HONORARY DEGREE DOCTOR OF LAWS

MARY EUGENIA CHARLES

Her Excellency Mary Eugenia Charles, Prime Minister of the Common.wealth of Dominica, has emerged as a leading voice for the Caribbean region. She is Chairman of the Organization of Eastern Caribbean States.

She became head of the' government of the island-nation in July 1980 when her Dominica Freedom Party was swept into office, winning 17 of the 21 seats in the House of Assembly.

Miss Charles was born in Dominica, a mountainous, 280-square-mile island in the West Indies with a population of 74,000. She received her early schooling there and on Grenada. An attorney by profession, she earned a law degree at the University of Toronto and was called to the Bar at the Inner Temple, London, England. She also studied at the London School of Economics, where her courses included studies in juvenile delinquency and trade unionism.

A warm and caring person, the prime minister is especially interested in young people and has demonstrated a great compassion for their special prob-lems. She has paid for the education of many children whose parents could not afford to do so. She understands the problems of the elderly as well and has for 20 years been on the Infirmary Board, a home for the elderly, giving of her time and service to insure proper care for the old and destitute.

She was featured in a People Magazine article last fall which said that Miss Charles is " very much the mother of her people."

One of three women prime ministers in the world, Miss Charles began her political career in 1970 in Dominica by serving as the Leader of the Opposition in the House of Assembly in Roseau, the island's capital city. In 1977 she went to Britain with a delegation to sue for independence for Dominica. The island became a member of the British Commonwealth. As prime minister, Miss Charles also heads the Ministeries of Finance, Foreign Affairs, Security, and Industry and Trade.

She has undertaken to bring to the island the strong Democratic views which .we cherish and which are imbedded in the British parliamentary system. She seeks a better and more secure future for her people and is working to bring Dominica from the past into the 21st century.

Last October she spearheaded efforts to land American and regional armed forces in Grenada and appeared with President Ronald Reagan to brief the press on the troop deployment. She is determined that the Caribbean voice be heard, and travels extensively in the United States, speaking on behalf of that region. She believes strongly that the Caribbean nations must stand united.

Clemson University holds Prime Minister Charles and her achievements in high regard. It is a special privilege for all of us at Clemson to honor her with the presentation of an Honorary Doctor of Laws Degree.
