Key activity
Since 2009, CNA has aggregated purchasing of network services and software licences to drive down costs for the Catholic education sector. CNA continues to manage the largest national private network for Catholic schools and associated administrative offices across Australia. It has also fostered collaboration, sharing approaches to support Australian Catholic educators and their communities to enhance student learning and school administration through the use of technology.

inthesouth;fromStAugustine’sParishPrimarySchool,CurrumbinWaters,intheeasttoStMaryStaroftheSeaCatholicSchool,Carnarvon,inthewest.TheestablishmentofthenetworkwaspossiblebecausevariousentitieswithintheCatholiceducationsectorcombinedtheir energy and resources to participate inaprojectthatdeliveredmutuallybeneficialoutcomes.
TheagreementwithTelstratoprovideCNAnetworkserviceswasrenewedinJanuary2015forafurtherfiveyears.
Therolloutofnewserviceswithparticipantsbeingabletoaccessauniquevirtuallocalareanetwork(VLAN)bundledconfigurationforthefirsttimewascompletedin2016.Thisconfigurationenabledthemtosignificantlyincreasedownloadcapacitybybeingabletodistinguishbetween‘primary’orpremiumsecuretrafficand‘secondary’ornon-premiumregularInternettraffic.Thiscost-effectivesolutionhasresultedinschoolsdoubling
oreventreblingthecapacityoftheirconnections.NineteenCNAparticipantsrepresentingover1,100CatholicschoolsandofficesusetheseCNAnetworkservices.
CAPITAL WORKS COSTS AT SCHOOL SITES In2017,TelstraagreedtosetupaCNAInstallationWorksandServiceFund(IWSF)tobeheldbyTelstra.Thefundisspecificallyintendedtocoverinstallationandrelocationworks,including associated professional servicescostswheretheyarise.The2016–17IWSF,availabletoCNA,was$1.284millionofwhich$884,000hadbeenusedtoprovideinstallationworksandotherassociatedservices.Afurther$440,000hadalsobeenallocatedforservicestoremoteschoolsinWesternAustralia.In2018–19afurther$673,000wasallocatedtothefund.BytheendofJune2019,$1.62millionhadbeenutilisedtoassistschoolsanddioceses.Thisincluded$1.42millionacrossthirteennewschoolsand$141,000forrelocations at fourteen schools, two
ItiswithgreatpleasurethattheCNABoardpresentsthisannualreportofCatholicNetworkAustraliaLimited.CNAprovidesservicestomorethan660,000staffandstudentsatover1,400CatholicschoolsandofficesacrossAustralia.
In2009,CNAestablishedaprivateonlinenetwork.ThisnetworkisstillAustralia’sonly truly national school education networkwithschoolsfromOurLadyoftheSacredHeart,ThursdayIsland,inthenorth,toStJoseph’sSchool,Wonthaggi,

diocesanofficesandaQueensland datacentre.
STUDY TOUR 2018AstudytourtookplaceinSydney overtwodaysinAugust2018.Itsaimwastofostergreatercollaborationandstrategic partnerships across leaders ofCatholiceducation.
DayonewashostedbyStLuke’sCatholicCollegeinMarsdenPark,WesternSydney,demonstratinghowtheirtransformationframeworkfor21stCenturylearnershasbeenembodiedattheCollege.ThiswasfollowedbyCatholicEducationWesternAustralia’s‘LeadingLights’transformationproject.ThedayconcludedwithBrisbaneCatholicEducation’sdemonstration ofchangeintheclassroomand leadersthroughuseoftheirBusinessIntelligencetool.
DaytwowasfacilitatedbyMicrosoftandengagedparticipantsinthought-provokingsessionsaroundinsights
intoFoundationtoYear12education.ItwasstructuredaroundMicrosoft’s‘TransformingEducation’frameworkandwasresponsivetoissues,ideasandquestionsthatarosethroughouttheday.
Theattendanceofalmost50staffmembersrepresenting22diocesesoverthetwodayswaspleasing.Feedbackfromparticipantswaspositive,withmanycommentingonhowusefulthecontentandstructureofthetourhadbeen.
2018 PARTICIPANTS FORUMAsuccessfulCNAParticipantsForumtitled At the Edge, continuing the focusonScience,Engineering,TechnologyandMathematics(STEM),was held at the Catholic Leadership CentreinMelbourne.Itwasattended byCNADirectorsandseniorstaff fromaroundAustralia.
Theprogramfortheforumledwithakeynoteonnewtechnologiesandtransformingschools.Thefollow-upsessions explored partnership processes

