution which has been accredited through the Texas Education Agency or the

    Texas Private School Accreditation Commission.

    (45) School bus--A vehicle that is sold or used or purposes that include carrying students to and rom school or related

    events.

    (46) Settled pressure--The pressure in a container at 70 degrees Fahrenheit, which cannot exceed the marked service

    or design pressure o the cylinder.

    (47) Special transit vehicle--A vehicle designed with limited passenger capacity which is used by a school or mass

    transit authority or special transit purposes, such as transport o mobility impaired persons.

    (48) Transport--Any vehicle or combination o vehicles and CNG cylinders designed or adapted or use or used

    principally as a means o moving or delivering CNG rom one place to another, including but not limited to any truck,

    trailer, semitrailer, cargo tank, or other vehicle used in the distribution o CNG.

    (49) Ultimate consumer--The person controlling CNG immediately prior to its ignition.

    13.10 CNG Advisory Committee

    (a) Denitions. The ollowing words and terms, when used in this section, shall have the ollowing meanings, unless the

    context clearly indicates otherwise.

    (1) Committee--The CNG Advisory Committee o the Railroad Commission o Texas.

    (2) Consumer representative--A member o the committee who is not engaged in the business o producing,

    distributing or retailing CNG and who is not engaged in the business o designing, manuacturing, distributing or

    retailing CNG equipment or perorming CNG related research or other services, but who is an end user o CNG uel,

    including but not limited to a consumer o CNG as an automotive or other transportation uel.

    (3) Division--The Gas Services Division, LP-Gas Section, o the Railroad Commission o Texas.

    (4) Fiscal year--September 1 o a year through August 31 o the ollowing year.

    (5) Industry representative--A member o the committee who is engaged in the business o producing, distributing

    or retailing CNG or who is engaged in the business o designing, manuacturing, distributing or retailing CNG

    equipment or perorming CNG related research or other services.

    (6) Local government representative--A member o the committee who is a re marshal or a city or county.

    (7) Member--An industry representative, a consumer representative, or a representative o local government who

    serves on the CNG Advisory Committee o the Railroad Commission o Texas.

    (8) Presiding ocer--The chairman o the CNG Advisory Committee o the Railroad Commission o Texas.

    (b) Establishment; Duration. The CNG Advisory Committee o the Railroad Commission o Texas is hereby established

    eective February 1, 1999. The committee is abolished on August 31, 2006, unless the commission amends this

    subsection to establish a dierent date.

    (c) Purpose and Duties. The purpose o the committee is to give the commission the benet o the members collective

    business, environmental, and technical expertise and experience to help the commission develop and implement rules

    or the sae use o CNG. The committees sole duty is to advise the commission. The committee has no executive or

    administrative powers or duties with respect to the operation o the division. All such powers and duties rest solely withthe commission.

    (d) Composition o Committee; Membership Terms. The committee shall be composed o six members, ve o whom are

    voting members. The ve voting members shall include two CNG consumers, two members o the CNG industry, and one

    representative rom local government. All members serve at the pleasure o the commission, or a period o two years.

    The Gas Services Division directors delegate shall serve as an ex ocio, non-voting member o the committee.

    (e) Nominations or Committee Membership. Any person may nominate a candidate or candidates or membership on

    the committee. Nominations shall be in writing and submitted by January 15, 1999, or the initial committee, and by

    January 15 o each odd-numbered year thereater. Nominations may be submitted to the commission, a commissioner, or

    the assistant director o the division or transmission to the commission.

    () Appointment o Members. All members o the committee are appointed by and serve at the pleasure o the

    commission. The commission shall appoint members o the rst committee by February 1, 1999, and by August 31 o

    each odd-numbered year thereater, such that the composition o the committee meets the requirements o subsection

    (d) o this section. I a member resigns or otherwise vacates his or her position prior to the end o his or her term, the

    commission shall appoint a replacement who shall serve the remainder o the unexpired term.

    (g) Reimbursement o Members Expenses. The commission shall not reimburse members or travel or other expenses

    related to service on the committee.

    (h) Presiding Ocer; Other Ocers. The committee shall elect rom its members a presiding ocer who shall report the

    committees advice and attendance in writing to the commission. The committee may elect other ocers at its pleasure.

    (i) Subcommittees. The committee may organize itsel into subcommittees. One member o each subcommittee

    shall serve as the chair o that subcommittee. The subcommittee chairs shall make written reports regarding their

    subcommittees work to the presiding ocer.

