On Feb 1, 2013, CATARC 2012 Annual Summary and Award Meeting was held with great celebration.
CATARC President Zhao Hang, Party Secretary Yu Kai, other leaders and employees from different
departments attended the meeting. The meeting was presided over by Vice President Zhang Jianwei. CATARC
President Zhao Hang made the keynote summary speech “Strengthen our belief, speed up our pace of
development and strive to build a world class comprehensive automotive service organization”.
Mr. Zhao’s speech had three main aspects.
When reviewing the main achievements in 2012, he stressed fi ve points:
1. New Headquarters was fully put into operation with the hardware strength reaching the fi rst class in the
world;
2. Market planning has been innovated constantly with the management revenue making new record;
3. Service system has been optimized with the network construction showing new look;

4. Insist the principle of being guided by planning with the innovation system rising to higher level;
5. Take the opportunity of the 18th CPC Congress and keep enhancing the party construction;
Mr. Zhao stressed the three points below when analyzing the current situation and the issues we had to master
if we wanted to perfect the work in 2013:
First, we must be rooted in development quality and efficiency to raise the sustainable development capability of
CATARC.
Second, we must be guided by innovation and raise the value creation capability and asset management level.
Third, we must take the opportunity of structure adjustment and raise the core competitiveness of CATARC.
By outlining the key working plans in 2013, Mr. Zhao pointed out that to secure the excellent operation of
business in 2013 is very important for further accelerating the development of CATARC and finishing the great
target of “the 12th 5-Year Plan”. By considering the current situation and responsibility, we must fully implement the
spirit issued on the 18th CPC Congress and the central enterprise leader meeting, closely follow the development
target and realize steady progress, transfer development mode, highlight the innovative drive and structural
adjustment, keep raising our core competitiveness, strengthen our confidence and build CATARC into a world
class comprehensive automotive service organization.
1. Strengthen our confidence and promote the implementation of the various targets in “the 12th 5-Year Plan”;
2. Take effective measures to ensure the steady growth of management revenue;
4. Enhance network construction and the international influence of CATARC;
5. Strengthen party construction and raise the scientific level of party activity.
The meeting also gave awards to the senior chief experts, chief experts, excellent science and technology youth
and research achievement award winners.

CATARC 2012 Annual Management Summary Meeting was held on February 3 and 4, 2013.
President Zhao Hang, CPC Party Secretary Yu Kai, Vice President Zhang Jianwei, Vice CPC
Party Secretary Niu Xiangchun, Vice President Wu Zhixin and directors of various departments
attended the meeting. Mr. Zhang Jianwei presided over the meeting.
Firstly, Ms Song Wenyu, Director of Management and Development, made the analysis report
for the year 2012 about the overall economic operation situation, department management,
management performance evaluation index and conveyed the relevant requirement and
guidelines for management performance evaluation of SASAC in 2013. Then Vice President
Zhang Jianwei summarized the management work of CATARC and pointed out that the constant
economic interest growth with the high-level development speed and quality in 2012 was realized
due to the correct decision making and strong leadership of the CATARC leader group and
CATARC 2012 Annual Management Summary Meeting was completed with success

