The Ohio Department of Transportation proposes to undertake safety improvements on StateRoute 235, from Dalton Drive to Dille Road, in Bethel Township, Clark County. State Route235 is an Urban Arterial carrying approximately 11,660 vehicles per day (2012).
Project History:
In 2011, the project corridor was identified as a Local Safety Hotspot for Clark County. TheState Route 235 intersections with Styer Drive and Hocker Avenue were ranked #2 and #6 on therural hot spot list, respectively.
In 2012, a Corridor Management Study (CMS) was completed for the corridor on behalf of theSpringfield-Clark County Transportation Coordinating Committee, the local MetropolitanPlanning Agency.
The CMS identified a total of 117 crashes (87 intersection related and 30 segment related) withinthe four-year study period (2007-2010). Of those, 65% were rear–end or angle-type crashes.Injuries were reported for 32% of the accidents. A total of six fatalities were reported, three ofwhich were pedestrians attempting to cross SR 235; a seventh pedestrian fatality occurred in2012. The corridor has a crash rate of 1.96 crashes per million vehicle miles travelled, higherthan the state average of 1.09 for two-lane urban collectors.
A total of 57 driveways were identified with the corridor studied in the CMS. These drives are,on average, 200 feet apart; this is less than the recommended minimum 360 foot spacing forcorridors posted at 45 mph.
[It should be noted that the CMS did not identify a level of service (LOS) issue within thecorridor. All intersections are operating at LOS C or better during peak hours, with mostoperating at LOS A or B. At LOS C, vehicles experience a delay of 16 to 25 seconds atunsignalized intersections and 21 to 35 seconds at signalized intersections.]
As part of the Corridor Management Study, various alternatives were presented to the public attwo public meetings. The final recommendations of the CMS reflected public input. Thefollowing improvements were recommended by the CMS:
Undertake access management improvements by consolidating drives on the west side ofSR 235.
Construct two mid-block pedestrian crossings, with raised medians within the center leftturn lane, to allow for a two-stage crossing.
Construct a sidewalk along the west side of SR 235, between Dille Road and DaltonDrive.
Construct a multi-use path on the east side of SR 235, between Dille Road and Dalton
Drive. Reconstruct traffic signal at Styer Drive intersection, with full pedestrian features,
including countdown pedestrian signal heads. Install corridor roadway lighting from Dille Road to Gerlaugh Road. Consolidate the McAdams Drive access point, by converting its intersections at Styer
Road (north and south) and Hocker Avenue (north) to cul-de-sacs. Replace the twodriveways on McAdams between Hocker Avenue and Styer Drive with a single accesspoint.
Remove the Hocker Avenue access to SR 235, by consolidating it with McAdams Drive.
In October 2012, a project was programmed to implement safety improvements based on therecommendations of the 2012 Corridor Management Study.
Purpose & Need:
The purpose of the project is to maintain the project corridor as a safe and effective componentof the transportation system for all users, by addressing conditions within the corridor that areresulting in a high number of crashes, including crashes involving pedestrians.
In order to meet the purpose of the project, it is necessary to address the following conditions:
Inadequate pedestrian facilities within the corridor, including a lack of pedestriancrossings.
Inadequate access management, particularly substandard drive spacing, resulting in ahigh number of conflict points within the corridor.
Goal of the Project:
A goal of the project is to avoid improvements that will unduly restrict access to area businessesand other properties.
Project Description:
The project will include the following improvements:
Provide a sidewalk on the west side of SR 235, from Dalton Drive to Dille Road. Provide a multi-use trail on the east side of SR 235, from Hocker Avenue to Dille Road. Provide pedestrian mid-block crossings with a raised median in the center left turn lane in
the vicinity of 2131 S. Dayton-Lakeview road and 1651 S. Dayton-Lakeview Road. Provide a new public road (“backage road”) west of SR 235, between North Business
Way and the public access drive located between 2133 & 2135 S. Dayton-LakeviewDrive.
Undertake access management throughout the corridor, including:o Close the existing commercial drive at 2432 Dayton-Lakeview Road and create a
new drive connection to Dalton Avenue.o Extend Dalton Avenue west of SR 235 and provide drive connections to 2357 &
2350 S. Dayton-Lakeview Road. Remove the existing driveway connections to
SR 235 for those properties.o Consolidate the multiple driveway connections to SR 235 to single SR 235 access
points at the following properties: 1625, 1651, 1640, 1866, 1951, 2131, and 2353S. Dayton-Lakeview Road. driveways 2353 S. Dayton-Lakeview Road.
o Convert the SR 235 access points at the following properties to right in/right out:1525, 1625,and 2135 S. Dayton-Lakeview Road and the public access roadbetween 2133 & 2135 S. Dayton-Lakeview Road.
o Close Hocker Avenue at SR 235, while maintain the intersection of HockerAvenue and McAdams Drive.
o Close McAdams Drive at Styer Drive McAdams Drive access to SR 235 will beretained through the consolidated drive at 1640 S. Dayton-Lakeview Road (south)and its intersection with Dale Ridge Road (north).
The project is expected to require 0.4-acre of permanent right-of-way, most for construction ofthe “backage road”and 2.2 acres of temporary right-of-way.
The corridor generally developed in the 1960s as an auto-dependent commercial corridor.Within the corridor, there are no National Historic Landmarks, sites listed or known eligible forthe National Register of Historic Places, or sites for which Ohio Historic/Archaeological inventoryforms have been completed.
Vegetation within the corridor is generally limited to mown right-of-way. Two trees will need tobe removed for the extension of Dalton Drive. These trees do not offer roost habitat for theIndiana bat or northern long-eared bat. There are no waterways or wetlands within the corridor.
The project is being undertaken with federal and state Safety funds. Environmental clearance isscheduled for 12-15-2014. The anticipated award date is April 2016.
