James A. Wall is the Executive Director of the National Institute for Metalworking Skills (NIMS), whose stakeholders are the major metalworking associations representing over 6,000 precision manufacturing companies. Mr. Wall has been NIMS Executive Director since March 2012.
Mr. Wall has the combined experience as a metalworking company owner and educator. He taught at both the secondary and post-secondary levels and has served as a school administrator in technical education. Mr. Wall joined NIMS as Deputy Director of NIMS in 2002 and has been responsible for the continued development and maintenance of NIMS standards, performance requirements and theory exams. Prior to joining NIMS, Mr. Wall directed the statewide metalworking program at The Pennsylvania State University.

Mr. Gregory Chambers is the Director of Corporate Compliance at Oberg Industries. He is responsible for overseeing the apprenticeship, safety, environmental, export control and health programs in the corporation. He is a Journeyman Precision Toolmaker, a Certified Hazardous Materials Manager and First Responder, and graduated from Carnegie-Mellon University with a degree in chemical engineering. Mr. Chambers is Chairman of the National Institute of Metalworking Skills, a member of the US Department of Labor Advisory Committee on Apprenticeship and Past President of the American Apprenticeship Round Table. He has worked at Oberg Industries for over 25 years and also worked for Alcoa, DuPont, and General Foods during his career.
Mr. Chambers resides in Pennsylvania with his wife and four children.

Served a total of 20 years in the public school system where I have had assignments as a drafting and design teacher, director of the county’s alternative school, assistant principal and basketball coach
Served 20 years as a drilling National Guard Soldier where I was an Engineer Platoon Leader, Company Commander, Battalion S-1 Assistant Brigade Engineer and Facility Engineer
Currently serving 8 years on active duty. Have served in support of Operation Enduring Freedom from 20 Aug 04 to 15 Dec 08, in Guantanamo Bay, Cuba and the Pentagon

Guard Apprenticeship Program Initiative (GAPI)
Civilian Employers and Educators have a difficult time equating military experiences, job descriptions, and Military Occupational Specialties (MOS’s) into tangible experiences and employment opportunities.
Validation of experiences Validation of experiences and training need be documented in a way that provides civilian educators and employers with a benchmark, to compare against a Soldier’s civilian counterpart.
GAPIGAPI is a vehicle to facilitate the accreditation of military training with the requirements set by the Department of Labor (DOL), the Veterans Administration (VA) Offices and Apprenticeship Sponsors/Employers. GAPI will not only enhance, educate, and address soldier employment needs but will allow them to earn National Certification on the job and earn their GI Bill funds while they learn.

The collaboration between ARNG, Department of Labor Offices of Apprenticeships, Businesses and Employer Sponsors is essential to the sustainability of the ARNG, quality of life and the vitality of our ARNG Soldiers.