    (j) Meetings. The committee shall meet at the call o the presiding ocer or the commission. Committee and

    subcommittee meetings are open to the public.

    (k) Committee Records. The division sta shall record and maintain the originals o the minutes o each committee

    and subcommittee meeting. The division shall maintain a record o actions taken by the committee and shall distribute

    copies o approved minutes and other committee documents to the commission and the committee members.

    (l) Evaluation o Committee Costs and Benets. By October 1 o each year, the division director shall evaluate or the

    previous scal year and report to the commission:

    (1) the committees work;

    (2) the committees useulness; and

    (3) the costs related to the committees existence, including the cost o commission sta time spent in support o

    the committees activities.

    (m) Report to Legislative Budget Board. The commission shall biennially report to the Legislative Budget Board theinormation developed under subsection (l) o this section in evaluating the committees costs and benets.

    SUBCHAPTER B - GENERAL RULES fOR COMPRESSEDNATURAL GAS (CNG) EqUiPMENT qUALifiCATiONS

    13.21 Applicability and Severability

    (a) The provisions o this subchapter apply to pressurized components o a compressed natural gas (CNG) system, andare applicable to both engine uel systems and compression, storage, and dispensing systems.

    (b) I any item, clause, or provision o these rules is or any reason declared invalid, the remainder o the provisions

    shall remain in ull orce and eect and shall in no way be aected, impaired, or invalidated.

    (c) Nothing in these rules shall be construed as requiring, allowing, or approving the unlicensed practice o engineering

    or any other proessional occupation requiring licensure.

    13.22 Odorization

    (a) Compressed natural gas shall have a distinctive odor potent enough or its presence to be detected down to aconcentration in air o not over one-th o the lower limit o fammability.

    (b) Compressed natural gas shall be odorized according to the provisions o Texas Utilities Code, 121.251 and

    121.252, in eect at the time the gas is odorized.

    13.24 Filings Required or School Bus, Mass Transit, and Special TransitInstallations

    (a) Ater the manuacture o or the conversion to a CNG system on any vehicle to be used as a school bus, mass

    transit, public transportation, or special transit vehicle, the manuacturer, licensee, or ultimate consumer making theinstallation or conversion shall notiy the Commission in writing on CNG Form 1503 that the applicable CNG-powered

    vehicles are ready or a complete inspection to determine compliance with the Regulations or Compressed Natural Gas.

    (b) I the Commissions initial complete inspection nds the vehicle in compliance with the Regulations or Compressed

    Natural Gas and the statutes, the vehicle may be placed into CNG service. For feet installations o identical design,

    an initial inspection shall be conducted prior to the operation o the rst vehicle, and subsequent vehicles o the same

    design may be placed into service without prior inspections. Subsequent inspections shall be conducted within a

    reasonable time rame to ensure the vehicles are operating in compliance with the Regulations or Compressed Natural

    Gas. I violations exist at the time o the initial complete inspection, the vehicle shall not be placed into CNG service and

    the manuacturer, licensee, or ultimate consumer making the installation or conversion shall correct the violations. The

    manuacturer, licensee, or ultimate consumer shall le with the Commission documentation demonstrating compliancewith the Regulations or Compressed Natural Gas, or the Commission shall conduct another complete inspection beore

    the vehicle may be placed into CNG service.

    (c) The manuacturer, licensee, or ultimate consumer making the installation or conversion shall be responsible

    or compliance with the Regulations or Compressed Natural Gas, statutes, and any other local, state, or ederal

    requirements.

    (d) I the requested Commission inspection identies violations requiring modications by the manuacturer, licensee,

    or ultimate consumer, the Commission shall consider the assessment o an inspection ee to cover the costs associated

    with any additional inspection, including mileage and per diem rates set by the legislature.

    13.25 Filings Required or Stationary CNG Installations

    (a) No CNG container shall be placed into CNG service or an installation operated or used in CNG service until the

    requirements o this section, as applicable, are met and the acility is in compliance with all applicable Regulations

    or Compressed Natural Gas and statutes, in addition to any applicable requirements o the municipality or the county

    where an installation is or will be located.

