CIVIL LEGAL AID CHANGES LIVES

A gratitude report to our dedicated supporters | May 2017

Dear supporters, friends and colleagues,

Poverty should never stand in the way of justice.

This has been the mantra of the Legal Foundation of Washington for almost 35 years. It’s why you care enough to support our work. And it’s why the civil legal aid organizations we fund each year work so hard to ensure justice for individuals and families facing potentially devastating challenges.

Thanks to you and 5,000 other lawyers, judges, law firms and community supporters, the Legal Foundation of Washington provided $15 million to civil legal aid nonprofits across Washington in 2016. Since 1984, we have dedicated more than $200 million so our grantees can deliver on the promise of justice for all.

As the only long-time statewide funder of civil legal aid, we guarantee your gifts are put to effective, efficient use helping those who need wise legal counsel and determined advocacy the most. This publication is a grateful expression of the impact you make with your support.

In times of change and division, LFW brings people together to rally around this common cause. Together, we will remain vigilant in standing up for people who need justice. Thank you for being a champion of civil legal aid.

Sincerely,

Executive Director 2016 LFW Board President

For the veteran denied medical benefits or the senior defrauded online, the woman fleeing domestic

violence or a family fighting homelessness, your support for LFW makes a profound difference in the

lives of thousands of people in poverty.

According to the 2015 Washington State Civil Legal Needs Study, three out of four of the 1.2 million

Washington residents living in poverty will face an urgent civil legal crisis in any given year. But only one

in four will have access to legal help. That makes your support more crucial than ever before.

TWO WAYS FOR YOU TO MAKE A DIFFERENCEYour annual donations to the Campaign for Equal Justice respond to the growing civil legal aid needs across the state. In 2016, the Campaign raised $1.3 million.

Your contributions to the Endowment for Equal Justice support a long-term, revenue-producing investment fund that provides a permanent source of civil legal aid funding. The Endowment raised $1.1 million in cash and pledges toward it’s five-year, $5M goal to bring the corpus to $20M. In 2016, the Endowment provided $686,000 to LFW, its largest contribution. We welcome legacy gifts, the ultimate expression of your support when you remember LFW in your estate plans.

JUSTICE FOR

SURVIVORS

After years of abuse by her spouse, Sara decided she had to start standing up for herself and for the safety of her two small children.

Angered by his wife’s refusal to obey him, he filed for divorce and got an emergency restraining order, attempting to force Sara out of the apartment and away from their family. Without money to hire an attorney, Sara was scared and worried about the safety of her children.

Luckily, thanks to supporters like you, Sara received legal help from Eastside Legal Assistance Program. With an attorney’s help, the restraining order was denied and Sara was able to move back in to her home and care for her children. And, her husband was ordered to move out. When Sara later needed to move to a nearby city for a job and affordable housing, her attorney obtained the necessary permission from the court. Sara and her children are now safe and secure in their new life thanks to legal aid.

SAFETY FOR IMMIGRANTS

Lupe’s father was an alcoholic who often threatened her with a machete and a gun. When Lupe was 16, an older man came to their house in rural Honduras and offered to take her to Guatemala to find a job. Desperate to leave behind the abuse and poverty of her home, Lupe went with him, not aware of the

dangers of sex trafficking. There was no job waiting in Guatemala, and Lupe was horribly abused by him.

Lupe fled to the US when she was 17 to live with her aunt. Thanks to your donations, a legal aid attorney at the Northwest Immigrant Rights Project helped Lupe get Special Immigrant Juvenile Status, because it was not safe for her to return to her home country. Lupe is now approved for residency in the US and is safe for the first time in a long time. She is in high school, and loves her science classes. Lupe recently turned 18 and told her attorney it was her “best birthday ever.”

The Foundation presented the 2017 Charles A. Goldmark Distinguished Service Award to Lucy Lee Helm and Paula Boggs, Starbucks Coffee Company’s current and former general counsel.

Boggs and Helm were recognized for creating a groundbreaking corporate pro bono program that has helped countless Washington residents for nearly two decades. From addressing housing and youth homelessness to providing wills for first responders and help for people leaving prison, the Starbucks program sets a stellar example of pro bono service for corporations.

