INTRODUCTION

All India Radio has a well established and widely acclaimed Music Audition System in place for

more than half a century for selecting artists, grading them by professional standards and offer

broadcast engagements. It has stood the test of time and artists all over the country have unflinching

faith in it.

There are four grades viz. B, B-High, A & Top awarded to artistes based on performance

quality adjudged by a Committee of Eminent Musicians/ Experts in the field.

There has been a constant endeavor to improve and simplify the existing system. In the

process, a decentralization plan with setting-up of Regional Audition Boards (RAB) at all Capital

Stations of All India Radio has been evolved. These RABs will clear auditions in all categories,

excepting Classical Music, upto BHigh and will facilitate swift auditions within a limited time frame.

The rules of revised Music Audition System spelling out composition of Boards, qualifications

of the members for nomination to each Board, power of the Boards to award Grades in different

genres of music, procedures for audition and other relevant details are furnished in this book to make

it a ready reckoner.

3) Regional Audition Boards to award upto BH grade in case of Light/Folk/Indigenous music and other similar categories and Grade-II in Music Composership. 4) Central Audition Board to take up Gradation of all fresh cases & Up-gradation from B grade

onwards up to Top Grade in case of Classical Music, besides up-gradation from BH to A and A to Top

New Music Gradation Policy

In supersession of earlier orders it is henceforth decided to constitute three levels of Audition Boards with the following procedure:

1- Constitution of Audition Boards

A. LAB (Local Audition Board)-at all Stations.

Will exist at all Stations (except LRSs). The Members of LAB (2+1 Ex-Officio) will be selected from the Program Zone of the respective stations which will be constituted with the approval of the regional ADGs. The Programme Executive (Music)/PEX nominated by regional ADG will act as ex-officio member. The proposed members shall be Top/A grade. In case of Folk Music, experts in the respective field like senior/retired music faculties of Government Music Colleges/artists with PhDs/acclaimed artists honored by State or Central Sangeet Natak Akademy, even if they are without Gradation, can be considered. As per the present practice, a separate LAB for Light Music and Folk Music may be constituted as per requirement & feasibility. The term of the committee will be for 3 years from the date of issue of the letter. Local Audition Board for either approving and awarding ‘B’ grade in case of Light/Folk/Tribal or any other category as referred in 2-B or preliminary screening and recommending to CAB in Classical Music or to RAB in case of Music Composer, as the case may be. If stations cannot hold LAB for want of members/experts, they can either send the tape to capital station of the State or nearest regional Station for audition by LAB.

B. RAB (Regional Audition Board) only at Capital Stations.

Will exist at all Capital Stations (in addition to LAB). The members of RAB (3+1 Ex. Officio) will be selected from within the state which will be constituted with the approval of the regional ADGs. The Asst.Director of Programmes (Music)/Music knowing Programme Officer/AD (P) nominated by ADG will act as Ex-officio member.

The proposed members shall be Top/A grade. In case of Folk Music, experts in the respective field like senior/retd music faculties of Government Music Colleges/artists with PhDs/acclaimed artists honored by State or Central Sangeet Natak Akademy, even if they are without Gradation, can be considered. RAB Sessions will be held at various regional stations of the State on rotation and the audition CDs of the particular station where RAB is held will not be listened to at that station as in the existing practice of MAB. RAB may have a wide choice of experts on its panel so as to have different members at different places where auditions are held in the State. The term of the Committee will be for 3 years from the date of issue of the letter. RAB will award upto BHigh grade in case of Light/Folk/Indigenous/Devotional music and other similar formats. RAB will award Grade-II in Music Composership. RAB will award Grades only to the Language, Dialect and formats endemic to the area/region.

C. CAB (Central Audition Board) at the Directorate.

Constituted at the Directorate with the approval of DG for awarding B/BHigh/A/Top grade in case of Classical Music (Hindustani & Carnatic) and for awarding A/Top in case of Light & Folk Music and other similar formats. Also, Central Audition Board will award, Grade-I and Top in Music Composership. This Board is constituted only with Top Grade Artists. The panel will have usually 5(1+4) members for normal session and maximum of 9(1+8) members and minimum of 7(1+6) members for a Top Grade Session. The Director of Programmes (Music)/ a suitable official nominated by DG, AIR will be ex-officio member.