    (b) Aggregate storage capacity in excess o 240 standard cubic eet water volume. For installations with an aggregate

    storage capacity in excess o 240 cubic eet water volume, the licensee shall submit the ollowing to the Commission at

    least 30 days prior to construction:

    (1) CNG Form 1500;

    (2) CNG Form 1500A with all applicable documents;

    (3) a plat drawing rom the appropriate appraisal district identiying the acilitys property boundaries;

    (4) a site plan o sucient scale that identies:

    (A) the location, types, and sizes o all containers already on site or proposed to be on site;

    (B) the distances rom the containers and material handling equipment to the property lines, buildings, and

    railroad, pipeline, or roadway rights-o-way; and

    (C) any known potential hazards.

    (5) a nonreundable ee o $50 or the initial application. A nonreundable ee o $30 shall be required or any

    resubmission.

    (c) The Commission shall notiy the applicant in writing outlining its ndings. I the application is administratively

    denied, the applicant may modiy the submission and resubmit it or may request a hearing in accordance with the

    general rules o practice and procedure o the Railroad Commission o Texas in Chapter 1 o this title (relating to

    Practice and Procedure).

    (d) I the Commission nds ater a public hearing that the proposed installation complies with the Regulations orCompressed Natural Gas and the statutes o the State o Texas, and does not constitute a danger to the public health,

    saety, and welare, the Commission shall issue an interim approval order. The construction o the installation and the

    setting o the container shall not proceed until the applicant has received written notication o the interim approval

    order. Any interim approval order shall include a provision that such approval may be suspended or revoked i:

    (1) the applicant has introduced CNG into the system prior to nal approval; or

    (2) a physical inspection o the installation indicates that it is not installed in compliance with the submitted plat

    drawing or the installation, the Regulations or Compressed Natural Gas, or the statutes o the State o Texas; or

    (3) the installation constitutes a danger to the public health, saety, and welare.

    (e) I a CNG stationary installation, equipment, or appurtenances not specically covered by the Regulations or

    Compressed Natural Gas has been or will be installed, the Commission shall apply and require any reasonable saety

    provisions to ensure the CNG installation is sae or CNG service. I the aected entity disagrees with the Commissions

    determination, the entity may request a hearing. The installation shall not be placed in CNG operation until the

    Commission has determined the installation is sae or CNG service.

    () Aggregate storage capacity o less than 240 standard cubic eet water volume.

    (1) Within 10 calendar days ollowing the completion o container installation, the licensee shall submit CNG Form

    1501 to the Commission stating:

    (A) the installation ully complies with the statutes and the Regulations or Compressed Natural Gas;

    (B) all necessary CNG licenses and certicates have been issued; and

    (C) the date the installation has been placed in CNG service.

    (2) Pay a nonreundable ee o $10 or each ASME container or DOT cylinder cascade listed on the orm. A

    nonreundable ee o $20 shall be required or any resubmission.

    (g) Notice o complete or incomplete orm. The Commission shall review all applications within 21 business days o

    receipt o all required inormation and shall notiy the applicant in writing o any deciencies.

    (h) Expiration o application; extension.

    (1) When an applicant is notied o an incomplete CNG Form 1500, the applicant has 120 calendar days rom

    the date o the notication letter to resubmit the corrected application or the application will expire. Ater 120

    days, a new application shall be led should the applicant wish to reactivate commission review o the proposed

    installation.

    (2) I the applicant requests an extension o the 120-day time period in writing, postmarked or physically delivered

    to the Commission beore the expiration date, the application may be renewed or up to 90 days as determined by

    the Commission.

    (3) I the subject installation is not completed within one year rom the date o the Commissions completed review,

    the applicant shall resubmit the application or the Commissions review.

    (i) Physical inspection o stationary installations.

    (1) Aggregate storage capacity in excess o 240 standard cubic eet water volume. The applicant shall notiy the

    Commission when the installation is ready or inspection. I the Commission does not physically inspect the acility

    within 30 calendar days o receipt o notice that the acility is ready or inspection, the applicant may operate the

    acility conditionally until the initial complete inspection is made. I any saety rule violations exist at the time

    o the initial inspection, the applicant may be required to cease CNG operation until the applicant corrects the

    violations.

    (2) Aggregate storage capacity o less than 240 standard cubic eet water volume. Ater receipt o CNG Form 1501,

    the Commission shall conduct an inspection as soon as possible to veriy the installation described complies with

    the Regulations or Compressed Natural Gas. The applicant may operate the acility prior to inspection i the acility

    ully complies with the Regulations or Compressed Natural Gas. I any CNG statute or saety rule violations exist at

    the time o the initial inspection at a commercial installation, the Commission may immediately remove the subject

    container, including any piping, appliances, appurtenances, or equipment connected to it rom CNG service until

    the applicant corrects the violations.

