Book 0141 P~9. 396 STATEMENT OF THE PROBLEM

The problems the project ·wiII address will be to continue the effort to reduce

victimization in Pearl River County due to the incidents of domestic violence.

DPSP USE

ONLY

Also to reduce the number of domestic violence cases by continuing to educate the

public through public awareness. The sheriffs department will continue to focus

on repeat offenders, which is a major concern in Pearl River County. It will also

continue in-house training to insure law enforcement is up to date on recent la"Xs,

and policy and procedures surrounding domestic violence. With the funding,

Pearl River County Sheriffs Department can continue to staffa full time

investigator to handle domestic violence cases. To date in 2010 the Pearl River

County Sheriffs Department has worked approximately one hundred twenty nine

(129) domestic violence cases. There were one hundred six (106) domestic

since Hurricane Katrina. Recent reports have shown that Pearl River

County is the 12th fastest growing county in Mississippi. The population estimates

as of July I, 2007 is approximately 58,000. Domestic violence cases will likely

The geographic area to be covered includes the entire county, over 864 square

miles, minus the city limits of Poplarville and Picayune. The program continues

to allow the domestic violence officer to process, monitor, and coordinate the

prosecution of suspects. It also allows for assistance and counseling of victims of

domestic violence through the various resources available.

Due to the increasing number of domestic violence calls, along with the other calls

for service, deputies are unable to devote time to victims and to provide support

and resources. It is imperative that this agency continue to staff a full time

investigator to handle the caseload. Pearl River County is steadily increasing in

popUlation and with the increase crime continues to rise. The domestic violence

investigator is in the position to work one on one with each victim to ensure an

understanding of the procedures and court system. The investigator is there to

provide resources or referrals for counseling or other needs as a result of the

abuse. Crimes of domestic violence would not get the much needed attention

without an investigator dedicated solely to domestic violence against women.

Pearl River County continues to see an increase in the Hispanic population in the

last few years. Most of that population does not speak fluent English and the

language barrier has become a significant problem.

Pearl River County is predominately rural. Most of the victims are white females

from low income and low education levels. They do not ,,¥£\l~lf41 flfoei;lW help

because they have depended on the batterer and are not accustomed with any other

way of living. We must continue to reach out to these victims in order to break the

cycle of domestic violence against women.

B. The projected impact of this project is to identify and serve victims of domestic

violence. The increase of public awareness and the quality of life for the victims

and their families should put us towards a decrease in calls for domestic violence.

Let the victims know that their case is important by meeting with each and every

victim one on one and discussing their case from entry into the legal system to

conviction. Increase awareness within the law enforcement community on good

effective report writing and documenting all evidence whether it seemed relevant

at the initial time of the call. Continue to inform victims oflocal resources

available, such as the local women's shelter. The use of local resources enables

families to be together and to leave the children in local schools instead of moving

them out of the area.

C. The majority of the targeted population is low income housing where the

victim depends on the batterer for financial support and does not have the

knowledge or the resources available to her. Other targeted areas are the non-

English speaking Spanish population.

In the upcoming project period, the Pearl River County Sheriffs Department will

continue to staff a full time investigator to handle all cases of domestic violence.

In-house training for deputies on policy and procedure on answering calls for

domestic violence will continue. The deputies will also be updated on any change

in the law regarding domestic violence. The investigator will continue to collect

data and stats on domestic violence calls based on dispatched calls for service,

deputy reports, and justice court reports. The investigator along with deputies

will continue to raise public awareness by making available to the public, resource

infonnation.

The following activities will be conducted during the grnat period:

Data will be collected on victims, arrests, services, and pr&'(!c~t~~<thMugh

various procedures that are already in place. First the number of calls by dispatch

will be collected by a call detail sheet that is printed directly from a dispatch

station. From that detail sheet a list of case numbers will be generated and actual

incident reports will be pulled. From those incident reports the domestic violence

investigator will track information on victims such as; age, race, and type of

violence that was used by the suspect. This data will be recorded seperately on a

victim data sheet, along with arrest data. The arrest data is collected through

justice court dockets along with prosecution stats.

The project will maintain an investigator who will be assigned to only work

domestic violence. The investigator is responsible for following up on all cases

involving domestic violence against women. The investigator will check the

justice court docket and follow up on all domestic violence cases that are on the

docket. If the case is signed by the domestic violence officer, or by a complainant

this investigator will get the file, review it, and follow the case to the end. The

investigator will also contact every victim in an effort to make sure that the court

system is keeping the victim up to date and that the victim has transportation to

and from court.

cases. Instead of all cases of domestic violence being throughly investigated, only

felony cases would receive any kind of an investigation. This is due to the high

volume of other crimes, such as property related crimes. Due to budgetary

constraints this position would not be able to be funded without a portion being

paid through the grant.

