The Events leading to a Civil Rights

    Violation

Charges were filed against the police officers. On April 29,

1992, a trial began and the policemen were acquitted of the

crimes and the Los Angeles riots occurred. Many innocent

people were hurt and killed because of the anger of the

    verdict.

On February 25, 1993, a civil trial begins against the

policemen involved in the beating. On April 17, 1993, two

of the police officers were found guilty of violating Kings

civil rights. A lawsuit followed and King won 3.8 milliondollars from the Police Department. Changes for reform of

    the police department followed.

    Changes from Trial

The LAPD since changed the departments procedures

to not violate due process of law of individuals rights.Officers did not proceed directly to hospital, as perinstructions and individuals right, officers took King to

police station then took King to hospital with false logstatements.

Federal trial defined what is willfully and intentionally

use of unreasonable force when arresting a suspect.

Civil rights organizations formed to limit policebrutality in California, the department had a longhistory of excessive force in community prior to King

    trials.

    Changes from Trial (continued)

Increase of liability claims and payments were made to

individuals due to the LAPDs medical and officer training

    program.

A suspects criminal record does not imply the need ofexcessive force to apprehend individual.

No preparation for riots because riots are not organized and

    not all individuals participate.

Civil Rights Violations Felt By Minorities in

    Response to King Rulings

President George Bush felt need to step in to protect civilorder in Los Angeles.

Officers in Kings case were able to face a second trial dueto Supreme Court ruling in 1959 by a count of 5-4 in the

case of Bartkins. The Supreme court decided the doctrine ofdual sovereignty permits successive state and federalprosecutions for the same crime.

Minority suspects still face abuse by police officers, as in the

case of Frank Jude Jr. and Lovell Harris in 2006. Caucasianpolice officers in Wisconsin severely beat a African-American suspect, who follow all instructions by officers.

Civil Rights Violations Felt By Minorities in

    Response to King Rulings

Black youths with baseball bats battered a car driven by a

white. Police faced gangs of rock and bottle-throwing

youths. The taunting, missile-hurling crowds grew in size,

forcing the police to beat a hasty retreat out of the riot

    area.

When the rioting finally ended five days later, fifty-four

people (mostly Koreans and Latinos) were dead--the

greatest death toll in any American civil disturbance since

the 1863 Draft Riots in New York City. Hundreds of people(including sixty firefighters) were injured.