    (j) Material variances. I the Commission determines the completed installation varies materially rom the application

    originally accepted, the applicant shall correct the variance and notiy the Commission o the correction o the variance

    or resubmit the application. The Commissions review o such resubmitted application shall comply with the procedure

    described in this section.

    (k) In the event an applicant has requested an inspection and the Commission inspection identies violations requiring

    modications by the applicant, the Commission may assess an inspection ee to cover the costs associated with any

    additional inspection, including mileage and per diem rates set by the legislature.

    (l) Appurtenances and equipment.

    (1) All appurtenances and equipment placed into CNG service shall be listed by a nationally recognized testing

    laboratory such as Underwriters Laboratory (UL), Factory Mutual (FM), American Gas Association (AGA), or

    Canadian Gas Association (CGA), or such other laboratories approved by the Commission unless:

    (A) it is specically prohibited or use by another section o the Regulations or Compressed Natural Gas; or

    (B) there is no test specication or procedure developed by the testing laboratory or the appurtenance or

    equipment.

    (2) Appurtenances and equipment that cannot be listed but are not prohibited or use by the Regulations or

    Compressed Natural Gas shall be acceptable or CNG service provided the appurtenances and equipment are

    installed in compliance with the applicable Regulations or Compressed Natural Gas.

    (3) The licensee or operator o the appurtenances or equipment shall maintain documentation sucient tosubstantiate any claims made regarding the saety o any valves, ttings, and equipment and shall, upon request,

    urnish copies to the Commission.

    (4) Compliance under this section does not ensure conormity with other state and ederal regulations, such as

    those o the Texas Commission on Environmental Quality or its successor agencies.

    13.26 Design and Construction o Cylinders, Pressure Vessels, and VaporRecovery Receivers

    (a) Cylinders and pressure vessels shall be abricated o steel, aluminum, or composite materials.

    (b) Cylinders shall be manuactured, inspected, marked, tested, and retested in accordance with United States

    Department o Transportation (DOT) regulations and exemptions or compressed natural gas (CNG) service. Fuel

    supply cylinders shall have a rated service pressure o not less than 2,400 psig at 70 degrees Fahrenheit. Cascade

    storage cylinders shall have a rated service pressure o not less than 3,600 psig at 70 degrees Fahrenheit. Steel

    cylinders shall be manuactured and tested in compliance with DOT 3AA specications. Fiber reinorced plastic and

    ull composite cylinders shall comply with DOT FRP1 standard. Fiber reinorced plastic and hose wrapped composite

    cylinders shall comply with DOT FRP2 standard. Vapor recovery receivers shall have a minimum rated service pressure

    o 250 psig and be manuactured, inspected, marked, tested, and, i applicable, retested in accordance with DOT

    regulations or the American Society o Mechanical Engineers (ASME) Code.

    (c) DOT regulations requiring + (plus) and * (star) markings on DOT cylinders shall not apply to CNG cylinders.

    (d) Pressure vessels and containers other than cylinders shall be manuactured, inspected, marked, and tested in

    accordance with the Rules or the Construction o Unred Pressure Vessels, ASME Boiler and Pressure Vessel Code,

    Section VIII (Division I or II).

    (e) In addition to other marking requirements, cylinders shall be labeled with the words, FOR CNG ONLY, in letters

    at least one inch high in a contrasting color, and in a location which will be visible ater installation. Each cylinder in a

    cascade need not be labeled provided the cascade is labeled on each visible side. Decals or stencils are acceptable.

    () Field welding or brazing or the repair or alteration o a cylinder or ASME pressure vessel is prohibited.

    13.27 Pressure Relie Devices

    (a) Each uel supply cylinder shall be tted with a pressure relie device in accordance with the ollowing.

    (1) Pressure relie devices or cylinders shall be in accordance with Compressed Gas Association (CGA) Pamphlet

    S-1.1, Pressure Relie Device Standards-Part 1, Cylinders or Compressed Gases.

    (2) Cylinders manuactured under Department o Transportation exemption or special permits that require re

    tests or design qualication shall be equipped with pressure relie devices in accordance with CGA S-1.1 and o the

    type, temperature rating, pressure rating, number, and location used in the re tests.