2- Award of Grade in different categories

A. For Classical LAB for preliminary screening & recommending to CAB for awarding a suitable grade.

B. For Light/Devotional (Geeth/Bhajan/Ghazal/Rabindra Sangeet/Nazrul Geeti etc.) & Kathakalippadam/ Harikatha

LAB for holding Live auditions and to award B grade, if qualified.

C. For Folk/Adivaasi(Tribal) (Audition fee is exempted for Folk & Advaasi (Tribal) artistes only for fresh candidates.)

D. For Music Composer LAB for preliminary screening & recommending to RAB for awarding Grade-2 in Composership.

3- Method of Audition

A. Classical Music Single Window System

(i)

For Fresh cases Candidates will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) Will be recorded at the station. iii) The recording will be placed before LAB with roll numbers. If rejected, dropped thereof, if approved, the same recording to be sent to CAB as per the present practice with a new roll number.

(ii) For Up-gradation For cases of Up-gradation as per existing practice, candidates will be recorded and the recording will be sent to the Directorate for audition by CAB which will award a suitable grade.

(iii) Review System

(i) The artistes in B Grade will have to upgrade themselves within a period of 5 years, failing which they will be weeded out automatically and removed from the list and have to appear for audition again. (for further details may refer to point No.6 under general instructions on page No.16) (ii) In case of B-High/A and Top if the station feels that there is deterioration in quality of performance due to age/health and other factors, the station may send the latest off broadcast recording of such artist to CAB (in any category of Music) with remarks/comments to decide upon reducing/withholding the booking. The decision of the CAB in this regard is final and irrevocable.

B. Light/Devotional/ Kathakalippadam/ Harikatha (Geeth/Bhajan/Ghazal/Rabindra Sangeet/Nazrul Geeti etc.)

Single Window System

(i) For Fresh cases Candidates will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) Will be auditioned Live at the station. iii) If qualified, will be awarded ‘B’ grade. iv) Only in exceptional/ meritorious cases on the recommendation of LAB, the Station will record the performance of the artiste, immediately and send the

same for audition by RAB for awarding B High. If RAB finds the performance deserves A grade it can send the same recording to CAB for audition.

(ii) For Up-gradation For cases of Up-gradation as per existing practice, candidates will be recorded and the recording will be sent for B to B High to RAB & for B High to A to CAB. In exceptional meritorious cases, RAB may recommend directly for awarding A grade by CAB.

(iii) Review System

Same as in Classical Music.

C. (i)

Folk/Aadivaasi & other formats Candidates will i) Apply in the prescribed pro-forma. ii) No Audition Fee for fresher. iii) Will be auditioned Live at the station. iv) If qualified, will be awarded ‘B’ grade. v) Only in exceptional/ meritorious cases on the recommendation of LAB, the Station will record the performance of the artiste immediately and send the same for audition by RAB for awarding B High. If RAB finds the performance deserves A grade, it can send the same recording to CAB for audition.

For Fresh cases (Note:There is a provision to record Aadivaasi/Tribal artistes at their place of stay/availability, in case they are unable to come to studios and the recording can be placed before LAB)

(ii) For Up-gradation For cases of Up-gradation, Candidates will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) As per existing practice, candidates will be recorded and the recording will be sent for B to B High to RAB & for B High to A to CAB. In exceptional meritorious cases, RAB may recommend directly for awarding higher grade by CAB.

(iii) Review System

Same as in Classical Music.

D. Music Composer

(i) For Fresh cases Candidates will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) Three compositions depicting different moods and themes will be recorded at the station. Two items of candidate’s choice and One item for which the lyric will be provided by the Station and to be composed by the Candidate on the spot under the supervision of PEX (Music) and the notation has to be enclosed and will be forwarded along with the recording to RAB which will award Grade-II or reject.

(ii) For Up-gradation Existing graded artists for Up-gradation will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) As per existing practice, they will be recorded and the recording will be sent for Grade I to CAB. Recording of three items will be as in the case of fresher.

(iii) Review system Same as in classical music.

E. Award of Top grade

An A Grade Artist and Grade – I composer can apply for Top Grade after 10 years in the Grade. The candidate will apply in the prescribed pro-forma along with the audition fee as in page no.21 to 22.

(i) Review system Same as in classical music.

4- Duration of Items for Recording:

A. Carnatic Classical Music

Candidates will submit a list of Total 15 items by selecting 5 ragas/compositions each from

Group-A & B and 5 Ragas from Group-C only for Rag Alaapana. The list enclosed in annexure-D

may be made available to the candidates along with the application form.

