At the December 4, 2017 meeting, the Board tabled the approval to go forward with the warning siren project in Lorenzo, Brownson and Sunol to allow time for Ron Leal, Emergency Manager, to contact NEMA and establish a time line for the comple-tion of the project. At this time, Emergency Manager Ron Leal addressed the Board and inquired as to the possibility of utilizing Keno funds for the payment for the project. Mr. Leal estimated the cost of the project to be approximately $15,000.00. A motion was made by Miller, seconded by Sanders to advertise for bids for the project with the payment being made from the Cheyenne County Keno Fund as approved by County Attorney Schaub. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Gerald Frerichs, President of the Cheyenne County Fair Board, requested that Steve Powell be appointed to fill the unexpired term of Brad Zalesky. The term will run from December 18, 2017 through December 31, 2018. A motion was made by Miller, seconded by Sanders to appoint Steve Powell to the Cheyenne County Fair Board with the term to be from December 18, 2017 through December 31, 2018. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Commissioner Miller requested that the Board go into executive ses-sion to discuss salaries for elected officials for the 2019-2022 term of office. At 8:15 A.M., a motion was made by Miller, sec-onded by Sanders to go into executive to discuss salaries for elected offi-

Further, the County Surveyor will not be entitled to any ben-efits other than those as required by law.

Sheriff – 2019-$74,284.00. For each year thereafter, a 3% cost-of-living increase shall be added to the previous year’s salary. Salaries

for 2020, 2021 and 2022 are established as fol-lows: 2020-$76,513.00; 2021-$78,808.00; 2022-$81,172.00. Further, the Sheriff shall receive during the term of office the same health insurance coverage as provided to all Cheyenne County employees.

County Attorney – 2019-$92,855.00. For each year thereafter, a 3% cost-of-living increase shall be added to the previ-ous year’s salary. Salaries for 2020, 2021 and 2022 are established as fol-lows: 2020-$95,641.00; 2021-$98,510.00; 2022-$101,465.00. Further, the County Attorney shall receive during the term of office the same health insurance coverage as provided to all Cheyenne County employees.

Doug Hart, updated the Board on road activities.

Next, Superintendent Hart updated the Board on the Dinklage proj-ect and presented a let-ter addressed to Dinklage accepting the work com-pleted by Dinklage person-nel in the County right-of-way. A motion was made by Miller, seconded by Sanders to approve the letter as written. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

The matter of the training for motor grader operators was discussed. Superintendent Hart was directed to research options for training and report back to the Board.

On April 3, 2017, the Board entered into an Interlocal Agreement regarding a County Bridge Match Program Among Western Nebraska Counties for the construction of joint culvert projects. The proj-ect number for Cheyenne County is C17-177. The Scotts Bluff County Board was directed to manage the bidding process for the purchase of the culverts. A motion was made by Miller, seconded by Sanders to approve the decision of Scotts Bluff County to pur-chase the culverts from Ace Eaton Metals for Cheyenne County project

Nay: None.County Attorney Schaub discussed with the Board the Railroad Crossing Diagnostic Review on County Road 91 and on County Road 131. The Nebraska Department of Transportation (NDOT) is

recommending a safety project that includes install-ing active automated lights and gates at the Union Pacific Railroad (UPRR) at-grade crossing located on County Road 131 at DOT #817820H and UPRR at-grade crossing located on County Road 91 at DOT #817845D. The NDOT is recommending a cost share of NDOT-95% and UPRR-5%. NDOT will be using federal safety funds. A

motion was made by Miller, seconded by Sanders to approve both proposed projects and cost sharing allocations. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

Dear Annie:Over the past six months, a

wonderful friendship has been developing with a potential friend who enjoys the cultural and outdoor activities that I do. We are both exchanging viewpoints, backgrounds, likes and dislikes freely. However, I have two problems: When I share my experience about a difficult health situation or maybe a familial situation, she has to top it or go one better with her own personal experiences. I don’t ever feel as if she’s really listening in a compassionate way. And sometimes her response doesn’t even relate to the actual topic at hand. The other difficulty is that she repeats and repeats her own stories. I respond -- kindly, I hope -- with “Yes, I remember you telling me about that.” How can I bring about changes without hurting feelings or losing the friendship?

Dear One-Upped:Though relating to a friend

is nice, listening is even better. That’s something your new friend doesn’t seem to understand.

Her serial one-upmanship may be an attempt, however misguided, at impressing and connecting with you. You can try gently raising the subject: “Have you ever noticed that when I tell a story, you seem to have a tendency to tell a similar but more extreme story? I think you’re trying to relate, but sometimes it makes me feel as though what I had to say wasn’t important.” She’s probably annoyed other people with this habit, too, and you’d be doing her a favor by bringing it to her attention so she has the chance to correct the behavior.

But the one-upmanship and repeat storytelling could also be a case of pure self-absorption. In that case, calling the issue to her attention would do little to change it, and you’d have to look for close friendship elsewhere.

Dear Annie:I’m writing in to sound

the alarm bells. I just read the letter from “Problems in Pennsylvania” -- about her husband’s porn habit, as well as his sudden interest in connecting with friends on Facebook -- and it could have been the story of my ex. He had become more and more interested in sexual fantasies and looking at porn online, and when I realized his interest in our marital intimacy had diminished, I discovered long letters and conversations he was having with old girlfriends on Facebook, in which he expressed a desire to hook up again, with some very suggestive language. I subsequently learned that some meetings were taking place, and I moved out. When he begged me to come back, promising he wouldn’t continue, I foolishly did. Not a month later, I learned he was in a new affair, and this resulted in our divorce. I do

believe, looking back at other behaviors, that he was a sex addict. Don’t overlook the warning signs.
