2010 St Kilda Festival Online Safety Induction

PROCEDURE:Personnel must complete an online induction & assessment. At the completion of the assessment an email receipt will indicate the result. To pass the induction and receive a St Kilda Festival Induction Card you must have at least 18 correct answers out of a possible 20 questions.

A copy of the assessment receipt will also be sent to the St Kilda Accreditation Coordinator, who will issue you with an Induction Card if you have achieved a pass. This pass will be sent out via mail or may be collected from the St Kilda Festival Office.

Note: If an inductee is unable to access the online induction portal, they will be able to attend the St Kilda Festival Office and complete an online induction onsite prior to starting work at this event.

The St Kilda Festival was established in 1979, has become one of the largest, best known, and well loved community festivals in Australia, continuing to promote St Kilda, music, the arts, and the local community. The Festival is successful because it is accepted by the local community, its longevity and size is testimony to this, and because it is about St Kilda – its’ varied population, and its’ well-known and iconic landscape.

In its 30th year in 2010, St Kilda Festival is the largest, single day, music event in the Southern Hemisphere showcasing a rich diversity of free music encompassing 60 bands on eight stages covering the entire musical spectrum of rock to pop, world music, jazz to funk, dance, rap, country to techno and everything in between. Whilst the music offers something for everyone and is the central focus of the festival, it is surrounded by diverse activity and a wide range of events from kid fun zones, rock climbing walls, fun fishing and extreme sports to buskers, art exhibitions and fine dining, converting Melbourne’s famous suburb into a huge pedestrian area in a festival atmosphere.

PURPOSE: The purpose of this online induction is to provide specific OH&S guidelines for all Staff, Contractors, Consultants, Sponsors, Traders , Volunteers, and Exhibitors that enter and work within the St Kilda Festival precinct. AIM:The aim of this online induction is to provide all persons working with the St Kilda Festival, with the relevant Occupational Health & Safety and environmental information that is required to operate within the site in a safe manner. Welcome to our Occupational Health & Safety Induction

All Personnel must abide by the St Kilda Festival’s Occupational Health and Safety and Environmental Protection Policy, and general safety rules whilst working onsite at the Festival. Work must be carried out to the requirements of the Occupational Health and Safety Act 2004 & any relevant codes of practice and regulations.

Ensuring Health & Safety - OH&S Act 2004To avoid any doubt, the duty imposed on a person by the OH&S Act 2004 is to provide and maintain, as far as reasonably practicable, a working environment that is safe & without risks to health. It is also your duty to eliminate risks to health & safety so far as is reasonably practicable.

This Online Induction has been prepared for those Staff, Volunteers, Contractors and Stakeholders who will be physically carrying out work duties at the event. This Online Induction does not take away the responsibility to comply with all relevant legislation.

LegislationIn Victoria the primary legislation for safety in the workplace is the Occupational Health and Safety Act 2004. All Australian Standards and Codes of Practice, which may be called up to support the above legislation, must also be complied with. All Staff, Volunteers, Contractors and Stakeholders will also be required to comply with the rules of the principal contractor and/or landlord.

Due Diligence & Duty of Care requires all persons to be committed to carrying out their moral & legal duties, assessing all hazards & risks continually & taking reasonable precautions to mitigate risks.

Hazards are anything which have the potential to cause harm in any way to people, property or environment. A hazard can be as a result of your work environment, equipment & substances. Poor work practices, systems, procedures & behavior are a major cause of hazards in the workplace.

Control Hierarchy is a list of control measures, in priority order, used to eliminate or minimise exposure to hazards. Below is the control hierarchy with general examples of each control measure:

Induction & ConsultationYou must receive a site specific induction from your manager or supervisor prior to commencing any work. Your manager or supervisor must consult with you and train you in safe work systems and methods. Your manager or supervisor must supervise your work and be available to answer any of your questions. Construction Induction (CI card) or equivalent must be held by all persons performing medium to high risks construction work at St Kilda Festival.

Approvals for WorkAll work, equipment and practices shall comply with the relevant requirements of any statutory authority with jurisdiction over the occupation, including, but not limited to, approvals, licenses, tests, certificates, competencies, legislation, Australian Standards, Building Codes, Environmental Codes, WorkSafe legislation or procedures and St Kilda Festival policies and procedures.

Isolation / BarricadesIsolation barricades and safety warning signs must be used where there is any risk of personnel or the public entering hazardous areas or where machinery is in use, e.g. if overhead lifting/work is taking place. Any service pits & drains or excavations must never be left open.