theadditionalaimofincreasingCNA’sunderstanding of the data carriage approachesinthemarket.
ThesuccessfulEoIvendorsprovidedamixofsolutionsutilisingtheirowninfrastructure, Telstra wholesale and NationalBroadbandNetwork(NBN)EnterpriseEthernet.TheoutcomewasthatthelistofvendorstobeinvitedfortheRequestforProposal(RFP)wasagreedbytheCNABoardasTelstra,Optus,Vocus,TPG,AARNET,Superloop,BroadbandSolutionsandComcentre.
TheRFPphaseisexpectedtobeinthemarketinlate2019.
TheboardisgratefultothemanypeoplewhohavemadeCNAthesuccessitis.
Ourthanksgotothosewhoservewithdedicationonboardsubcommittees.ThoseontheEducationStandingCommitteecontinuetoplanthe
betweenindustryandschool,design-thinking,studentwellbeinganddigitaltechnologies with Australian industry examplesoftransformativetechnology.
ThiswasfollowedbyanopensessionwherestudentsfromfourMelbourneschoolsdemonstratedtheirinnovativeSTEMprojectstotheattendees,whiletheymingledandhadtheirmorningtea.Theprogramcontinuedwithhands-onworkshopsfromtheDigitalLearningNetwork(DLN)diocesesincludingAdelaide,BrokenBay,Sydney,Melbourne,BrisbaneandToowoomba.
ThepresentationprogramfinishedwithakeynotecoveringtheAustralianEducationTechnologiesTrends(AETT)Reportfor2018.
Theforumprovideddirectorsandsenioreducationstaffwiththemostup-to-dateinformationandcontemporarypracticeonhowtechnologycanbestsupportSTEMlearninginCatholicschools.
PLANNING FOR THE FUTUREIn2017,CNAinitiatedanimportantproject designed to plan for the options availabletoCNAParticipantsatthe end of the current Telstra contract in2020.TheinitialphasesinformedCatholic education leaders of the range ofcurrentandemergingWideAreaNetworking(WAN)technologyoptionslikelytobeavailableby2020.Thesubsequentphaseledtoareporton theoptionsavailabletoCNAtobe readyforuseacrossitsnetwork.
Itwasagreedtogotomarketbyapproachingthelargervendors.However,itwasfeltthatincreasedoptionswouldbeachievedbyincludinganumberofsmallerplayers.Thisincludedaggregatorscapableofbuildingthenetworkusingtheirownorothercarriers’infrastructure.AnopenmarketExpressionofInterest(EoI)wasruninMarch.Thiswasdonetoselectasmallnumberofthesevendorswith

enhancementofservicesdeliveredonthenetworkandcoordinatejointprocurementactivities.CNA’sNegotiationTeamhavebeenverysuccessfulinworkingwithbothTelstraandMicrosoft.
DeliveryofInformationandCommunicationTechnology(ICT)servicestoParticipantsrequiresclosecooperationwithservicepartners.ThisincludesTelstra,CatholicEducationMelbourne,BrisbaneCatholicEducation,CatholicEducationWesternAustralia andCEnet.WethankthemfortheirservicetoParticipants.
Iwouldalsoliketothankmyfellowdirectorsfortheircontributiontothisworthwhileplatform.

TheIWSFisavailabletoassistwithTelstrachargesforinstallationworksandrelatedservicestypicallyatnewschoolsbutitisincreasinglyusedformoves,addsandchangesfornewadministrationbuildings.Thesecan include charges for project management,designandarchitecture,as well as physical trenching and fibreinstallation.ThefundcomprisescontributionsequaltoapercentageoftheamountspentbyParticipantsabovetheirannualminimumspend.The funds are pooled so that they can betransferredtootherParticipantsacrossCNA.
EDUCATION SERVICESCNA’sContemporaryLearningWorkingGroup(CLWG),togetherwithDLN,continuedtooperateover2018–19.TheyheldDLNmeetingsinBrisbaneandToowoombawith17diocesesrepresentedatthese.
Services summary
There are a range of services available for CNA sites belonging to the education sector. TELECOMMUNICATION SERVICESCNA’stelecommunicationservicesincludeInternetaccessandInternetdata,siteconnections,jurisdiction-basedvirtualprivatenetworks,networkroutermonitoringandmanagement,routerleaseandmaintenance.TheseareallsourcedviaCNA’scontractwithTelstra.
SomeoftheseservicesarediscretetoaParticipant(e.g.siteconnections).However,someservicesaresharedacrossnumerousorallParticipants.ParticipantshavesetupinfrastructureindatacentreslocatedinPerth(CEWA),Adelaide(CESA),Melbourne(CECV),Brisbane(BCE)andSydney(CEnet)tofacilitatethedeliveryofservicesto theirmembers.
ThepurposeoftheCLWGistoprovideadvicetoCNAon:
• initiativestoshareexperience, lead and support Australian Catholic educatorsandtheircommunities. Thepurposeofthisistoachievebetterstudentlearningoutcomes andvaluefortheeducationsectorwiththeuseofenterpriseIT systems,web-basedapplicationsand resources
• opportunitiestoaggregatepurchasingofICTservicesandtechnologies
• identifyingemergingtechnologiesthatsupportcontemporarylearning.
ThepurposeoftheDLNistodevelopandprovideresourceswhichsupportdigitalpedagogyinmemberdioceses.Thisisachievedby:
• networking• creationandcurationofresources

• pricinglevelsandconcessions(e.g.Azurecommit)basedonCNAparticipantsasacollectivegroupratherthanasagroupofindividualentities.Thishasbenefitedmembersfromavolumeandpricingperspective,withhighertierpricingavailabletoallduetothecollectivebuyingpowerofmultipleCNAparticipants
• theabilitytoadjustlicensecountannually–trueup/truedownrelativetoassumedvolumes
• ‘…As a Service’options.ThisincludesSurfaceasaService,AzureasaServiceandSkillsasaServicespecifictotheCatholicsector.TheseareallinnovativeofferingsthateachCNAmembercantakeadvantageof,dependingontheirmaturityandcapacity now that the foundational agreementisinplace.
PremierServicesoptionshavealsobeenprovided.TheseareuniqueandspecifictoCNAParticipants.

AGGREGATED PURCHASING – MICROSOFT LICENSING CNAcompletedtheformalprocessforthethree-yearMicrosoft(EnrolmentforEducationSolutionsAgreement)licenserenewal(settostartinApril2019)inlateMarch.Thereare24CNAParticipantsusingthisagreement.Thisisanincreaseofthreediocesesrelativetothepreviousagreement.
Thenewagreementincludes:
• theabilitytoprocureablendofdifferentlevelsoflicensesacrosssites, schools and dioceses
• theadditionofMinecraftEducationwith all standard licencing