    (3) The pressure relie device shall communicate with the uel and be vented to the atmosphere by a method that

    will withstand the maximum pressure which will result.

    (4) The discharge fow rate o the pressure relie device shall not be reduced below that required or the capacity o

    the container upon which the device is installed.

    (5) Pressure relie devices shall be located so that the temperature to which they are subjected shall be

    representative o the temperature to which the cylinder is subjected.

    (b) Containers (other than cylinders) and pressure vessels shall be provided with one or more spring-loaded pressurerelie valves set to open in accordance with the American Society o Mechanical Engineers (ASME) Code. The pressure

    relie devices shall be installed directly into the appropriate nozzle opening o the container. However, container(s) may

    have a ull-area stop valve between it and its pressure relieving device or inspection and repair purposes only. When

    such a stop valve is provided, it shall be so arranged that it can be locked or sealed open and it shall not be closed except

    by an authorized person. The authorized person shall remain stationed there during the period o the vessels operation.

    During operation, the valve shall remain closed, and the authorized person shall again lock or seal the stop valve in the

    open position beore leaving the stationed area.

    (c) The minimum rate o discharge o pressure relie devices shall be in accordance with Compressed Gas Association

    (CGA) Pamphlet S-1.1 Pressure Relie Device Standards-Part 1, Cylinders or Compressed Gases or the ASME Code,

    whichever is applicable.

    (d) Pressure relie valves or CNG service shall not be tted with liting devices. The adjustment, i external, shall be

    provided with means or sealing the adjustment to prevent tampering by unauthorized persons. I at any time such seal

    is broken, the valve shall be removed rom service until it has been reset and sealed. Any adjustments necessary shall be

    made by the manuacturer or his authorized representative(s).

    13.28 Pressure Gauges

    (a) Pressure gauges shall be designed or the normal pressure and temperature conditions to which the devices may be

    subjected with a burst pressure saety actor o at least our.

    (b) Dials shall be graduated to read 1.2 times the maximum operating pressure o the system to which the gauge is

    attached.

    (c) A gauge shall have an opening not to exceed 0.055 inches (number 54 drill size) at the inlet connection.

    13.29 Pressure Regulators

    (a) A pressure regulator inlet and each chamber shall be designed or its maximum working pressure with a pressure

    saety actor o at least our.

    (b) Low pressure chambers shall provide or excessive pressure relie or be able to withstand the operating pressure othe upstream pressure chamber.

    13.30 Piping

    (a) Piping, tubing, ttings, gaskets, and packing material shall be compatible with the uel under the service conditions.

    (b) All tubing shall be a minimum o Type 304 Stainless Steel. All tubing connectors shall be a minimum o Type 304

    Stainless Steel industrial type connectors having a minimum design pressure o 5,000 psig.

    (c) Piping, tubing, ttings, and other piping components between a cylinder or pressure vessel and the rst shuto

    valve shall be capable o withstanding a hydrostatic test o at least our times the rated working pressure without

    structural ailure.

    (d) Piping shall be American Standard Testing Material (ASTM) steel, Schedule 80, or better. All pipe ttings shall be

    orged steel stamped 6,000 psi or greater.

    (e) The ollowing components or materials shall not be used:

    (1) ttings, street ells, and other piping components o cast iron or semi-steel other than those complying with

    American Society or Testing and Materials (ASTM) Specications A-536 (Grade 60-40-18), A-395, and A-47 (Grade

    35018);

    (2) plastic pipe, tubing, and ttings or high pressure service;

    (3) galvanized pipe and ttings;

    (4) aluminum pipe, tubing, and ttings;

    (5) pipe nipples or the initial connection to a cylinder or pressure vessel;

    (6) copper alloy with copper content exceeding 70%.

    () Piping components such as strainers, snubbers, and expansion joints shall be permanently marked by the

    manuacturer to indicate the service ratings.

    13.31 Valves

    (a) Valves, valve packing, and gaskets shall be suitable or the uel over the ull range o pressures and temperatures to

    which they may be subjected under normal operating conditions.

    (b) Shuto valves shall have a design working pressure not less than the rated working pressure o the entire system

    and shall be capable o withstanding a hydrostatic test o at least our times the rated service pressure without ailure.

    Leakage shall not occur at less than one and one hal times the rated service pressure using dry air as the test medium.

    (c) Valves o cast iron or semi-steel other than those complying with ASTM Specications A-536 (Grade 60-40-18), A-

    395, and A-47 (Grade 35018) shall not be used as primary shuto valves.

