Two areas of the Thames Valleyhave performed particularlystrongly in the past couple ofyears - Basingstoke andOxfordshire.

In the case of Basingstoke, thereis a perceptive and active councilsupporting commercial development,as shown by a deal with St Modwento develop an 11 acre site at ViablesBusiness Park for 16,722 sq.metres(180,000 sq.ft.) of industrial andwarehousing units.This will be a joint venture with

the site owner, the US company ITTIndustries and St Modwen, with theplan for three large warehouses andtwo smaller retail pods. As part ofthe deal the council will own one ofthe new logistics warehouses.Basingstoke and Deane Borough

Council has also launched a fivestorey office building of 3,716 sq.metres(40,000 sq.ft.) called Neon onto themarket. Located within theBasing View Enterprise Zone, the

building will have showers,changing and drying facilities andelectric charging points in theadjacent car park.Local agents, BDT incorporating

Woodford & Co, estimate officeavailability at 62,986 sq.metres(678,000 sq.ft.) while take up in2019 was 28,334 sq.metres(305,000 sq.ft.), more than half ofwhich were in Basing View.Council Leader, Ken Rhatigan,

said: “The borough is already hometo 7,700 businesses and we arecommitted to attracting more tobe part of our growing storyof success”.Another aspect of this policy is

to partner housebuilder Barratt ona policy known as beds and shedsto develop the former Nestléchocolate factory in Hayes forhousing and sheds. Constructionwill start this year.

With Brexit becoming a reality,the mood in the property industryand economy generally haslightened and a more optimisticview has developed.For the technology companies of

the Thames Valley, that should meana surge in business as companiesmove to invest in new equipmentas well as new buildings.An indicator of this trend came in a

survey by Together, a finance specialist.It found that small and mediumsized businesses (SMEs) planned toexpand premises and employ morestaff. Indeed 27% of owners andexecutives in these companies planto move to new premises asapprehension over the UK leavingthe European Union ebbs away.Andrew Charnley of Together

commented: “The investment tapscan now be turned back on with SMEsexpected to pump more than £1.7billion into the national economy. Thesouth east region scored the secondhighest level of planned investmentafter London at £337 million”.At the same time there is

something of a geographical shift,according to flexible workspacecompany Regus, with businessesincreasingly opening in the suburbsof major cities, transforming themake up of local economies.Mark Dixon of Regus said:

“When people commute into majorcities, their wallets travel withthem. This study shows thatproviding opportunities for peopleto work closer to home can have atremendous effect, not just on

them, but on the local area too”.Colliers International notes that

the south east office market in thethird quarter of 2019 saw someincrease in occupier expansion andthat take up for the first nine monthsof theyearwas firmat185,587sq.metres(2 million sq.ft.).The notable feature of the office

market was the increase in theproportion of lettings in the 1,858-4,647 sq.metres (20,000-50,000 sq.ft.)bracket to 47% of the total.While the vacancy level has declined

to 7.94% from 8.84%, prime rentshave remained strong and mostlyunchanged. Meanwhile, investmentin the third quarter soared by 78%compared with April-June.One interesting statistic that has

emerged recently is that the most

expensive area to employ skilledtradespeople is Newbury at £47 anhour, followed by Reading andBracknell Forest. In comparison, it is£23 an hour in Hull.As has been the case for some

time, the industrial sector outperformed other property sectors,driven by strong rental growth inLondon and key south east locations,said Colliers International. It addedthat “strong market fundamentalsare expected to push the sectorforward in 2020 as occupiers focuson streamlining supply chains”.Andrew Ferranti of Colliers

International said: “Supply hasincreased and stands at around 3.34million sq.metres (36 million sq.ft.)and the market is well balanced interms of supply and demand”.

In opening the development, Witney MP RobertCourts said: “Park View is great example of how historic landowners likeBlenheim can help address the urgent need for new, high-quality andinclusive housing.”

Traditionally Heathrow is one ofthe main centres of growth in theregion and the latest deals byAberdeen Standard’s AIPUT Fundadds to that script.The fund has been on top

of demand at the airport forwarehouse facilities and now hasplanning permission for a new2,579 sq.metres (27,760 sq.ft.)for Black Arrow, a speculativewarehouse at Blackthorne PointIndustrial Estate, Poyle.It is across the M25 from Terminal