5-AIR CHORAL GROUP/ VRINDGAAN. A Choral group can be formed at the stations with B grade/BH Grade Vocal Artists. Outside choral groups could be approved by sending the recording by the stations directly to RAB for B/B-High. The total number of artists in a Choral Group should not exceed 20 including both Voices and Instrumentalists. The number of instrumentalists, in any case should not exceed 6 (six). Composers from the approved list who have the aptitude for Choral Music and experience may be invited to compose the songs.

6-VADYA VRINDA CONDUCTOR Only Top Grade Music Artist (Vocal/Instrumental) /Top Grade Music Composer with proven record of conducting Vadya Vrinda and having many public performances to their credit with deep knowledge of notation will be assigned the job of composing/conducting the Vadya Vrinda with the approval of the Directorate.

7- WESTERN MUSIC

As per the existing practice, Zonal Audition Committees at DELHI, MUMBAI, KOLKATA,CHENNAI and SHILLONG will audition Western Music artists regularly and award them grades/upgrade them under intimation to the Directorate. The ZAC will be constituted with the approval of Regional ADGs.

Constitution of Zonal Audition Committees for Western Music

ZAC (Zonal Audition Committee)

Will exist at Delhi, Mumbai, Kolkata, Chennai and Guwahati. The members of ZAC (4+1 Ex. Officio) will be appointed from the respective zone with the approval of the regional ADG. Each Zonal Committee will consist of not less than four non-official members (2 for Western Classical and 2 for Western Light Music). The Director of Programmes (Western Music), will be ex-officio chairman of each of these Zonal Committees and the PEx of Western Music at the five Zonal Stations will be ex-officio Secretary. The members are either Top grade artistes or veterans with lot of experience in the respective discipline. The term of the committee will be for 3 years from the date of issue of the letter. ZAC will award upto BH grade in Western Music. A and Top grade will be awarded only after approval by DG, AIR.

Method of Audition for Western Music

For Fresh cases or Upgradation Candidates will i) Apply in the prescribed pro-forma along with the Audition Fee. ii) In the audition, the candidate is required to perform three compositions of which two items are of candidate’s choice and one item is of Station’s choice. These items may be Classical, Light romantic or from modern compositions. The artist will sing or play for a total duration of not less than 25 mts, of which 15 mts. would be for singing or playing of items of his/her own choice and 10 mts.for the item chosen by the Station.

8(A)- GENERAL GUIDELINES FOR AUDITION BOARDS

Assessment will be made by the Audition Boards primarily based on three parameters i.e. Swar (Melody), Taal (Rhythm) and Sahitya (Lyric/Composition). Details are as follows: SWAR (Melody): This element could cover:

1) Raag Swarup (the grammar of the Raag). 2) Voice quality/tonal quality of instrument/Pitch alignment. 3) Ability to develop the Raag form in its entirety. 4) Aesthetic quality of presentation.

TAAL (Rhythm) The following aspectscould be considered under this :

1) Rhythmic ability (including Laya or speed). 2) Ability to perform in different Taals. 3) Rhythmic knowledge to present the Raag form (melodic content), with grace and finesse.

SAHITYA (Lyric/Composition) In this element, the following could be covered:

1) Purity of the composition (literary content). 2) Ability to perform the composition in its entirety. 3) For instrumental music, presentation of the complete composition/Gat in its entirety. 4) Ability to develop the Gat form with decorative and musical phraseology.

Recording quality- As per existing norms no audition recording will be done using any kind of feedback/ reverb/echo effect for fresh/up- gradation. While recording percussion instruments level of lehra instrument may not be very high. The balancing aspect of such recordings needs to be taken care of. OUTSIDE STUDIO RECORDING WILL NOT BE ENTERTAINED.

8(B)-GENERAL INSTRUCTIONS:

1) If stations do not have Staff artists for providing refrain/percussion accompaniment, they may book casual graded artists with minimum BHigh grade from their zone. Tanpura may be booked irrespective of the grade. 2) All correspondence with regard to auditions is to be made on the basis of Roll numbers and CD Numbers mentioned in the Proforma Cue Sheet sent alongwith CDs containing the recording of the candidate. 3(a). 4) All these audition recordings to be done only in the Studios of All India Radio and immediately after the listening by the candidate. These to be sealed under the supervision of Programme Officer /Programme Head on the same day. 5) The certificate from the candidate in respect of the recording may be obtained as “CERTIFIED THAT THE CD CONTAINING THE RECORDING OF MY PERFORMANCE FOR AUDITION HAS BEEN LISTENED TO BY ME AND IT HAS BEEN PACKED AND SEALED IN MY PRESENCE”.

