Clear Roads Winter Highway Operations Pooled Fund, TPF-5(353), is a national research consortium that tests, develops, and advances materials, equipment, and methods for winter highway maintenance.

• Support technology transfer by developing practical field guides and training curricula to promote the results of research projects.

New Research ProjectsExpanding Brine Recipes and their UseThe goal of this project is to expand current brine application rate tables to include brine blends and update, or expand direct liquid application rates to include additional temperature and winter storm scenarios.
Recruitment and Retention of Highway Maintenance WorkersClear Roads seeks to learn which significant employment factors are within agencies’ control to modify in order to increase recruitment and retention. If there are factors other than salary that can be shown to matter significantly, this project will identify how state agencies have emphasized those factors during the recruiting and hiring process.
New Research Projects (cont’d)Comparison of Performance of Pre-Wetted Road Salt Distributed by Traditional Chain Conveyor Spreader vs Auger-Driven Slurry SpreaderThe goal of this project is to compare two common types of spreaders to determine their effectiveness and efficiency in clearing winter roadways with pre-wetted salt. The equipment is to be compared in side-by-side road trials, using identical materials and identical liquid to salt ratios. Results of the comparison of equipment will assist state agencies in making informed decisions regarding use of existing fleets, equipment acquisition, and contract specifications.
Measuring the Efficiencies of Tow Plows and Wing Plows The goal is to determine the differences between a standard plow, a plow with wings and a tow plow to denote what, if any, efficiency/gains departments can expect through equipment purchases, as well as the road surfaces best suited to the equipment. A ROI calculation will help inform administrators on future purchases.
New Research Projects (cont’d)Synthesis of Technical Requirements and Considerations for an Automated Snowplow Route Optimization RFP TemplateDeveloping an RFP can be a time-consuming process. The goal of this project is to provide state DOTs with an RFP template that can be used to expedite the procurement of an automated snowplow route optimization program vendor.
Continuing Efforts of Clear Roads Subject-based Web Pages (Year 2)This project continues the work to provide its content in a subject-based format. Our website will allow one to quickly obtain information about specific snow and ice topics through past research, specifications, product experience, state DOT experience/lessons learned, informational videos, and the like.
Winter Preparedness Microsite This website serves as an information clearinghouse to which state DOTs can direct the traveling public from their own DOT websites. The microsite provides information and resources to assist drivers in preparation for the coming winter. Examples of this information include checklists for emergency car kits, pre-winter vehicle preparations, recommendations related to tire use and battery maintenance, winter driving tips, what to do in whiteout or black ice conditions, or if you become stranded on the side of the road.
Continuing Efforts of Clear RoadsAnnual Survey of State Winter Maintenance Data (Year 5)Clear Roads will continue to with the fifth year of a multi-year project to systematically gather, compile, and analyze a range of data from state DOTs related to their winter operations. As this effort continues, all state DOTs will continue to be invited to participate in a survey to collect information about their winter resources, materials, and costs from the previous winter season. This data is provided in the format of an interactive map states can use to compare data and conduct analysis for their own agencies.
A New Initiative for Clear RoadsClear Roads Qualified Products List (QPL) Clear Roads has taken ownership of the QPL from the Pacific Northwest Snowfighters organization. As part of this restructuring, the following has occured: • The formation of a formal Technical Advisory Committee for the QPL to include
representation from states in the eastern and middle of U.S.
• An update to the PNS website.
• Updated chemical product specifications and test protocols.
• Process updates (how to get products on, and removed from the QPL).
• Establish process for continuous vendor communication.
• Support for a chemist to attend the spring CR meeting.
• Maintenance of the QPL including sample testing.

Plug and Play Initiative• Partnered with industry to develop a protocol that would support a “plug and
play” approach to integrating electronic devices and sensors on plow trucks.
• Clear Roads research developed an initial specification, working with public and private partners for buy-in.
• A phase 2 follow-up was completed to define data and transmission standards.
• Clear Roads has recently rolled out a test bed software suite (online portal) to validate and certify vendor spreader controllers and AVL equipment for compliance with the current Clear Roads Universal In-Cab Performance Specification and Communications Protocol. Snowplow Operator and Supervisor Training• 22 training modules covering all aspects of winter maintenance.
• Each modules contains a comprehensive PPT, and instructor guide, and student evaluations.
