the 2016-2019 Technology Plan for Digital Learning. Handouts were provided. Highlights included:

Reliable Manner Enhance the Support System for Teachers and Students Find and Use Non-Traditional Funding Sources for Technology Expansion Facilitate the Use of a Growing Number of Digital Learning Resources Budget Information Plan for Sharing Stakeholder Assurance

Mr. Mountain answered questions regarding technology at home. It was suggested that one technology component be introduced at a time to teachers. Google Classroom has been embraced by the teachers. Mr. Mountain also answered questions regarding head teachers at the schools relative to technology, equipment usage, hardware needs, professional development, email among the students and teachers and information back-up. He also answered questions relative to bandwidth, home/school technology and cyber bullying. Mr. Mountain was thanked for his presentation. BOARD COMMITTEE REPORTS: Education – Ms. Bassford reported that the committee discussed the following:

Finance – Mr. Daley reported that the committee discussed the following:

Budget Planning Information 2017-2018 Students Currently Attending PCTI School #16 Facility Improvements

It was noted that additional items were discussed at the meeting such as the pilot program and remedial being cut from the budget. There was also a discussion about the procurement process. It was noted that the report could be corrected. There was a discussion with the Board attorney regarding criminal offense. The report is not reflective of discussion that took place regarding the remedial program and the pilot program expanding the use of paraprofessionals. It was suggested this be discussed in executive session. PUBLIC RECOGNITION: Carlos Polanco questioned when the next presentation on technology will be scheduled. Joe Canova thanked Mr. Mountain for his presentation and asked about out-of-district placements and dress code. He also asked about “old business” on the agenda. UNFINISHED BUSINESS: None

0167 - Public Participation in Board Meeting 5501 - Student School Dress Code – K-12

EA-11/16/16-02 -- Attendance Report (see attachment) RESOLVED, that the attendance report for the month ending October 31, 2016 is hereby accepted by the Clifton Board of Education. The statistics presented include any new enrollments for withdrawals of pupils up to, and including, the date of compilation, and are to be interpreted as the number of pupils actually in attendance. Total enrollment is higher due to its reflection of all pupils admitted and enrolled. EA-11/16/16-03 -- 2016-2019 Local District Technology Plan RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to adopt the 2016-2019 Local District Technology Plan for County Office review and further submission to the New Jersey State Department of Education. EA-11/16/16-04 -- Out-of-District Placements RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to approve the following out-of-district placements of Clifton resident pupils for the payment of tuition and transportation as herein described.

a. Pupil #121577, accepted into Phoenix Center, 16 Monsignor Owens Place, Nutley, NJ, effective October 13, 2016. Tuition is $61,074.00 per 10 month school year. PUBLIC RECOGNITION: Carlos Polanco questioned about the Board voting on a conference that was already attended. He also had a question on the cost of another conference as well as an update on the CHS retaining wall. He commented about the need for a communications person and more transparency. He regrets Mr. Evans is leaving the Board. Elaine Lux, School 16 parent, thanked the district for the landscaping at the school. She thanked Mr. and Mrs. Evans. She read a thank you letter from the parents stating that this issue was about doing something nice in the district and should be celebrated. She commented that Mr. Evans will be missed. A female citizen thanked Mr. Evans and spoke about the role of the Board. She thanked the Board as well and commented that the use of surveys should be voted upon. Tova Felder congratulated the newly elected Board members and bid farewell to Mr. Evans. She is sorry to see him go. She commented that the fishing club at WW fishes in lakes. She read a letter written by her husband regarding school safety. Jim Lux spoke on behalf of his daughter (CHS sophomore) about the closing of the high school weight room at the end of the month and commented that the weight room is closing for 3 months. Joe Canova commented that School 3 does not have a music program/teacher for kindergarten or first grade. Allison Proszowski thanked the city of Clifton for the opportunity to run for the Board of Education and thanked those who voted for her. She is sad to see Mr. Evans go. She will run again for the Board, although she will be transferring to another college and will not run next year. She is donating her remaining campaign money to scholarships. Frank Kasper thanked everybody for their support and will remain active in the community. BOARD MEMBER COMMENTS: Mr. Evans – thanked the speakers and congratulated the newly elected Board members. He read a prepared statement and commented that he cannot speak further on advice of counsel. Mr. Grasso – congratulated the newly elected Board members and students of the month for September and October. He thanked and commented about the veterans and also thanked the speakers. He wished everyone a Happy Thanksgiving. Ms. Bassford – commented about the importance of Veteran’s Day in her house. She also remarked that voting is taken very seriously; she voted for Allison and Mr. Evans. She is very proud of Allison and commented that she will do great things in the future. She congratulated the newly elected Board members and wished everyone a Happy Thanksgiving. Mr. Anderson – spoke about the weight room and requested to add the issue to the next facilities agenda. He commented that the Board has an obligation to discuss the lack of music program at School #3. He remarked that the Technology Plan was not brought to the facilities committee. He thanked the veterans and wished everyone a Happy Thanksgiving and Happy Holidays. Ms. Pino – thanked the speakers and explained why she was late for the meeting. She thanked everyone for her re-election to the Board. She congratulated Mr. Passenti and Mr. Abedrabbo. She thanked Mr. Evans for his service. She wished everyone a Happy Thanksgiving. Mr. Daley – Thanked Ms. Kusielewicz and Mr. Mountain for their presentations and thanked all who ran for the Board. Mr. Tardalo – congratulated Mr. Abedrabbo, Ms. Pino and Mr. Passenti and thanked Mr. Evans for his service. He commented about the veteran’s celebration on November 18th at WWMS. He spoke about the CHS play and thanked Ms. Kusielewicz and Mr. Mountain for their presentations. He commented about on-site college applications. He thanked the speakers and commented about the weight room. Coaches are encouraged to take their students to use the weight room. He wished a Happy Thanksgiving to all. Mr. Passenti – thanked Ms. Kusielewicz and Mr. Mountain for their presentations and spoke about the Thanksgiving Day football game and Veteran’s Day Parade. He congratulated all candidates who ran for the Board and thanked Mr. Evans for his service and looks forward to working with Ms. Pino. He congratulated Mr. Abedrabbo and looks forward to what he will bring to the Board. He thanked Allison for running for the Board and thanked his family for their support. He wished everyone a Happy Thanksgiving. NEW BUSINESS:

1. Ms. Bassford made a motion that all committee meetings be audio taped and audio tapes be distributed to all Board members prior to a Board meeting.

It was noted that there is a perceived lack of communication on the Board and perhaps a Committee of the Whole could be considered. A motion was made to table this issue until the next meeting.