6) Validity period for a ‘B’ grade artiste: An artist placed in ‘B’ grade will have a validity period of 5 years in that grade. However, when the artist applies for up-gradation audition and if the audition board (RAB/CAB as the case may be) decides to retain the artist in ‘B’ grade, it can be done but the maximum limit of retention in ‘B’ grade will not be beyond 10 years from the date of the first date of audition. For example, if a candidate has been awarded ‘B’ grade by RAB/CAB in the year 2010 his/her ‘B’ grade will be valid up to 2015. If the candidate applies for up-gradation in 2012 and if he/she is not found fit for up-gradation, it should be communicated to the candidate by RAB/CAB that he/she is retained in the same grade i.e ‘B’ for the remaining period only i.e. for 3 years, up to 2015. If the candidate applies in the fag end of the 5 year period for up-gradation, and if RAB/CAB feels that i) The performance is not up to the mark the artist can be weeded out without further extension. ii) If performance merits only a retention in ‘B’ grade, can be retained for further period of 5 years from the date of re-screening but at any cost not beyond 10 years. iii) Can be up graded to the next grade based on the merit.

***No candidate will be retained in ‘B’ grade beyond 10 years. The station while sending the recordings should ensure that the date since when the candidate has been in the grade is clearly mentioned along with the details of the existing grade.

7. The booking of graded artiste should be based strictly on the exigencies of programme, present performance quality of the artiste and subject to the availability of the funds. The frequency of booking of artistes in different grades in a given financial year is as follows:-

However, in special cases, depending upon the programme exigencies they may be offered bookings beyond above mentioned number of bookings with the approval of the competent authority i.e. regional ADGs with proper justification.

8. Waiver from waiting : Waiting period for re-appearing for audition or appearing for up-gradation is waived. Candidate who desires to either re-appear for same gradation or appear for up-gradation can apply again immediately, once they get the result, without any waiting period. (i) Exception in case of Top Grade audition: In case of ‘Top grade audition, if the aspiring ‘A’ grade asrtiste fails to make for Top grade, he/she has to apply after a gap of one year. 9. 2nd Final LAB exemption: Freshers, in any category of music, who do not qualify in getting B grade in their first attempt from RAB/CAB, will get only one chance of exemption to appear again before LAB, provided they apply within one year from the date of communication of the result completing all formalities, failing which they have to appear afresh again before LAB for screening. 10. Provision for candidates applying for audition in a discipline that is not available at the AIR Station of their residential jurisdiction:- If any candidate wants to get a gradation and perform over AIR in a discipline which is not available at the particular AIR Station where one resides then they may apply for audition in the particular discipline at the nearest AIR Station available completing all formalities, clearly mentioning about his address with proof. No TA, DA will be paid for attending the audition. However, on selection and subsequent booking for broadcast they will be paid TA, DA as per rules. In such cases, the station while offering bookings to them should keep provision for recording an extra programme of the artiste for a future broadcast also in addition to their scheduled broadcast in order to minimize the expenses on TA, DA payable to the artiste. 11. DG, AIR will be the final authority in case of all disputes pertaining to LAB/RAB/CAB. 12. The decision of RAB and CAB will be final, binding and irrevocable. Since performance quality of the Artist is the main criteria, RAB and CAB have got the power to weed out the artist or reduce the frequency of the booking if the performance quality is not up to the desired standard. 13. Re-empanelment: While constituting the panels of LAB/RAB it must be ensured that no member is invited frequently and a gap of 2 years for re-nomination of the same member is maintained. 14. As far as possible, care should be taken not to invite the same member for LAB and RAB simultaneously and a wide panel is prepared so that every time LAB/RAB is convened it would have new members and also it should ensure that equal opportunity is given to all members.