the ever striving hard working of all the employees in CATARC. Later he
summarized the important development and apparent effect in 2012 from the
aspects as strategy and planning, operation mode innovation, market platform
construction, management performance evaluation, economy running analysis
and so on. He also analyzed the difficulty in current management and outlined
the key work points in 2013.
Later directors from various departments had group discussion on the good
experience and existing difficulty in 2012, how to optimize and raise business
chain value, how to speed up the innovation of business mode, how to exploit
new market, how to realize the rising of economic interest and the annual
target. On the meeting, Party Secretary Yu Kai and Vice Party Secretary Niu
Xiangchun and Vice President Wu Zhixin participated in the group discussion
respectively and communicated with the department directors about relevant
issues.
Having heard the speeches from many, President Zhao Hang made the
meeting summary. He said 2012 was a busy year as well as a harvest
year. CATARC New Headquarters was put into operation and the duties
like relocation and inauguration were finished with the basic business order
established. CATARC stepped into the new era of modern management.
After that he expressed his expectations about the development target in the
coming year like to find a good physical and emotional situation for the new
challenges and even greater harvest. He summoned everyone to strengthen
our belief and speed up our pace with high sense of responsibility, full
enthusiasm and steady and reliable working style so as to realize the target
of building CATARC into a world class comprehensive automotive service
organization.
This meeting fully analyzed the management situation in 2012, summarized
the good experience and measures, found difficulties and problems, explained
the current economic situation, and determined the target and key working
duties in 2013. Everyone thought this meeting helped people know more clear
about the difficulties, master the problems more accurately, take measures
more efficiently, strengthen everyone’s awareness of responsibility, unity and
development and finally unite people’s thoughts and consolidate the common
confidence. This meeting would be a powerful drive to realize the economic
target of CATARC in 2013.

On February 26, CATARC Vice President Wu Zhixin led a delegation to visit CATARC Yancheng
Proving Ground.
CATARC Deputy Chief Engineer and General Manager of Yancheng Proving ground Li Zanfeng
warmly welcomed this delegation. He reported on the overall situation and construction progress
of Yancheng Proving Ground. Vice President Wu Zhixin also reviewed the situation of business
development and management of Yancheng Proving Ground. After the meeting, Vice President
Wu Zhixin visited the construction on site.
On behalf of CATARC, Vice President Wu Zhixin expressed the greetings to all staff working
in Yancheng Proving Ground. He fully confirmed the future development and prospection to
Yancheng Proving Ground. He hoped that it could establish good company reputation in future
construction and management and provide more valuable service to the customer. Meanwhile,
Yancheng Proving Ground should also put the emphasis on the perfection of the protection system
for the working staff and facilities and enhance the cooperation with CATARC related business.
During this visit, Vice President Wu announced the assignment to Mr. Li Gongqing as the Chief
Engineer of Yancheng Proving Ground. He expressed that CATARC would always support the
work of Yancheng Proving Ground and expected the management team would continue to achieve
more accomplishment in the future.
On behalf of Yancheng Proving Ground, General Manager Li Zanfeng expressed his
appreciation for the support of CATARC and he had the confidence and resolution to promote the
business under the guidance of CATARC.

The 1st Plenary Meeting of CIDAS Workgroup in 2013 was held
On February 26, the 1st Plenary Meeting of CIDAS Workgroup in 2013 was successfully held
in Changchun. CATARC Assistant President and Director of CATARC Auto Standardization
Research Institute Wen Baozhong, Director Zheng Heyue of CATARC Beijing Operations and
other 63 experts and representatives from Nissan, Bosch etc. attended this meeting.
This meeting carried out communication and discussion around the progress of CIDAS
project and its future work plan, and it also discussed the project of Analysis and Validation
on Active Safety of Chinese Automobile. Representatives from AUTOLIV, Michelin and Bosch
introduced their research results and advices on CIDAS individually. This meeting highly
appraised the stage achievements of CIDAS workgroup and identifi ed the work emphasis in the
next stage, which built a solid foundation for the long-term stable development of CIDAS.

On February 18, President Qiu Tiangao of Jiangling Motors Group Co., Ltd. and President
Lu Shuifang of Jiangling Motors Co., Ltd. led a delegation of 5 persons to visit CATARC,
which was warmly welcomed by CATARC President Zhao Hang, Party Secretary Yu Kai,
Vice President Zhang Jianwei and other CATARC leaders.
At the meeting, President Zhao fi rstly expressed his welcome to their visit and introduced
the overall situation of CATARC New Headquarters. President Qiu Tiangao highly appraised
the comprehensive service of CATARC and its great position in Chinese auto industry. Both
sides fully confirmed the long-term cooperation, discussed and reached a consensus on
future business development and further cooperation. They both expected to carry out more
effective cooperation in terms of more areas.

