Tajikistan ratified UN Framework Convention on Climate Change in 1998 taking up commitments as Convention Party non-included into Annex 1. Tajikistan has established an elementary legislative and institutional base for actions related to climate change.
State Working Group on facilitating climate change effects was established in Tajikistan in 1998 consisting of representatives from various key Ministries and agencies;
Governmental Agency for Hydrometeorology of Environment Protection Committee under the Government of Tajikistan coordinates measures on climate change problem-solving in Tajikistan
Strategic Documents• First National Message (FNM) and National Action Plan (NAP)
have been developed at the support of 100 acting experts from 30 Ministries, Research Institutes and NGOs;
• First National Message of Tajikistan on climate change was developed in 2001-2003 and in October 2002 it was presented at Framework Convention Secretariat and at the 8 th Session of UN FCCC conference (October 22 – November 1, 2002) in New-Delhi, India;
• FNM of Tajikistan allowed informing Framework Convention parties on volumes and dynamics of greenhouse gas emissions, natural resources vulnerability rates, population’s climate change-related economics and health, measures undertaken and planned for implementation to facilitate climate change effects;
• NAP defines basic priorities and focuses of measures of Tajikistan on climate change problem-solving, need for capacity development on further addressing and expansion of scientific knowledge on climatic system, key trends of international cooperation.

• NAP envisages a complex of measures focused on:• i) sources and sinks of greenhouse gas emissions; • ii) initial evaluations of adaptation to climate change;• iii) optimization of systematic observation network;• iv) professional training and public awareness.• Second National Message of Tajikistan on climate change was
developed in 2006-2008 and in December 2008 it was presented at Framework Convention Secretariat and at the 14 th UN FCCC conference.