Biological HazardsBiological hazards may be ingested, inhaled, absorbed or penetrate through the skin & may include human body fluids, waste, sharps or first aid dressings. All Biological Hazards must be dealt with according to current safety regulations. Report any syringes found within the site to the St Kilda Festival Event OperationsCentre.

Bumping in and OutAll worksites must be continuously and effectively isolated to prevent unauthorised or inexperienced persons entering the area. This should be in the form of barriers, hazard tape and supervision to ensure effectiveness and to restore barriers if left open. All persons involved in high risk construction or dismantling must hold a Construction Induction Card or equivalent accreditation. Hi Visibility Vests must be worn in these areas.

Car Access to the SiteOnly accredited vehicles are permitted onto the Site. These vehicles are to be unloaded and removed their vehicles off the Site as soon as possible. To attain approval for a pass contact the St Kilda Festival Office .

Changes in the WorkplaceBe aware that your work layout, equipment or procedures may change and present unforeseen hazards. Ensure that all personnel are aware of these changes prior to commencement of tasks.

Chemicals & GasesAll chemicals or gases used or stored on site other than those detailed in the job specification, must approved by the St Kilda Festival Safety Officer. Storage & use of these items must be in accordance with the relevant statutory requirements, i.e. Dangerous Goods Regulations. All cylinders must be fixed securely in a vertical position whether in use or not.

CleaningContractors must continually keep their work areas clean of any debris and remove all waste from the site to the satisfaction of the St Kilda Festival. Payment of accounts can be withheld until sites have been thoroughly cleaned up and rubbish removed.

Cleanliness & HygieneCleanliness & hygiene is essential. Wash hands before eating or smoking and after completing work.

Conduct of PersonnelNeglectful behavior, including throwing of objects, careless driving, abusive language, fighting on site, illegal or inappropriate behavior is prohibited. Offenders will be asked to leave the site and not return.

Contractors, Traders, Volunteers, Sponsors, Exhibitors, Contractors and StakeholdersContractors, Traders, Volunteers, Sponsors, Exhibitors, Contractors, Stakeholders and their employees, are obliged to work safely and to include the safety of St Kilda Festival employees and visitors in their safety plans. It is your duty to report unsafe practices by contractors to your manager. Any breach of this Site Induction & Conditions may require them to leave the Festival Precinct & they may be refused the right to work on site again in any role for the St Kilda Festival.

Gas Cylinders and LPG InstallationsCylinders are to be secured in a well ventilated area restricted from public areas and stored in accordance with AS4551 –2000, AG 101 – 2000. Gas safety booklets and checklists can be obtained from the St Kilda Festival Office, or Office of Gas Safety. LPG installations must comply with Australian Standards & WorkSafe requirements. Current certificate of compliance and test date must be attached and all cylinders must be secured against tipping. Check valves, gas lines & fittings for damage cracks & leaks. No LPG is to be stored indoors overnight.

Drugs & Alcohol No alcoholic beverages or illegal drugs may be brought onto, or consumed prior to commencing working onsite. Working under the influence of these substances is prohibited. Persons under the influence will be required to leave the site and illegal drug use will be reported to police. If taking medication, check to see if it is safe to operate machinery and/or drive a motor vehicle whilst taking it.

If in doubt check with the St Kilda Festival Safety Officer.

NOTE: The St Kilda Festival Precinct is an Alcohol Free Zone on Festival Sunday, with the exception of designated licensed areas.

Environmental ProtectionAll personnel must give protection of the environment the highest priority in all activities on site. Any accidental spill or release of substances, which may contaminate the environment (particularly surrounding watercourses) must be contained and then reported to the St Kilda Festival immediately. Any requirement to discharge substances into the air, storm water or trade waste drains must be approved in writing by the St Kilda Festival Production Manager. This includes any solids, liquid chemicals, gases, paints, contaminated water & the emission of noise and disposal of waste (liquid or solid).

Environmental Protection PolicyThe St Kilda Festival is committed to protecting and conserving the environment and its resources. To this end, we expect all personnel to take a proactive approach in their own activities to reduce water, energy and fuel consumption and to implement efficient methods of reducing waste product, eliminating damage to lawns, flora and property and minimising their general impact on the environment. All personnel should engage in best practice sustainable solutions in all areas of their operation within the Festival site.