On February 19, 2013, Deputy General Manager Jiang Chuan of Dongfeng Yueda KIA Company
led a delegation of 5 persons to visit CATARC, which were well received by CATARC President
Zhao Hang, Assistant President and Director of CATARC Auto Testing Research Institute Li Wei
and other CATARC leaders.
At the meeting, President Zhao Hang warmly welcomed the visit of Deputy General Manager
Jiang Chuan, and then introduced the overall situation of CATARC New Headquarters and its
testing capacity. President Zhao fully confirmed the long-term cooperation between CATARC and
Dongfeng Yueda KIA Company. Deputy General Manager Jiang Chuan introduced the business
development plan of Dongfeng Yueda KIA Company in the next year. He highly appraised the
great position of CATARC in Chinese auto industry, and expected to carry out more cooperation in
more aspects and jointly promote the development of Chinese auto industry with CATARC.
After the meeting, the delegation visited CATARC New Headquarters. They highly appraised its
high level of construction, comprehensive testing capacities and personnel training.

On February 22, 2013, Vice President Wang Yong of Jiangling Motors Co., Ltd. led a delegation
of 3 persons to visit CATARC, which were warmly received by CATARC Vice President Zhang
Jianwei and other CATARC leaders.
At the meeting, Vice President Zhang Jianwei firstly welcomed their visit, and then introduced
overall situation of CATARC New Headquarters. Both sides highly appraised the long-term
cooperation, discussed and reached a consensus on future business development and further
cooperation. They both expected to carry out more effective cooperation in terms of more areas.

On February 25, 2013, Vice President Zhao Fuquan of Geely
Group led a delegation of 7 persons to visit CATARC, which
were warmly received by CATARC President Zhao Hang, Vice
President Zhang Jianwei, Assistant President and Director of
CATARC Auto Testing Research Institute and other CATARC
leaders.
At the meeting, Vice President Zhao Fuquan highly
appraised the important position of CATARC in Chinese
auto industry and its great construction, testing facilities and
capacity of CATARC New Headquarters. President Zhao Hang
warmly welcomed their visit, and expressed his appreciation to
Geely Group for its support during the medium and long-term
cooperation. Both sides carried out the discussion and reached
a consensus on future business cooperation and development
direction.

industry in Changshu City through the support of CATARC first-class hardware, technical personnel and its
important industrial position. Both sides discussed the cooperative intention in the future.

Free Trade Port Area led a delegation of 5 persons to visit
CATARC, which were well received by CATARC President Zhao
Hang, Vice President Zhang Jianwei, Assistant President and
Director of CATARC Auto Testing Research Institute Li Wei and
other CATARC leaders.
At the meeting, President Zhao Hang warmly welcomed the
visit of Deputy Director Li Suman and introduced the overall
situation of CATARC New Headquarters. Deputy Director Li Suman highly appraised the important position of
CATARC in Chinese auto industry and the great role played in the healthy development of Chinese auto industry.
She expected to carry out more cooperation with CATARC, contribute on the development of Chinese auto industry
and promote the mutual development.

On February 28, 2013, President Assistant Ai Wei of China Machinery Engineering Corporation (CMEC) led a
delegation of 10 persons to visit CATARC. CATARC President Zhao Hang, Party Secretary Yu Kai, Vice President
Wu Zhixin and other CATARC leaders warmly welcomed this delegation.
At the meeting, President Zhao Hang firstly welcomed
their visit, and then introduced overall situation of
CATARC. President Assistant Ai Wei introduced the
business situation of CMEC and she highly appraised
the reputation and position of CATARC in Chinese
auto industry. Both sides discussed and reached a
consensus on future cooperation in terms of EV.
Before the meeting, the delegation visited the
Scientific and Research Building in CATARC New
Headquarters and watched a real vehicle crash test.