    (d) Valves o a design that will allow the valve stem to be removed without removal o the complete bonnet or

    disassembly o the valve body shall not be used.

    (e) The manuacturer shall stamp or otherwise permanently mark the valve body to indicate the service ratings.

    Exception: Fuel supply container valves need not be marked as such.

    13.32 Hose and Hose Connections

    (a) Hose and metallic hose shall be o or lined with materials that are resistant to corrosion and the actions o CNG.

    (b) Hose, metallic hose, fexible metal hose, tubing, and their connections shall be suitable or the most severe pressure

    and temperature conditions expected under normal operating conditions with a burst pressure o at least our times the

    maximum working pressure.

    (c) Hose assemblies shall be tested by the manuacturer or its designated representative prior to use at pressure at least

    twice the service pressure.

    (d) Hose shall be continuously and distinctly marked with the manuacturers name or trademark, the words CNG

    service, and the working pressure. Metallic hose shall have a manuacturers permanently attached tag marked with themanuacturers name or trademark, the words CNG service, and the working pressure. This subsection does not apply

    to the hose installed rom the regulator to the mixer on a motor vehicle.

    (e) Hose, metallic hose, or fexible metal hose used in CNG vehicle uel system areas where a high degree o fexibility is

    required or vehicle saety shall comply with the requirements o subsections (a)-(d) o this section.

    () Hose, metallic hose, or fexible metal hose may be used in uel lines provided it meets the ollowing requirements.

    (1) The hose shall be capable o conducting an electrical current rom one end o the hose to the other end without

    the necessity o connecting a jumper wire rom end to end.

    (2) The length o the hose including the swaged ttings on each end shall not exceed 48 inches.

    (3) The hose shall be protected rom retting and sources o extremely high heat.

    (4) The hose shall have ttings or connectors on each end made o Type 304 or better stainless steel with a

    minimum design pressure o at least 5,000 psig.

    13.33 Compression Equipment

    (a) Compression equipment shall be designed or use with compressed natural gas (CNG) and or the pressures and

    temperatures to which it may be subjected under normal operating conditions. It shall have pressure relie devices

    which shall limit each stage pressure to the maximum allowable working pressure or the cylinder and piping associatedwith that stage o compression.

    (b) When CNG compression equipment is operated unattended, it shall be equipped with a high discharge and low

    suction pressure automatic shutdown control.

    (c) Control devices shall be designed or the pressure, temperature, and service expected under normal operating

    conditions.

    13.34 Vehicle Fuel Connection

    (a) A vehicle ueling connection shall provide or the reliable and secure connection o the uel system cylinders to asource o compressed natural gas (CNG).

    (b) The ueling connection shall be suitable or the pressure expected under normal conditions and corrosive

    conditions which might be encountered.

    (c) The ueling connection shall prevent escape o gas when the connector is not properly engaged or becomes

    separated.

    (d) The reueling connection on an engine uel system shall be rmly supported, and shall:

    (1) receive the ueling connector and accommodate the service pressure o the vehicle uel system;

    (2) incorporate a means to prevent the entry o dust, water, and other oreign material. I the means used is

    capable o sealing system pressure, it shall be capable o being depressurized beore removal;

    (3) have a dierent ueling connection or each pressure base vehicle uel system.

    (e) Any vehicle that will be ueled by an automatic dispenser shall be equipped with a ueling connection that complies

    with ANSI/AGA NGV1, Requirements or Natural Gas Vehicles (NGV) Reueling Connection Devices, Requirement 1-90.

    13.35 Application or an Exception to a Saety Rule

    (a) A person may apply or an exception to the provisions o this chapter by ling CNG Form 1025 along with supporting

    documentation and a $50 ling ee with the Saety Division (Division).

    (b) The application shall contain the ollowing:

    (1) the section number o any applicable rules;

    (2) the type o relie desired, including the exception requested and any inormation which may assist the Division

    in comprehending the requested exception;

    (3) a concise statement o acts which supports the applicants request or the exception, such as the reason or theexception, the saety aspects o the exception, and the social and/or economic impact o the exception;

    (4) or all stationary installations, regardless o size, a description o the acreage and/or address upon which the

    subject o the exception will be located. The description shall be in writing and shall include:

    (A) a site drawing;

    (B) sucient identication o the site so that determination o property boundaries may be made;

    (C) a plat rom the applic