Erection & RemovalPersonnel shall inspect and measure the work area before erecting any stand or exhibit. Plans of all stands must be submitted to the St Kilda Festival and the written approval of the St Kilda Festival must be obtained before building operations commence. No alterations shall be made to any existing structure on the Site.

ElectricityNo “live” electrical work is permitted. Do not use damaged electrical items & equipment. Check electrical test tag date is current. Appliances not carrying a current test tag or out of date must not be used. Test “Safety Switches” or RCD’s each time before use. Do not overload power points or use double adaptors. Do not use electrical items in damp or wet conditions. Use insulated ladders for electrical work. Extension leads must be fixed overhead away from pedestrian or vehicular traffic.

Temporary / Emergency LightingMust be fitted and working in areas where lighting is required to be able to exit safely. Lighting levels must be adequate for the task and for public safety in all areas.

ErgonomicsEnsure correct posture, no over-reaching or twisting and take regular breaks from repetitive tasks.

FixingsPersonnel shall not drive any nails or screws into any surface within the site and any damage done to any such surface shall at once be repaired to the satisfaction of the St Kilda Festival Production Manager and at the personnel’s expense.

FatigueFatigue is tiredness that may result from physical or mental exertion arising from work that requires anyone to maintain a high level of concentration or intense interpersonal interactions. Fatigue may be generated by excessive shifts or shift work & can be avoided by limiting shifts to less than 14 hours & no more than 7 continuous days.

First AidFirst Aid is available via your supervisor, one of the Festivals First Aid Posts or the St Kilda Festival’s Event Operations Centre. Contractors and Traders are required to provide first aid coverage for their staff in the first instance. Please report all injuries or illness to your supervisor immediately. First Aid kits for Festival staff may also be found at the Production Compound (triangle site) and the Event Operations Centre for both the Bump in & Bump out phases of the Festival period. First Aid can also be sourced from one of 4 First Aid posts on site during the St Kilda Festival on Festival Sunday. These posts are noted on the site map.

Fire SafetyDo not block or lock fire exits, aisles, roads, entrances or other similar egress and exit paths or access to fire appliances including extinguishers, fire hydrants or hose reels. Familiarise yourself with the nearest fire appliances, fire exits and emergency procedures. Only fight fires if safe to do so and you are trained. No naked flames, hot work, electric or oxy cutting or welding or abrasive grinding is permitted without the St Kilda Festival written approval. Overhead banners, signs, stage display sets, scenery or theming must be non flammable. No refueling is permitted indoors.

Fire Alarm / EvacuationShould an evacuation be necessary at anytime, personnel should follow all directions given to them by St Kilda Festival Management or Emergency Services. For further information ask the St Kilda Festival Safety Officer prior to commencement of work.

SmokingSmoking is prohibited in all structures, within Festival vehicles, on stages, dressing rooms, catering areas, public seating areas and where specific hazards exist. Please consider others when smoking within any areas of the site.

Hazardous Substances & Dangerous GoodsHazardous Substances & Dangerous Goods are not permitted on the Site without St Kilda Festival written approval & must be accompanied with MSDS, which are retained by the St Kilda Festival. You must be trained in the safe handling of hazardous substances & dangerous goods by your manager. Use the correct PPE. Please report all incidents & spills immediately to the St Kilda Festival Safety Officer.

Height WorkIf working at height, at no time is it permissible to be within 2 metres of a fall risk of 2 metres or greater. Fall protection and restraint systems must be used for all height work including on top of trucks, buildings and containers where the fall risk is 2 metres or more. For height below 2 metres fall protection systems and procedures should be in place.

Meal Breaks and RestsAll personnel must take adequate meal and rest breaks. Amenities should be supplied for your staff. Please ensure meal and rest breaks to re hydrate are taken and apply sun screen lotion where necessary.

Material Safety Data Sheets (MSDS)

MSDS for hazardous substances provide safety instructions, health warnings & first aid advice. MSDS must be made available for you on Site by your manager. Read the MSDS & consult with your manager before, using, handling, transporting, or storing chemicals. Use PPE as required. Personnel are to be given adequate safety handling and storage training in the use of all substances.

High Visibility ClothingHigh visibility clothing must be worn at all times by persons during the bump in & out phases of the event and when working on or near roads, loading dock areas, on or near machinery including forklifts and anywhere there is overhead work being carried out in the area.