5 and will, said AIPUT, incorporate anumber of new environmentalinitiatives, such as air source heatpumps and photo voltaic panelsbringing a 30% reduction in CO2emissions over building regulationrequirements.Fraser Green of AIPUT said: “This

new addition delivers on our long

term vision to facilitate the continuedgrowth of our high quality air cargoportfolio at key locations servingHeathrow”.The letting follows a successful

refurbishment of units at BlackthornePoint and the arrival of newoccupiers. Among the high profileoccupiers are UPS and HorizonInternational. New developmentsare vital if Heathrow is to reach itstarget of handling 3 million tonnesof cargo by 2040.Another of AIPUT’s facilities

now has a pre let to one itslargest customers, dnata, of a10,684 sq.metres (115,000 sq.ft.)warehouse at City East. It is designedto operate with the existing largerwarehouse that handles VirginAtlantic Cargo and Delta Cargo’s airfreight at Heathrow.As a result dnata has Heathrow’s

largest off airport cargo handlingoperation.AIPUT’s Nick Smith said:

“Our partnership with dnata setsa new benchmark for airportindustrial property investmentin terms of both scale and theenvironmental credentials ofthe buildings.”

When it comes to the growth ofthe property market in a buoyanteconomy, then Oxfordshire comesnear the top of the table in theUK, illustrated by office rentssoaring by 24.3% in the past year.They are now at an all time high

of £468 a sq.metre (£43.50 a sq.ft.)in a market where tech companiesare seeking 102,190 sq.metres(1.1 million sq.ft.) of office andlaboratory space with availablespace around half that amount.David Williams of Bidwells

commented: “Ensuring the world’sbest flourish in Oxford is critical toour region’s economy but ensuringan adequate supply of correctlylocated offices and research labs isequally important. There are major

new campuses in developmentsuch as Oxford North and theregeneration projects in the citycentre. There is no lack of interestin Oxford”.A key factor in future growth is

the government’s green light forthe Arc’s east west rail route betweenOxford and Cambridge, helping tolink many technology clusters.Almost in a Victorian railway

building sense, the line will feed offareas of dynamic growth, such asthe new Oxford North InnovationDistrict in a scheme by ThomasWhite Oxford, the developmentcompany of St John’s College. It willhave an impressive range offacilities such as:� 87,000 sq.metres (936,120 sq.ft.)

of business and commercial space;� shared workspace in the RedHall for freelancers and start upswith a capacity of 300 people;

� 2,500 sq.metres (26,900 sq.ft.)of shops, restaurants and bars;

� 480 new housing units;� 23 acres of open space includingthree new parks;

� New cycle paths, performancespace, a nursery and 180bedroom hotel.William Donger of Thomas

White said: “We believe this projectwill be truly transformational and apositive addition to one of theworld’s greatest cities. It will deliverhigh quality workspace andinvestment in infrastructure for allforms of transport”.

Few companies can match thelong and successful historyof SEGRO which has become aninternational force in the propertyindustry since it started with theSlough Trading Estate in 1920.The story gathered pace following

the 1914-18 Great War when thesite was used to repair militaryvehicles, which had played an everincreasing role in that conflict.Now SEGRO is the UK’s largest

property company with an£12.2 billion portfolio ofwarehouse space across the UKand continental Europe.The story starts with Lord

Percival Perry, Redmond McGrathand Sir Noel Mobbs paying£7 million for the 2.7 sq.km. ofland and 167,220 sq.metres(1.8 million sq.ft.) of buildings aswell as the 17,000 military vehiclesstored there.It took another five years to

repair and sell the vehicles so thatthe company could rent thebuildings out, and this in an areathat was increasingly becoming alocation for manufacturing newproducts, such as electrical goodsand motor components.For example, Mars started there

in 1932 and later, between 1964and 1969, Ford manufactured therecord breaking GT Model, whichwon four Le Mans motor races.Proving its corporate strength,

Slough now has the largest industrialestate in Europe under single

ownership, with 500 businessesand incredibly, it is the home of thesecond largest data centre cluster inthe world, only behind Silicon Valley.Perhaps the most impressive

point about SEGRO would be theway that the business has beensuccessful, but in a responsible wayby placing customers, employeesand the communities in which itoperates at its heart. There aremany examples to illustrate thisover the last 100 years.Throughout its early years it

had grown as a traditional propertycompany with holdings in officeand retail property as well asindustrial. The bold decision wasmade in 2011 to concentrate onthe industrial portfolio and disposeof the other sectors.Given its sheer size and

expertise, it now plays a wider rolein the UK economy, such aspublishing a report, Keep LondonWorking in 2017, on the need toprotect the capital’s industrial landin the face of the need to build

homes (a problem throughout theUK). An example of this co-operationis the 86 acre SEGRO Park Newhamwhere a 113 room Travelodge hasopened recently.` The park is an investment of£34 million within the widerprogramme of the East Plusprogramme for east London,creating 4,000 jobs. SEGRO’s AlanHolland said: “The transformation ofSEGRO Park Newham fromredundant wasteland to a thrivingbusiness hub is a significantmilestone in our ten year East Pluspartnership with the GreaterLondon Authority. We’re helping tomaintain valuable, strategicindustrial land in the capital andattracting a diverse mix ofbusinesses to the area”.Another aspect of this policy is to

