ClarionUniversity isamemberof thePennsylvaniaStateSystemofHigherEducation(PASSHE).ThepresidentsofthefourteenuniversitiesthatcomprisetheStateSystemreporttotheChancellorof the Pennsylvania State System of Higher Education (PASSHE), Frank Brogan. PASSHE’sgoverning body is the Board of Governors, and is composed of twenty members, including theGovernor,theSecretaryofEducation,elevenmembersappointedbytheGovernor,threestudentsappointed by the Governor and four legislators appointed by the leaders of the majority andminority caucuses in eachhouse.TheBoardofGovernors appoints campuspresidents,upon therecommendationoftheCouncilofTrusteesandtheChancellor. It’sotherresponsibilities includetheapprovalofacademicprograms,generalpoliciesforadmissionofstudents,approvalofcapitaland operating budgets, establishment of general personnel policies and approval of all laborcontracts,andsettingtuitionfees.

Clarion, like all campuses in PASSHE, has a Council of Trustees, composed of elevenmembersappointedbytheGovernoroftheCommonwealthofPennsylvaniaandwiththeadviceandconsentof the Senate. The Council, which meets five times a year, has an advisory role that includesfinancialoversight,approvalofacademicprograms,andevaluationofpresidents. Inaddition,theTrustees conduct annual facilities inspections and make maintenance and constructionrecommendationstotheBoardofGovernors.

STUDENTSMorethan5,224students(65%female,35%male)from44statesand22countriesattendedclasseson the Clarion University campuses, including virtual (fall 2016 data). Of that total, theundergraduatepopulationwas4,330(83%)and894(17%)weregraduatestudents,withnearly90%ofClarionstudentsresidingintheCommonwealthofPennsylvania.Studentsofcolorconstituted9%of thepopulationwith approximately 1% international students. ClarionUniversity studentsareabletoparticipateinover130clubsandorganizations,including3fraternitiesand5sororities.Morethan$17.8millioninscholarshipsandaidwereawardedin2014-15.Duringthatperiod,over91%ofClarion’sstudentsreceivedsomeformoffinancialaid.

Theaverageclass size is 18 studentsandall classesare taughtbyeither full-timeorpart-timefacultymembers,ratherthanteachingassistantsorgraduatestudents.The ClarionUniversity Faculty Senate is primarily an advisory board to the President. StandingSenatecommitteesadvisethePresidentonmattersrelatingtoadministrativehires,facultyaffairs,student affairs, institutional resources, academic standards, andVenangoCollege. FacultySenatealso determines for all proposed curricular additions and changes whether they are to berecommended to the President for adoption at the university. Faculty Senate consists of 24memberselectedforthree-yeartermsonarotatingbasis(eightneworre-electedmemberseveryspring).MembershipincludesrepresentationfromVenangoCollege.

• Enrollmentmanagementforthepresentandfuture

Themostvitalareafacingthenewprovostandvicepresidentforacademicaffairswillbetosupportenrollmentmanagement—inparticular,enhancingtheareasofrecruiting,retentionandgraduation—aswellasimplementinganinstitutional18-month enrollment plan. Clarion haswitnessed an overall enrollment decline inrecent years but now, due to strategic focus on regional needs, Clarion haspositioned itself to successfully rebuild its enrollment. The provost will need towork collaboratively with academic and student affairs to assist in buildingenrollmentsandassuringstudentsuccess in theupcomingyears.Moreover, s/hewillprovide strongandclear strategic leadership regarding theapproachused toadvancetheuniversity’sdesiredenrollmentresults.

• CreativityandinnovationTheprovost,alongwithdeans,chairsandfacultycolleagues,willbechargedwithassessing and implementing degree programs to meet emerging needs. Theprovostmustbeanencouragingandempowering leader,allowingthe institutionto respond to changes nimbly and effectively. Importantly, the provost shouldmodelapassionforteaching,learning,scholarshipandservice.

• Advocacyandaccountability Workingcollegiallywiththepresident,vicepresidents,deans,chairs, facultyand

staff,theprovostwilladvocateforuniversity'sacademicprograms.Inconcertwiththedeans,theprovostwillbeaccountablefordevelopingbudgetgoals, includingenrollment growth targets, carefullymonitoring thebudget, and communicatingthese goals to the university community. Likewise, s/he should encourage one’scolleagues to be at the forefront of academic innovation and creativity. Budgetgoals,includingenrollmentgrowthtargets,mustbedevelopedinconcertwiththedeansandcarefullymonitoredbyall.Finally,s/hemusthaverobustbudgetskillsthathavebeentemperedbyexperiencewithleananddecliningbudgets.

• Sharedgovernanceandcollectivebargaining

The provost will engage in best practices of shared governance, particularly inworking with faculty and staff colleagues, including the statewidePASSHE/APSCUFCollective BargainingAgreement and other staff-related unionarrangements.S/heshouldshowinitiative in involvingallnecessarystakeholdersearlyandoftenthroughoutthegovernanceprocess.

• Fosteringstudentsuccessandinvolvement

The students of Clarion University create a vibrant environment on all of itscampuses and online through their academic experiences, including classes andlabs, rehearsals, undergraduate and graduate research, servicelearning/internships, creative activity and engagement in sports and studentorganizations.Inclosecollaborationwithdeans,chairs,facultyandstudentaffairscolleagues,theprovostwillfosteranenvironmentthatcultivatesstudentsuccess,holistic development, and involvement in curricular, co-curricular andextracurricularactivities.

• Communityandstatewideengagement

Together with the president, the provost will work with the entire campuscommunitytoenhanceClarionUniversity’sstandingwithinClarionborough,theregion and Commonwealth of Pennsylvania. Thismay include participating onboards and service organizations; developing partnerships; fostering positiverelations with foundations, granting agencies, university alumni and others toestablish fundraising priorities; identifying potential grants, friends, and donors;and encouraging their engagement with and support of Clarion University'sinitiativesandprograms.