Inspection of Contents of VehiclesIt is a condition of entry that the St Kilda Festival has the right to inspect any vehicle entering or leaving the site, together with toolboxes, bags or containers of any description. The removal of goods and property owned by, or in the possession of the St Kilda Festival, without consent, will be treated as unlawful and may be reported to the police.

SecurityIt is important that all tools and equipment are properly secured as the St Kilda Festival accepts no responsibility for their damage or theft. When instances of theft occur they must be reported to St Kilda Festival Operations Manager immediately.

Incident ReportingAn incident does not have to hurt someone it may only have the potential to do so.Every incident which involves a near miss injury or property damage must be reported to your supervisor and the St Kilda Festival Event Operations Centre. Incidents must be recorded in the daily incident log. An incident investigation form must be completed as soon as possible. Statements must be completed as soon as possible by all persons present. Witness’s names and contact details must be obtained.

Media EnquiriesAll media enquiries must be directed to the St Kilda Festival Media Representatives, via the Event Operations Centre (EOC). Only designated St Kilda Festival representatives have approval to speak to the Media. Please ensure that you do not make any comment on anything / issue; you are under no obligation to make any comment or answer any questions regarding anything.

Please attain the details of the media outlet and pass them onto the EOC.

InsuranceIt is mandatory for contractors and other stakeholders to have in place the following insurances prior to commencing work on the Festival site unless St Kilda Festival provides a written variation to the contrary:(i) Workers' Compensation insurance in accordance with the applicable legislative requirements;(ii) Public and Products Liability insurance with a Limit of Liability of not less than $10,000,000 for any one occurrence and in the aggregate,(iii) Plant and Equipment covering tools, tackle, employees' effects, temporary hutments, scaffolding and the like, all the property of the contractor or for which he/she is responsible; and(iv) Motor Vehicle Liability insurance covering both personal injury and property damage.

Wherever possible these insurances will extend to include St Kilda Festival and the City of Port Phillip as an insured, or where this is not possible, insurers must agree to waive the rights of subrogation against St Kilda Festival and the City of Port Phillip. Evidence of these insurances must be produced before work commences.

Keep ClearKeep clear of work areas, machines, moving parts, rigging, forklifts, cranes, vehicles, traffic, loading dock areas, overhead work, service pits & excavations. Keep the public away also.

LaddersLadders must be an approved type & inspected before use. Ladders can only be used if there is no safer alternative available. Do not substitute other things such as chairs & boxes for ladders. Ensure the ground is firm & the surface is level. Do not attempt to carry heavy loads or equipment & ensure both hands are free when climbing. Aluminum ladders should not be used for electrical work.

Hot Surfaces & LiquidsHot surfaces & liquids including urns must be out of reach of the public & persons working with them must be aware of the risk of burns & be trained accordingly by their manager. PPE must be worn.

Noise Noise levels must comply with WorkSafe workplace noise exposure guidelines. The use of the PPE must be the last control measure used to prevent injury to personnel. An assessment of the workplace and environmental noise level must be controlled using the Control Hierarchy.

Manual HandlingManual handling includes lifting, lowering, pushing, pulling, carrying, holding or restraining objects. Use mechanical aids if possible. Never move anything that is too heavy or too awkward for you. Use correct lifting techniques. Keep your back straight, and bend your knees whilst lifting, always keep object close to your body when lifting. Your supervisor or manager must train you in correct lifting techniques for your task. Use PPE.

Personal Protection Equipment (PPE)Personal Protection Equipment (PPE) may be required to protect you from falls (safety harness), or to protect your body, including face, eyes, ears, respiratory tract, feet, head & hands, for specific tasks. PPE is the least effective way to control the particular risks. Your manager must provide you with correct PPE and appropriate training to ensure correct use, storage and maintenance. PPE must be checked for fit, type & damage before use. Do not reuse disposable, contaminated or damaged PPE.

Plant Equipment & ToolsPlant equipment and tools should be suitable for the task. Battery powered tools to be used wherever possible. Do not use any equipment that you have not been trained in, are fully competent in its use, hold current certificates of competency and/or are authorised in its use. Be ready to present your certificate or license on request. All golf buggy use on site requires the operator to have completed and passed a specific golf buggy online induction.

Do not start or use faulty, danger tagged, or equipment with safety guards missing. Remove keys and apply park brakes if leaving plant. Conduct manufacturers safety checks before use. Do not hitch, tow, carry passengers, or allow unauthorized use. Ensure complaint equipment and tools are maintained as per the manufacturer’s recommendations and Codes of Practice. Do not wear jewellery or loose clothing while operating any machine. Do not tamper with or remove safeguards

Danger or Safety Lock-Out TagsDanger or Safety Lock-Out Tags warn others of risks. Tag, isolate & report any unsafe plant or equipment including ladders. Only the signatory may remove an existing tag when the risk has been resolved.