In 2017 the Tribal Court Public Defense Clinic at the UW School of Law received the LFW President’s Award, which trains up to 20 law students per year in the practice of public defense in the Tulalip Tribal Court.

The Foundation presented the 2016 Goldmark Award to Judge Donald Horowitz (ret.), Dave Andrews and Mark Hutcheson for their career-long efforts to increase access to civil legal aid.

Mr. Horowitz served on the Endowment for Equal Justice board. His advocacy and writings have shaped legislation on issues of child welfare, disability rights and the impact of technology in legal proceedings. Mr. Andrews and Mr. Hutcheson helped found the Campaign for Equal Justice which has raised and granted more than $24 million for civil legal aid over 25 years. Mr. Hutcheson currently Co-chairs the Reach 20 Initiative of the Endowment for Equal Justice with Ms. Helm.

These visionaries have changed the landscape of legal aid in Washington and made it a better place to live.

Legal Aid fosters systemic change by making life saving

medication available to all

As a creative and successful tattoo artist, Adam Rabb knew the risks of working with needles and took plenty

of precautions. But despite his careful efforts, a prick from a needle led to what could have been a death sentence.

Fortunately, your support of civil legal aid helped save Adam’s life.

When he began to experience extreme fatigue, memory loss and depression, Adam went in for a physical that confirmed he had contracted Hepatitis C. Unless he could secure a liver transplant or a miraculous new drug called Harvoni that could cure him, he’d die.

Adam, who could no longer work because of the disease, was insured by the state-administered Medicaid program. When he applied to receive the life-saving medication, his claim was denied. The state said Harvoni was too expensive at more than $90,000.

Adam’s determined fiancée, Liz Farrell, spent countless hours on appeals — all denied.

“It was crushing,” Adam says.

Then the couple learned about a class action suit filed by Columbia Legal Services, an LFW grantee, and some private attorneys.

“They were phenomenal. They treated me like someone in crisis and validated everything I felt,” says Adam. “They had the authority and know-how to push the issue.”

The lawsuit was successful in time to help Adam — along with 28,000 other Hepatitis C patients in Washington. Our state’s success helped prompt similar positive court cases in other states.

Adam and Liz are grateful to everyone whose support funded his legal assistance.

“I cannot thank you enough for paying it forward and giving back,” Adam says. “I hope you realize how profoundly you can affect society and people’s lives.”

Each year we recognize the legal communities that go above and beyond in their dedication to supporting the Campaign for Equal

Justice. The Rainier Cup is presented to the county bar association with the highest percentage of attorneys donating to the Campaign. We congratulate the attorneys of Whatcom County, where 28 percent of the legal community made gifts, earning the Whatcom County Bar Association the 2016 Rainier Cup.

We are also grateful to the annual King County Law Firm Campaign and the Pierce County Law Firm Campaign. The King County campaign raised $563,000 from 107 firms and Pierce County raised $47,000 from 31 firms.

THANK YOU!

The Campaign for Equal Justice spreads gratitude and impact across the stateFrom Spokane to Bellevue, Bellingham to Olympia, civil legal aid supporters from across Washington came together throughout the year to raise funds and to be celebrated for their generosity to the Foundation. Regional happy hours brought together beer, justice, and Campaign supporters in Bellevue, Olympia, Seattle, Snohomish County, Tacoma, Spokane and Yakima. Phone-a-thon volunteers reached out to engage attorneys in the Campaign in Chelan/Douglas, Clark, Skagit, Snohomish and Whatcom counties.

Ensuring access to justice makes the legal system work better for all of us

The values of equality, fairness and justice have always resonated with Dave Burman, as a human being and as an attorney.

“It benefits us all when we have a legal system that operates effectively and efficiently for everyone — not just for people who can afford to pay for a lawyer but for everybody,” says the Perkins Coie partner and Campaign for Equal Justice Board member. “It makes all of our social programs more effective when people can be protected from abuses in housing and employment and other critical areas of their lives.”

As a longtime donor to LFW, Dave appreciates the Foundation’s statewide reach, the trust it has engendered through the years, and its expertise in identifying and directing funding to civil legal aid organizations.

“LFW and its donors are making an impact,” he says. “And the heroes in this cause are the people who work in civil legal aid every day along with the people who are able to give their time in pro bono service to this effort. I’m humbled to support this important work.”

Dave Burman, Perkins Coie