The Pearl River County Sheriffs Department will maintain an investigator who

will be assigned to working only domestic violence. This investigator is

responsible for following up on all cases that have to do with domestic violence.

This investigator will check the justice court docket and follow up on all domestic

violence cases that are on the docket. lithe case is signed by the domestic

violence officer, another officer, or by a complainant this investigator will get the

file, review it, and keep up with the case to the end.

This investigator keeps track of her case progress by mean of a monthly time

activity report and also by a case log sheet that she choose to maintain. Every case

is documented from time of entry into the system until prosecution.

The investigator will also contact every victim in an effort to make sure that

the court system is keeping the victim up to date and that the victim has

transportation to and from court. If the victim does not have transportation the

domestic violence investigator will show up personally and bring the victim to and

from court. In the event that the case is a felony the domestic violence

investigator will respond to the scene and then travel to the hospital and meet with

the victim. The investigator will then make arrangements for the victim to have a

place to stay and will make sure that items that are needed from the home are

obtained. The domestic violence investigator has a close working relationship

with the Picayune Police Department, the Poplarville Police Department, and

the D.A.'s office and makes sure that all cases are presented to the grand jury.

The investigator keeps up with the cases until a conviction is obtained. The

investigator makes sure all victims are prepared for court. The investigator

will make every effort to see that the suspect not only gets jail time, but also

gets classes on anger management.

The data is then analyzed by the domestic violence officer and put into a data base.

The domestic violence investigator is involved in the initial police response,

police report, victim's right briefing, counseling/referrals, suspect arrest, victim Book 0141 Pag' 416

follow-up interview, court appearance of suspect.

We are meeting our goals and objectives, provided to the victims through

individual counseling about victim services and a description of the legal process.

Also, our monitoring of the prosecution of suspects meets our goal of reducing

repeat offenders.

The investigator will work closely with court officials, prosecutors, and victim

assistance coordinators on each case, in order to ensure proper prosecution.

Since court is now being housed in the same facility as investigations;

it will make it possible to meet with court officials more frequently.

Without this grant the Pearl River County Sheriffs Department would not be able

to assign an investigator to work solely on nothing but domestic cases ..

Reports for expenditures are current with the report filed April, 20 I O.

Match requirement have been fulfilled and will continue to do so.

As our population continues to rise, the number of domestic violence cases also

increases.

All funds will be expended by the end of the grant period.

Statement of the Problem

State in clear concise terms the problem this program will address:

Continue the effort to reduce the number of domestic violence incidents

tion of Pearl River' County has sean an increase since Hurricane Katrina;

Recent reports have shown that Pearl River COunty is the 12th fastest

erowine count v in Mississippi. TM population as of July I, 2007 was

'~~-imatelv 58.000. The population increase is dua to the influx of

people from surrounding areas moving to pearl River County. There are

still a number of workers that have remained since Hurricane Katrina. If

the trend continues as rapidly,: domestic violence cases against women

will also increase.

Provide local statistical datil for the period July 1,2007 to June 30 2008 to document and support the degree or intensity of the problem. ' .

There were 351 cases of domestic violence for July, 2007-June"2008. The

first duart~r of 2009 the Pearl River County Sheriff's Department has

. • aonroximatel'l 106 cases. This is a decrease from 2008 for the

same Deriod. Tha geographic area to be covered includes the entire county,

over 864 square miles, minus the city limits of Picayune and poplarville.

pearl River County is steadily increasing in population and with the

increase crime continues to rise. Pearl River County is predominantly

rural and most victims are unaware of the resources and assistance availab e

to them. Pearl River County has seen a drastic increase in the Hispanic

nnnlllation the last few years. Host of the population doos not speak

English and the language barrier has become a significant problem.

Implementation of Program

Data will be collected On victims, arrests, services, and nrosecution through various procedures that are already in

DisDatch station. From that delaii sheet a list of case numbers will be eenemted and actual incident renorts will

will be nUlled. From those incident reports the domestic violenee investigator will track information on victims

such as' a.e, race, and tvoe of viole nee that was used bv the susnecl This data will be recorded seperatelv on a

victim data sheet, along with the arrest data. The arrest data is coUected throuoh iustlce court dockets alona with

orosecution stats. The investigator will work closely with court officials, prosecutors, and victim assistance

coordinators on each case, in order to ensure proper orosecution. The investigator will speak to coun officials

on a day to dav basis concerning each and every case. Since court is now being housed In the same facilitv as

inyesti •• tions· it will make it oosslble to meet with court officials more frequently. The investigator will

continue to retain a eood relationship with all service aaencies, such as shelters.