partner housebuilder Barratt Londonon a policy known as beds andsheds to develop the former Nestlechocolate factory in Hayes forhousing and sheds. Construction will

start this year.Due to its financial muscle,

SEGRO can undertake largeschemes that would be beyondthe capacity of smaller companies.An example of this is the 700 acresinland port of the East MidlandsGateway at Castle Donningtonwhich will have 557,400 sq.metres(6 million sq.ft.) of warehousespace for major companies suchas Amazon.Also in the Midlands, it has

bought 450 acre site adjacent toCoventry Airport for Gateway South,Coventry, a 343,730 sq.metres(3.7 million sq.ft.) of industrialand warehouse space.Innovation has long played

a central role at SEGRO, such asthe development of multi storeywarehouses, an example ofwhich is the 62,986 sq.metres(678,000 sq.ft.) Air 2 Logistiquein Paris, occupied by IKEA. SEGRO believes the problems ofa shortage of land will inevitablymean more development ofmulti storey warehouse units inthe future.The company has also been

a responsible employer withpioneering employment policiesand financing the Slough & DistrictRecreational and Institutional Fund.Observers of the UK economy mightwish that more of the pioneeringcompanies of a century ago werestill in business and had advancedin the way that SEGRO has.

As the property market wakes up to a more optimistic tune after thebattering of the Brexit debate, Mark Clancy of London Clancyforecasts a year of increasing confidence and positivity for the M3and Solent corridor market.The optimistic talk needs “to convert to action and clear signs of

increased take up and investment. In our region, this would build upon analready impressive level of transactions last year which was, once again,led by the industrial/warehouse sector.”Clancy believes that total commercial property returns will improve

over the next twelve months but will be tempered by the restructuringof retail as it continues its battle with online and the need to re-purposesurplus space.Although the industrial sector is leading the way, Clancy suggests the

office market activity will be maintained together with increased demandfor managed and serviced accommodation. Additionally, headline rents,which are £290.52 a sq.metre (£27 a sq.ft.) in the upper M3 area willmove up.“Occupiers and investors are now able to frame their property decision

around some level of certainty rather than the stifling deadlock of the pastthree years,” Clancy added.

Warehouse REIT have appointed Savills and VSL to market1-5 Witan Park at Witney in Oxfordshire.The estate is being significantly refurbished to provide 6,690 sq.m.

Blackthorne Point has proved to beawinner for Aberdeen StandardInvestments’ AIPUT fund with anumber of new occupiers andlease renewals totalling4,181 sq.metres (45,000 sq.ft.).The attraction is, of course, that

it is near cargo terminals and theM25 which means there is onlyone small unit left, which hasbeen refurbished.Fraser Green of AIPUT said:

“We work with our customers toprovide high quality, flexiblewarehousing and industrialaccommodation around Heathrow.”

To ensure its continued expansion,AIPUT has secured a £55 millionrevolving credit facility with its longterm financial partner, RBS International,which will provide the firepower fornew acquisitions at London’s airports.AIPUT already has a £145 million

debt facility dating from 2015. NickSmith of AIPUT said: “The new facilityadds to our considerable capitalresources, enabling us to respondquickly to targeted investmentopportunities.”Hotels are an important part of

the Heathrow market and Christie &Co has handled the sale of the

53 bed Stanwell Heathrow hotel,which is a popular destinationfor leisure and corporate guests.It has been bought by the Splendid

Hotel Group whose Chief Executive,Stuart Bailey said: “This acquisitioncements our foothold at Heathrowand the surrounding business parks.”

BransonThe question arises constantly -what would the commercialproperty market be likewithout the spectre of Brexithanging over it?It is constantly mentioned as

a problem holding leasing anddevelopment decisions back inthe Thames Valley yet the marketis, perhaps, surprisingly stable.That says something about the

underlying strength of the region which has not been killed off by thisuncertainty. There are, of course, some positive points to help sustainactivity. Chief among these are the promise of the Oxford-CambridgeKnowledge Corridor bolstered by new transport links and also Crossrailfor most of the region but sadly delayed.As an act of faith, it is worth looking ahead to when these transport

improvements will kick in and bolster commercial activity. The prospectsof a range of new technologies, not least for the auto industry, do providean underpinning for the optimists about future demand for space.Another pointer to the strength of the market across the Thames

Valley is that in the southern part, around Basingstoke, there has beenan upswing in activity fostered by a pushy local authority. So the spreadis important reaching up to Bicester and Banbury and east to such placesas Uxbridge, where, for example, AVC Live has leased a 6,636 sq.metres(71,428 sq.ft.) warehouse through Vail Williams.