Rigging, Scaffolding, Roof or Overhead WorkAll work above 2 metres requires a Job Safety Analysis form completed and approved by St Kilda Festival Management prior to undertaking any work at height. Rigging, scaffolding, roof or overhead work is not permitted without St Kilda Festival written approval.

Erection of scaffolding is subject to Australian Standards and statutory requirements and these are to be strictly adhered to at all times. In particular, the fitting of access ladders, kickboards and handrails. All structures must be certified as fit for occupancy before use.

Safe Systems & Methods of WorkSafe systems and methods of work apply to all tasks and must meet or exceed the WorkSafe requirements. If you are in doubt you must consult with your supervisor.

Safety InformationSafety Information is available from your supervisor, manufacturers and WorkSafe, including Codes of Practice for certain activities. If in doubt ask your supervisor. Do not continue working if you suspect it is unsafe.

Safety SignsPersonnel are required to obey all signs posted on or around the Site. Do not remove or damage safety signs. Safety signage must be clearly displayed in areas identified as hazardous. Determine if other languages or symbols are required.

Slips, Trips & FallsEliminate slip, trip and fall hazards in your work and public areas. Keep all areas free of cables, rubbish & loose items. Watch for greasy, uneven or wet surfaces. Clean up spills immediately. Use non slip footwear and isolate hazards.

Vehicles, Traffic & ParkingVehicles must travel at a speed limit of no more than 10kph (or walking pace) with hazard lights and flashing beacons operating at all times. Stay alert for workers, pedestrians, plant equipment, animals and children as they are not expecting vehicles. Pedestrians have right of way at all times.

Avoid driving vehicles through crowds. Vehicle registration, including golf buggies, licensing & traffic laws apply at all times including during events. Motor off and handbrake to be applied before leaving the vehicle.

Park only in allocated areas and marked parking bays and do not block accesses. A mobile contact number is to be displayed clearly on the dashboard at all times. A vehicle accreditation pass may also be required for either site access or parking; please consult with the Festival Operations Manager or Accreditation Coordinator for further info.

TrainingDo not use any equipment or perform any task unless you have been inducted and trained by your manager and you are under supervision. Online safety induction training is available to all personnel working at the St Kilda Festival.

Weather OutdoorsKeep watch for sudden changes in weather and move indoors during high wind storms or lightning. Protect yourself from the sun. Wear a hat, 30+ sun block, long sleeves trousers & UV sunglasses. Take breaks in the shade and drink plenty of water.

Supply Own EquipmentIt is expected that all Contractors supply their own equipment and be responsible for its storage and upkeep. St Kilda Festival equipment can only be used if approved in writing by the St Kilda Festival.

Wet or Damp Areas Wet or damp areas present a number of risks including slips, falls & electric shock. Do not use electric appliances in damp or wet areas & isolate area and then arrange for clean up of spills immediately.

Workplace Violence, Bullying & Aggression Workplace violence, bullying and aggression including verbal or emotional abuse, threats, physical attack to an individual or property will not be tolerated and dealt with appropriately. Police intervention will be used if required. Non violent acts include unwelcome behavior, harassment &and discrimination and these too will not be tolerated. Alert your supervisor or St Kilda Festival Management, if safe to do so. Withdraw from the situation immediately if possible. Do not put yourself or others at risk or make the situation worse. Take refuge in a safe place & summon help if possible.

EMERGENCY PROCEDURES (In event of an emergency)

•Remain calm.•Take control of the situation, if safe to do so.•Rescue persons in danger if safe to do so.•Ensure Emergency Services are notified via Alarm or 000.•Advise the Festival ECC or call the Festival Hotline on 9209 6306.•Ensure all patrons and employees are removed from the hazard area.•Await instructions to evacuate and control entry to the affected areas.•Contain fire by closing doors.•Extinguish fire if trained & safe to do so.

In the event of an evacuation warning, all persons are to immediately evacuate away from the danger area by the nearest and safest route to a safe area. If further evacuation is required, remain calm and follow the instructions of your Area Warden (Site Manager).

Ensure everyone is accounted for and report missing persons to the Warden at the Assembly Area.