Evaluation

I. Describe in detail how the effectiveness of the project is being evaluated?

The investigator is responsible for following up on all cases

involving domestic violence. The investigator will check the

justice court docket and follow up on all domestic violence cases

that are on the docket. If the case is signed by the domestic .

violence investigator, another officer, or by a complainant the

investi~ator will get the file, review it, and fol1&o.': I!ltt fIJ"",e421\o the

end. The investigator keeps track of case progress by means of a

monthly time activity report and by a case log sheet that is maintained.

Every case is documented from time of entry into the system until

prosecution. The domestic violence officer is involved in the

initial police response, police report, victim's rights briefing,

counseling/referral, suspect arrest, victim follow-up interview,

court appearance of suspect, and notifies the victim of trial results.

NARRATIVE FOR CONTINUATION GRANT

From July 1,2008 to June 30, 2009 the Pearl River County Sheriffs Department

Boot. 0141 PaQ~ 427 maintained an investigator who was assigned to working domestic violence. This

investigator was responsible for following up on all cases that had to do with

domestic violence. The domestic violence investigator has the highest conviction

rate in the department for cases that were handled through justice court. The

investigator checks the justice court docket and follow ups on all domestic

violence cases that were on the docket. If the case was signed by the domestic

violence officer, another officer, or by a complainant this investigator would get

the file, review it, and keep up with the case to the end.

The investigator would also contact every victim in an effort to make sure that the

court system was keeping the victim up to date and that the victim had

transportation to and from court. If the victim did not have transportation this

investigator would show up personally and bring the victim to and from court.

When off duty this investigator would go to a call where domestic violence has

taken place, if the officer that responded felt that she was needed.

In the event that the case was a felony, this investigator would respond to the

scene and then travel to the hospital and meet with the victim. This investigator

would then make arrangements for the victim to have a place to stay and would

make sure that items which were needed from their home were obtained.

This investigator also has a close working relationship with the Picayune Police

Department, the Poplarville Police Department, and the D.A's office and makes

sure that all cases are presented to the grand jury and keeps up with the cases until

a conviction is obtained. This investigator also make sure that all victims are

prepared for court. This investigator will also make every effort to see that all

victims are prepared for court. This investigator will also make every effort to see

that the suspect not only gets jail time, but also gets classes on anger management.

AMENDMENT TO CONTRACT FOR PROFESSIONAL JAIL MANAGEMENT SERVICES

. The Contract for Professional Jail Management Services for the Pearl River County Jail facilities (the "Agreement") dated November 3, 2008, by and between MISSISSIPPI CORRECTIONAL MANAGEMENT, INC. (hereinafter "MCM, Inc."), a Mississippi Corporation, and PEARL RIVER COUNTY, MISSISSIPPI, (hereinafter "County"), is hereby amended as follows effective January 1 , 2010: Book 0141 P.9~ 470

ARTICLE THREE

PAYMENTS

3.01 All compensation p'rovided in Section 3.01 shall be and it is hereby Immediately reduced effective January 1,2010 to $72,000.00 per year, payable monthly.

ARTICLE ONE

PURPOSES

1.03 The lime period allowed MCM, Inc. to effect ACA accreditation for the Pearl River County Jail facilities Is hereby extended from eighteen months to twenty months.

ARTICLE THREE

PAYMENTS

Section 3.04 is added as follows:

3.04 If ACA accreditation is not achieved within the time period provided In ARTICLE ONE· PURPOSES· Section 1.03, the County will not be charged by MCM, Inc. and will not pay it again until after ACA accreditation is obtained.

Otherthan the changes hereinabove set forth, the original contract is hereby ratified and remains in full force and effect between the parties. .

During a visit to the site on Thursday (4-1-10) It was estimated that approximately 2.84 acres of disturbed area needs vegetative cover. Using the lowest quoted rate, the cost of the hydro-seeding would total $ 9,896.

IT IS ORDERED by tlie Board of Supervisors of Pearl River County, Mississippi in regular session on the 5th day of April, 20) 0 that the Board of Supervisors will vacate approximately) ,400 linear feet of the existing Ridge Road Rig~t-of-Way that is adjacent to the Crosby Arboretum. The preferred· route will provide for relocation of this portion of existing Ridge Road.
