The overarching goal is to identify evaluation tools to test, implement, validate and share
innovative circular financing, business and governance models for systemic adaptive reuse of cultural heritage and landscape,
demonstrating the economic, social, environmental convenience, in terms of long lasting economic, cultural and environmental wealth.

• The Recommendation on the Historic Urban Landscape (HUL) was adopted on 10 November 2011 at the UNESCO’s General Conference
• The first tool addressing the historic environment issued by UNESCO in 35 years, evolving from existing doctrines on conservation
• Integrate policies and practices of conservation of the built environment into the wider goals of urban development, in respect of the inherited values and traditions of different cultural contexts
• A soft-law to be implemented by Member States on a voluntary basis, and report by 2016-2017