TIME FRAME FOR CLEARING AUDITION CASES: The emphasis being mainly on minimizing the waiting period for candidates who apply for auditions, it is stressed that no audition case should remain pending at LAB/RAB/CAB beyond three months. EXEMPTION FROM AUDITON The Director General, All India Radio will have the power to dispense with the need of an actual audition by LAB/RAB/CAB in order to award a suitable grade to an artiste in exceptional case only based on the recommendation from the Station Director/Programme Head forwarded through the regional ADG (P) or Director of Programmes of Music, DG, AIR. The Director General, All India Radio looking at the cases of exceptional merit, recognition at large and having satisfied himself with the recommendation can exempt an artist from audition and award suitable grade. This includes waiving of completing the procedural formalities for applying for audition. This is on case to case basis and not as a precedence. FLEXIBILITY IN LIGHT VOCAL BOOKING BY OBVIATING LANGUAGE BARRIERS An artiste can also be booked for Light Music in other language if the need arises, provided the artiste has knowledge of the language with correct pronunciation, proven performance ability in that language and satisfying the requirements of broadcast. This will be only after due approval by regional ADG, under intimation to the Directorate. This facility should be used sparingly under exceptional circumstances only when such situation arises.

AUDITION AS PARTY:

Henceforth, any change of member in a party (Classical Music- Nagaswaram/Shehanai, Qawwali, Folk Music, Choral Music etc.), irrespective of grade will be dealt at Station level with the Programme Head being satisfied with the change and duly approved by the Regional ADGs under intimation to the Directorate.

STRENGTH OF FOLK MUSIC PARTIES:

Instructions may be given at the time of audition that the strength of the member of folk music parties should not normally exceed ten members. The maximum could be 20 under special circumstances. The number should be mentioned in the letter conveying approval of the parties for a particular category. An identity card, duly signed by the programme Head of the Station, should be issued to the party indicating:

I. The total strength of the party. II. Names of the leader and members of the party.

III. The fee fixed and IV. Type/dialect. V. Photograph of the leader and members

SUPPORT ARTIST:

In case of Shehanai & Nagaswaram, a support artist in the same category of the choice of the Main artiste with a grade less than that of the Main artist is, henceforth, allowed.

Support for any other category will be allowed on case to case basis only for Top grade artistes keeping

in view the parameters of age, health condition, category and other factors.

DUET ARTIST: In case of duets, if the duet artists separate on any reason, then the individuals of the duet will be brought down to one grade lower than the existing grade. However, on case to case basis, with the recommendation of ADG (P) of the region and Director of Programmes (Music), after having satisfied himself/herself with the recommendation the Director General, All India Radio may allow the artists to perform individually in the same grade. HARMONIUM: In case of Hindustani Classical Music, the audition for Harmonium will be held only for accompaniment. However, the gradation can be considered up to Top grade as in other categories. In Carnatic Music, as in practice, Harmonium Solo is allowed only in case of Classical Music and who are graded ‘A’ and Top. In areas like Lok Geet/Folk Music/Rangasthali (Stage Music) etc. where Harmonium is used as main accompaniment, the grading may be done as per folk music audition under the category of Folk Music.

TRIBAL MUSIC (i) Adivasi (Tribal) music artists need not necessarily be asked to come to the studios for their assessment or fill up form etc. The recording unit under the Pex/Producer, folk or rural programms, may go to the interior, tape-record the Adivasi (Tribal) music artists, then playback the recordings before the Local Audition Board. Sometimes, however, if Adivasi (Tribal) party or a Adivasi(Tribal music) as an Individual artist come to the station, the station can record immediately and place before LAB for audition. (ii). No audition fee is to be charged from Adivasi music artists/parties. STAGE PERFORMANCES In case of stage performances by Music Parties/Music Artists, they should be paid two basic fee plus TA & DA etc. irrespective of duration or number of appearances. An additional amount of 50% of basic fee has to be paid in case of Folk/ Tribal parties for Costumes. Fee For Field Recordings Of Unapproved Adivasi (Tribal) Music Artists/Samaj Gayan/Bhajan Mandli For this kind of recording of unapproved Adivasi (Tribal) music artistes/Samaj Gayan/Bhajan Mandli, an individual singer may be made leader of the party on the spot and the entire programme to be recorded for a duration ranging from 20 mts. to 30 mts. with each individual item not exceeding 10 mts. A fee may be offered as per recent fee structure.

AIR stations holding LAB/RAB/CAB Preliminary Music competition are allowed to spend Rs. 75 per day per member towards Tea/Snacks etc. for half day session and upto Rs.150 per day per member for full day session of LAB/CAB/Music competitions towards Tea/Snacks and working Lunch. This expenditure on Hospitality will be incurred in accordance with the terms and conditions prescribed and issued by Department of expenditure, Ministry of Finance from time to time.
